How to choose an NPS fund manager and investment option

Choose an NPS fund manager and investment option in two separate decisions. First identify your subscriber category and who controls the account choice. Then decide whether you want to set asset percentages yourself through Active Choice, follow an age-based glide path through Auto Choice, or—if eligible—select a predefined scheme under the Multiple Scheme Framework (MSF). Compare managers only with current, like-for-like data for the same scheme, period and benchmark; there is no regulator-backed universal “best” manager ranking.

Start with your NPS category and account rules

NPS choice rights are not identical for every subscriber. Before changing anything, identify the framework governing your account and who made the original selection. The same label—such as “equity” or “auto”—does not necessarily carry the same limits or change process across every NPS segment.

Subscriber situation What to establish first
All Citizen or other non-government subscriber Whether your account uses the common schemes, an MSF scheme, or another available arrangement; which pension funds and options your account can access.
Corporate NPS Whether your employer selected the pension fund or investment option, and what employee revision rights apply.
Central or state government employee Which government-sector rules, default fund and allocation framework apply. Do not assume All Citizen limits or change windows apply.
NPS-Lite PFRDA says NPS-Lite subscribers do not select a pension fund or asset allocation.

Your Central Recordkeeping Agency (CRA), employer’s NPS administrator or PFRDA guidance can confirm the applicable rule set. The All Citizen limits below are not a universal description of every NPS segment. Record your account type, current pension fund, investment option and the date you checked them; that simple record prevents an old statement or an employer default from being mistaken for a current personal election.

Understand the two decisions: manager versus investment option

Pension fund manager

A registered pension fund manages the investments for the scheme or asset allocation you select. Choosing a manager does not, by itself, determine how much of your account is in equity, corporate bonds or government securities. The eligible manager list and available schemes can change, so check the current PFRDA-registered list when you make a selection.

A manager may operate more than one scheme or investment option. Consequently, a return associated with that manager is meaningful only when you know the exact scheme, asset mix, benchmark and measurement period. The name of the organization is not a substitute for those details.

Investment choice or asset allocation

This determines the mix of eligible asset classes, or selects a predefined mix. Under the common schemes, you generally choose either Active Choice or Auto Choice. In an MSF arrangement, the scheme itself has a predefined allocation and risk profile.

Keep these decisions separate when comparing alternatives. A manager with a strong recent result in one scheme is not automatically comparable with another manager running a different allocation, benchmark or risk level. On an account portal, review both fields before confirming: changing the manager may leave the allocation unchanged, while changing the investment option may leave the manager unchanged.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Active Choice: you set the percentages

Active Choice is for subscribers who want to specify their own allocation within the limits for their account. In the All Citizen common-scheme guidance accessed on 13 October 2026, PFRDA lists these ceilings:

Asset class Maximum allocation in the stated All Citizen Active Choice context What it represents
Equity (E) Up to 75% Market-linked equity exposure with potentially larger short-term fluctuations.
Corporate bonds (C) Up to 100% Debt issued by companies, subject to the scheme’s permitted investments and risks.
Government securities (G) Up to 100% Debt issued or backed by government entities within the applicable mandate.
Alternative investment funds (AIF) Up to 5% A limited alternative-investment allocation where the account and rules permit it.

The percentages must total no more than 100%. These figures describe the relevant common-scheme Active Choice guidance for All Citizen subscribers; confirm the limits for your own category and account before submitting a change. A 100% ceiling is a permitted maximum, not a target or recommendation.

When Active Choice fits

  • You understand how your chosen percentages affect volatility and diversification.
  • You can review the allocation after major changes in income, time to retirement or risk capacity.
  • You are willing to maintain the mix rather than treating the first selection as permanent.
  • You can keep a written reason for the allocation, such as a change in horizon or ability to tolerate losses, instead of reacting to a single market headline.

What Active Choice does not promise

More equity can increase long-term growth potential but also increases the chance of losses during a market decline. A high debt allocation is not a guarantee of a positive return. Active Choice gives control, not an assurance of outperformance. It also places the burden of deciding when, why and how to alter the percentages on the subscriber.

Auto Choice: an age-based life-cycle allocation

Auto Choice uses a predefined life-cycle pattern. The allocation changes as you age, normally reducing exposure to higher-volatility assets according to the selected pattern. You do not enter every asset percentage yourself; the scheme applies the glide path defined for that option.

PFRDA’s current nomenclature includes:

Current label Position in the range Decision implication
Life Cycle 25 – Low Lower-growth-risk profile among the listed life-cycle choices Less aggressive exposure than the higher numbered choices, subject to the scheme’s actual glide path.
Life Cycle 50 – Moderate Middle profile A compromise between initial growth exposure and the pace of de-risking.
Life Cycle 75 – High Higher profile Greater tolerance for market-linked exposure than the lower profiles, with age-based changes.
Life Cycle – Aggressive Most aggressive named life-cycle option Designed for subscribers accepting the highest volatility among the listed life-cycle choices.

PFRDA issued a nomenclature-rationalization circular in October 2025. Older articles may use former labels, so match the current name shown by your CRA or PFRDA rather than relying on an old abbreviation. Ask for the glide-path description if the portal shows only a label; the label alone does not state every underlying percentage or the exact dates at which changes occur.

When Auto Choice fits

  • You prefer a predefined age-based process over deciding percentages.
  • You want the allocation to change automatically as retirement approaches.
  • You are unlikely to monitor markets or rebalance an Active Choice mix consistently.
  • You want a documented rule for de-risking rather than making ad hoc changes after market rises or falls.

Auto Choice is not a guarantee against losses and is not automatically more suitable than Active Choice. The relevant comparison is self-management and control versus a rules-based glide path. Check whether the selected life-cycle option matches your expected retirement timing and ability to absorb a temporary decline; age is a guide, not a complete suitability test.

Multiple Scheme Framework (MSF): a separate option set

For eligible non-government subscribers, PFRDA says the Multiple Scheme Framework became available from 1 October 2025. Instead of constructing a mix from the common-scheme asset classes, a subscriber selects among schemes launched by pension funds. Each scheme has its own predefined allocation, stated risk level and benchmark information where supplied.

PFRDA’s All Citizen description says subscribers can invest across multiple MSF schemes, but it also describes a 15-year minimum lock-in for the chosen MSF scheme. During the lock-in period, movement to common NPS schemes is described as possible under the applicable rules; switching between MSF schemes or exiting is subject to the stated 15-year condition and normal exit rules. Confirm current eligibility, charges, scheme availability and exit conditions with PFRDA and the relevant pension fund before acting, because these are time-sensitive regulatory terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to assess an MSF scheme

  • Read the scheme’s stated risk category and benchmark.
  • Check the predefined equity and debt exposure rather than assuming the name indicates a particular risk.
  • Understand the 15-year lock-in and what movements are allowed during that period.
  • Compare charges and investment objectives with another scheme using the same period and benchmark.
  • Confirm whether investing across multiple MSF schemes changes how your account is administered and whether each selected scheme remains available to your subscriber category.

The lock-in makes the MSF decision materially different from choosing an annually changeable pension fund in the common schemes. Treat the lock-in as a suitability question: a scheme may look attractive on a current risk label yet be unsuitable if you may need the flexibility to move earlier.

Costs, charges and service checks

The regulatory pages identify choice structures and rules but do not establish one universal fee amount for every manager, scheme and account. Before selecting, obtain the current charge schedule that applies to your account and record its effective date. Compare like with like: a charge for one scheme or subscriber category cannot be assumed to apply to another.

  • Check whether the quoted charge relates to the pension fund, the scheme, account administration or another service.
  • Ask whether taxes or transaction-related amounts are treated separately from the headline charge.
  • Check the CRA or employer process for submitting a change and retaining the confirmation.
  • Verify that the scheme is currently open to new selections and that the manager remains on the registered list.

Low cost alone does not make an option suitable, and an apparently strong return is not useful if it belongs to a different risk profile or period. Keep the charge document with your comparison table so a later review does not mix dates or versions.

A practical decision process

1. Confirm who controls the choice

  1. Identify whether the account is All Citizen/non-government, corporate, central government, state government, NPS-Lite or another segment.
  2. Check the current pension fund, investment option and asset allocation in your CRA statement or account portal.
  3. Ask whether your employer made the selection. In a corporate arrangement, the employer’s framework can limit when or how an employee revises it.
  4. Write down the date and source of each rule you rely on, since labels, registered lists and scheme terms can change.

2. Choose control level before choosing a name

Select Active Choice if you will set and maintain percentages. Select Auto Choice if you want the allocation to follow an age-based pattern. Consider MSF only if your non-government account is eligible and you accept its scheme-level allocation and lock-in. Do not start with a manager’s marketing material and then retrofit an allocation decision around it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Match risk to time and capacity for loss

  • Time horizon: A subscriber far from retirement may tolerate more fluctuation than someone who will need to make an exit decision soon, but time alone does not determine suitability.
  • Risk capacity: Consider how a substantial temporary fall would affect your retirement plan and other savings.
  • Risk comfort: Choose an exposure you can keep during market declines; abandoning a plan after a fall can lock in losses.
  • De-risking method: Decide whether you want to manage changes yourself or have Auto Choice apply a predefined glide path.
  • Flexibility need: A 15-year MSF lock-in requires a different commitment from a common-scheme choice with stated annual or quarterly change windows.

4. Compare managers using comparable evidence

Use the same scheme type, benchmark, measurement period, return basis and risk measures for every manager. A one-year return from one allocation cannot fairly be compared with a five-year return from another. Include fees or charges only when they are verified for the same account and date.

The official pages consulted identify registered funds and choice rules but do not provide a complete, current dataset that supports a universal ranking of managers by returns, risk-adjusted performance, fees and benchmarks. Treat isolated recent returns as incomplete evidence, not as a “best manager” verdict. If a comparison table omits a benchmark, period, methodology or charge date, it is not complete enough to support a confident conclusion.

5. Check the switching window before submitting

For the All Citizen Model, PFRDA states that a pension fund can be changed once a year and investment choice or asset allocation four times in a year. Corporate arrangements can include a one-year employee revision condition when the employer made the selection. Your account category, CRA process and scheme framework may alter the practical rule, so confirm the available window before placing a request.

6. Save evidence of the election

Review the confirmation screen for the manager, option, percentages, effective date and any lock-in language. Save the acknowledgement and check the next statement to ensure the requested change was recorded. If the statement differs, contact the CRA or employer administrator promptly rather than submitting repeated requests that could create confusion about which instruction is current.

What to compare in a manager or option table

Comparison question Why it matters Evidence to record
Am I eligible? An option can be unavailable to your subscriber category. Category, account type and current PFRDA/CRA availability.
Who makes the choice? An employer-selected corporate arrangement may impose a revision condition. Employer policy and account instructions.
How is equity exposure set? Exposure drives much of the account’s market sensitivity. Active cap, Auto glide path or MSF scheme allocation.
Does the allocation change with age? A life-cycle option can reduce exposure automatically; Active Choice will not do so unless you change it. Current Auto Choice label and documented glide-path rules.
What risk and benchmark are stated? These provide context for interpreting performance. Scheme risk label, benchmark and date accessed.
What are the switching and lock-in rules? They determine how quickly you can correct a choice or leave a scheme. Annual fund-change limit, quarterly allocation limit, MSF lock-in and exit terms.
What performance evidence is comparable? Different periods and schemes can make rankings misleading. Period, benchmark, return methodology, volatility or other risk measure, and verified charges.
What operational support is available? A technically suitable choice still needs to be implemented correctly. CRA route, employer contact, acknowledgement and post-change statement.

Common mistakes and how to avoid them

Choosing from a universal “top fund manager” list

Such lists often mix periods, schemes and risk levels. Require a dated, like-for-like comparison and verify that the manager remains registered and available for your account.

Confusing the manager with the allocation

Changing the pension fund does not necessarily change your equity percentage. Review both selections separately in the confirmation screen.

Applying All Citizen limits to another segment

The 75% equity, 100% C and G, and 5% AIF figures are stated for the relevant All Citizen common-scheme context. Government, corporate and NPS-Lite rules can differ.

Assuming Auto Choice eliminates risk

A glide path changes exposure; it cannot prevent market losses or guarantee the value at retirement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring the MSF lock-in

Do not select an MSF scheme without understanding the 15-year minimum lock-in and movement rules described for eligible non-government subscribers.

Making frequent changes without a reason

The All Citizen page allows four investment-choice or allocation changes a year, but that is an operational ceiling, not a recommendation to trade. Change only when your circumstances, horizon or considered risk assessment has changed.

Using stale labels or documents

Auto Choice nomenclature was rationalized in October 2025, and scheme availability and charges can change. Match the current portal label and current PFRDA or CRA document rather than copying an old article or screenshot.

Assuming a risk label is a guarantee

“Low,” “moderate” or “high” describes the scheme’s stated positioning; it does not guarantee a particular return or prevent losses. Read the allocation and benchmark behind the label.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A final pre-submission checklist

  • Subscriber category and account type confirmed.
  • Employer control or default arrangement checked.
  • Current pension fund and investment option recorded.
  • Active, Auto or MSF structure understood.
  • Equity exposure, age-based tapering and stated risk level reviewed.
  • Applicable limits, switching frequency and any lock-in verified.
  • Manager comparison uses the same scheme, period, benchmark and metric.
  • Charges and current availability checked with PFRDA, the CRA or employer.
  • Change request acknowledgement and later statement saved.

NPS rules, registered fund lists, charges and scheme terms can change. Verify the current PFRDA guidance and your CRA or employer instructions immediately before making the election; this framework is educational, not an individualized investment recommendation.

Frequently Asked Questions

Can I change the pension fund manager and the investment option at the same time?

They are separate decisions and may have separate operational limits. In the All Citizen Model, PFRDA states that a pension fund can be changed once a year and investment choice or asset allocation four times a year. Check your account-specific CRA or employer process before submitting both requests.

Is Active Choice better than Auto Choice?

Neither is universally better. Active Choice provides control but requires you to set and maintain percentages. Auto Choice applies a predefined age-based glide path. Compare the control, monitoring effort, equity exposure and de-risking method with your own horizon and ability to tolerate losses.

What does the 75% equity limit mean?

For the stated All Citizen common-scheme Active Choice context, PFRDA lists equity at up to 75%. It is a maximum permitted allocation, not a required or recommended percentage, and the limit should not be applied automatically to another subscriber category.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Who can use the Multiple Scheme Framework?

PFRDA describes MSF as an option for eligible non-government subscribers from 1 October 2025. Eligibility, available schemes, charges and movement rules should be confirmed for your account. The framework includes a described 15-year minimum lock-in for the chosen MSF scheme.

Does a higher recent return identify the best pension fund manager?

No. A fair comparison requires the same scheme type, benchmark, period, return basis, risk measures and verified charges. A recent return from a different allocation or period is incomplete evidence and does not establish a universal best manager.

Can NPS-Lite subscribers choose a fund manager or asset allocation?

PFRDA says NPS-Lite subscribers do not select a pension fund or asset allocation. Confirm your account classification with the CRA if you are unsure which rules apply.

Does Auto Choice protect my account from market losses?

No. Auto Choice changes the allocation according to its life-cycle pattern, but market-linked investments can still lose value and no option guarantees a retirement amount.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Where should I verify current charges and switching rules?

Use the current PFRDA guidance and the instructions supplied by your CRA or employer. Record the effective date because registered lists, charges, labels and scheme terms can change.

The Bottom Line

First establish your NPS category and who controls the account. Then choose between self-managed Active Choice, age-based Auto Choice or an eligible MSF scheme, and select a registered pension fund using current, comparable evidence. Verify allocation limits, charges, switching windows and any 15-year MSF lock-in with PFRDA, your CRA or employer before confirming the change.
