If Cambricon or Nvidia hardware cannot be procured, do not choose a replacement by brand or peak teraflops. Match the accelerator to your workload—training, fine-tuning, batch inference, or online serving—then verify memory, software compatibility, capacity, and total cost for your exact model. AMD Instinct and Intel Gaudi 3 are on-premises hardware routes; Google Cloud TPU and AWS Trainium are provider-managed cloud routes in the documented options. A short benchmark using your model and deployment stack is the only reliable way to expose migration work, performance, and cost.
What should I decide before comparing accelerators?
Write a one-page workload specification first. The same accelerator can be suitable for one model and uneconomic or incompatible for another.

What’s actually slowing this PC down?

- Model: Record the model family, exact software version, parameter count, context or input length, tokenizer, and required numerical quality.
- Objective: Identify pretraining, continued training, fine-tuning, batch inference, or interactive serving. Training is judged mainly by end-to-end time; serving is judged by latency under realistic concurrency.
- Shape: Note input dimensions, sequence length, batch size, expected concurrency, and whether requests have variable lengths.
- Precision: Specify the data type you can use without unacceptable quality loss, such as FP32, BF16, FP16, or an integer format.
- Service target: Set throughput, p50/p95/p99 latency, availability, and maximum queue time for production serving. For training, set a completion deadline and checkpoint frequency.
- Memory and scaling: Estimate model weights, optimizer states, activations, KV cache, and framework overhead. State whether one device is required or distributed execution is acceptable.
This specification prevents a common mistake: treating a vendor’s peak calculation rate as proof that an application will run faster. Kernel coverage, memory capacity, communication, data loading, and software maturity often dominate the result.
Which replacement paths are available?
The documented alternatives fall into two access models. AMD Instinct and Intel Gaudi are accelerator families you obtain in servers or appliances. Google Cloud TPU and AWS Trainium are cloud-provider services, where the provider supplies the host environment and accelerator capacity.

|---|---|---|
| AMD Instinct | On-premises accelerator family. AMD positions current Instinct products for generative-AI training, inference, fine-tuning, and high-performance computing, using the ROCm software stack. | Framework and operator coverage, ROCm release, server configuration, procurement channel, power and cooling, and measured performance on your model. |
| Intel Gaudi 3 | PCIe Gen5 accelerator and Ethernet-based system designs. Intel documents PyTorch integration and identifies Dell, HPE, and Supermicro as deployment channels. | Exact model support, migration effort, host and OEM availability, networking topology, system software, and a workload benchmark. Intel performance figures are vendor claims, not a normalized comparison with every alternative. |
| Google Cloud TPU | Managed cloud accelerator with TPU virtual machines, slices, reservations, and workload guidance. TPU programs are compiled through XLA. | XLA compatibility, supported framework and version, slice topology, regional capacity, reservation terms, storage movement, and the complete cloud bill. |
| AWS Trainium | Managed AWS acceleration service accessed through supported instances and the Neuron software ecosystem. | Instance generation, Neuron compatibility, region capacity, data-transfer charges, storage, orchestration, and current price for your account. |
A scheduler matrix such as the HAMi 2.10.0 device-support documentation can show that several families, including AMD Instinct/ROCm and AWS Inferentia/Trainium, have stable scheduling integrations. Scheduler support is not evidence of application performance, capacity, or procurement availability.
How do AMD Instinct and Intel Gaudi differ for an on-premises deployment?
Both are physical-hardware routes, so you control the server, networking, software image, and utilization. The practical distinction is the software path and system design you can operate reliably.
AMD Instinct with ROCm
ROCm is AMD’s software foundation for Instinct. Check the exact ROCm release against your framework, drivers, communication libraries, and container images. Build a compatibility list for every custom CUDA extension, fused kernel, quantization library, and monitoring tool; a model that imports successfully can still fail when a rarely used operator or kernel is exercised.
Intel Gaudi 3
Gaudi 3 systems use PCIe Gen5 accelerators and Ethernet-oriented designs. Intel documents PyTorch integration and lists Dell, HPE, and Supermicro as channels for deployment. Ask each supplier for the complete bill of materials, firmware and driver versions, network fabric, support boundaries, and delivery date rather than pricing a card in isolation.
On-premises financial checks
- Include server chassis, CPUs, memory, networking, storage, rack space, power distribution, cooling, spares, support, and administrator time.
- Model utilization by month. A lower purchase price can have a higher cost per completed training run if utilization is low or migration work is large.
- Use a realistic depreciation or replacement period and include the cost of keeping an older software image supported.
- Confirm that your facility can deliver the required power and airflow at the proposed rack density.
When does a managed TPU or Trainium service make more sense?
Cloud accelerators can avoid hardware lead times and facility work, but they exchange that control for provider-specific compilation, capacity, and billing constraints.

Google Cloud TPU
Google’s TPU documentation states: “Code that runs on TPUs must be compiled by the accelerated linear algebra (XLA) compiler.” That requirement affects custom operations, debugging, framework versions, and the model-loading path. Test a representative slice on the intended TPU virtual machine or slice topology, not only a toy notebook. Reservations and regional capacity should be checked immediately before purchase because documentation does not guarantee capacity for a particular account or location.

AWS Trainium
Trainium is accessed through AWS services and the Neuron software stack. Validate the exact instance generation and Neuron release, then price compute, storage, inter-region or internet data movement, orchestration, and monitoring together. The existence of a Trainium instance type does not establish that it is available in your preferred region or eligible account.
Cloud financial checks
- Calculate cost per completed training run or million served tokens, not only hourly instance price.
- Separate on-demand, reserved, and committed-use assumptions. A discount that requires a long commitment can be expensive if your project slips.
- Include idle time, checkpoint storage, data preparation, snapshots, observability, and egress or cross-region transfer.
- Estimate the engineering cost of adapting code to XLA or Neuron and of maintaining two software paths if portability is important.
How can I test software portability before buying?
Port a small but representative slice before signing an equipment order or cloud commitment. Translation utilities may reduce editing, but a competition-authority discussion on AI-chip access cautions that they cannot ensure complete CUDA compatibility.
- Freeze the baseline. Save the model commit, framework and driver versions, precision, tokenizer, dataset sample, batch or concurrency settings, and quality metrics from the current environment.
- Inventory dependencies. List custom kernels, CUDA extensions, third-party operators, distributed libraries, tokenizer builds, serving runtime, and data-loader assumptions.
- Run forward and backward paths. For training, include optimizer, gradient scaling, checkpointing, and resume-from-checkpoint. For inference, include model loading, warm-up, dynamic batching, streaming, and cancellation.
- Check numerical behavior. Compare loss curves, validation metrics, generated output, and error rates at the proposed precision. A small numerical difference may become a quality or compliance issue at scale.
- Exercise distribution. Test the intended number of devices, collective communication, failure recovery, and data placement. Single-device success does not prove multi-device scalability.
- Measure engineering effort. Record code changes, unavailable operators, workarounds, image-build time, and debugging hours. Treat this as a migration cost in your financial model.
What should a fair accelerator benchmark measure?
Hold the application constant and report results with their conditions. Vendor peak figures are useful for screening, but they do not establish an application winner.
| Workload | Primary metric | Additional measurements |
|---|---|---|
| Training or continued pretraining | End-to-end time to a fixed quality target | Tokens per second, scaling efficiency, checkpoint time, failure recovery, memory headroom, power, and engineering effort |
| Fine-tuning | Time and cost to the same validation score | Peak memory, restart behavior, data-pipeline utilization, and reproducibility |
| Batch inference | Completed items or tokens per hour at a defined quality | Queueing, memory use, preprocessing time, and cost per batch |
| Online serving | Throughput while meeting p95 or p99 latency at target concurrency | Cold-start time, tail latency, error rate, autoscaling behavior, and cost per request |
Keep model and version, precision, sequence length, batch or concurrency, software release, system configuration, and price assumptions comparable. Report the number of devices and any reservation or commitment used. If a value is not measured under identical conditions, label it as a vendor specification or screening estimate rather than a cross-vendor ranking.

What is a practical selection process?
Use this sequence to turn an unavailable-chip problem into a defensible procurement decision.
- Document the workload. Capture model version, parameter size, context length, precision, objective, data shape, batch size, concurrency, latency target, and expected utilization.
- Set deployment constraints. Decide whether equipment must be owned locally or a cloud service is acceptable. Record jurisdiction, data-handling rules, procurement eligibility, power and cooling limits, staff skills, schedule, and budget.
- Create a shortlist. Consider Instinct and Gaudi for on-premises operation, and TPU or Trainium where their provider software and deployment model fit. Eliminate options that cannot support a required operator, precision, network, or data location.
- Port a representative slice. Test the actual framework, operators, kernels, model-loading path, numerical behavior, distributed communication, and serving stack.
- Run a controlled benchmark. Use identical workload and quality targets. Record throughput, latency percentiles, end-to-end training time, memory headroom, failures, power, engineering effort, and all-in cost.
- Stress the economics. Recalculate cost at conservative and optimistic utilization, include migration labor and data movement, and test the effect of a delayed project or lower demand.
- Confirm supply immediately before ordering. Ask an OEM or cloud provider about the exact configuration, region, capacity reservation, delivery window, support level, and current price. Keep written quotations and expiration dates.
- Plan a fallback. Preserve a portable container, checkpoint format, test suite, and documented rollback path so a capacity outage or software regression does not stop production.
How should I compare total cost and risk?
Build a cost-per-useful-output model rather than comparing accelerator list prices. For training, divide fully loaded run cost by a completed run at the required quality. For serving, divide monthly fixed and variable costs by successful requests or tokens while meeting the latency target.
- Capital: accelerator, host server, networking, storage, rack integration, spares, and support.
- Operating: electricity, cooling, facilities, cloud compute, storage, transfer, monitoring, and administration.
- Migration: porting, testing, kernel replacement, validation, retraining, and parallel operation during cutover.
- Capacity risk: lead time for OEM systems, regional cloud capacity, reservation obligations, and the cost of idle committed capacity.
- Quality and compliance: numerical drift, data residency, audit requirements, incident response, and the ability to retrieve or delete data.
- Exit cost: effort to move checkpoints, containers, data, and serving code to another provider or accelerator.
Use at least three utilization scenarios and a sensitivity check for energy price, demand, engineering hours, and project delay. A cheaper hourly rate is not a saving if the system needs more devices, takes longer to train, or requires a second software stack.
What can go wrong, and how do I recover?
The model loads but fails on a production operator
Capture the failing graph and operator, check the supported framework and accelerator release, and replace or isolate the operation before scaling. Add that case to a regression suite so a future software update does not reintroduce it.
Training is slower than the vendor headline
Profile input pipelines, memory transfers, kernel selection, communication, and synchronization. Re-run with the same precision, batch, sequence length, and device count used in the published figure; if conditions differ, treat the headline as non-comparable.

Serving meets average latency but misses the tail target
Measure p95 and p99 latency at the intended concurrency, including cold starts and dynamic batching. Adjust batch limits, queue time, replica count, or model partitioning, then recalculate cost at that operating point.
Capacity disappears after approval
Obtain a written reservation or delivery commitment where possible, keep a second tested route, and retain checkpoints in a provider-neutral format. Do not assume that a product page proves current regional availability.
The project becomes locked into one software stack
Keep model code separated from device-specific kernels, pin and document releases, and maintain a small portability test that runs on every candidate environment. This makes a later migration measurable instead of a full rewrite.
Which option is the right starting point?
Start with the route that satisfies your non-negotiable constraints, then let measured cost and performance decide.
- Choose an on-premises evaluation when data handling, predictable long-term utilization, or local control outweighs the work of buying and operating servers.
- Put AMD Instinct on the shortlist when ROCm supports your framework and operators and you can source a complete validated system.
- Put Intel Gaudi 3 on the shortlist when its PyTorch path, Ethernet-based design, OEM channel, and networking fit your team and model.
- Choose a Google Cloud TPU trial only after confirming XLA and framework compatibility, slice requirements, regional capacity, and the full bill.
- Choose an AWS Trainium trial only after confirming Neuron support, the correct instance generation, region capacity, data movement, and cost at target utilization.
None of these choices is a universal Nvidia or Cambricon substitute. The defensible decision is the one supported by a reproducible benchmark, a complete cost model, and a confirmed supply or capacity commitment.

Frequently Asked Questions
Can I keep one codebase for several accelerator types?
Often, but not automatically. Keep device-specific kernels and compilation settings behind narrow interfaces, pin tested framework versions, and run the same numerical and performance tests on every target; custom operators may still need separate implementations.
Should a small company buy servers or rent accelerator capacity?
Compare expected utilization and project duration rather than company size. Renting reduces upfront capital and hardware lead time, while ownership can win when utilization is steady and you can staff operations; include migration labor, idle capacity, and financing in both cases.
