How to Choose an NPS Asset Allocation and Pension Fund Manager

By TheFinanceBase Team 9 min read

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The right NPS choice starts with your account category, not with a fund manager’s past return. Confirm whether you are an All Citizen, corporate or government subscriber, then decide whether you can maintain your own asset mix through Active Choice or prefer an age-linked Auto Choice. Only after that should you compare Pension Fund Managers using the same scheme, allocation, period and risk measures.

Your selections are recorded with the Central Recordkeeping Agency (CRA), which directs how contributions are invested. PFRDA states: “The NPS contributions made by a subscriber are invested as per the choices (Pension Fund and Asset Allocation) selected and recorded with the Central Recordkeeping Agency (CRA).”

1. Confirm which NPS rules apply to you

NPS options are not identical across every subscriber category. Before changing anything, identify your account type and whether an employer or corporate made the original Pension Fund and allocation selection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • All Citizen subscribers: PFRDA’s All Citizen model allows a subscriber to select a registered Pension Fund and change the Pension Fund once a year.
  • Corporate subscribers: If the employer or corporate selected the Pension Fund and allocation, PFRDA says the employee/subscriber may revise those choices after 365 days, subject to the stated applicability conditions.
  • Government subscribers: Rules and available schemes can differ from the All Citizen and corporate models. Check the rules attached to your government NPS account rather than assuming the same switching rights.
  • Non-government subscribers using the Multiple Scheme Framework: Eligibility and available schemes depend on the applicable category and current PFRDA rules.

Sign in to the CRA interface or ask your employer’s NPS contact which model you hold, who selected the current fund and allocation, and when your next change window opens. Treat the CRA record as the operational source for your account; a general description of NPS rules cannot override a category-specific restriction.

2. Decide between Active Choice and Auto Choice

Active Choice: you set the asset mix

Active Choice is suitable when you understand that different asset classes behave differently, can select a mix that fits your risk tolerance and retirement horizon, and can resist changing it in response to short-term market moves. You choose the percentage assigned to each permitted asset class within the applicable limits.

For the Common Schemes, PFRDA lists these maximum allocations:

Asset class Meaning Maximum under Common Schemes
E Equity Up to 75%
C Corporate bonds Up to 100%
G Government securities Up to 100%
A Alternative investment funds Up to 5%

The limits are ceilings, not recommended weights. Your combined allocation must not exceed 100%; the fact that C and G can each be selected up to 100% does not mean both can be set at 100% simultaneously. A permitted maximum also does not indicate that the asset class is appropriate for you.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Auto Choice: the system changes the mix with age

Auto Choice places contributions in a life-cycle fund. The allocation is designed to change as the subscriber ages, so you do not have to make every scheduled adjustment yourself. PFRDA lists four labels:

Life-cycle option PFRDA label Age-related notation shown by PFRDA
Life Cycle 25 Low 5E/55Y
Life Cycle 50 Moderate 10E/55Y
Life Cycle 75 High 15E/55Y
Life Cycle Aggressive 35E/55Y

The names describe the intended risk and allocation profile; they are not return guarantees. The notation and label alone do not tell you the complete allocation at every age. Open the current scheme allocation table for your age and subscriber category before selecting an option, and verify how equity exposure changes over time.

A simple decision test

  • Choose Active Choice only if you are prepared to set a mix, understand why it fits your circumstances and review it on a deliberate schedule.
  • Choose Auto Choice if you want a rules-based, age-linked process and would rather not make repeated allocation decisions.
  • If you are likely to switch after every market rise or fall, an age-linked option may be easier to maintain than a self-managed mix.
  • If your income, retirement date or risk tolerance changes materially, reassess the choice instead of assuming the original setting remains suitable.

3. Understand what the asset classes do in your decision

Equity (E) generally introduces the greatest exposure to market fluctuations among the Common Scheme choices. Corporate bonds (C) and government securities (G) have different issuer and interest-rate risks, while alternative investment funds (A) are subject to their own scheme rules and are capped at 5% in the Common Scheme limits listed by PFRDA.

Do not translate a permitted ceiling into a target. A 75% equity cap does not mean a 75% equity allocation is suitable for every 30-year-old, and a low-risk life-cycle label does not eliminate investment risk. Consider how long your contributions may remain invested, how much loss you could tolerate without abandoning the plan, and whether you have other retirement assets.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For Auto Choice, inspect the allocation at your current age and the future glide path. For Active Choice, record the percentages you selected and the reason for them. Keeping that record helps you distinguish a considered change from a reaction to a headline.

4. Compare Pension Fund Managers on like-for-like evidence

A Pension Fund Manager invests the contributions according to the scheme and asset allocation you select. Compare managers only after fixing those two variables; otherwise, a difference in results may simply reflect a different equity or bond mix rather than manager skill.

Comparison area What to check Why it matters
Registration Whether the provider appears on PFRDA’s current registered Pension Funds information Confirms that you are comparing an eligible provider under the applicable NPS model.
Scheme match The same scheme type, asset class and life-cycle option where possible Prevents an allocation difference from being mistaken for a manager difference.
Time period Identical reporting dates and holding periods Short periods can be dominated by market conditions and are not directly comparable with longer records.
Risk information Scheme disclosures and the risk measures provided for the same option A return number without its risk context is incomplete.
Charges and service Applicable investment-management fees, other disclosed charges and account-service arrangements The headline fee is not necessarily the total cost of maintaining the account.
Investment approach Published scheme documents describing how the relevant portfolio is managed Helps you understand what you are delegating to the manager.

The reviewed PFRDA material does not establish a current, comparable cross-manager performance ranking. Therefore, there is no evidence-based “best PFM” ranking to apply universally. Historical returns should not be treated as a forecast, and a lower fee should not be treated as proof of better performance.

5. Understand PFRDA’s investment-management fee slabs

PFRDA lists Investment Management Fee slabs based on a Pension Fund’s aggregate assets under management (AUM) across schemes. The published figures are:

Aggregate AUM Investment Management Fee listed by PFRDA Qualification
Up to ₹10,000 crore 0.09% UTI Pension Fund Limited is shown at 0.07% in this lowest slab.
Above ₹10,000 crore through ₹50,000 crore 0.06% Based on aggregate AUM across schemes.
Above ₹50,000 crore through ₹1,50,000 crore 0.05% Based on aggregate AUM across schemes.
Above ₹1,50,000 crore 0.03% Based on aggregate AUM across schemes.

These are PFRDA’s published fee slabs, not a calculation of your account’s complete cost and not an indication of expected returns. Check the applicable scheme disclosure for other charges and conditions. PFRDA says the structure is based on aggregate AUM and will be reviewed every five years from implementation. Because AUM and regulatory terms can change, verify the current slab before opening or switching an account.

6. Know when you can change a manager or allocation

All Citizen model

PFRDA states that an All Citizen subscriber may select a registered Pension Fund and change it once a year. The exact request path, cut-off date and effective date are shown in the CRA interface and account documentation.

Corporate model

When an employer or corporate made the original Pension Fund and allocation choice, PFRDA’s corporate guidance allows revision after 365 days, subject to its applicability conditions. That waiting period is different from assuming that every corporate subscriber can make an immediate change.

Other categories

Government and other NPS arrangements may have different procedures or limits. Do not submit a transfer request until the CRA or the relevant nodal office confirms that your category permits it and explains which holdings, future contributions or both will be affected.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Changing a Pension Fund Manager does not automatically mean that your preferred asset allocation has also changed. Review both fields in the confirmation screen and retain the acknowledgement showing the effective date.

7. Use the Multiple Scheme Framework correctly

PFRDA says a circular dated 16 September 2025 introduced the Multiple Scheme Framework (MSF) for non-government subscribers. It permits investment in multiple schemes designed and launched by Pension Funds and describes diversification under the same Permanent Retirement Account Number (PRAN).

MSF is an option for the covered segment, not a rule that every NPS account can use several schemes. Confirm your eligibility, the schemes available to your category, minimum or maximum allocation rules and how the CRA displays multiple holdings. Compare each scheme’s allocation and risk separately; holding several schemes does not automatically create diversification if they own similar assets.

8. Follow a repeatable selection process

  1. Identify the account model. Record whether you are All Citizen, corporate, government or another applicable category, and determine whether an employer selected the current fund.
  2. Check the current CRA record. Note your existing Pension Fund, scheme, asset allocation, PRAN and the date when a change is permitted.
  3. Set your decision objective. Write down your retirement time horizon, tolerance for losses and willingness to manage allocations. This determines whether Active or Auto Choice deserves consideration.
  4. Read the current allocation table. For Active Choice, verify the E, C, G and A ceilings for your scheme. For Auto Choice, inspect the allocation at your age and its scheduled changes.
  5. Shortlist registered managers. Use PFRDA’s current registered Pension Funds information and remove providers unavailable to your category or scheme.
  6. Compare like with like. Place the same scheme type, allocation, reporting period, risk measure, investment approach and disclosed charges side by side. Do not rank managers using unmatched figures.
  7. Check fees and service details. Apply the current PFRDA fee slab, then read the scheme disclosure for other charges, transaction treatment and account-service arrangements.
  8. Submit and document the change. Follow the CRA’s request path, review the confirmation for both manager and allocation, save the acknowledgement and check the next statement to ensure the instruction was recorded.

9. Avoid common NPS selection mistakes

  • Treating the equity ceiling as a recommendation: The 75% E limit is a maximum under the Common Schemes, not a target for every subscriber.
  • Assuming Auto Choice guarantees a result: “Low,” “Moderate,” “High” and “Aggressive” describe allocation and risk positioning, not a promised return.
  • Comparing different allocations as manager performance: A manager running more equity cannot be fairly compared with one running more bonds without adjusting the comparison.
  • Choosing solely on the lowest fee: PFRDA’s slab is one cost component and does not establish investment quality or total account cost.
  • Using a stale rule: Registered-manager lists, fee slabs, scheme limits and eligibility can change. Recheck the live PFRDA page and current scheme disclosure when you act.
  • Ignoring category restrictions: All Citizen annual switching, the corporate 365-day condition and MSF eligibility do not automatically apply to every NPS account.
  • Changing during a market scare: A short-term price move is not, by itself, evidence that your long-term allocation or manager should be replaced.
  • Failing to verify the effective date: A submitted request is not the same as a completed change. Confirm the CRA acknowledgement and subsequent statement.

10. How often should you review the choice?

Review the allocation and manager when your retirement horizon, income stability, ability to tolerate losses or employer arrangement changes. A review should be a documented decision, not an automatic response to a single month’s return.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

At each review, check four records: your CRA holding and allocation, the current PFRDA registered-manager and fee information, the relevant scheme disclosure and your account category’s switching rule. If none of those has changed and your circumstances remain the same, leaving the selection untouched may be more disciplined than making a change for its own sake.

11. A final checklist before you submit

  • Have you confirmed your NPS category and who controls the original selection?
  • Do you know whether you are selecting Active Choice or an Auto Choice life-cycle fund?
  • For Active Choice, do your E, C, G and A percentages comply with the applicable caps and total 100% or less?
  • For Auto Choice, have you read the current allocation for your age rather than relying on the risk label?
  • Are the managers being compared in the same scheme, allocation and period?
  • Have you checked PFRDA’s current fee slab and the scheme’s other disclosed charges?
  • Does your category permit the requested change now, including any annual or 365-day condition?
  • If using MSF, have you confirmed non-government eligibility and the available schemes under your PRAN?
  • Will you save the CRA confirmation and verify the next statement?
