Then decide whether the ISBN should be registered to your own publishing identity or supplied by a platform. The right choice depends on your distribution plans, imprint, formats, editions, and the platform’s rules—not on where the book is printed or what language it uses.
If you will sell only through your own website and do not seek bookstore, library, or wholesaler placement, ISBN.org says an ISBN is not required for that specific situation. Platform requirements can differ, so verify the rules for every service you intend to use.

What an ISBN does—and what it does not do
An ISBN is a unique identifier for a book-like product. It connects that product with publisher and ordering information in bibliographic and trade systems. The publisher associated with the number is the identity that appears in those records and is used by distributors, retailers, libraries, and wholesalers.

An ISBN is not the barcode graphic on a back cover. A barcode is a scannable image that can encode an ISBN and other data; the number and the graphic are separate things. You may need a barcode for physical retail distribution, but obtaining an ISBN does not itself produce a finished barcode image.

For an independently published book, the author can also be the publisher. International ISBN Agency guidance says the publisher applies through the agency for the country where that publishing operation is based. The agency is not selected according to the book’s language, printing location, manufacturing location, marketing territory, or sales market.
Start with the agency for your publishing location
Identify the official ISBN agency that serves the country in which your publishing entity is based. If you operate as an individual, that generally means the country in which your publishing activity is established. If you have a registered company or publishing business, use the agency responsible for that entity’s location.
Do not apply through an agency merely because your book is written in that country’s language, printed there, or sold there. The International ISBN Agency states that language and the countries of printing, manufacture, marketing, and sale do not determine the agency. The publisher’s location does.

- Whether individual self-publishers can apply directly or must use an approved registration service.
- Whether the agency sells single ISBNs, blocks of numbers, or both.
- Current fees, taxes, payment methods, and processing times.
- Which publisher and imprint details must be supplied.
- How corrections, transfers, cancellations, and additional formats are handled.
- Whether the agency has separate guidance for ebooks, revised editions, translations, or audiobooks.
Fees and quantity options vary by country. There is no reliable universal ISBN price, so do not build your publishing budget around a figure from another country.
Decide whether you need an ISBN at all
Your sales route is the first practical decision. ISBN.org’s general FAQ gives a narrow exception: when a publisher sells exclusively through its own channel and is not seeking placement with bookstores, libraries, or wholesalers, an ISBN is not required for that scenario.
That exception does not automatically apply to every online sale. A platform may require an ISBN for a particular format, or a local trade system may have its own cataloging expectations. Check the terms of each service before you omit an identifier.

Direct-only publishing
You may be able to publish without an ISBN when all of these conditions are true:
- You sell the book only through your own website or another channel you control.
- You are not requesting bookstore, library, or wholesaler distribution.
- The sales channel does not impose an ISBN requirement.
- You can manage product identification, inventory, and customer support without trade metadata.
This can be practical for a limited direct launch, a private course companion, or a book sold to an existing audience. If you later pursue broader distribution, reassess the identifier before signing a distribution agreement.
Wider trade or library distribution
An ISBN is usually the safer planning choice when you want the book represented in bookseller, library, wholesaler, or distributor systems. It gives those systems a standard product identifier and connects the listing to the publisher information you submit.
Choose the number before creating listings so that the title, author, format, edition, and imprint can be entered consistently. Changing those details after distribution records are created can require corrections across multiple services.

Choose between your own ISBN and a platform ISBN
When an author-owned ISBN is the stronger choice
Buy and register your own ISBN when you want your publishing name to remain the publisher identity, expect to use more than one distribution service, or want a consistent catalog under one imprint. An author-owned number can be used on other services when their rules permit it.

Every service still has its own metadata and eligibility rules. The title, author, format, and imprint entered into a service should match the information held by the ISBN agency. KDP’s help guidance, for example, requires those details to match its ISBN record when you supply your own number.

When a platform ISBN may be sufficient
A free or included platform ISBN can be convenient if you are publishing one format through one service and accept the publisher identity and restrictions attached to it. Read the platform’s terms before selecting the option.
A platform-issued number may identify the platform as publisher, use a platform-defined imprint, or be limited to that service. The restriction is not a universal rule for every provider; it is a term you must verify for the specific platform and country.
Questions to answer before accepting a free number
- What publisher name and imprint will appear in public records?
- Can the identifier be used by another retailer, distributor, or library supplier?
- Can you transfer the edition if you close your platform account?
- Will the platform’s imprint remain attached if you later buy your own ISBN?
- Does the platform provide a separate number for each physical format?
Account for every format, language, and edition
Do not treat one title as one universal product. ISBN assignment follows the identifiable product being sold. Different physical formats and language editions normally require separate numbers, and a materially different ebook product may require its own identifier under the applicable guidance.

Make a format inventory before applying. List every planned paperback, hardcover, language version, revised edition, and ebook product. If you later create a genuinely different product, consult the agency rather than reusing a number by assumption.
KDP as a platform-specific example
The U.S.-language KDP help guidance illustrates why platform terms must be read separately from general ISBN advice. KDP says:
- A free KDP ISBN is available for paperback and hardcover editions.
- The free identifier is for KDP use only.
- The imprint shown for that free option is “Independently published.”
- An ebook on KDP does not need an ISBN.
- An author-owned ISBN can be used on other publishing services, provided the listing details match the ISBN agency record.
These points describe KDP’s stated policy, not a worldwide standard. Availability, labels, and restrictions can change, so review the live help page when you set up the edition. A different platform may use another imprint, require an ISBN for an ebook, or impose a different portability rule.

Build the metadata record before you apply
An ISBN is useful only when its record is accurate. Prepare the details that will be repeated across your agency application and distribution listings:
- Exact title and subtitle, including punctuation.
- Author or contributor names in the form you will publish.
- Publishing name and imprint.
- Format, such as paperback, hardcover, or a specific ebook product.
- Language and edition statement.
- Publication date and territory fields requested by the agency.
Keep a master metadata sheet. When a platform asks for the ISBN, copy the same spelling and format description used in the agency record. This avoids a mismatch that can delay approval or create duplicate catalog records.

- Define the publishing entity. Decide whether you are publishing as an individual author or through a registered business and choose the imprint name you want associated with the book.
- Locate the official agency. Use the agency for the country where that publishing operation is based, not the country of printing, language, or target readers.
- Map your distribution. Mark each intended channel as direct-only, one platform, multiple platforms, bookstores, libraries, wholesalers, or a distributor.
- Test the no-ISBN exception. If every sale is direct and no trade or library placement is planned, confirm that your channel does not require an ISBN.
- Choose ownership. Select an author-owned ISBN if you need your imprint and cross-service portability; consider a platform number if you accept that platform’s publisher identity and restrictions.
- Inventory products. Count each physical format, language edition, revised edition, and materially distinct ebook product that may need its own number.
- Review local terms and fees. Check the agency’s current price, application steps, quantity options, and processing requirements before budgeting.
- Apply and record the number. Save the agency confirmation and enter the exact metadata into every platform listing.
- Check platform-specific rules. Confirm whether the chosen service permits your ISBN, requires one for the format, or limits a free identifier to its own catalog.
- Prepare the physical barcode if needed. Treat the barcode as a separate production task that encodes the ISBN for scanning.
Common mistakes and how to fix them
Choosing an agency because of language or printing location
Correct the application before assigning the number. The determining factor is the publisher’s location. Contact the agency serving that location if you are unsure how your business structure is classified.
Assuming every ebook needs an ISBN
Ebook rules vary. Some guidance distinguishes materially different ebook products, while KDP says its ebook format does not need an ISBN. Check the agency and platform instructions for the exact product.
Assuming a free platform ISBN is portable
Read the platform’s restriction before publishing. KDP states that its free ISBN is KDP-only. Other services may have different terms, and an India ISBN agency manual warns that an identifier registered through an example platform can require a new ISBN when moving elsewhere.
Reusing one number for every format
Separate paperback, hardcover, language, and qualifying edition records before ordering. Ask the agency about borderline changes instead of guessing.

Entering an imprint that does not match the agency record
Correct the listing metadata so the title, author, format, and imprint align with the agency record. Consistency is especially important when an author-owned ISBN is used across services.
Budgeting from another country’s price
Remove the imported figure from your budget. Agency fees, taxes, quantity discounts, and application procedures are local and can change. Use the current fee schedule for your own agency.
Practical scenarios
You sell signed paperbacks from your own website
If you will not seek bookstore, library, or wholesaler placement and your website does not require an ISBN, ISBN.org’s direct-only exception may apply. You still need a clear product identifier for your own inventory and customer service, but that internal code is not an ISBN.

Plan separate ISBNs for the paperback and hardcover. An author-owned registration is generally the more flexible structure when the editions will be distributed through multiple services. Confirm each distributor’s metadata and territory requirements.
You are launching one paperback only through KDP
You can use the free KDP ISBN with the “Independently published” imprint, or supply an author-owned ISBN if retaining your own publishing identity and future portability is more important. KDP’s ebook rule does not automatically apply to the paperback.
You translated the book
Treat the translation as a separate language edition and check the agency’s assignment guidance before publication. Do not reuse the original-language number simply because the cover and story are otherwise similar.
How to budget without a universal price
Your ISBN budget has three separate components: the agency’s fee or block purchase, any platform charge or included allocation, and physical production work such as a barcode or cover revision. The first component is country-specific; the second is platform-specific; the third depends on your production workflow.
Do not assume that a platform’s free number represents the total cost of a multi-format publishing plan. If you later add another format, language, or service, you may need additional identifiers or a different registration strategy. Count planned products first, then use the agency’s current quantity and pricing options.
