Choose an insurer with a good claims record by combining current, regulator-published claims and complaint measures with a like-for-like reading of the policy. No single acceptance rate, payout figure or complaint count proves that a company will handle your particular loss well. First identify your jurisdiction and exact policy line, then compare the regulator’s definitions, reporting period and denominators before using claims history as one part of a coverage-and-service decision.

What a “good claims record” actually tells you

A claims record is evidence about how an insurer’s book of business performed, not a guarantee about an individual claim. The useful question is not “Which company has the highest number?” It is “Among policies that cover the same risks, which insurer shows credible results on several measures, explains its exceptions, and offers wording and a claims process that fit my needs?”

As an Amazon Associate I earn from qualifying purchases.

Regulators may publish several different measures:

  • Claims frequency: how often policyholders register claims. A high frequency can reflect a riskier customer or geography, wider cover, severe weather or more generous reporting, rather than poor service.
  • Acceptance or decline rate: the share of reported claims accepted or declined under the reporting definition. It can be affected by product design, claim type and when a claim is counted.
  • Average payout or payout ratio: how much accepted claims cost, or how payouts relate to premiums. A high figure is not automatically better; broad cover, expensive risks, premium levels and claim severity all affect it.
  • Complaints: complaints registered, confirmed or justified, often normalized by claims, policies or exposures. A raw total mostly measures company size.

Use the measures together. A low acceptance rate paired with very narrow cover may simply reflect a policy that excludes the losses customers submit. A high complaint rate may signal friction, or it may follow a one-off catastrophe that generated many legitimate disputes. The definitions and denominator determine what a number can support.

Start with the right jurisdiction, product and reporting period

Claims statistics are not interchangeable across countries, insurance lines or editions of a regulator’s dataset. Before collecting figures, write down:

  • Clear Print Quality: Displays high-resolution printing intended to remain legible through regular use and cleaning
  • your country or state and the regulator that supervises the policy;
  • the exact line, such as home, motor, travel, auto, business or life insurance;
  • the coverage type and distribution channel (direct, broker or affinity scheme);
  • the policy year or reporting period you will compare; and
  • the risks and claim scenarios that matter to you.

Then locate the regulator’s current company-level tool or value-measures publication for that line. A regulator’s consumer complaint database may cover a different set of products from its claims-performance dataset. Record the publication date, data year, minimum firm threshold and any missing measures. Do not combine a current acceptance rate with a complaint ratio from an unrelated year unless you label the mismatch and use it only as historical context.

How to read the main claims measures

Measure What it can show Questions to ask before comparing
Acceptance or decline rate How reported claims were classified under the regulator’s definition. Are claim categories, products, target markets and counting dates consistent? Are partial settlements or reopened claims treated the same way?
Claims frequency How often claims were registered relative to policies or exposure. Does one insurer cover a higher-risk area, older buildings, more drivers or longer journeys? Is exposure measured in policies, vehicle-years or another unit?
Average payout The typical cost of accepted claims, where reported. Are payouts compared with similar claim types and limits? Do repair-in-kind settlements, replacement services or large losses distort the average?
Payout or claims ratio How claims costs relate to premiums for a portfolio. Are premium levels, commissions, reinsurance, inflation and product age comparable? Does a high ratio reflect good value or underpriced risk?
Complaint rate or ratio The volume or proportion of complaints under a stated definition. Is the denominator claims, policies or exposures? Are complaints merely registered, regulator-confirmed or justified? What happened to them?

Keep the source’s terminology. “Confirmed,” “justified,” “upheld,” “closed” and “registered” are different outcomes. If a table does not state a comparable value, record “not stated” rather than filling the gap with an estimate.

Acceptance rates need unusually careful interpretation

The Financial Conduct Authority’s general insurance value-measures data for the United Kingdom covers January through December 2025; its snapshot reflects FCA systems on 5 May 2026. Across home and travel insurance, the FCA reported claims complaints as a percentage of claims registered of 7–13% for home and 5–6% for travel, compared with 0–6% for most other retail insurance products. Those ranges describe the reported market data, not a promise that any particular insurer will perform within them.

For the same UK 2025 data, home claims acceptance rates were 62–71%, compared with 83–86% for travel and 99% for motor. The FCA cautions that home acceptance reporting is inconsistent, so those home figures should be used carefully rather than treated as a league table.

The FCA’s earlier publication gives historical context only: in its 2024 reporting, home acceptance rates ranged by firm from 50–55% to 95–100%. The FCA warned that the comparison might not be like-for-like because firms differed in products, target markets and interpretations of the reporting categories. A dramatic spread therefore warrants investigation, not an automatic conclusion that the lowest-rate firm is dishonest or the highest-rate firm is superior.

The FCA states: “The data is not intended to help consumers choose insurance products directly.” It also notes that “Some factors that are not visible in the value measures data may also affect the results for a given period.” Relevant influences include climate, inflation, business mix, product age, policy duration, target market and business volume. Some firms must meet reporting thresholds, and certain products, including legal expenses and vehicle breakdown, do not have all measures reported.

Use an acceptance figure as a prompt for questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Which claim types make up the numerator and denominator?
  • Does the figure include claims still under review, reopened claims or only finalized decisions?
  • How does the insurer define a declined claim when it pays part of a loss?
  • Is the product’s wording materially wider or narrower than the policies you are comparing?

Complaints are useful only with a denominator and an outcome

A company with millions of policies will often receive more complaints in total than a small specialist. Prefer a normalized ratio and read what the regulator counts. Compare complaints per registered claim, per policy or per exposure only with another insurer using the same denominator and period.

Washington State’s insurance complaint tool covers auto, homeowner and business insurance. Its “confirmed complaint” definition depends on a regulator review and specified outcomes; it is not a count of every customer who felt dissatisfied. Treat a confirmed-complaint rate as evidence about complaints that met that regulatory definition, not as a complete measure of sentiment or service quality.

California’s study reports justified complaint ratios for automobile, homeowners and life insurers. Its denominator is based on policies or exposures, which makes the ratio more informative than a raw count but still requires a like-for-like product and period. Check whether the result is a single-year observation or part of a trend, and whether unusual catastrophe activity affected the year.

When a complaint measure looks poor, inspect the outcome categories and escalation path. A high proportion resolved in the customer’s favor can point to a problem in initial decisions; a high number closed without a change may indicate different issues, but the definitions must be read before drawing that inference. Ask the insurer how it records complaints and whether the displayed measure includes broker-handled disputes.

Compare the policy before you compare the score

Claims data cannot compensate for a policy that does not cover your main risks. Put equivalent documents side by side. The Australian Securities and Investments Commission advises that “A PDS provides important information – on exclusions, caps, limits and other conditions – that consumers need when comparing and choosing the best insurance product.” A Product Disclosure Statement (PDS) is an Australian document; other jurisdictions use different names, but the principle is the same: read the full policy wording, schedule and endorsements.

For each insurer, mark the treatment of the same scenarios:

  • Covered events: for home insurance, for example, escape of water, storm, theft and accidental damage; for travel, cancellation, medical treatment and baggage; for auto, collision, theft and liability.
  • Exclusions: wear and tear, gradual damage, unattended property, unlisted drivers, pre-existing conditions, alcohol-related losses or other exclusions relevant to the line.
  • Limits and sublimits: the maximum payable overall and for valuables, temporary accommodation, electronics, medical costs or other categories.
  • Excess or deductible: the amount you pay per claim, including separate windstorm, flood or catastrophe excesses where applicable.
  • Conditions and duties: security requirements, maintenance, notification deadlines, proof of loss, approved repairers and cooperation with investigators.
  • Settlement basis: new-for-old replacement, market value, actual cash value, repair, cash settlement or a choice of supplier.
  • Waiting periods and eligibility: relevant particularly to health, travel, income or other products with time-based restrictions.

Do not compare a broad policy’s lower acceptance rate with a narrow policy’s higher rate without adjusting for what each policy promises. A claim declined because the event is clearly excluded is different from a claim rejected contrary to the wording.

A step-by-step method for choosing among insurers

  1. Define the purchase. Write the jurisdiction, policy line, insured assets or people, desired limits and the two or three loss scenarios that would cause serious financial harm.
  2. Collect comparable quotations and documents. Save the quote, schedule, policy wording, endorsements, disclosure document and claims contact details for each finalist. Confirm that limits, optional covers and excesses match.
  3. Open the regulator’s current data tool. Select the exact product and reporting year. Download or note the definitions, threshold rules, denominator, missing fields and whether figures cover the insurer, a group or a brand.
  4. Record several measures. Capture acceptance or decline, complaint ratio and outcome, claims frequency, payout information and any trend available. Mark “not stated” where the regulator does not publish a comparable value.
  5. Test comparability. Reject apparent precision when firms report different categories, target markets, exposure units or time periods. In the UK home data, the FCA’s warning about inconsistent reporting is a reason to qualify the comparison rather than rank firms.
  6. Investigate outliers. Ask the insurer or broker what claim types, geography, catastrophe events, policy age and business mix explain an unusually high or low result. Request a written explanation when the difference could affect your decision.
  7. Read the wording against scenarios. For each finalist, write whether the loss is covered, the applicable limit and excess, required evidence, settlement basis and notification deadline. Resolve any ambiguous answer before buying.
  8. Check the claims journey. Verify 24-hour reporting options, accessibility, language or disability support, repairer choice, emergency assistance, digital and telephone channels, and how to obtain a written decision.
  9. Check escalation. Identify the insurer’s internal complaints team, response time, ombudsman or external dispute scheme, and the relevant regulator’s consumer route. Save these details with the policy.
  10. Use price as a tie-breaker. Once coverage, exclusions, limits, service access and credible claims evidence are acceptable, compare premium, instalment charges and excess. Do not buy a cheaper policy that leaves the critical loss uninsured.

How to investigate an outlier

One unusually high complaint ratio or low acceptance rate should trigger a structured check:

  • Confirm the same product, policy population and reporting year.
  • Check whether a catastrophe, inflation spike or regulatory change affected the period.
  • Read the claim and complaint definitions, including any minimum-volume threshold.
  • Ask whether the statistic covers a closed book, a new product or a specialist target market.
  • Compare the policy’s exclusions and limits with those of the apparent better performer.
  • Look for a multi-year direction where the regulator provides one, without treating a short trend as a forecast.

If the insurer cannot explain a material difference or will not identify the applicable wording, treat that uncertainty as a service risk. If the explanation is plausible and the policy fits, keep the statistic in context rather than discarding the company solely because of one period.

Claims handling and escalation matter after the numbers

A good record is of limited value if you cannot reach the claims team or challenge a decision. Before purchase, find the reporting deadline, emergency number, online portal and documents required. Ask whether a loss can be reported by a representative, whether interpreters or accessibility support are available, and whether the insurer appoints its own repairer or lets you choose.

Keep the policy schedule, wording, receipts, photographs, inventories and correspondence in a separate location. After a loss, notify promptly, mitigate further damage where safe, follow reasonable instructions and request the decision and reasons in writing. If the answer appears inconsistent with the wording, use the internal complaint route first and then the applicable external dispute or ombudsman service. The correct route depends on your jurisdiction and product; a complaint tool from another country is not a substitute.

Use the FCA’s general insurance value-measures data for the relevant product and year. The 2025 data covers January–December 2025 and was reflected in FCA systems on 5 May 2026. Apply its firm thresholds and product omissions, and heed the FCA’s specific caution about inconsistent home acceptance reporting. The dataset is evidence for questions, not a direct shopping ranking.

Washington State

For auto, homeowner and business insurance, the state complaint tool’s confirmed-complaint result is tied to regulator review and specified outcomes. Compare the same product and denominator, and do not equate the result with every expression of dissatisfaction.

California

The state study’s justified complaint ratios cover automobile, homeowners and life insurers and use policies or exposures as a denominator. Confirm which line, period and exposure definition applies before comparing a ratio with another source.

Australia

Use the policy’s Product Disclosure Statement and related insurer documents to compare exclusions, caps, limits and conditions. ASIC’s guidance is Australian; it does not replace the regulator and disclosure rules in another country.

Common mistakes to avoid

  • Choosing the highest acceptance rate without checking what was counted.
  • Ranking firms by raw complaint totals instead of a defined, normalized ratio.
  • Comparing home, travel, motor or life results as though they were the same risk.
  • Mixing different years, currencies, exposure units or catastrophe periods.
  • Assuming a high payout ratio means customers receive better value.
  • Ignoring sublimits, exclusions, waiting periods, duties and separate excesses.
  • Treating a regulator’s confirmed or justified complaint measure as all dissatisfaction.
  • Accepting a verbal assurance about cover without obtaining the clause or endorsement in writing.
  • Paying less for a policy whose settlement basis or limits cannot absorb the likely loss.

The decision rule

Shortlist insurers whose wording covers your serious risks at adequate limits, whose claims and complaint data are comparable and understandable, and whose reporting and escalation channels you can use. Prefer a consistent, explainable pattern over a single impressive statistic. If two policies remain genuinely equivalent, claims handling accessibility, complaint outcomes, excess and price can break the tie. If the data is inconsistent—as the FCA warns for UK home acceptance rates—state the uncertainty and put more weight on verified policy terms and the insurer’s answers to specific claim scenarios.
