How to Claim Crop Insurance After Drought-Related Crop Loss in India

If drought or a prolonged dry spell damaged your insured standing crop in India, start by checking the applicable Pradhan Mantri Fasal Bima Yojana (PMFBY) notification, your enrollment and the notified insurance unit. Drought is a covered standing-crop peril, but the usual claim is based on area-level yield measured through crop-cutting experiments, not an automatic inspection of one farm. Report within 72 hours when the loss is a qualifying localized calamity or post-harvest loss; that deadline should not automatically be applied to every area-based drought-yield claim. For help with reporting, status or grievances, use the PMFBY farmer portal and its Krishi Rakshak Portal & Helpline (KRPH) at 14447.

What a drought claim under PMFBY actually covers

Under the PMFBY framework, “Drought, Dry spells” appears among the yield-loss risks covered for standing crops. Coverage is not triggered simply because a village experienced low rainfall or because a crop looked stressed. The crop, season and insurance unit must have been notified, and you must have been insured for that notified risk.

As an Amazon Associate I earn from qualifying purchases.

For widespread drought-related losses, PMFBY generally uses the actual yield established through official crop-cutting experiments (CCEs) in the notified insurance area. That measured yield is compared with the threshold yield specified for the crop and area under the applicable policy and state notification. Consequently, an individual farmer usually cannot establish an area-yield claim by submitting a private estimate of damage alone. A drought event may affect many farms while the eventual claim decision still depends on the official yield assessment and policy terms.

The Ministry of Agriculture and Farmers Welfare’s PMFBY materials also identify separate categories for localized calamities, post-harvest losses, prevented sowing and mid-season adversity. Each category has different conditions and, in some cases, a different reporting route. Classifying the loss correctly is the first practical decision.

Check eligibility before treating the loss as a claim

Confirm the crop and insurance unit

Look at the policy or season notification and verify that your crop was notified for PMFBY in the relevant season and area. “Area” can be the insurance unit used for yield assessment rather than the boundary of your individual holding. A crop that is insured in one notified unit or season may not be covered in another.

Confirm that your enrollment is recorded

Use the official PMFBY farmer portal’s “Know your Application Status” function, or contact the insurer or official helpline, to check whether your application and premium details are recorded. Keep the application or policy reference available when you ask for assistance. The portal also provides farmer-enrollment access.

Read the current state and season notification

National PMFBY rules do not replace the crop, area, season and insurer details published for a particular state. The notification identifies the insured crop, insurance unit, threshold-yield basis and the insurer handling the policy. Scheme pages and administrative details can change, so use the notification applicable to the season in which the drought occurred.

Separate standing-crop damage from harvested-crop damage

Plants damaged before harvest are normally considered under standing-crop yield loss, subject to the area assessment. Produce that had already been cut and spread in the field falls under the narrower post-harvest clause only when its crop, peril and timing satisfy the applicable rules.

Choose the correct PMFBY loss category

Loss category What the official PMFBY material says What you should do
Standing-crop yield loss Drought and dry spells are listed as covered yield-loss risks. Widespread loss is assessed with crop-cutting-experiment data and compared with the notified threshold yield. Verify notification and enrollment, monitor the official CCE and claim process, and ask the insurer or helpline how your policy’s area-based assessment will be communicated.
Localized calamity The scheme provides for specified individual-farm risks. The official material identifies hailstorm, landslide and inundation as localized risks. Report the qualifying event within 72 hours and cooperate with the joint assessment by the State Agriculture Department and insurer.
Post-harvest loss Coverage can extend for up to 14 days after harvest for qualifying crops left cut and spread in the field to dry, against specified cyclone or cyclonic-rain and unseasonal-rain perils. Check that the crop, drying method, peril and 14-day period match the notification. Drought damage to harvested produce is not automatically covered by this clause.
Prevented sowing PMFBY lists prevented sowing as a separate claim category, invoked according to official state or area decisions. Do not self-designate a drought as prevented sowing; check whether the state notification formally activates the category for your area and season.
Mid-season adversity Mid-season adversity is also a separate category in official PMFBY materials, with invocation dependent on official decisions. Ask the state agriculture authorities, insurer or KRPH whether the category has been declared for your notified area and crop.

Step-by-step: what to do after drought-related crop loss

1. Identify the date, crop stage and affected area

Write down when the dry spell or drought symptoms became apparent, whether the crop was standing or already harvested, and the notified village, block or other insurance unit. This information helps the insurer determine which PMFBY category and notification apply. Do not describe a harvested loss as a standing-crop loss or vice versa.

2. Check your application status

Open the official PMFBY farmer portal and select “Know your Application Status”. If the application is not visible or the information is wrong, contact the insurer or the KRPH helpline at 14447. Ask for the insurer assigned to your crop and season, the policy or application reference and the applicable insurance unit.

3. Read the season notification and policy terms

Confirm the crop, notified area, coverage period and claim category. Pay particular attention to whether the state has invoked prevented sowing or mid-season adversity, and whether your event is a localized peril rather than a general drought-yield loss. The same word—“drought”—can describe different agronomic circumstances, but PMFBY processing follows the category and peril recognized in the notification.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Report promptly when the event is localized or post-harvest

The PMFBY compendium states: “Localized calamities and post-harvest losses must be reported by farmer within 72 hours of happening.” Use the Crop Insurance App where available, or the reporting channel specified by the insurer or state. Include the policy or application reference and the location and crop details requested by that channel. Keep the confirmation or complaint number.

5. Request the applicable area-yield process for a drought claim

For a widespread drought yield loss, ask the insurer or KRPH how the official crop-cutting-experiment process applies to your notified unit. The reviewed national material does not establish one universal additional individual-reporting deadline for every area-based drought claim. Therefore, do not assume that missing a 72-hour notice automatically defeats an area-yield claim, and do not assume that a private farm inspection replaces the official CCE process. Obtain the procedure for your policy, state and season in writing or through a recorded service request.

6. Cooperate with inspections and surveys

Localized calamity assessments are conducted jointly by the State Agriculture Department and insurer. Be available when officials arrange a visit, provide accurate field-location information and retain the visit or survey reference. For area-based drought claims, follow announcements about CCEs and any farmer-facing process issued for the insurance unit.

How the area-based drought assessment works

Crop-cutting experiments supply the yield evidence

For widespread yield losses, authorized crop-cutting experiments generate actual-yield data for the insurance unit. These are field measurements under the government’s assessment process, not a farmer’s visual estimate or a single photograph. The resulting yield is compared with the notified threshold yield for that crop and unit.

Your personal loss may differ from the unit result

Because the assessment is area based, one farmer may experience severe damage while the measured unit yield does not cross the policy threshold, or the unit result may support a claim even though individual fields look different. This is why a drought declaration or a visibly failed patch does not by itself guarantee a payment to every insured farmer.

Ask which result controls your policy

Threshold-yield definitions, CCE implementation, claim calculation and communication can depend on the state notification and policy. Ask the insurer or KRPH when the CCE data for your unit will be finalized, how the result will be published and how a discrepancy in your application record can be corrected. Do not rely on an unofficial village message as the final claim decision.

When the 72-hour rule applies—and when not to assume it does

Localized calamity

The 72-hour reporting requirement is explicit for a qualifying localized calamity. The official material lists hailstorm, landslide and inundation among the localized risks. If one of these events caused a covered individual-farm loss, report it within 72 hours of occurrence through the Crop Insurance App or the channel specified by the insurer and state authorities.

Post-harvest loss

The same 72-hour requirement applies to qualifying post-harvest losses. The post-harvest clause is limited: the crop must be one eligible under the notification, it must have been cut and spread in the field to dry, the loss must occur within the permitted period of up to 14 days after harvest, and the peril must be a specified cyclone or cyclonic-rain event or unseasonal rain. The clause is not a general insurance extension for drought-damaged grain after harvest.

Widespread drought yield loss

The official compendium describes widespread loss as an insurance-unit yield assessment based on CCE data. The reviewed national material does not say that every farmer must file a separate 72-hour notice for every area-based drought yield claim. Contact the insurer or KRPH for the reporting and status process in your state and season rather than applying the localized-loss deadline automatically.

Information to have ready without inventing a universal document list

There is no single nationally stated document checklist in the material reviewed for every drought claim. Requirements can vary by state, crop, season, insurer, notified unit and policy. Prepare the information the official channel asks for, including:

  • Your name and contact details as recorded on the application.
  • Policy, application or enrollment reference.
  • State, district, block, village and notified insurance unit.
  • Crop, season and approximate sowing or harvest status.
  • Date and description of the drought, dry spell or other peril.
  • The date and channel used for any earlier report, plus its acknowledgement number.

Ask the insurer or KRPH whether additional records are required for your case. Do not delay a 72-hour report while trying to assemble a document set that the official channel has not requested.

What to do if the insurer says the loss is not payable

Ask for the precise reason

Request the decision in terms of the policy and notification: uninsured crop or area, missing enrollment, wrong peril category, outside the coverage period, post-harvest conditions not met, or an area-yield result that did not cross the threshold. A general statement such as “drought is not covered” is incomplete because drought and dry spells are listed as standing-crop yield-loss risks under PMFBY.

Correct an administrative error

If your application status, crop, area or insurer assignment is wrong, submit a query through the farmer portal and retain the grievance number. Provide the reference from your original enrollment and explain the exact field that needs correction.

Escalate an unlogged or delayed report

If you reported a localized or post-harvest event within 72 hours but cannot see it in the system, give the insurer the report acknowledgement and contact KRPH at 14447. Ask which State Agriculture Department office and insurer representative are responsible for the joint assessment.

Do not substitute private estimates for official findings

Photographs, rainfall information or a local estimate may help explain your complaint, but they do not replace the CCE result for an area-based yield claim or the joint survey required for a localized calamity. Use them as supporting information only when the official channel asks for it.

Common mistakes that can delay a drought claim

  • Assuming every drought is an individual-farm claim: widespread drought is generally assessed at the notified insurance-unit level.
  • Waiting beyond 72 hours for a localized or post-harvest loss: the compendium sets that reporting window for both categories.
  • Using the post-harvest clause for drought-damaged stored produce: the clause covers specified perils and qualifying crops left to dry in the field for up to 14 days after harvest.
  • Ignoring the season notification: eligibility, insurer, crop and insurance unit are notification-specific.
  • Expecting a payout merely because drought occurred: coverage, enrollment and the official yield or survey result all matter.
  • Failing to keep acknowledgements: without the application, report or grievance reference, it is harder for support staff to trace the case.

Use the official PMFBY support channels

The PMFBY farmer portal provides three reader-facing routes that match the practical tasks in a claim: “Report loss of Crop” for a loss report, “Raise Queries, tell us about our Grievances” for unresolved questions or complaints, and “Know your Application Status” for enrollment and claim tracking. The portal identifies the support service as the Krishi Rakshak Portal & Helpline (KRPH) and displays 14447.

When you contact support, describe the matter in one sentence—such as “standing-crop drought loss in the notified 2026 kharif unit”—then give the policy reference and prior acknowledgement. Ask whether your case is being handled as an area-based yield claim, localized calamity, post-harvest loss, prevented sowing or mid-season adversity. This prevents a report from being routed under the wrong category.

Current information and why state details matter

The PMFBY administrative dashboard displayed 16 September 2026 as its last update and listed prevented-sowing, localized, mid-term, yield-based and post-harvest claim categories. That dashboard date does not create a universal deadline or guarantee a payment; it indicates that the scheme is tracking multiple claim types administratively.

National PMFBY material cannot establish one universal document list or one additional individual reporting deadline for every drought yield claim. The operative details are the state notification, crop, season, notified insurance unit, insurer and your policy. Confirm those details before relying on a deadline, coverage category or claim-status message.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical checklist

  1. Confirm that your crop, season and insurance unit were notified under PMFBY.
  2. Check enrollment through “Know your Application Status”.
  3. Classify the event as standing-crop yield loss, localized calamity, post-harvest loss, prevented sowing or mid-season adversity.
  4. Report a qualifying localized or post-harvest loss within 72 hours.
  5. For widespread drought, ask how the CCE-based area assessment applies to your policy.
  6. Record every application, acknowledgement, survey reference and grievance number.
  7. Use “Report loss of Crop”, “Raise Queries, tell us about our Grievances” or KRPH at 14447 when the route or status is unclear.
  8. Follow the current state and season notification rather than a generic claim checklist.

The Bottom Line

Drought and dry spells can be covered under PMFBY for insured standing crops, but a drought event alone does not guarantee an individual payout. Verify notification and enrollment, use the CCE-based area-yield process for widespread loss, report qualifying localized or post-harvest losses within 72 hours, and use KRPH at 14447 when the insurer or claim status is unclear.
