Choose a cryptographic library by matching it to your threat model, required security services, deployment environment, maintenance capacity, and compliance obligations—not by choosing the library with the longest algorithm list. Start by defining what must be protected and from whom, then verify that a maintained implementation provides the right authenticated protocols, safe defaults, key-management integration, portability, and evidence of assurance. If FIPS is required, verify the exact validated cryptographic module, version, operating environment, and approved mode; using a FIPS-approved algorithm alone is not FIPS 140 module validation.
Start with the threat model and security objectives
A library API cannot tell you what your application needs to defend. Write the security requirements first, before comparing project names or code examples. OWASP’s cryptographic guidance says the encryption layer and design should follow the threat model, and recommends avoiding collection or retention of sensitive data that does not need to exist.

List assets, attackers, and trust boundaries
Inventory the data, credentials, tokens, private keys, messages, backups, and metadata that could cause harm if exposed or altered. For each asset, identify who may attack it: a remote internet attacker, a compromised account, a malicious insider, a hostile tenant, a stolen device, or an administrator with excessive access. Mark where trust changes—for example, between a mobile client and an API, between application code and a database, or between a service and a backup system.

State the consequences you must prevent. Confidentiality keeps unauthorized parties from reading data. Integrity detects unauthorized modification. Authentication establishes the identity of a device, service, or sender. Non-repudiation or signing may be needed when a third party must verify who approved a transaction. Availability is usually a system-design concern rather than a property a cipher can provide, but key-service outages and failed decryptions can still affect it.

Separate data at rest from data in transit
Data in transit normally needs a protocol that authenticates endpoints and protects messages while they cross a network. Data at rest needs a storage design that protects databases, files, backups, or individual records under the threats you actually face. Do not assume that one library call solves both problems.
Choose the protection layer deliberately:
- Application layer: useful when only selected fields or records should be encrypted, or when protection must survive database administrators seeing plaintext.
- Database layer: can protect storage broadly, but may not protect data from an account that can query decrypted values.
- Filesystem or volume layer: helps with lost disks or offline media, but usually does not stop a running, compromised host from reading mounted data.
- Hardware or platform layer: can address physical theft and device access, but does not by itself protect against remote compromise of an online server.
Minimizing sensitive storage can remove more risk than adding another cipher. If an identifier, document, or secret is not required for the business function, do not retain it merely because encryption is available.
Turn requirements into a library checklist
Record the exact services you need: authenticated encryption, digital signatures, key agreement, password-based key derivation, random-number generation, certificate handling, secure key storage, or a complete protocol implementation. Also record formats and interoperability requirements, such as a wire protocol, serialized envelope, or existing key format. A library that supports a primitive but not the protocol and error handling around it may not satisfy the requirement.
Shortlist candidates by use-case coverage and implementation quality
Once the problem is specified, reject candidates that cannot support the required language runtime, operating systems, processor architectures, deployment targets, protocol, and data formats. Portability is a security property when a service must run consistently across production, disaster-recovery, and development environments.
Examine the actual release and build
A project name is not evidence that the binary you deploy is safe. Identify the exact release, source revision, package maintainer, compiler or build options, and enabled features. Confirm how security fixes are announced, how supported versions are defined, and whether old releases receive patches. Review release notes and advisories for the version in your lockfile or distribution image.
Read the documentation for the intended API rather than relying on a low-level primitive list. Good documentation explains nonce or initialization-vector rules, authentication failures, key sizes, encoding, cleanup, and error handling. An API that makes an unsafe sequence easy—or silently permits unauthenticated plaintext—creates avoidable risk.
Assess maturity and independent assurance
Look for a long enough maintenance history, transparent issue handling, reproducible release information where available, and evidence of review or validation relevant to your requirement. A formal validation can be important, but it does not replace design review, secure integration, or operational controls. Conversely, a popular library without a validation certificate does not automatically fail every use case; the requirement determines what evidence matters.

Compare candidates on the same axes
| Axis | Questions to answer | Evidence to retain |
|---|---|---|
| Use-case coverage | Does it implement the required protocol, primitives, formats, runtimes, and targets? | API and protocol documentation, compatibility tests, version information |
| Safe operation | Are authenticated modes, nonce handling, key derivation, and failure behavior hard to misuse? | API contracts, negative tests, code review findings |
| Implementation assurance | What maturity, review, vulnerability history, and applicable validation exist? | Advisories, review reports, certificates, security policy |
| Maintenance | How are fixes released, and which versions remain supported? | Release policy, support statement, issue and advisory history |
| Compliance scope | Does the exact deployed module and environment meet the required rule? | Certificate number, security policy, approved-mode and environment details |
| Operations | How will keys be generated, stored, rotated, recovered, and destroyed? | Key-management design, ownership matrix, runbooks |
| Portability | Can the same security properties be preserved on every target? | Build matrix, interoperability and migration tests |
| Performance | Does it meet the workload after all security requirements are satisfied? | Application-specific benchmark results |
No universal winner follows from these categories. The appropriate choice depends on the application, runtime, deployment model, and compliance scope.
Check algorithms, modes, and protocol fit
Prefer authenticated encryption for symmetric data
For stored data, OWASP recommends AES with a key of at least 128 bits and ideally 256 bits, used in a secure mode. Prefer authenticated-encryption modes such as GCM or CCM when available. Authentication detects alteration as well as providing confidentiality; without it, an attacker may modify ciphertext and your application may process corrupted or malicious plaintext.
If a non-authenticated mode such as CTR or CBC is unavoidable, add authentication correctly. Encrypt-then-MAC is one approach, but variable-length messages, canonical encoding, tag verification order, and error handling must be designed carefully. Never treat a successful decryption operation as proof that data was authentic unless an authentication tag has been verified.
ECB should not be used for general data encryption because identical plaintext blocks produce identical ciphertext blocks. Exceptions are narrow and should be justified by the exact protocol or format rather than convenience.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsUse established hybrid public-key encryption
For public-key encryption, prefer a maintained implementation of an established hybrid scheme such as HPKE. Hybrid encryption uses public-key operations for key establishment and key derivation, then uses authenticated symmetric encryption for the data. This avoids trying to encrypt large records directly with a public-key primitive.
Select an HPKE authentication mode when the recipient must authenticate the sender. HPKE base mode provides confidentiality but does not, by itself, authenticate who sent the message. Record which mode, ciphersuite, key format, and context string your protocol uses so that another implementation cannot accidentally interpret the same bytes differently.
Do not confuse key agreement with data encryption
X25519 is a key-agreement primitive. It lets parties derive a shared secret; it is not, by itself, a storage-encryption format. The shared secret still needs a defined key-derivation step and an authenticated encryption scheme, with nonce and associated-data rules. A code sample that performs X25519 and then stores the resulting bytes as “encrypted data” is incomplete.

Reject custom algorithms and inspect convenience wrappers
Do not invent a cipher, signature scheme, padding rule, or homemade key derivation function. OWASP’s Cryptographic Storage Cheat Sheet places the blunt instruction “Don’t do this.” under its custom-algorithms guidance. Use reviewed constructions through maintained libraries.

Understand FIPS algorithm validation versus module validation
“FIPS-approved algorithm” and “FIPS-validated library” describe different things. NIST’s Cryptographic Algorithm Validation Program (CAVP) validates implementations of individual algorithms. NIST’s Cryptographic Module Validation Program (CMVP) validates a cryptographic module against the applicable FIPS 140 requirements. Algorithm validation is a prerequisite for module validation, but holding algorithm certificates alone does not satisfy a FIPS 140 module requirement.
| Question | Algorithm validation (CAVP) | Module validation (CMVP) |
|---|---|---|
| What is evaluated? | A specific implementation of an approved algorithm and its test results. | A defined cryptographic module, its boundary, services, controls, operating environment, and approved mode. |
| Does it validate your deployment? | Not by itself. | Only within the certificate’s stated scope and operating conditions. |
| What must you match? | Algorithm, implementation, parameters, and certificate details. | Module version, certificate, security policy, approved mode, and tested or permitted environment. |
Verify the certificate and security policy
- Identify the exact binary or module version you will deploy, including provider or package details.
- Find the corresponding live CMVP record and certificate, not merely a vendor statement that an algorithm is approved.
- Read the security policy for the approved mode, services, algorithms, key-management rules, self-tests, and operational restrictions.
- Confirm that your operating system, processor, build, and deployment configuration are among the tested or otherwise permitted environments.
- Document how your application invokes the module’s approved services and prevents non-approved paths in production.
A security policy can limit claims sharply. Google’s BoringCrypto security policy, version 1.4 (2022), identifies a particular validated library version and tested environments. It separately describes supported environments that were not operationally and algorithm tested, and says no claim can be made about correct operation when the module is rebuilt after source changes. This illustrates why a certificate cannot be transferred casually to a different build or environment.
Validation status can change as certificates are updated, moved, or transitioned under new requirements. Check NIST’s current module and algorithm listings for the exact product and deployment rather than inferring status from an old certificate or a marketing page.
Design key management before selecting the library
Cryptography fails operationally when keys are lost, copied, exposed, or left active after their purpose ends. Choose a library that fits the key-management controls your team can actually operate.
Document the complete key lifecycle
- Generation: define approved randomness sources, key sizes, ownership, and generation location.
- Distribution: specify how recipients obtain keys and how authenticity is checked.
- Storage: separate keys from the data they protect where the threat model requires it; restrict access and log use.
- Use: limit each key to documented purposes, algorithms, environments, and tenants.
- Rotation or replacement: set triggers based on time, volume, personnel changes, compromise, or algorithm transition.
- Recovery: test restoration after accidental deletion, outage, or suspected compromise without creating an uncontrolled copy of key material.
- Destruction: define revocation, zeroization, backup expiry, and evidence that retired keys can no longer decrypt data.
OWASP’s Key Management guidance recommends harmonized rules across applications and alignment with the application’s objectives. Assign an owner for every key class and document which components can process or store it.

Decide whether a dedicated key or secrets service is justified
A managed key-management or secrets-management service can centralize access control, auditing, rotation, and hardware-backed protection. It also adds network dependencies, administrative overhead, outage modes, and another system whose configuration must be secured. Choose it when its controls address a real threat or operational burden; do not assume that outsourcing key custody automatically makes the design safer.
Maintain a cryptographic inventory
Keep an inventory of algorithms, modes, keys, certificates, protocol versions, libraries, and data sets. Record where each key is generated and stored, what it protects, which services may use it, its expiry or rotation rule, and the migration owner. OWASP ASVS 5.0 calls for discovery and an updated inventory that includes allowed and prohibited uses and the data protected.

Crypto agility means the application can replace an algorithm, mode, key length, or key without rewriting every data path. Use versioned ciphertext envelopes, explicit algorithm identifiers, separable key-encryption keys, and migration tooling. Test reading old and new formats during a controlled transition, then remove obsolete formats only after the retention and recovery requirements are satisfied.
OWASP ASVS 5.0 calls for a documented migration plan, including post-quantum migration. OWASP’s storage guidance notes that RSA and elliptic-curve public-key systems, including Curve25519, are not post-quantum secure. Where post-quantum key establishment is required, use supported protocol or library integrations of standardized ML-KEM (NIST FIPS 203), commonly in a hybrid construction during migration. ML-KEM establishes a shared secret; it does not replace AES for encrypting stored records.
Include stored encryption keys, backups, certificates, embedded devices, and long-lived archives in the migration plan. A system that can change its network handshake but cannot re-encrypt historical data is only partially agile.
Measure performance without compromising the design
Performance matters, but it should be evaluated after eliminating candidates that fail security, portability, maintenance, or compliance requirements. Compare like with like: the same algorithm, mode, key size, message sizes, runtime, compiler settings, hardware, concurrency, and memory limits. Measure complete application operations—including key retrieval, serialization, authentication-tag checks, and error paths—not just a primitive in isolation.

Pick the symptom - the matching free tool is one click away.
Benchmark the target workload in the deployment environment and record variance, not only a best-case result. A faster unauthenticated mode is not a valid alternative to a slower authenticated mode when integrity is required. The available guidance does not establish a universal cross-language or cross-library ranking, so treat any benchmark as local evidence rather than a general winner.

A practical decision procedure
- Write the threat model: assets, attackers, trust boundaries, data-at-rest and data-in-transit paths, and consequences.
- Specify security services: confidentiality, integrity, endpoint or sender authentication, signing, key agreement, derivation, and recovery requirements.
- Choose the protection layer: application, database, filesystem, hardware, or a combination, based on the threat you need to address.
- Define non-negotiables: protocols, formats, runtimes, operating systems, deployment targets, retention rules, and regulatory requirements.
- Shortlist maintained implementations: inspect the exact release, API safety, support policy, advisories, documentation, and portability.
- Verify primitive and mode fit: prefer authenticated encryption, established hybrid encryption, correct key derivation, and explicit nonce and failure behavior.
- Check assurance scope: for FIPS, match the CMVP certificate, security policy, module version, approved mode, and environment; do not stop at CAVP algorithm certificates.
- Design key operations: lifecycle, custody, access, rotation, compromise recovery, destruction, inventory, and service dependencies.
- Test and benchmark: include interoperability, malformed inputs, authentication failures, key loss, upgrades, rollback, load, and target hardware.
- Approve with written evidence: record why the chosen release satisfies each requirement and who owns future upgrades and migration.
Common selection mistakes and how to correct them
Choosing by algorithm count
More algorithms can increase attack surface and make misuse easier. Correct the mistake by selecting the smallest maintained set that covers the required protocols and data formats.
Assuming encryption implies authenticity
Confidentiality without integrity may allow undetected tampering. Use an authenticated mode or a carefully reviewed authenticated construction, and test that modified ciphertext is rejected.
Calling X25519 “encryption”
Key agreement only produces shared key material. Add a defined key-derivation step and authenticated encryption, with a documented message format.
Treating a CAVP certificate as FIPS 140 validation
Algorithm validation does not validate the module boundary, services, self-tests, or operating environment. Locate the applicable CMVP certificate and follow its security policy.
Rebuilding a validated module casually
A source change or different build can fall outside the validated configuration. Freeze the approved artifact and obtain compliance guidance before changing it.
Ignoring key recovery
A perfectly encrypted database is unusable if the only key is deleted. Test recovery, document custodians, and protect recovery material under the same threat model.
Leaving migration until an algorithm is broken
Large data sets, backups, devices, and contracts take time to change. Maintain an inventory and exercise a versioned re-encryption path before an emergency.
