Choose Demand Gen audience signals by matching the signal to the outcome you want and the evidence you have. Use first-party audiences for re-engagement, a high-intent first-party seed for prospecting with Lookalikes, and a tightly defined custom segment when category interest or search intent is your best available description. Treat demographic and Google-built interest segments as supporting inputs, not automatic substitutes for relevant conversion data.
Before launch, decide whether your audience is a hard constraint or guidance that Google can expand. Lookalikes and optimized targeting work differently, and Google is changing Lookalike behavior for Demand Gen in a phased 2026 rollout. The controls shown in your account, rather than a generic checklist, determine what delivery can do.

Start with the campaign job
Audience selection becomes clearer when the campaign has one primary job. A remarketing campaign needs to recognize people who already know the business. A new-customer campaign needs a credible description of likely buyers without relying on existing customers for impressions. A broader conversion campaign may use selected audiences as starting guidance while allowing Google’s automated systems to discover additional converters.
| Primary job | Best starting signals | Evidence to prioritize | Important qualification |
|---|---|---|---|
| Re-engage known users | Customer lists, website visitors, app users, YouTube viewers | Recency and the action already taken | Separate audiences when the next message or offer differs |
| Acquire new customers from proven patterns | Lookalike built from a first-party seed, often paired with a high-intent custom segment | Recent converters, frequent purchasers, or another outcome-specific seed | Check whether Lookalike is operating as a constraint or a suggestion in the account |
| Reach category-intent users without a useful seed | Custom segment built with search terms, URLs, and apps | Specific interest, purchase intent, or conversion intent | Google recommends 10–15 relevant search keywords; this is guidance, not a performance guarantee |
| Support a broader automated strategy | Relevant Google-built segments, demographics, first-party data, or custom segments | Connection between the segment definition and the conversion goal | Optimized targeting may expand beyond manually selected signals |
Do not choose every available category simply because it is available. Each signal should answer a practical question: who is likely to take the intended action, and what evidence supports that assumption?

Use first-party audiences for re-engagement
First-party audiences are usually the strongest starting point when the goal is to bring back people who have already interacted with the business. Google’s Demand Gen guidance identifies customer lists, website visitors, app users, and YouTube viewers as useful sources. The right source depends on the next action you want.
Match the audience to the next action
- Past purchasers: Use for replenishment, upgrades, complementary products, or loyalty messages. A purchaser audience should not automatically receive the same creative as a first-time visitor.
- Product- or service-page visitors: Use when the desired action is a return visit, lead submission, trial, or purchase. Consider separating high-intent page visitors from people who viewed only general content.
- App users: Use for reactivation, a new feature, an upgrade, or an in-app event. Define the audience around the event that predicts the desired outcome where your measurement setup supports it.
- YouTube viewers: Use when video engagement is a meaningful indication of familiarity. A viewer who watched a substantial product explanation may warrant different messaging from someone who interacted briefly.
Separate past purchasers from product-page visitors when the creative, offer, frequency policy, or conversion event differs. Combining them can simplify setup, but it can also hide whether the message is working for the people who matter most.
Check list eligibility and freshness
Google’s audience-signal help guidance says an audience list should have more than 1,000 active and eligible users. This is an eligibility note, not an ideal seed-size target or a promise of performance. The same guidance says lists should be refreshed every 540 days. New or updated lists, including Lookalike audiences, may take 24–72 hours to populate accurately.

- Check that consent, identifiers, and matching fields meet the requirements for the data source and region.
- Record the audience’s last refresh date and the event that adds or removes users.
- Allow the stated 24–72-hour processing window before diagnosing a zero-size or unexpectedly small audience.
- Use a recent, outcome-relevant audience when the campaign is intended to drive a current action.
An old, broad visitor pool can be less useful than a smaller but recent group of people who completed a meaningful step. Do not replace a weak seed with arbitrary expansion before checking data quality and recency.
Build prospecting around a high-intent first-party seed
A Lookalike segment uses a first-party seed to find people who resemble that seed. The seed can come from customers or people who interacted with a website, app, or YouTube channel. For an acquisition campaign, the seed should represent the outcome you want to reproduce.
Choose the seed by conversion outcome
If the campaign’s objective is purchase, a seed of recent purchasers or frequent purchasers is generally more aligned than an undifferentiated pool of all visitors. If the objective is qualified leads, use the most reliable available group of people who became qualified leads rather than everyone who opened a landing page. The closer the seed is to the desired outcome, the clearer the similarity signal is likely to be.
- Define the conversion event that determines success, such as a completed purchase or qualified lead.
- Find the first-party audience that most directly represents that event.
- Check its eligibility, recency, and size in the account.
- Create the Lookalike from that seed, following the current Demand Gen workflow displayed in Google Ads.
- Consider pairing it with a high-intent custom segment when the campaign needs an additional description of category or purchase intent.
- Measure the resulting audience against the stated conversion goal, not against reach alone.
Google recommends high-intent seeds such as recent converters or frequent purchasers. That recommendation does not establish a universal minimum number of seed users, an expected conversion rate, or a ranking of Lookalike reach settings.

Understand the 2026 Lookalike transition
Google’s current help material says Demand Gen Lookalikes are moving toward suggestion mode in a phased transition during 2026. It also describes a path for retaining the earlier targeting-constraint behavior. Rollout is not necessarily identical across accounts, so do not infer the setting from another advertiser’s interface.
- Open the campaign or ad-group audience controls and identify whether the Lookalike is labeled as a targeting constraint, a suggestion, or another current mode.
- Read the explanatory text attached to that control; Google may expose different options while the rollout is in progress.
- If delivery must remain within a defined audience, verify that the selected configuration actually enforces that requirement.
- Document the mode and date in the campaign change log so later performance comparisons account for a behavior change.
A Lookalike’s role is similarity to a seed. It is not interchangeable with optimized targeting, which can use selected audiences as guidance and search beyond them for people Google predicts may convert.
Use custom segments to describe category intent
Custom segments let you describe an audience using relevant keywords or phrases, website URLs, and app names. Google reviews these inputs for policy compliance and considers the campaign’s other settings when determining who may be reached.
Write specific, outcome-linked inputs
Start with the language a person would use while researching the exact offer or a close substitute. Avoid a list of broad topics that merely shares a word with the product. For a campaign selling a specialized service, terms should distinguish that service from general information, employment searches, or unrelated entertainment content.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Google’s Demand Gen FAQ recommends 10–15 search keywords for a custom segment. Use that range as a disciplined starting point, not as a guaranteed threshold. Every keyword should express audience interest, purchase intent, or conversion intent and should be defensible in relation to the landing page and ad promise.
- Write the conversion action in one sentence.
- List the searches that indicate a person is researching, comparing, or ready to act on that offer.
- Remove terms that describe only a distant interest or an audience you do not want to pay to reach.
- Add relevant websites that represent the category, comparison process, or problem being solved.
- Add apps only when their users plausibly share the intended category interest and the app is relevant to the offer.
- Review the segment for policy compliance and alignment with the destination page before saving it.
When to use URLs and apps
URLs can clarify the category when search language is ambiguous. Choose sites that represent genuine category research or a relevant solution, not a random collection of high-traffic pages. App names can add a behavioral or contextual description when the app’s purpose is tightly connected to the offer. Neither input guarantees that users of a selected site or app will convert.
Custom segments should complement, not conceal, weak measurement. Use conversion tracking that records the action you care about, then evaluate whether the segment attracts valuable users rather than assuming that a plausible list of terms is proof of intent.

Use Google-built segments selectively
Demand Gen documentation lists demographic information, affinity and detailed-demographic groups, life events, in-market groups, and first-party data among the available audience options. These categories express different kinds of estimated characteristics or intent.
Recommended Free Tools
Know what each category is trying to express
- Demographics: Estimated characteristics such as age or other available profile attributes. Use only when the campaign’s eligibility or message genuinely depends on them.
- Affinity and detailed demographics: Longer-term interests or more specific user characteristics. They can help describe a broad audience but may be less immediate than an in-market or first-party signal.
- Life events: Timing-related circumstances when the offer is connected to a relevant transition. Confirm that the available category actually maps to the campaign’s product and geography.
- In-market groups: Estimated active consideration of a category. These can be useful when the category definition closely matches the offer and conversion event.
- First-party data: Your own customer or interaction data. This is often the most directly connected evidence for re-engagement or seed creation.
Availability can depend on campaign type and account settings. Do not assume that every taxonomy, demographic option, or life-event category appears in every Demand Gen campaign.
Decide whether a signal is a constraint or guidance
The same audience selection can behave differently depending on the campaign’s targeting controls. With a strict audience constraint, delivery is intended to remain within the selected definition. With optimized targeting, Google may go beyond manually selected audiences or signals to find people it predicts are likely to convert.
Lookalike and optimized targeting are different mechanisms
| Mechanism | Starting information | How it seeks users | Question to answer before launch |
|---|---|---|---|
| Lookalike | A first-party seed | Finds people similar to the seed, subject to the current campaign setting | Is the Lookalike a delivery constraint or a suggestion in this account? |
| Optimized targeting | Selected audiences or other signals | May expand beyond the selections toward people likely to convert | Are we comfortable trading audience certainty for potential additional conversion opportunities? |
You can use both according to the campaign objective, but label their roles clearly in the plan. A Lookalike does not mean delivery is limited to the seed’s demographic profile, and an optimized campaign should not be reported as though every impression came from the manually chosen audience.
Choose the constraint deliberately
- Use a verified constraint when the campaign has a compliance, eligibility, or tightly defined customer requirement.
- Use guidance with optimized targeting when the primary objective is conversion volume and the account can evaluate incremental users against the same conversion event.
- Do not infer strict control from the presence of an audience name in the ad group; inspect the actual targeting and expansion settings.
- Annotate changes to Lookalike mode or optimized targeting so performance trends are interpretable.
Structure ad groups for learning and reporting
Google’s overview recommends separate ad groups when targeting strategies and corresponding creative approaches are distinct. Separation makes management and reporting clearer. The Demand Gen FAQ also recommends combining similar audience types into fewer ad groups so the system can gather more data for bidding. These recommendations address different problems.
Separate when a business decision differs
Create separate ad groups when audiences need different creative, budgets, landing pages, bids, exclusions, or reporting decisions. For example, past purchasers receiving an upgrade message and recent product-page visitors receiving a first-purchase message should not be forced into one reporting bucket if success means different things.
Group when the strategy is genuinely shared
Combine similar audience types when they use the same creative, conversion event, budget, landing page, and optimization approach. Pooling can reduce fragmentation and give bidding more data. Do not split audiences merely to create more labels in a report.

| Question | If the answer is yes | Likely structure |
|---|---|---|
| Does the audience need different creative or landing-page language? | The message must change | Separate ad groups |
| Does it require a different budget or exclusion policy? | Spend or eligibility must be controlled independently | Separate ad groups |
| Will the same conversion event and optimization apply? | Success is measured identically | Grouping may be appropriate |
| Would splitting leave each ad group with little usable data? | Fragmentation could slow bidding feedback | Group similar audiences unless reporting needs override |
Google’s cited guidance does not provide a universal audience-size or performance threshold for this decision. Use the campaign’s creative, budget, measurement, and reporting requirements rather than an invented numeric rule.

- Write the objective: State whether the campaign is re-engagement, new-customer acquisition, or broader conversion acquisition.
- Define the conversion: Name the event that determines success and confirm that it is recorded consistently.
- Choose the evidence: Select a first-party audience, Lookalike seed, custom segment, or Google-built segment whose definition matches the objective.
- Audit the data: Check list eligibility, active-user count, consent and identifiers, recency, and refresh process. Google’s current guidance references more than 1,000 active and eligible users and a 540-day refresh window.
- Allow processing: For new or updated lists, allow the stated 24–72-hour population period before judging availability.
- Set the audience role: Decide whether the signal is a constraint or guidance and inspect the campaign’s optimized-targeting setting.
- Review Lookalike status: During the phased 2026 transition, verify whether the account shows suggestion mode or a control for retaining earlier constraint behavior.
- Build custom inputs if needed: Use specific search terms, relevant URLs, and closely related apps; start with Google’s recommended 10–15 search keywords.
- Choose the ad-group structure: Separate genuinely different strategies and creative; group similar audiences that share the same operating plan.
- Exclude existing customers when appropriate: For a new-customer campaign, use available first-party exclusions so acquisition budget is not intentionally aimed at people who already qualify as customers.
- Record assumptions: Note the seed definition, list date, Lookalike mode, optimized-targeting status, exclusions, and creative differences.
- Evaluate against the goal: Compare conversion quality and efficiency to the stated objective. Do not treat reach, audience size, or a segment label as proof of incremental value.
Common mistakes and how to correct them
Using an all-visitors list for every objective
Problem: A broad visitor pool mixes casual readers, existing customers, and high-intent prospects.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Correction: Split audiences by meaningful action and use the group closest to the desired conversion when creating a seed or re-engagement message.
Treating 10–15 keywords as a magic number
Problem: An advertiser fills the list with loosely related terms to reach the suggested count.
Correction: Keep only terms that express relevant interest, purchase intent, or conversion intent. The 10–15 range is Google guidance, not a guaranteed performance threshold.
Assuming Lookalike always limits delivery
Problem: The campaign is reported as though every impression came from a strict similarity audience.
Correction: Check the current Lookalike control during the 2026 phased transition and document whether it is a constraint or suggestion. Review optimized targeting separately.

Problem: A newly uploaded list appears too small or unavailable, prompting premature changes.
Correction: Confirm eligibility and allow 24–72 hours for a new or updated list to populate, then recheck status.
Fragmenting similar audiences into too many ad groups
Problem: Each ad group receives too little data for stable bidding and the report becomes difficult to interpret.

A decision checklist
- What is the primary job: re-engagement, new-customer acquisition, or broader conversion growth?
- Which audience has the strongest evidence for that job?
- Does the first-party list exceed 1,000 active and eligible users under Google’s current guidance?
- When was it last refreshed, and is the 540-day refresh expectation being met?
- Has a new or updated list had 24–72 hours to populate?
- If using a Lookalike, does the seed represent the desired conversion rather than general traffic?
- If using a custom segment, do the 10–15 starting keywords describe genuine interest or intent?
- Are URLs and apps directly relevant to the category?
- Is the signal a hard constraint or guidance that optimized targeting can expand?
- What Lookalike mode does the account show during the phased 2026 transition?
- Do audiences need different creative, budgets, exclusions, or reporting?
- Are existing customers excluded when the campaign is specifically for acquisition?
- What conversion result will determine whether the signal remains in use?
The Bottom Line
The best Demand Gen signal is the one that most closely matches the campaign’s goal and has credible, current evidence behind it. Start with outcome-specific first-party audiences, use high-intent seeds for Lookalikes, describe category intent precisely with custom segments, and treat Google-built segments as purposeful inputs rather than a checklist. Verify the account’s constraint, optimized-targeting, and 2026 Lookalike controls before launch, then judge the choice by conversion quality and efficiency.
