The claim is subject to blocked-credit rules, reversals and statutory cutoffs; an invoice appearing in GSTR-2B is not, by itself, a complete legal approval.
What GST input tax credit is—and what it is not
Section 16(1) of the Central Goods and Services Tax (CGST) Act permits a registered person to take credit of input tax on goods or services used, or intended to be used, in the course or furtherance of business. The approved amount is posted to the taxpayer’s electronic credit ledger and can generally be used in accordance with GST payment rules.

That permission is conditional. A business purchase is not automatically creditable merely because GST was charged or because the invoice appears in an auto-drafted statement. The transaction must pass the statutory conditions in Section 16 and any applicable restriction or blocked-credit provision. The correct question is therefore not “Is GST shown on the bill?” but “Does this particular supply satisfy every legal and documentary condition for this taxpayer and period?”
- The claimant must be a registered person entitled to file the relevant return.
- The goods or services must be connected with business use, rather than a personal or otherwise restricted use.
- The prescribed tax document and required particulars must be available.
- The goods or services must actually be received, with a special timing rule for lots or instalments.
- The supplier’s reporting and payment conditions, the recipient’s return filing, and any reversal rules must be considered.
This article describes the general route for an Indian GST-registered taxpayer. Imports, reverse-charge transactions, input-service-distributor (ISD) allocations, cancellations or revocations, blocked-credit questions and other special categories can require transaction-specific analysis.

Eligibility under Section 16: the checks to complete before reporting ITC
1. Confirm business use and registration status
Start with the person claiming the credit, the GST registration under which the purchase was made, and the purpose of the purchase. Section 16(1) is concerned with goods or services used or intended for use in the course or furtherance of business. Record the business purpose and the registration details that connect the supply to the return.
If a purchase has both business and non-business use, do not claim the full tax without applying the relevant apportionment or restriction. The CGST Act contains blocked-credit and other restriction provisions; GSTR-2B cannot identify every one of them.
2. Check the Section 16(2) conditions
The general conditions include all of the following:
- You possess a tax invoice, debit note or another prescribed tax-paying document.
- The supplier has furnished the invoice or debit-note details in the outward-supplies statement and those details have been communicated to you through the GST system.
- You have received the goods or services.
- The tax charged on the supply has been paid to the Government, subject to the Act and its rules.
- You have furnished the return in which the credit is taken.
For goods delivered in lots or instalments, receipt is treated as occurring when the last lot or instalment is received. Retain delivery evidence that supports the date and completeness of receipt.
3. Apply the 180-day supplier-payment rule where it applies
If the recipient does not pay the supplier the value of the supply plus tax within 180 days from the invoice date, the Act requires payment or reversal of the corresponding ITC with applicable interest in the prescribed manner. The credit can be taken again when the supplier is paid. This is not a universal “pay first, claim later” rule: the legislation contains exceptions, including for reverse-charge supplies. Identify whether an exception applies before making a reversal.

4. Separate legal eligibility from system visibility
GSTR-2B is an important control, but it is not a legal opinion. The statement shows supplier-reported information and specified system-detectable ineligibility. It does not decide every business-use, blocked-credit, receipt, payment or other statutory question. You must self-assess eligibility even when the portal labels an amount as available.
Documents needed to support a GST ITC claim
CGST Rule 36 sets out the prescribed-document framework. Use the document type that matches the transaction rather than treating an ordinary purchase receipt as universally sufficient.

Invoice particulars and supporting file
Rule 36 also addresses document particulars. A missing detail does not create a blanket waiver of invoice requirements; a document can qualify only where the rule’s stated conditions are met. Check the document before booking the tax:
- Supplier GSTIN and legal name.
- Invoice or debit-note number and date.
- Taxable value and the CGST, SGST, IGST or applicable cess amounts.
- Place of supply where it affects the tax treatment.
- Description and quantity or service details sufficient to identify what was supplied.
- The recipient’s GST registration details and address.
Keep the tax document with evidence that the goods arrived or the service was performed, the business-purpose record, supplier correspondence about corrections, payment information where the 180-day rule is relevant, the filed return acknowledgement, the downloaded GSTR-2B and the reconciliation or reversal working paper. An organised file makes it possible to explain why an amount was claimed, deferred or reversed.
How GSTR-2B fits into the claim
What GSTR-2B does
GSTR-2B is a static, read-only, auto-drafted ITC statement. Taxpayers use it to take the appropriate credit in the relevant GSTR-3B sections. It is not editable by the recipient and is not the return in which the credit is finally claimed.

For monthly recipients, the statement generally appears on the 14th of the succeeding month. For quarterly recipients, it generally appears on the 14th of the month following the quarter. Supplier details filed after a period’s cutoff can flow into a later statement, so a missing invoice may need to be checked in a subsequent period.

Why an “available” amount still needs review
The portal’s “ITC not available” section covers specified system-detectable scenarios only. Other legal ineligibility may not be flagged. A transaction can therefore appear in the available portion while still requiring exclusion or reversal because of business-use limits, blocked-credit rules, non-receipt, payment conditions or another statutory issue.
Fields to match before claiming
Reconcile the statement against your purchase register and source documents. At minimum, match:
- Supplier GSTIN.
- Invoice or debit-note number and date.
- Taxable value and each tax component.
- Place of supply where relevant.
- Receipt date, goods-received note or service-completion evidence.
- Credit notes, amendments and any earlier claim or reversal.
Investigate duplicate entries, invoices reported under the wrong GSTIN, amended documents, credit notes that reduce tax, and records that are absent from the statement. Ask the supplier to correct the relevant outward-supplies filing when necessary; you cannot edit GSTR-2B yourself. Re-check the next applicable statement after the supplier’s correction is filed.
Step-by-step: claim eligible ITC in GSTR-3B
- Establish the claimant and business connection. Confirm that the correct GST registration is active for the period and that the purchase relates to business. Screen the transaction for blocked-credit and other statutory restrictions before relying on any portal amount.
- Collect and validate the prescribed document. Obtain the tax invoice, debit note, bill of entry, reverse-charge document or ISD document applicable to the transaction. Check the mandatory particulars, supplier identity, tax calculation and the link to the underlying supply.
- Confirm receipt. Match the invoice to a goods-received record, delivery evidence or service-performance record. For lots or instalments, wait until the last lot or instalment has been received for the statutory receipt condition.
- Review supplier reporting. Confirm that the invoice or debit-note details have been furnished by the supplier and communicated through the GST system. If the record is missing or wrong, request correction and track the period in which it should appear.
- Open the statement. On the GST Portal, go to the Returns Dashboard and download the relevant GSTR-2B for the tax period. Save the file with the period and registration identifier so the version used for the return can be reproduced.
- Reconcile transaction by transaction. Match GSTR-2B to the purchase register and source file. Remove duplicates, account for credit notes and amendments, identify missing supplier filings, and separate documents that fail a legal condition even if the portal lists them as available.
- Test payment and reversal requirements. For invoices approaching or passing 180 days without payment of value plus tax, determine whether the corresponding ITC must be paid or reversed and whether an exception applies. Record any reversal and the applicable interest calculation; restore the credit only when the supplier is paid as permitted.
- Compute the eligible amount. Self-assess the credit after all exclusions, apportionments and reversals. The amount to report is the legally eligible figure, not automatically the total in GSTR-2B.
- Enter the claim in GSTR-3B. Open the return for the relevant period, enter eligible ITC in the appropriate GSTR-3B sections, and enter required reversals or ineligible amounts in their applicable fields. Review the generated figures before submission.
- Check the portal’s filing date. The return tile displays the applicable GSTR-3B filing date for your profile and tax period. The date can differ by filing profile, period, location or an extension, so do not substitute a single generic monthly date.
- File and preserve proof. Submit the return through the portal and retain the acknowledgement, filed GSTR-3B, GSTR-2B download, invoices or other prescribed documents, receipt evidence, reconciliation and reversal workings.
Two different GST ITC deadlines you must track
The recurring GSTR-3B filing date
ITC is reported through the GSTR-3B return for the relevant period. The due date depends on the taxpayer’s filing profile and period, and notifications can extend it for selected taxpayers or places of business. Read the date displayed in the return tile for the registration and tax period concerned.

The Section 16(4) outer cutoff
Section 16(4) sets the general outer deadline for taking credit on an invoice or debit note: the 30th day of November following the end of the financial year to which that invoice or debit note pertains, or the date of furnishing the relevant annual return, whichever is earlier. The statutory sentence is: “A registered person shall not be entitled to take input tax credit in respect of any invoice or debit note for supply of goods or services or both after the thirtieth day of November following the end of financial year to which such invoice or debit note pertains or furnishing of the relevant annual return, whichever is earlier.”
| Clock | What it controls | How to apply it |
|---|---|---|
| GSTR-3B period due date | When the return for a particular tax period must be filed | Use the date shown for your profile and period on the GST Portal, including any applicable extension |
| Section 16(4) cutoff | Latest general date on which the invoice or debit-note credit may be taken | Use 30 November after the relevant financial year, or the earlier filing of the relevant annual return |
For an invoice pertaining to financial year 2025–26, the general Section 16(4) cutoff is 30 November 2026, unless the relevant annual return is furnished earlier or a specific statutory exception applies. This calculation depends on correctly identifying the financial year to which the invoice or debit note pertains.

The invoice is absent from GSTR-2B
Do not edit the statement or claim solely because you hold a paper invoice. Check the supplier GSTIN, invoice number and date, the reporting period and whether the supplier filed after the statement cutoff. Ask the supplier to correct or furnish the outward-supplies details, then check the next applicable GSTR-2B. Keep the communication and the eventual matching statement in your file.
The invoice appears, but the tax or value is wrong
Compare the portal record with the supplier document and your purchase register. A supplier amendment or credit note may change the eligible amount. Claim only the amount supported by the corrected documents and account for any reversal or reduction in the appropriate GSTR-3B period.
The amount is marked available, but the purchase may be ineligible
Apply the legal test independently. System visibility does not resolve business-purpose, blocked-credit, receipt, payment or other statutory questions. Exclude or reverse the amount when the law requires it and document the reason.

Goods were delivered in stages
Track each delivery and claim only after receipt of the last lot or instalment, because that is the statutory receipt point for this condition. Keep the delivery records together with the invoice.
The supplier has not been paid for 180 days
Identify the unpaid invoice, calculate the corresponding credit, check whether a statutory exception such as a reverse-charge supply applies, and make the prescribed payment or reversal with applicable interest where required. Reclaim when payment is made as permitted by the Act.
The return deadline is close
Prioritise the reconciliation and legal review rather than copying the GSTR-2B total. If a document or supplier correction is unresolved, defer the amount until the conditions are satisfied, while monitoring both the next statement and the Section 16(4) outer cutoff.
Manual reconciliation or software: choosing a workable process
The choice is a workflow decision, not an alternative legal standard. A small volume may be managed with a controlled purchase register and spreadsheet; larger volumes may benefit from accounting or reconciliation software that imports GSTR-2B, flags duplicates and tracks amendments. In either case, the taxpayer remains responsible for the legal self-assessment.
| Comparison point | Manual process | Accounting or reconciliation software |
|---|---|---|
| Source of evidence | Invoices, receipt records and purchase register checked by staff | Those records combined with imported GSTR-2B data |
| Strength | Flexible review of unusual transactions and supporting documents | Faster matching, duplicate detection and exception tracking at higher volume |
| Limit | More exposure to spreadsheet errors and missed amendments | System flags cannot replace review of business use, blocked credits or statutory exceptions |
| Required control | Reviewer sign-off and period-end reconciliation | Reviewer sign-off, configured tax rules and retained source documents |
Whichever method you use, retain an audit trail showing the source document, the GSTR-2B line, the decision to claim or defer, and each later correction or reversal.
