1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsTo claim GST input tax credit (ITC) in India, first reconcile each purchase invoice or debit note with your books and GSTR-2B. Then verify the conditions in section 16 of the Central Goods and Services Tax (CGST) Act, apply section 17 restrictions, remove duplicates and blocked credits, and report only the eligible net amount in GSTR-3B. If an amount was claimed incorrectly, classify it as permanently ineligible or conditionally reversible, reverse it in the appropriate Table 4 field, and correct the return within the statutory time limit.
GSTR-2B is an important reconciliation statement, not an automatic approval of every credit shown as available. Your records, the nature of the purchase, receipt, business use, supplier compliance and the law for the relevant tax period still determine eligibility.

What GST input tax credit is—and what it is not
ITC is the credit of eligible GST paid on purchases of goods or services used in the course or furtherance of business. Eligible credit reduces the output GST you pay through the electronic credit ledger. It is not a reimbursement of every tax invoice received, and it cannot be claimed simply because an entry appears in an auto-drafted statement.
The controlling provisions are the CGST Act and rules applicable to the tax period concerned. Section 16 sets the basic conditions; section 17 limits credit for blocked items and requires proportionate allocation where purchases are partly for non-business or exempt activities. The exact result depends on your registration, invoice, place of supply, use of the purchase, supplier reporting and the period in which the claim is made.

Core eligibility checks under section 16
- You are a registered person entitled to claim the credit.
- The goods or services are used, or intended to be used, in the course or furtherance of business.
- You possess a valid tax invoice, debit note or another prescribed tax document.
- You have received the goods or services. Where a supply is delivered in lots or instalments, the applicable receipt rule must be considered.
- The supplier has complied with the relevant reporting and tax-payment requirements for the supply, subject to the law and rules for that period.
- You have considered any payment-to-supplier condition and the prescribed time limit for claiming the credit.
These are checks, not a guarantee that every condition applies identically to every transaction. Read the provision in force for the relevant tax period, especially where a transaction involves reverse charge, imports, amendments or special rules.
Section 17 restrictions and allocation
Even when the section 16 conditions are met, section 17 can restrict or allocate the credit. Common review points include blocked credits under section 17(5), business versus non-business use, and taxable versus exempt use. Claim only the business and taxable-use portion, and make the prescribed reversals where an amount changes over time.
Why GSTR-2B matters—and why it cannot decide eligibility
GSTR-2B is a read-only, auto-drafted ITC statement generated from supplier-filed documents and other system data. GST Portal guidance advises taxpayers to reconcile it with their own records and books of account. The statement helps identify what has been reported, but it does not replace a legal eligibility review.

The portal may flag certain credit as unavailable, including time-barred credit and specified place-of-supply mismatches. Those flags are not an exhaustive list of every legal restriction. Conversely, an entry shown as available does not prove that you received the supply, used it for business, avoided a duplicate claim or satisfied every condition in section 16.
What to reconcile for each document
| Record or check | What to verify | Why it matters |
|---|---|---|
| Supplier identity | Supplier GSTIN, legal name and registration details | A wrong GSTIN can prevent matching or attach the credit to another taxpayer. |
| Document details | Invoice or debit-note number, date, taxable value and tax amount | Errors, amendments and duplicate numbering can create duplicate or overstated credit. |
| Supply receipt | Goods received or service actually performed, supported by delivery, work or acceptance records | Possession of paper alone does not establish receipt. |
| Business use | Business purpose and taxable or exempt use | Section 17 may require allocation or reversal. |
| Supplier reporting | Whether the supplier uploaded the document and whether an amendment or credit note changed it | A document can appear in a later GSTR-2B or be reduced by a subsequent filing. |
| Prior claims | Purchase ledger, electronic credit ledger and earlier GSTR-3B returns | Prevents claiming the same invoice twice. |
Period timing
Supplier-filed documents generally flow into a later GSTR-2B according to the portal’s cut-off processing. A document appearing in a later statement therefore needs period-aware reconciliation; do not assume that the invoice belongs in the first month in which it was issued. Keep a status showing when it was reported, when it became claimable and when it was actually claimed.
Step-by-step process for claiming eligible ITC
- Collect the source documents. Assemble tax invoices, debit notes, import records, purchase orders, delivery or service-acceptance evidence and payment records. Ensure the document identifies the supplier, recipient, taxable value, tax rate and tax amount as required.
- Match the books to GSTR-2B. Compare invoice-level data, not only monthly totals. Record documents that are missing, amended, reduced by credit notes or reported in a later period.
- Confirm receipt and business use. Match goods to stock, inward registers or delivery evidence; match services to contracts, work records or acceptance evidence. Identify any personal, non-business or exempt use that requires allocation.
- Screen for blocked or restricted credit. Test section 17(5) blocked categories and any applicable Rule 38, 42 or 43 calculation. Separate permanent ineligibility from an amount that is only temporarily reversible.
- Check reverse-charge and import treatment. For imports, match the bill of entry and related records with the import data. For reverse-charge supplies, account for the tax payment first and handle the corresponding credit separately as required by the portal and the law.
- Remove duplicates and net amendments. Deduct supplier credit notes, revised invoices and other reductions. Verify that an invoice was not claimed in an earlier return or through another accounting entry.
- Check the time limit. Apply the section 16 claim deadline and any later statutory amendment or special rule that applies to the tax period. A time-barred amount must not be claimed merely because it remains in your ledger.
- Calculate the eligible net amount. Start with eligible credit, subtract permanent and conditional reversals and other required reductions, and retain a reconciliation that explains each difference from GSTR-2B.
- Report in GSTR-3B. Enter the amounts in the appropriate Table 4 fields, review the return totals and pay any output tax and reverse-charge liability before filing.
- Retain an audit trail. Save the filed return, working papers, source documents, supplier correspondence and evidence of receipt and payment for the statutory record-retention period.
How to report ITC and reversals in GSTR-3B Table 4
CBIC Circular 170/02/2022-GST explains how GSTR-2B information feeds Table 4 while placing responsibility on the taxpayer to identify ineligible credit and reversals. Use the current return instructions and later amendments together with the circular; labels or instructions can change.

| GSTR-3B field | Use it for | Practical control |
|---|---|---|
| 4(A)(5) | Eligible ITC, including credit reclaimed after the relevant temporary-reversal condition is fulfilled | Link every amount to an invoice-level schedule and, for a reclaim, to the earlier reversal. |
| 4(B)(1) | Permanent reversals and ineligible ITC, including section 17(5) blocked credit and applicable Rule 38, 42 or 43 reversals | Do not plan to reclaim an amount placed here. |
| 4(B)(2) | Temporary or non-permanent reversals that may be reclaimed after the specified condition is met | Track the condition and expected reclaim period separately from permanent disallowances. |
| 4(C) | Net ITC available | CBIC states the formula as 4(A) minus 4(B)(1) and 4(B)(2). |
| 4(D)(1) | Disclosure of reclaimed ITC as directed in Circular 170 | Reconcile the disclosure to the amount included in 4(A)(5). |
| 4(D)(2) | Time-barred ITC and the specified place-of-supply ineligible credits described by the circular and portal guidance | Confirm that the reason fits the field and current instructions. |
CBIC describes the result this way: “Therefore, the net ITC Available will be calculated in Table 4 (C) which is as per the formula (4A – [4B (1) + 4B (2)]) and same will be credited to the ECL of the registered person.” The formula does not make an otherwise ineligible purchase claimable; it only explains the netting of amounts that have been entered correctly.

Special cases that need separate treatment
Imports
Reconcile import ITC to the bill of entry and ICEGATE-related records rather than relying only on domestic supplier data. Check the importer details, taxable value, IGST amount and accounting entry, and preserve customs documentation. Investigate any difference before including the amount in the return.
Reverse-charge supplies
Reverse-charge tax is a liability that you pay and report separately from the subsequent credit. Follow the current GSTR-3B instructions for reporting the tax and claim the related ITC only after the required payment and other conditions are satisfied. Keep the self-invoice or other prescribed document, payment proof and ledger trail together.

Amendments and credit notes
A supplier amendment or credit note can reduce the credit that originally appeared in GSTR-2B. Reconcile the net position, not the original invoice in isolation. Negative credit or a reduction in a later statement can reflect an amendment; adjust the relevant Table 4 entries so that you do not retain excess credit or claim the same reduction twice.
Fixing an invoice that is missing from GSTR-2B
- Confirm the supplier GSTIN, invoice or debit-note number, date, taxable value and tax amount in your books.
- Check whether the supplier filed the document, used the correct recipient GSTIN or later amended it.
- Check subsequent GSTR-2B periods because the supplier’s filing may have missed the statement cut-off.
- Ask the supplier to correct the reporting and retain the correspondence and revised filing details.
- Preserve the invoice, proof of receipt, business-use analysis and payment evidence.
- Reassess the claim under the law for the relevant period. A missing portal entry does not automatically prove either eligibility or ineligibility.
Do not treat the historical procedure in Circular 183/15/2022-GST as a blanket current-year permission to claim outside present rules. That circular addresses selected differences for FY 2017-18 and FY 2018-19 and requires examination of supporting documents and conditions in the situations it covers.
Fixing a wrong, duplicate or overstated GSTR-3B claim
Before the return is filed
Stop the filing, correct the invoice-level reconciliation and recalculate Table 4. Remove the duplicate, net any credit note or amendment and move blocked or restricted amounts into the appropriate reversal category. Keep a dated working paper showing the original figure, corrected figure and reason.

After the return is filed
Compare the filed return with the purchase ledger and electronic credit ledger. Quantify the overclaim and classify it:
- Permanent ineligibility: reverse in Table 4(B)(1), including applicable blocked credit and permanent Rule 38, 42 or 43 reversals.
- Conditional or temporary reversal: reverse in Table 4(B)(2) where the circular and current instructions treat the amount as reclaimable after a specified condition is met.
- Prior-period inadvertent claim: Circular 170 indicates that, where applicable, a prior-period inadvertent claim can be reversed in Table 4(B)(2); confirm that the facts actually fit a temporary-reversal category.
If the error caused a short payment of tax, calculate and pay the applicable tax and interest. Do not erase the original return or silently alter accounting records; use the statutory correction mechanism and preserve the calculation.
Deadline and method for correcting a filed return
Section 39 provides that an error or omission in furnished details is rectified in the prescribed manner in a return for the relevant period, with tax and interest where the error resulted in a short payment. The current section text states a cut-off of 30 November following the end of the financial year to which the details relate, or furnishing the relevant annual return, whichever is earlier.
Apply the version of section 39, rules and any special provision in force for the transaction and return period. Older summaries often repeat a September deadline; do not rely on that date without checking the operative law. If the deadline has passed, or a notice, audit or investigation is involved, obtain qualified professional advice before choosing a response.
How to choose the right correction route
| Situation | First question | Typical action |
|---|---|---|
| Invoice absent from GSTR-2B | Did the supplier report it correctly, and can receipt and business use be proved? | Investigate supplier filing and later-period flow; retain evidence and claim only under the rules for the period. |
| Credit shown but blocked by section 17(5) | Is the restriction permanent? | Exclude or reverse in 4(B)(1); do not schedule a reclaim. |
| Credit temporarily reversed | Has the specified condition now been fulfilled? | Reclaim in 4(A)(5), disclose as directed in 4(D)(1), and retain proof of the condition. |
| Duplicate or excess claim in a filed return | Was the amount permanent or conditionally reversible? | Quantify the overclaim, reverse in 4(B)(1) or 4(B)(2) as applicable, and pay tax and interest for any short payment. |
| Credit reduced by amendment or credit note | What is the net invoice amount after the supplier’s change? | Adjust the relevant Table 4 figures and remove any duplicate reduction. |
| FY 2017-18 or FY 2018-19 mismatch | Does the fact pattern fall within Circular 183’s limited clarification? | Apply its document, receipt and payment checks only to the situations and periods it covers. |
| Deadline or notice issue | Has the section 39 correction window closed or has an authority started proceedings? | Check the current statute and procedural rules and seek qualified advice. |
Controls that prevent repeat ITC errors
- Maintain one invoice-level register containing invoice status, GSTR-2B month, claim month, reversal status and reclaim status.
- Use unique keys combining supplier GSTIN, document number, date and tax amount; investigate near-duplicates rather than relying on invoice number alone.
- Separate domestic, import and reverse-charge schedules because their evidence and reporting paths differ.
- Require evidence of receipt and business purpose before approval of the credit.
- Reconcile supplier credit notes and amendments every month and again before the annual close.
- Lock a filed-period reconciliation so later edits create an auditable adjustment instead of changing history.
- Review the statutory deadline at each year-end and calendar the earlier of 30 November or the relevant annual-return filing date, subject to the law in force.
Documents to retain
Keep the tax invoice or debit note, purchase order or contract, goods-receipt or service-acceptance evidence, payment record, import bill of entry where relevant, reverse-charge documentation, supplier correspondence, GSTR-2B downloads, reconciliation workpapers, filed GSTR-3B returns and evidence for each reversal or reclaim. The file should allow a reviewer to trace the amount from source document to ledger, GSTR-2B, Table 4 and electronic credit ledger.
The GST Portal’s guidance is direct: “Taxpayers are advised to ensure that the data generated in Form GSTR-2B is reconciled with their own records and books of accounts.” Treat that reconciliation as the start of the eligibility review, not its conclusion.
