An IRS letter that mentions a tax credit is not, by itself, an approval or a refund. First identify the notice number, tax year, reason for contact, response deadline, and the exact instructions or response form enclosed. Then determine whether the IRS is pointing out a credit you may not have claimed, verifying a credit already on your return, or proposing a change. Follow that notice’s submission method and send only the forms and records it requests.
Start with the notice number and the date you must respond
Do not begin by filing an amended return. IRS correspondence is tailored to a particular issue, and the correct action depends on the notice code printed near the top of the first page. Read every page, including enclosures and the response form.

- Record the notice number. Examples include CP08, CP09, CP27, CP2000, CP2501, and CP591. Keep the complete notice, not just the first page.
- Confirm the tax year. A letter can concern a prior return even if you are filing a different year now. Use the year shown in the notice when gathering forms and records.
- Find the response deadline. The date printed in that letter controls your response to that notice. Calendar it and allow time for uploading, mailing, or faxing.
- Identify what the IRS wants. Look for language such as “you may be eligible,” “we need to verify,” “proposed changes,” or “respond using the enclosed form.”
- Copy the submission instructions exactly. Use the upload portal, fax number, or mailing address printed on that notice. A general IRS address or a route from another notice may not reach the unit handling your case.
Keep a complete copy of the notice, your response, every attachment, and proof of transmission. Those records establish what you sent and when if the IRS asks again.

The IRS says you may have missed a credit
Some letters say IRS records indicate you could qualify for the Earned Income Tax Credit (EITC), the Child Tax Credit (CTC), or the Additional Child Tax Credit (ACTC), but the credit was not claimed on your return. CP08, CP09, and CP27 are examples associated with this type of outreach.
This is an invitation to check eligibility, not an automatic award. Use the eligibility steps in the letter and evaluate your facts with the IRS EITC Assistant or Interactive Tax Assistant. Your filing status, earned income, qualifying children or other dependents, residency, Social Security numbers, and other rules can affect the result. If you qualify, follow the letter’s instructions for claiming the credit; if you do not, do not claim it merely because the letter mentioned it.
The IRS is verifying a credit you already claimed
An IRS audit or verification review can hold a refund while the agency checks EITC, CTC/ACTC, the Premium Tax Credit, or the American Opportunity Tax Credit. In this situation, the issue is proof for a claim already reported, not a suggestion to add a new credit.

Use the notice number to identify the exact documents requested. Depending on the credit, the letter may seek records supporting income, a child’s relationship and residence, health-insurance coverage and advance payments, or education costs and enrollment. Send the items listed in the notice, organized so the reviewer can match each document to the year and credit. Do not substitute a different form or send unrelated records in place of the requested evidence.
The IRS is proposing a change to your return
A proposed adjustment means the IRS believes information on your return should change. It is not automatically a bill, and it is not automatically a request to amend. CP2000 and CP2501 are common examples of proposed-change notices.

Read the comparison of the IRS figures and your return. You may be able to agree using the notice’s response process, or disagree with an explanation and supporting records. An amended return can be appropriate when the notice or your corrected facts require changes to income, deductions, credits, dependents, filing status, other taxes, or withholding, but it is not the default response to every IRS letter.
Notice examples and the action each one usually calls for
| Notice example | Situation described by the IRS | What to do first | Possible filing or evidence |
|---|---|---|---|
| CP08 | The IRS indicates you may have omitted a credit such as EITC or CTC/ACTC. | Follow the enclosed eligibility and response steps. | Claim the credit only if you meet the rules and the notice directs you how to do so. |
| CP09 | The IRS indicates you may qualify for EITC or another credit not shown on the return. | Check eligibility with the IRS tools and instructions in the letter. | Provide the requested information or return form if the notice includes one. |
| CP27 | The IRS asks you to examine whether a potentially missed credit should have been claimed. | Review the letter’s questions and deadline before responding. | Use the response method stated in the notice; eligibility is not presumed. |
| Credit-verification notice | The IRS is auditing EITC, CTC/ACTC, Premium Tax Credit, or American Opportunity Tax Credit and may hold a refund. | Identify every document listed for the credit and tax year. | Send the requested supporting records through the notice’s upload, fax, or mail route. |
| CP2000 | Third-party information does not match amounts reported on your return; proposed changes may follow. | Compare each item with your records and decide whether the IRS data is correct. | If correct and other return items also need reporting, IRS instructions describe using Form 1040-X and marking it CP2000. |
| CP2501 | The IRS is asking about proposed changes and requests a response by a stated date. | Review the full notice and reply on its response form. | If you disagree, include a signed explanation and supporting documentation. If you file Form 1040-X with the response, mark it CP2501. |
| CP591 | The IRS identifies a possible incorrect claim involving EITC, CTC/ACTC, Credit for Other Dependents, American Opportunity Tax Credit, or head-of-household status. | Recheck the filed return and the eligibility facts. | Correct the return with Form 1040-X if the review shows it needs correction, following the notice instructions. |
How to claim a credit the IRS says you may have missed
1. Reconstruct the return for the year named in the letter
Use the original return and the records for that tax year. Confirm filing status, income, dependents, dates of birth, Social Security numbers, and months of residence where those facts matter. A letter’s reference to a credit does not establish that every eligibility requirement was met.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors2. Check the credit with the IRS eligibility tools
The IRS directs taxpayers to the EITC Assistant and Interactive Tax Assistant to assess eligibility. Enter the facts for the year in the letter, not an estimate based on a later year. Save or print the result and your inputs for your files, but follow the notice if it asks for a particular worksheet or response form.
3. Read the enclosed claim instructions
The letter should explain whether to complete a form, provide information, or take another step. Use that path rather than sending a generic amended return without identifying the notice. If the letter supplies a reply form, complete all applicable fields, sign where required, and include the notice number on additional pages.
4. File an amended return only when it is the instructed or necessary method
If the missed credit changes your filed return, the IRS may require Form 1040-X or another specified filing. Include the changed or missing forms and schedules that support the credit. If the notice provides a different procedure, use that procedure instead of assuming Form 1040-X is required.

5. Send the response through the stated channel
Some notices offer an online upload; others give a dedicated fax number or mailing address. Use only the channel and address printed on your letter, retain the transmission confirmation or postal proof, and keep a copy of the complete submission.
How to respond when the IRS asks for proof of a credit
A verification notice is an evidence request. Start a checklist from the notice itself and label each attachment with the tax year and the taxpayer’s name or identifying information requested by the IRS. Send legible copies, not originals, unless the notice specifically directs otherwise.
- Match records to the credit. Provide only the categories listed, such as income records, dependent information, insurance forms, or education records.
- Explain discrepancies. If a document appears inconsistent with the return, include a concise signed explanation and identify the line or amount it supports.
- Meet the printed date. A refund may remain on hold while the review is open, so do not wait for a second reminder.
- Keep an index. Number the attachments and retain the same index in your file.
If the notice asks for information you cannot obtain, respond by the deadline with an explanation and evidence of your efforts, then request help from a qualified tax professional or an IRS-listed assistance program.
How to handle CP2000, CP2501, and CP591
CP2000: compare third-party information with your return
CP2000 concerns a mismatch between information reported by a third party and the amounts on your return. Compare the payer statement, your books or receipts, and the filed return item by item. If the IRS information is wrong, explain why and attach records. If it is right, determine whether the correction also changes credits, deductions, expenses, or other income.
When the notice’s instructions call for an amended return because additional income or other items must be reported, IRS guidance describes filing Form 1040-X and marking it CP2000. Follow the notice’s agreement or disagreement procedure even when you also file the amendment.

CP2501: use the supplied response form
CP2501 instructions say to review the complete notice and reply on its form by the listed date. If you disagree with the proposed change, provide a signed statement that identifies each disputed item and attach supporting documentation. If Form 1040-X is part of your response, mark it CP2501 so the submission can be associated with the notice.
CP591: recheck credit and filing-status claims
CP591 may involve EITC, CTC/ACTC, the Credit for Other Dependents, the American Opportunity Tax Credit, or head-of-household filing status. Recalculate the return under the rules for the year named. If the return is wrong, correct it with Form 1040-X as directed. If it is correct, respond with the explanation and evidence requested rather than filing an unnecessary amendment.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Do you need Form 1040-X?
Form 1040-X is generally used to change filing status, income, deductions, credits, dependents, other taxes, or withholding on an already filed individual return. It is appropriate when your review shows the return itself must be changed and the IRS instructions call for an amended return.
It is usually not the first step when the IRS merely asks for missing information or verification documents. In those cases, send the requested items through the notice’s stated channel. A proposed-change notice may let you agree or disagree without amending, depending on its instructions. Never file Form 1040-X solely because a credit is mentioned in a letter.

Deadlines: the notice date and the general refund limit are different
The response date printed on your IRS letter governs that particular request. Missing it can delay resolution or limit your ability to contest a proposed change. It does not become optional because you are still gathering records; send a timely partial response with an explanation if the notice allows or if you need to document why additional time is necessary.
Separately, IRS guidance generally allows Form 1040-X for a credit or refund within three years after the original return was filed or two years after the tax was paid, whichever is later. This is a general filing rule, not a replacement for the deadline in your notice. The tax year, filing history, payment date, and special circumstances can change which deadline applies. Use the specific instructions for your year and situation.
How to send the response and protect your records
- Assemble one complete packet. Put the notice or its identifying page first, followed by the signed response form, explanation, and attachments in the order referenced.
- Use the method printed on the notice. Upload, fax, or mail only to the route specified for that notice. Do not infer an address from another IRS communication.
- Verify legibility. Check that scans show all pages, signatures, dates, and identifying information before uploading or faxing.
- Save proof. Retain upload confirmation, fax transmission results, certified-mail evidence, or another delivery record with your copy.
- Track follow-up. Note the date sent, the notice number, and any later IRS correspondence. Keep tax records for the period required for your return and until the issue is resolved.
Where to get help
Free preparation assistance may be available through IRS-listed Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs for taxpayers who meet their eligibility criteria. The IRS also points taxpayers facing EITC audit issues toward Low Income Taxpayer Clinics. Availability and eligibility vary by location and circumstance.

A tax professional can be useful when records are incomplete, several credits are involved, a notice proposes a large adjustment, or you disagree with the IRS analysis. Give the professional the entire notice, the filed return, your response deadline, and your evidence. Assistance does not remove the obligation to follow the notice’s deadline and submission instructions.
Common mistakes that cause avoidable delays
- Assuming the letter guarantees a credit. Eligibility must be established under the rules for the tax year.
- Ignoring the notice while waiting for a refund. A verification request can keep a refund on hold.
- Filing Form 1040-X automatically. A document request or proposed adjustment may call for a different response.
- Using the wrong year. Recalculate using the year shown on the notice, even if current-year rules differ.
- Sending records to a general address. Use the upload, fax, or mailing route printed on the specific letter.
- Omitting a signature or explanation. CP2501 and similar notices can require a signed statement when you disagree.
- Sending originals or an unorganized bundle. Keep originals and label copies so each document’s purpose is clear.
- Failing to keep proof of delivery. A complete copy and transmission record are essential if the IRS says it did not receive your response.
A practical decision path
Use this sequence before taking action:
- If the letter says you may qualify for an unclaimed EITC, CTC, or ACTC, check eligibility and follow its claim instructions.
- If it says the IRS is verifying a credit already claimed, send the listed proof; do not add a new credit unless the notice directs you to.
- If it proposes changes, compare the IRS figures with your return, then agree, disagree with evidence, or amend only as the notice and corrected facts require.
- Use the notice’s deadline and submission method, and retain the complete file.
That process lets you distinguish a possible benefit from an audit request and from a proposed adjustment, which is the key to choosing the right response.
