Claim GST input tax credit (ITC) only after proving that the tax is legally eligible—not merely because an invoice appears in GSTR-2B. Match each document to your books and receipt records, remove blocked or restricted credits, account for reversals, and report the resulting net amount in GSTR-3B. The general section 16(4) deadline is 30 November after the relevant financial year or the filing of the relevant annual return, whichever comes first.
What input tax credit is—and why GSTR-2B is not enough
ITC lets a registered person offset eligible GST paid on business inputs and services against output tax. Section 16 permits credit for supplies used or intended for use in the course or furtherance of business, subject to the conditions, restrictions and time limits in the CGST Act and Rules. A business purchase does not automatically qualify: use, documentation, receipt, supplier reporting, payment and statutory restrictions all matter.

GSTR-2B is an auto-drafted, static, read-only statement. It collects supplier- and Input Service Distributor-reported documents and import information to help prepare GSTR-3B. The GST Portal FAQ says it should be used to take the right ITC in the relevant sections of GSTR-3B, but it also warns that other legal scenarios can make credit unavailable even when the statement does not mark it unavailable. You cannot edit GSTR-2B or insert a missing invoice yourself. A discrepancy must be resolved through the supplier or the underlying transaction records.
The legal eligibility test for every invoice
Before claiming a line item, test it against each of these questions and retain evidence for the answer:

- Is the recipient entitled to claim? The claimant must be a registered person making the claim in a GST return for the relevant period.
- Is there a prescribed document? Acceptable bases include a supplier tax invoice, debit note, bill of entry and prescribed ISD documents.
- Was the supply actually received? Keep delivery records, goods-receipt notes, service completion evidence, transport records or other proof appropriate to the transaction.
- Is the use connected with business? Credit for personal or other non-business use must be excluded or apportioned under the applicable rules.
- Is the supply taxable to the recipient in the claimed manner? Check the tax type, place-of-supply treatment, reverse-charge status and whether the supplier is a composition taxpayer.
- Has the tax been paid to the Government as required by law? Supplier reporting and your own reverse-charge payment obligations must be considered.
- Has the return been filed within the statutory time limit? Section 16(4), together with any applicable special provision, controls the outer date.
These questions are cumulative. A matching invoice in GSTR-2B supports reconciliation; it does not replace the recipient’s legal self-assessment.
Documents and invoice controls
For each claim, retain the prescribed document with the evidence that the supply was received and used for business. An invoice review should cover:
- supplier’s legal name, GSTIN and address;
- recipient’s legal name, GSTIN and address;
- unique invoice serial number and issue date;
- description, quantity or scope of goods or services;
- taxable value, tax rate and tax amount;
- place-of-supply details where relevant;
- debit notes, credit notes and amendments linked to the original document; and
- purchase-order, receipt, payment and business-purpose records.
Do not rely on a PDF alone when the transaction requires proof of receipt or use. Link the invoice to the accounting entry and preserve the audit trail showing who reviewed eligibility and when.

A monthly ITC workflow that prevents overclaims
- Download the period’s GSTR-2B. Save the statement for the relevant return period in a controlled folder. Because it is static, retain the version used for the filing.
- Match documents to the purchase ledger. Reconcile invoice number, date, supplier GSTIN, taxable value and tax amount. Identify invoices in the books but absent from GSTR-2B, and entries in GSTR-2B that are missing from the books.
- Confirm the underlying supply. Check receipt, service completion, business purpose, place of supply and tax treatment. A portal match cannot prove that goods arrived or that a service was used for business.
- Check amendments and credit notes. Net a credit note against the related purchase and investigate duplicate invoice numbers, revised documents and changes reported in a later period.
- Apply legal restrictions. Remove section 17(5) blocked credits, apportion common inputs used for exempt supplies or non-business purposes, and identify credits requiring reversal under the Rules.
- Review payment status. Track invoices approaching 180 days from the invoice date. If the supplier has not been paid the value and tax, apply the prescribed reversal and interest process unless the reverse-charge exclusion applies.
- Separate forward charge and reverse charge. Pay reverse-charge tax separately where required; do not treat ITC as a substitute for that payment.
- Calculate the net claim. Start with eligible credit, subtract permanent ineligibility and required reversals, and add only qualifying reclaims. Do not carry gross auto-populated figures into GSTR-3B.
- File and review GSTR-3B. Compare the return tables with the reconciliation working paper, general ledger and electronic credit ledger impact before submission.
How to fix a GSTR-2B and GSTR-3B mismatch
Invoice is in your books but absent from GSTR-2B
Confirm that the supplier used the correct GSTIN, invoice number, date and tax values and filed the relevant return or amendment. Ask the supplier to correct the source data and keep the written request and response. Do not create an entry in GSTR-2B yourself. Whether you can claim in a particular period depends on the statutory conditions and the records available for that claim, not on an ability to alter the statement.

Invoice is in GSTR-2B but absent from your books
Investigate whether it is a genuine purchase, a timing difference, a wrong-GSTIN filing by the supplier, or a duplicate. Obtain the underlying document and receipt evidence before recording anything. If the transaction is not yours, seek supplier correction and exclude it from your claim.
Amounts differ
Compare the taxable value and each tax component, then check credit notes, debit notes, amendments, currency conversion, import records and period cut-off. A difference may require an accounting correction, a supplier amendment or a legal adjustment rather than a mechanical overwrite of your books.
GSTR-3B shows more credit than the eligible reconciliation
Recompute from source documents, identify the duplicate or disallowed amount, and make the required reversal in the appropriate table. If an earlier return overstated credit, obtain professional advice on the correction, interest and any other consequence for the relevant tax period.
Reporting eligible, blocked and reclaimable amounts in GSTR-3B
CBIC Circular 170/02/2022-GST distinguishes permanent ineligibility from reversals that can be reclaimed after conditions are met. The following treatment reflects that circular; confirm current portal instructions before filing because table labels and instructions can change.

| Eligible ITC after document, receipt, business-use and other checks | Include in the relevant eligible-credit section and retain support. | Eligible amount contributes to Table 4(C) after reversals. |
| Section 17(5) blocked credit | Do not claim as available ITC. | Report in Table 4(B)(1). |
| Absolute reversals, including specified Rule 38, 42 and 43 reversals | Reverse permanently or for the amount required by the applicable rule. | Report in Table 4(B)(1). |
| Conditional reversal that may be reclaimed after the required condition is fulfilled, including the stated non-payment condition | Reverse now; track the condition and evidence for a later reclaim. | Report in Table 4(B)(2). |
| Qualifying reclaim after the condition is fulfilled | Reclaim only the amount and period permitted by law. | Report in Table 4(A)(5) and Table 4(D)(1). |
| Section 16(4) or specified place-of-supply cases shown as unavailable | Exclude from eligible credit and retain the reason. | Report in Table 4(D)(2). |
Under the circular, net credit in Table 4(C) is the amount in 4(A) less 4(B)(1) and 4(B)(2), credited to the electronic credit ledger. A spreadsheet or accounting system can calculate this net figure, but software does not decide whether a credit is legally eligible.
Restrictions that commonly change the answer
Business and exempt-use apportionment
When an input or service serves both business and non-business purposes, restrict credit to the business portion under the applicable attribution rules. When it serves both taxable and exempt supplies, apply the prescribed apportionment. Document the allocation method and update it when use changes.
Blocked credits under section 17(5)
Section 17(5) blocks specified categories, subject to the exceptions written into the provision. Review the exact category and exception for the tax period instead of relying on a generic “business expense” label.

A composition taxpayer does not charge GST in the ordinary manner. Its invoice therefore does not create credit of supplier-charged GST for the recipient. Check the supplier’s status and the document before posting ITC.

Reverse charge
For a reverse-charge supply, the recipient may have to pay GST directly. The GST Portal advisory specifically requires reverse-charge tax payment. Pay and report that liability as required, then assess any resulting ITC separately under the normal eligibility conditions. The supplier-payment rule described below excludes supplies on which tax is payable under reverse charge.
The 180-day supplier-payment rule
If you claim ITC and do not pay the supplier the value of the supply and the tax within 180 days from the invoice date, the prescribed rules require reversal or addition of the credit amount to output tax liability, together with interest for the stated period. Maintain an ageing report from the invoice date, not merely from the accounting-entry date.
After payment is made, the rules describe re-availment subject to the applicable conditions. Keep proof of payment and link it to the original invoice and reversal entry. The stated trigger does not apply to supplies where tax is payable under reverse charge, but other eligibility requirements still apply.
Last date to claim GST ITC
The general section 16(4) time limit is the 30th day of November following the end of the financial year to which the invoice or debit note pertains, or the date you furnish the relevant annual return, whichever is earlier. For example, an invoice pertaining to financial year 2025–26 generally falls within the deadline created by the 30-November rule for that year, unless the annual-return filing date comes earlier under the provision.

Do not apply the date mechanically. Identify the financial year of the invoice or debit note, check when the annual return was furnished, and verify the law applicable to the relevant period. CBIC Circular 237/31/2024-GST explains retrospective insertion of sections 16(5) and 16(6), effective from 1 July 2017 for specified circumstances. Those provisions are not blanket relief for every old claim; review the taxpayer’s period, return status and facts against the conditions in the amended law.
Common filing errors and the control that prevents each one
- Claiming every GSTR-2B line. Use a legal eligibility checklist covering business use, receipt, blocked-credit rules, place of supply and time limit.
- Trying to edit GSTR-2B. Treat it as read-only; correct the supplier’s filing or your own evidence instead.
- Claiming an invoice twice. Match invoice number, supplier GSTIN and tax amount across periods and flag duplicates after amendments.
- Ignoring credit notes. Reconcile credit notes to the original invoice and reduce the claim when required.
- Putting gross auto-populated credit in GSTR-3B. Calculate eligible net ITC after all reversals before filing.
- Mixing permanent and conditional reversals. Use Table 4(B)(1) for the permanent categories identified by CBIC and Table 4(B)(2) for conditional reversals; record later qualifying reclaims in 4(A)(5) and 4(D)(1).
- Missing the 180-day payment review. Run an invoice-ageing report and preserve payment evidence for re-availment.
- Assuming retrospective relief covers every old invoice. Test sections 16(5) and 16(6) against their specified circumstances and the relevant tax period.
- Taking credit from a composition supplier. Confirm that the supplier actually charged GST in a document that can support ITC.
- Using ITC instead of paying reverse-charge tax. Calculate and discharge the reverse-charge liability first, then assess credit separately.
Worked decisions for typical invoices
Invoice appears in GSTR-2B, but the service was partly personal
Do not claim the full amount. Retain the invoice and allocate only the business-use portion under the applicable rule. The personal portion is excluded before the GSTR-3B calculation.
Invoice is eligible, but the supplier remains unpaid after 180 days
Reverse the required amount through the conditional-reversal process, calculate the prescribed interest, and track the invoice for re-availment after payment and satisfaction of the applicable conditions.
Invoice is from a composition taxpayer
Record the purchase if appropriate, but do not claim supplier-charged GST because the composition supplier does not charge GST in the ordinary manner. Check whether any separate reverse-charge rule applies to your transaction.
Old invoice was missed before the normal deadline
Determine the invoice’s financial year and annual-return date, then examine whether a specified retrospective provision applies. If no valid route remains, do not insert the amount merely because it is visible in a later statement.
Records to retain and review before submission
A defensible ITC file should let another reviewer trace each claimed rupee from GSTR-3B to GSTR-2B, the purchase ledger, the prescribed document, receipt evidence and the eligibility decision. Keep the period’s downloaded GSTR-2B, reconciliation exceptions, supplier correspondence, allocation workings, blocked-credit review, 180-day ageing, payment proof and approval of the final GSTR-3B figures.
Where portal instructions, statutory text or table behavior has changed, use the GST Portal and current CBIC material for the relevant tax period. A reconciliation tool can organize documents and identify differences, but only the taxpayer’s facts and the law determine entitlement.
Do these 3 things before closing this tab:

Final pre-filing checklist
- Every claimed document is prescribed, genuine and linked to receipt evidence.
- Supplier identity, invoice data, tax amounts, amendments and credit notes reconcile.
- Business-use and taxable-use attribution is documented.
- Section 17(5) and other blocked credits are removed.
- Reverse-charge liabilities are separately paid and reported.
- 180-day non-payment cases are reversed with the required interest treatment.
- Permanent reversals and conditional reversals are in the correct GSTR-3B tables.
- Any reclaim has satisfied its condition and is supported by evidence.
- The section 16(4) deadline and any narrowly applicable section 16(5) or 16(6) relief have been checked.
- Net ITC in GSTR-3B agrees with the approved reconciliation and is not overstated.
