How to Choose an Income-Driven Repayment Plan When Pursuing PSLF (2026 Guide)

The right income-driven repayment (IDR) plan for Public Service Loan Forgiveness (PSLF) is the least-cost eligible plan that also fits your cash flow and is likely to remain available through your repayment horizon. There is no universal winner. Your loan type, first-disbursement date, consolidation history, income, family size, tax information, qualifying employment and the plan’s scheduled end date all affect the result. Start by inventorying every federal loan, confirm PSLF eligibility, then compare only the plans shown as eligible in the official Federal Student Aid Repayment Calculator with PSLF turned on. The calculator is an estimate; your servicer sets the final payment after processing.

What you are actually choosing

An IDR plan determines the required monthly payment and, in some cases, the repayment term and the balance that could remain at the end. PSLF is a separate federal program: after 120 qualifying monthly payments while working for a qualifying employer, an eligible Direct Loan balance may be discharged. Choosing an IDR plan alone does not create PSLF eligibility. The loan must meet the program rules, your employer and employment must qualify, and each payment must satisfy the PSLF payment requirements.

Federal Student Aid’s October 2026 guidance identifies IBR, ICR, PAYE and RAP as IDR plans that qualify for PSLF. It specifically says payments under the Tiered Standard Plan do not count toward PSLF. SAVE is no longer an available option: a court order ended the SAVE Plan in March 2026.

Check which plans your loans can use

Eligibility is determined loan by loan. Before comparing payment amounts, sign in to your StudentAid.gov IDR page and record the details below. A consolidation can change which plans are available and can change payment or discharge projections, so do not rely on a plan name shown on an old statement.

  • Loan type: Note whether each debt is a Direct Loan, an FFEL loan or another federal loan category. Parent-loan restrictions can apply.
  • First disbursement date: Some plan rules depend on whether the loan was first disbursed before July 1, 2026.
  • Consolidation history: Record whether a loan was consolidated and when. Consolidation can alter eligibility and the calculator’s projections.
  • Status and balance: A loan in default, in-school status, grace, deferment or forbearance may need a different action before an IDR application can be completed.
  • Current repayment plan: Save a copy of the plan name, payment and next due date before submitting a change.

Federal Student Aid’s eligibility result is more reliable than a general chart because it uses your account data and the current rules. If a plan does not appear as available for a particular loan, do not assume that a servicer representative can place that loan into it without another qualifying action.

Confirm the PSLF side before optimizing the payment

Use the PSLF Help Tool to check whether your employer and loans meet the program’s requirements, and review the qualifying-payment history attached to your account. Federal Student Aid recommends submitting a PSLF form annually and whenever you change employers. That creates a record of qualifying employment and helps expose payment-count problems while they can still be corrected.

Federal Student Aid says a full, on-time payment under an IDR plan counts as a qualifying monthly PSLF payment when the other PSLF conditions are met. That does not mean every month in an IDR plan counts: loan status, employer eligibility, payment timing and other PSLF rules still apply. The target is 120 qualifying monthly payments, not simply 120 payments of any kind.

Current plan landscape for PSLF borrowers

Plan PSLF treatment in current guidance Eligibility points to verify Continuity issue
RAP Listed by Federal Student Aid as an IDR plan that qualifies for PSLF. Available for most Direct Loans, subject to loan-specific restrictions. No end date is stated in the cited guidance; verify availability in your account.
IBR Listed as qualifying for PSLF. Available for many Direct and FFEL loans, with restrictions that depend on the loan and borrower. Check your account rather than assuming an FFEL or consolidated loan qualifies.
ICR Listed as qualifying for PSLF. Available for most eligible Direct Loans disbursed before July 1, 2026; additional restrictions can apply. Scheduled to end no later than July 1, 2028.
PAYE Listed as qualifying for PSLF. Available for most eligible Direct Loans disbursed before July 1, 2026; additional restrictions can apply. Scheduled to end no later than July 1, 2028.
SAVE Not currently available. A court order ended the plan in March 2026. Borrowers should follow their servicer’s notice and select a currently available eligible plan. Time in SAVE forbearance does not count under current guidance.
Tiered Standard Plan Payments do not count toward PSLF under Federal Student Aid’s October 2026 guidance. Do not choose it as a PSLF strategy merely because it appears as a payment option. Apply proactively for another eligible plan if you would otherwise be moved to it.

The plan descriptions above are a screening tool, not an individual eligibility determination. Parent loans, consolidation details and disbursement dates can change the result. Use the logged-in calculator and your servicer’s final determination.

Compare eligible plans in the Repayment Calculator

The Federal Student Aid Repayment Calculator can compare the figures that matter for PSLF: estimated monthly payment, total paid, principal and interest, projected discharge and the projected end-of-term or payoff date. It can also sort results by lower monthly payment, lower total paid or fastest payoff.

  1. Log in. Signing in allows the tool to populate your federal loan details and show plan eligibility.
  2. Turn on “PSLF On.” This changes the comparison from a normal payoff exercise to one that models the PSLF horizon.
  3. Review the eligible-plan list. Compare only plans the calculator identifies as available for the loans you selected.
  4. Check monthly cash flow. Look at the estimated bill under your current income and family or dependent information. A payment that is mathematically cheapest may still be unaffordable during a low-income month.
  5. Check total paid and interest. A lower monthly payment can extend repayment and increase interest before forgiveness. Under PSLF, the relevant comparison is what you expect to pay before discharge, not only the nominal payment.
  6. Read the projected discharge and date. Confirm whether the model expects a balance to remain after the qualifying-payment horizon and when the plan reaches its end date.
  7. Run a second scenario. Change income, family size or tax-filing inputs to see how sensitive the payment is. Logged-in borrowers may consent to import federal tax information; otherwise, enter a documented manual scenario.
  8. Save the results. Keep a dated copy or screenshot of the scenarios you used. The calculator is not a binding quote, and the servicer sets final terms after processing.

How to weigh the results

1. Eligibility comes first

Discard a plan that your loans cannot use, even if its estimated payment is attractive. Recheck eligibility after a consolidation or other loan change because the available set can change.

2. Protect monthly cash flow

Use a realistic income and household profile. Include dependents and the tax-filing information that the calculator requests. If the payment would force missed bills or reliance on new debt, it is not a workable PSLF plan. Test a lower-income and higher-income scenario rather than planning around a single optimistic figure.

3. Compare the amount you expect to pay before forgiveness

Sort by lower total paid, then inspect the underlying payment path. A plan with a slightly higher monthly bill can cost less before discharge if it reduces the period over which interest accrues. Conversely, a lower bill can be rational when cash-flow protection is the priority and the projected discharge remains substantial.

4. Account for a plan’s lifespan

PAYE and ICR are scheduled to end no later than July 1, 2028. If your projected qualifying-payment horizon extends beyond that date, model the cost and administrative effect of a possible later switch. Do not treat today’s PAYE or ICR estimate as a promise that you can remain in that plan until forgiveness.

5. Consider administrative friction

Every change can involve an application, income documentation, processing time and a new payment notice. A plan with a slightly better estimate may not be worth choosing if you cannot supply the required information or monitor the transition. Keep a record of the application and the date your new payment becomes effective.

A practical decision sequence

  1. List the loans and dates. Copy the type, balance, status, first-disbursement date and consolidation history from StudentAid.gov.
  2. Verify employment and payment history. Use the PSLF Help Tool, submit a PSLF form if due, and resolve obvious qualifying-payment gaps before changing plans.
  3. Run PSLF-enabled comparisons. Log in to the calculator, select “PSLF On,” and record the monthly payment, total paid, interest, projected discharge and end date for each eligible option.
  4. Eliminate fragile choices. Remove Tiered Standard because its payments do not count toward PSLF. Treat SAVE as unavailable. Flag PAYE and ICR if your horizon reaches beyond July 1, 2028.
  5. Stress-test affordability. Re-run the calculation with plausible income and family-size changes. Choose a payment you can sustain while continuing qualifying employment.
  6. Select the plan with the best overall fit. Balance eligibility, cash flow, expected pre-forgiveness cost, projected discharge and continuity; do not optimize a single column.
  7. Submit the official application. Use the federal online IDR application. You may consent to IRS information or provide acceptable income documentation. The application and federal-servicer assistance are free.
  8. Verify the result. Check StudentAid.gov’s “My Activity” page and your servicer communications. Confirm the approved plan, payment amount, effective date and any processing forbearance.
  9. Continue PSLF administration. Certify employment annually and after an employer change, monitor payment counts and retain copies of forms, notices and payment records.

What to do if you are leaving SAVE

Federal Student Aid says the SAVE Plan ended in March 2026 after a court order. Follow the notice from your servicer and apply for a currently available eligible plan rather than waiting to be moved automatically. The October 2026 guidance warns that borrowers otherwise at risk of being placed in the Tiered Standard Plan should apply proactively because those payments do not count toward PSLF.

Changing plans does not erase qualifying PSLF payments or credited IDR payments made before entering SAVE forbearance. The official wording is: “Changing repayment plans doesn’t remove qualifying Public Service Loan Forgiveness (PSLF) payments or credited income-driven repayment (IDR) plan payments that you made before entering the SAVE forbearance.” Months spent in SAVE forbearance do not count under current guidance. Some borrowers may be able to buy back certain ineligible months, but Federal Student Aid describes that possibility as limited and says it generally applies once the borrower already has 120 months of qualifying employment.

When moving plans, save the SAVE notice, the date your forbearance began, your payment history and your PSLF count. Those records help you and the servicer distinguish earlier qualifying payments from the ineligible forbearance period.

Application, processing and record-keeping

Submit through the federal channel

Start at StudentAid.gov/idr. The online process can use IRS information with your consent or acceptable income documentation. There is no charge to apply and no requirement to hire a paid application service.

Watch the status

Use the StudentAid.gov “My Activity” page and read every servicer notice. If more time is needed to process an IDR application, Federal Student Aid’s October 2026 guidance says a processing forbearance may last no more than 60 days. Confirm what happens to your due date and whether a payment is required while the application is pending.

Verify the final terms

The calculator’s estimate is not the approval. Your servicer’s notice should state the plan, payment, effective date and any recertification instruction. Compare those terms with your saved scenario and contact the servicer promptly if a loan is missing or the amount is materially different.

Maintain a PSLF file

  • Annual and employer-change PSLF forms and confirmation notices.
  • Payment confirmations, bank records and servicer statements.
  • IDR applications, income documents and approval letters.
  • Calculator scenarios showing the assumptions and date.
  • Notices about SAVE forbearance, plan transfers or payment-count adjustments.

Common mistakes and how to correct them

Choosing the lowest displayed payment without checking PSLF status

A low payment is not useful if it comes from Tiered Standard or another option that does not produce qualifying PSLF payments. Turn on “PSLF On” and verify the plan’s treatment before applying.

Assuming SAVE is still available

It is not under the current guidance. Read the servicer notice, select an eligible replacement and preserve records of the prior forbearance and payment count.

Ignoring the July 1, 2028 deadline

A PAYE or ICR projection that runs past that date requires a continuity plan. Compare an available plan expected to continue with the possibility of a later transition instead of treating the current estimate as permanent.

Treating the calculator as a quote

Income, family size, tax information and account data can change. The calculator provides estimates; the servicer determines the approved terms after reviewing the application.

Assuming every month in forbearance counts

Current guidance excludes SAVE-forbearance months from PSLF. Ask about the narrow buyback possibility only if you have reached 120 months of qualifying employment and the facts fit the program’s conditions.

Failing to certify employment

Without regular PSLF forms, a payment-count problem may remain hidden. Submit certification annually and whenever you change employers, then review the resulting count.

Paying for help that is available for free

Federal Student Aid says the IDR application and help from your federal servicer are free. Be cautious about anyone who promises guaranteed forgiveness or asks for a fee to submit the standard application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When to revisit the choice

Re-run the comparison after a major income or household change, a consolidation, a change in employment, a servicer transfer, a new federal notice or a missed-payment problem. Plan availability and transition rules are changing; verify the current StudentAid.gov guidance each time you make a consequential change rather than relying on an old screenshot or a generic repayment chart.

The most defensible choice is the eligible plan you can pay on time, document properly and keep aligned with your qualifying-employment horizon. Preserve the assumptions behind that choice so you can explain any later difference between the calculator projection and the servicer’s final terms.
