There is no universal winner. Choose a US-dollar deposit when contractual access to cash and account simplicity matter most; choose a US Treasury security when you want a direct US-government obligation and can match the security’s maturity to your spending date. Before comparing rates, confirm that you are a FEMA resident individual, the remittance is permitted, you have enough remaining Liberalised Remittance Scheme (LRS) capacity, and the provider will onboard you. Then compare one eligible deposit and one specified Treasury instrument using the same currency, starting date, cash-need date, fees and tax assumptions.
Start with the legal and practical gate
An attractive dollar yield is irrelevant if the remittance, account or security cannot be used lawfully. For an Indian resident individual, begin with the Reserve Bank of India (RBI) LRS framework and your authorised dealer bank.

Confirm FEMA residence and LRS capacity
RBI’s LRS directions apply to resident individuals and permit specified transactions, including opening a foreign-currency account abroad with a bank and overseas portfolio investment under the applicable Overseas Investment framework. The aggregate LRS limit is USD 250,000 per individual per financial year. That limit includes qualifying current-account remittances, so your available capacity is the limit less all counted remittances already made during that financial year.

Its directions describe repatriation or surrender of received, realised, unspent or unused foreign exchange within 180 days unless it is reinvested, subject to the referenced FEMA rules. Separate FEMA residence from tax residence
FEMA residence and Indian income-tax residence are different legal tests. Your bank may need one set of declarations while your tax return requires another. Do not assume that being an Indian tax resident, an NRI, or a US nonresident alien automatically determines your eligibility for a particular account or security.
Obtain written provider eligibility
Access depends on the institution, your address and residency, know-your-customer documents, minimum funding, payment rail, custody arrangement and product classification. Ask the actual provider to confirm in writing:
- Whether the product is a bank deposit, a money-market fund, a brokerage cash balance or another investment.
- Which legal entity owes you the money and where it is regulated.
- Whether an Indian resident can open and fund the account under the provider’s current policy.
- The minimum balance, currency-conversion spread, transfer charges, custody fees and account-closure costs.
- How interest is credited, whether the rate is fixed or variable, and what happens on early withdrawal.
Understand what you are actually buying
US-dollar bank deposit
A dollar deposit is a liability of the bank named in your account agreement. It may be an on-demand savings balance or a fixed-term certificate of deposit. The contract determines the rate, compounding, access, renewal, notice period and early-withdrawal penalty. A deposit can therefore provide a predictable contractual payoff, but only within the bank’s terms and credit capacity.

US Treasury marketable security
A Treasury bill, note or bond is a marketable security issued by the US government. TreasuryDirect describes marketable Treasuries as backed by the full faith and credit of the United States. They are not bank deposits and are not covered by FDIC deposit insurance. You hold the security through TreasuryDirect or through a bank, broker or dealer, and the custody record matters.
“Treasury bonds” is often used loosely. The instrument type determines the term, payment schedule and price sensitivity. TreasuryDirect also lists Treasury Inflation-Protected Securities (TIPS) and floating-rate notes, which have different mechanics from conventional bills, notes and bonds.
Compare protection and issuer risk correctly
| Question | Dollar deposit | US Treasury security |
|---|---|---|
| Who owes you? | The bank or deposit-taking legal entity named in the agreement. | The US government, with the security held in your TreasuryDirect or intermediary account. |
| Insurance or guarantee | Potential FDIC coverage only for an eligible deposit at an FDIC-insured bank, within the applicable limit and ownership category. | Not FDIC insured; TreasuryDirect describes marketable Treasuries as backed by the US government’s full faith and credit. |
| Standard FDIC amount | FDIC’s standard maximum is $250,000 per depositor, per FDIC-insured bank, per ownership category. | FDIC limits do not apply because this is a security, not a deposit. |
| What to verify | Legal bank, FDIC status, account category, aggregation with your other deposits and whether the product is truly a deposit. | Security type, maturity, custody account, settlement terms and the intermediary’s financial and operational arrangements. |
The $250,000 FDIC figure is a coverage limit, not a statement that every dollar product marketed by every institution is insured. A sweep product, money-market fund or brokerage balance may look like cash while receiving different protection. Confirm the legal product before relying on insurance.

Match the Treasury instrument to your cash date
| Instrument | Typical stated term | Cash-flow pattern | Early-exit implication |
|---|---|---|---|
| Treasury bill | Four to 52 weeks | Sold at par or a discount; you receive face value at maturity, with the difference representing bill interest. | Can be sold before maturity as a marketable security, but the sale price can be above or below your purchase price. |
| Treasury note | Two, three, five, seven or ten years | Interest paid every six months. | Market value changes as interest rates and demand change. |
| Treasury bond | Twenty or 30 years | Interest paid every six months. | Long maturities can experience substantial price movement if sold early. |
| TIPS or floating-rate note | Varies by issue | Uses inflation-linked or floating-rate mechanics rather than a conventional fixed coupon. | Read the issue terms; do not substitute a conventional-bond assumption. |
Term descriptions can change, so check the specific issue and auction information when you invest. A security’s marketability means you may be able to sell or transfer it before maturity; it does not guarantee a profit or a particular cash amount on your sale date.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsUse a matched comparison instead of headline rates
Deposit rates are provider-specific. Treasury yields are determined at auction for new issues and change by security and auction date. No current rate can be called the winner without a matched term, accessible offer, costs and tax assumptions.
| Compare on | Deposit question | Treasury question |
|---|---|---|
| Starting point | What USD amount actually arrives after conversion and transfer charges? | What USD amount is invested after auction, brokerage, custody and settlement costs? |
| Term | Is the rate fixed for the whole term, reset periodically or renewed automatically? | Is it a four-to-52-week bill, a two-to-ten-year note, a 20- or 30-year bond, or another issue? |
| Cash timing | When can principal be withdrawn, and is notice required? | When does principal mature, and when are semiannual payments made? |
| Exit cost | Is there a penalty, lost interest or a withdrawal restriction? | What bid-ask spread, commission and market-price change could apply if sold? |
| Net result | What remains after bank charges, conversion spread and applicable tax? | What remains after auction or trading costs, custody, conversion and applicable tax? |
A practical net-outcome formula
For either choice, calculate the expected rupee result as:
USD proceeds at the exit date × your actual USD/INR conversion rate − conversion and transfer costs − applicable taxes and charges.
For a deposit, use the contractual withdrawal value. For a Treasury security sold before maturity, use the market sale price rather than face value. Compare the two choices only after assigning the same funding date, holding period and exit date.
Follow this decision process
- Define the liability. Write down whether the future expense is in US dollars or rupees, the amount needed and the date you need it. A known dollar tuition or medical bill is a different problem from building a long-term reserve measured in rupees.
- Check the legal gate. Confirm FEMA residence, permitted purpose, PAN, remaining LRS capacity and any required declarations with your authorised dealer bank.
- Shortlist one real deposit and one real security. Record the legal issuer, minimum, rate or auction method, maturity, payment dates, liquidity rules and every fee. Do not compare a generic “Treasury bond” with a generic “USD account.”
- Align maturity. Prefer a maturity near the known cash date. If you may need the money earlier, model an early withdrawal for the deposit and a market sale for the Treasury security.
- Model currency conversion. Estimate the conversion spread and transfer cost when buying dollars and again when converting dollars back to rupees. Dollar denomination does not remove USD/INR risk.
- Check tax documentation. Establish which forms the provider requires, how interest and sales are reported, and whether treaty relief or foreign-tax credit issues apply to your facts.
- Review the exit plan. Decide in advance whether you will hold to maturity, renew, transfer, withdraw or sell. Confirm processing times and where the proceeds will be sent.
- Recheck before funding. Rates, auction terms, provider eligibility, RBI directions and tax guidance can change. Save the final terms and confirmations.
When a deposit is the better fit
You need contractual access and minimal price movement
A deposit can suit a known short-term dollar need when the account permits withdrawal on the required date and the bank’s terms are acceptable. You are relying on the bank’s obligation and the applicable deposit-protection regime rather than on a fluctuating market quotation.

You cannot tolerate selling at a loss
A fixed-term deposit may avoid a market-price loss at maturity, although an early-withdrawal penalty or lost interest can still reduce the amount you receive. Ask whether the balance is locked, whether the rate resets, and whether renewal occurs automatically.
You value operational simplicity
If the provider offers a compliant account, transparent funding route and straightforward statements, a deposit may be easier to administer than a custody account. That convenience is not a substitute for checking the legal bank and insurance status.
When a Treasury security is the better fit
You want direct US-government credit exposure
Marketable Treasuries are obligations of the US government rather than of a commercial bank. That changes the issuer risk, but it does not make the investment a bank deposit or eliminate price risk before maturity.
You can hold to a selected maturity
A bill, note or bond can be chosen around the date you expect to need dollars. Holding to maturity avoids the need to accept a market sale price, subject to the issuer meeting its obligation and your custody and settlement arrangements working as expected.
You need a tradable asset
Marketable securities can generally be transferred or sold before maturity through the relevant channel. TreasuryDirect says new marketable securities bought through its account generally must be held at least 45 calendar days before sale or transfer, with a stated reinvestment exception. That 45-day rule is specific to TreasuryDirect purchases; it is not a universal liquidity rule for every bank, broker or dealer.
Liquidity: account access versus marketability
“Liquid” can mean different things. A deposit may show an immediate balance but restrict withdrawals, require notice or impose a penalty. A Treasury security may be sellable but deliver less than you paid if market yields have risen, or more if yields have fallen. It may also take time for a sale to settle and for the intermediary to remit funds.

- Ask the deposit provider for the earliest date and net amount available after an early withdrawal.
- Ask the Treasury intermediary for trading hours, settlement timing, bid-ask spread, commissions and the procedure for transferring sale proceeds to India.
- Keep a separate cash buffer so an unexpected expense does not force a bond sale or a penalised withdrawal.
Currency risk is separate from credit risk
Both choices are denominated in US dollars. If your eventual spending is in rupees, your wealth in INR changes with USD/INR, regardless of whether the dollars sit in a deposit or a Treasury security. A stronger dollar can increase the rupee value of your holdings; a weaker dollar can reduce it. Funding and repatriation also involve conversion spreads and transfer charges.
For a known dollar liability, matching the asset and liability currencies can reduce the need to convert on the payment date. For a future rupee goal, treat the exchange rate as a separate risk decision rather than assuming a US-government security solves it.
Tax and reporting: avoid “tax-free” shortcuts
US treatment for a nonresident alien
Internal Revenue Service guidance says certain US bank-deposit interest and qualifying portfolio interest received by a nonresident alien, when not effectively connected with a US trade or business, is generally excluded from US taxation. The IRS instructs a nonresident alien to provide Form W-8BEN rather than Form W-9 to a US bank to establish foreign status. These are conditional rules: they do not establish that every Indian investor qualifies or that every Treasury payment has the same treatment.
Indian treatment
India’s Income Tax Department states that interest on securities is generally taxed under “income from other sources” when it is not chargeable as business or professional income, at the assessee’s applicable rates. Its guidance also notes that a Double Taxation Avoidance Agreement can change the result where it makes income non-taxable or subject to a lower rate.
The cited general guidance does not settle every issue involving foreign bank interest, Treasury securities, currency conversion, reporting, foreign-tax credit or treaty application. Ask a qualified India–US tax professional about your tax residence, instrument, holding period, remittance trail and reporting obligations. Keep account statements, interest records, trade confirmations, exchange-rate evidence, tax forms and remittance documents.

Calling every dollar balance FDIC insured
Verify that the legal product is an eligible deposit at an FDIC-insured bank and that your ownership category and combined balances remain within the applicable limit. Do not extend FDIC protection to bills, notes, bonds or money-market funds.
Choosing a long bond for its quoted yield when the cash date is short
If you sell early, the price can be below your purchase price. Use a bill or a suitably dated note instead, or document why you can tolerate the price risk.
Ignoring the 45-day TreasuryDirect rule
If you expect to sell soon, confirm whether the security will be bought through TreasuryDirect and whether the holding-period rule applies. Do not assume an intermediary follows the same rule.

The security pays dollars. Your rupee outcome still depends on the USD/INR rate and conversion costs at the time you use the money.
Treating FEMA and tax questions as the same question
Confirm remittance legality and LRS capacity with the authorised dealer, then obtain separate tax advice on residence, reporting and treaty relief.
A decision matrix for typical objectives
| Your priority | Initial direction | Condition to verify |
|---|---|---|
| Known dollar expense within a year | Consider a suitably dated Treasury bill or a deposit whose access date matches the expense. | Net conversion cost, maturity, withdrawal or sale rules and provider eligibility. |
| Need immediate access with no market quotation | Investigate an on-demand or flexible deposit. | Whether the account is truly a deposit, FDIC status, variable-rate terms and withdrawal limits. |
| Can hold for several years and want government credit exposure | Consider a Treasury note matched to the intended holding period. | Semiannual payment dates, market-price risk and custody fees. |
| Long-term dollar cash flow and high tolerance for price movement | Evaluate longer Treasury bonds only if the maturity and interest schedule fit. | Ability to hold to maturity and the effect of selling after a rate change. |
| Future spending is in rupees | Make the USD/INR exposure an explicit portfolio decision; neither product removes it. | Conversion timing, spread, transfer costs and the purpose of holding dollars. |
Final checklist before you remit or invest
- Have you confirmed FEMA residence, permitted purpose, PAN and remaining USD 250,000 financial-year LRS capacity?
- Have you checked current RBI directions rather than relying on an old article or marketing page?
- Do you know the legal issuer and whether the product is a deposit, security or fund?
- For a deposit, have you verified FDIC insurance, ownership-category aggregation, rate resets and withdrawal penalties?
- For a Treasury, have you identified the bill, note, bond, TIPS or floating-rate note, its exact maturity and payment dates?
- Have you modelled an early exit, including a possible Treasury sale below purchase price?
- Have you included conversion spreads, transfer charges, custody, brokerage and tax?
- Will the maturity or access date deliver dollars when the liability falls due?
- Have you confirmed provider onboarding and the documents required from an Indian resident?
- Have you obtained tax advice specific to your Indian and US status?
The sound choice is the one whose issuer, maturity, liquidity, currency and tax treatment match your actual liability. A deposit offers bank-account terms and possible FDIC coverage; a Treasury offers a marketable US-government obligation with a price that can move before maturity. Resolve the Indian remittance and provider-access constraints first, then compare net cash available on the date you will actually need it.
