How to choose a tax professional for year-end planning

By TheFinanceBase Team 11 min read

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The right tax professional is the one whose experience, services, representation authority, fee arrangement and availability fit your situation—not simply the person with the most impressive credential. Start by defining the decisions and financial changes you expect before the tax year closes, then verify a candidate’s PTIN, credentials and disciplinary history, interview the person who will actually do the work, and obtain the scope and fees in writing.

Year-end planning is different from handing over documents for return preparation. A planning engagement should identify what information the professional needs, which choices must be made before December 31 (or your applicable tax-year deadline), what work is included, and how you will receive follow-up. You remain responsible for the accuracy of the return even when someone else prepares it.

What a tax professional does in year-end planning

Return preparation looks backward: the preparer organizes completed transactions and reports them on a filed return. Year-end planning looks forward. You and the professional discuss expected income, deductions, business or investment activity, family changes and other decisions that may affect the tax year before it ends. The professional should explain which facts matter, what records support them and which decisions have deadlines.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The exact work depends on your facts, tax year, state and the professional’s engagement terms. A credential does not prove that the person offers year-end planning or has handled every issue you may face. Ask for relevant examples of experience and a clear description of deliverables instead of assuming that a license includes every service.

Situations that may justify planning

  • A significant change in wages, self-employment income, investment income or other compensation.
  • A business launch, sale, expansion, shutdown or change in entity or ownership.
  • A home sale, large purchase, exercise or sale of investments, or another major transaction.
  • Marriage, divorce, a new child, a dependent change, retirement, relocation or a death in the family.
  • Expected changes to withholding, estimated payments, charitable giving, benefits or insurance.
  • A notice, prior-year error, audit concern or unresolved question about how an item should be reported.

These are prompts for a conversation, not a recommendation that any particular strategy applies. Tax law and filing requirements change, and a sound professional will ask for current facts before giving advice.

Define your needs before contacting candidates

Write a one-page inventory of your situation. Include your filing status, state and local jurisdictions, sources of income, businesses or entities, investments, property transactions, dependents and any prior-year issues. List decisions you expect to make before year-end and the dates you expect them to occur. You do not need to calculate the tax result; the purpose is to help a professional judge whether the engagement is a fit.

Questions to answer for yourself

  • Do you need planning only, preparation only, or both?
  • Will the engagement involve an individual return, business returns, information returns, payroll or multiple states?
  • Do you need advice before a transaction, or a review after it has occurred?
  • How quickly will you need an answer, and do you expect help after filing season?
  • Do you want a single adviser or a firm that can coordinate with an attorney, investment professional or bookkeeper?

Being precise about these needs prevents a mismatch in which a preparer accepts your return but has no capacity or experience for the planning work you expected.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare experience and service scope

Use the same questions with each candidate so that you can compare like with like. Evidence can include a written service description, a résumé or biography, examples of similar work described without confidential details, and the name and role of the person who will advise you.

What to compare Questions to ask What a useful answer looks like
Relevant experience Have you handled taxpayers with my income sources, entities, states or transaction type? A specific description of comparable work, limits of experience and when another specialist would be involved.
Planning scope What will you analyze before year-end, and what written or verbal recommendations will I receive? Defined tasks, assumptions, timing and deliverables rather than a promise to “find savings.”
Return preparation Is federal and state preparation included? Which returns and schedules are excluded? A list of included returns, add-on services and filing deadlines.
Who performs the work Will you do the analysis, or will employees or contractors prepare it? Who reviews it? Names or roles, review procedures and a clear escalation path.
Representation If the IRS questions a filed return, what can you handle and under what engagement? An explanation tied to the person’s credential and a separate fee or scope for representation if needed.
Follow-up What access do I have after filing season, and how are additional questions billed? Stated response times, communication channels and rates or retainers.

Do not choose solely on a credential or a low initial quote. A professional who understands your facts but clearly limits the work may be a better fit than a generalist who accepts every type of return.

Understand credentials, PTINs and IRS representation authority

Credentials answer different questions. They indicate training, licensing or examination and, in some cases, the right to represent you before the IRS. They do not guarantee quality, availability or a particular planning service.

Professional or status What to verify Representation authority
Enrolled agent (EA) The IRS describes a three-part examination covering federal tax planning, individual and business return preparation, and representation. EAs must complete 72 hours of continuing education every three years. Unlimited representation rights before the IRS.
Certified public accountant (CPA) Verify the license with the relevant state accountancy authority and ask about tax-specific experience. A CPA may focus on audit, accounting or another specialty rather than planning. Unlimited representation rights before the IRS.
Attorney Verify an active license with the relevant state bar and ask how much of the practice is tax work. Unlimited representation rights before the IRS.
Annual Filing Season Program participant Confirm current participation and ask exactly which services the person offers. Participation is voluntary and is not the same as an EA, CPA or attorney credential. Representation is limited; ask whether the person can act for your specific return and issue.
Other paid preparer Confirm a valid IRS preparer tax identification number (PTIN), relevant education and experience. Authority varies and may not include representation before the IRS.

Anyone paid to prepare, or help prepare, federal tax returns generally must have a valid PTIN. Ask for it directly and confirm the name associated with it. A PTIN is a compliance requirement, not a measure of expertise.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The IRS directory can help you locate many credentialed professionals and Annual Filing Season Program participants. A person’s absence from the directory alone does not prove that the preparer is invalid; the IRS notes that some valid PTIN holders are not listed. Use the directory as one check, then verify state licenses, ask about education and training, and investigate disciplinary history where applicable.

How to check a candidate before hiring

  1. Confirm identity and PTIN status. Ask for the professional’s legal name, firm name and PTIN. Make sure the person who will prepare or substantially assist with your federal return is covered, not only a firm owner you will never meet.
  2. Check the appropriate credential. For an EA, use IRS credential information. For a CPA, check the state accountancy board. For an attorney, check the state bar. Review whether a license is active and whether restrictions or disciplinary actions are shown.
  3. Search the IRS directory where relevant. Look for credentialed professionals and Annual Filing Season Program participants, while remembering that omission is not conclusive evidence of a problem.
  4. Ask about disciplinary history directly. Request an explanation of any public action, complaint or license restriction and consider whether the answer is complete and consistent with official records.
  5. Request references or comparable examples. A professional must protect client confidentiality, but can describe the types of situations handled, the complexity and the work performed.
  6. Confirm signing responsibility. The individual or firm preparing your return should sign it as required. Refusal to sign is a serious warning sign.

What should I ask a tax professional?

Use the interview to test fit, not to obtain a free, personalized strategy. Give each candidate the same short description of your facts and ask for the engagement process.

Questions about the work

  • What year-end planning services do you provide, and what is outside your scope?
  • Will you review projections and decisions before year-end, or only prepare the return afterward?
  • Which federal, state, local, business or information returns are included?
  • Who will perform the analysis, who reviews it, and who will be my contact?
  • What records and assumptions do you need, and when do you need them?
  • What decisions must be made before the tax year closes, and how will you communicate deadlines?

Questions about representation and signing

  • What representation rights does your credential provide?
  • If I receive an IRS notice, is response or representation included, and how is it billed?
  • Will you sign the return you prepare, and will I receive a complete copy before filing?

Questions about fees

  • Is planning billed separately from preparation?
  • Do you charge hourly, a flat fee, a recurring fee or another arrangement?
  • What assumptions determine the quote, and what events trigger additional charges?
  • Are consultations, amended returns, state filings, notices, extensions and post-filing questions included?
  • When are deposits and final payments due?

Questions about availability and security

  • When will you be available before year-end and during filing season?
  • What response time should I expect, and who covers absences?
  • How do you exchange documents and protect personal and financial information?
  • How long do you retain records, and how can I retrieve my file?

Insist on written answers in an engagement letter or proposal. If the candidate will not identify the work, fee basis, responsible people or follow-up process, you cannot reliably compare the offer.

Compare fee structures without choosing on price alone

Fee structure Useful when Questions and cautions
Hourly The scope is uncertain or you need limited advice. Ask for the hourly rates by role, estimated hours, minimum billing increments and a spending cap or approval process.
Flat fee The returns and planning deliverables are defined. List every included return, meeting, revision and filing. Ask what changes make the fee increase.
Recurring or retainer You expect continuing planning and access throughout the year. Clarify unused time, response times, cancellation, annual increases and whether return preparation is separate.
Refund-based or contingent fee Rarely appropriate for ordinary planning. The IRS warns against preparers who base fees on a percentage of your refund. Require a transparent fee unrelated to the refund amount.

A promise of an unusually large refund is another IRS warning sign. A legitimate professional should explain assumptions and uncertainty rather than guarantee a result. Never allow a preparer to route your refund through the preparer’s own account.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prepare for the planning meeting

Gather records that describe both what has already happened and what you expect to happen. The IRS recommends providing records and receipts to your preparer. A tax document organizer or expanding file folder can help keep them together, but no product is required.

  • Brokerage, retirement, real-estate, education, health and charitable records relevant to your situation.
  • Receipts and other support for deductions, credits, basis, expenses and business activity.

  • A list of expected year-end transactions, deadlines and questions.

Ask how to transmit sensitive documents; ordinary unencrypted email may not be appropriate. Keep your own complete copies. If a document is missing, say so rather than estimating silently.

Use a decision agenda

At the meeting, separate completed facts from possible future actions. Ask the professional to identify which items require a decision before the tax year closes, which can wait until filing, what documentation is needed, and what assumptions could change the advice. Record the owner and deadline for each action.

Review the advice and the finished return

After the planning discussion, request a written summary of recommendations, assumptions, deadlines and follow-up responsibilities. Check that it matches the engagement and that any excluded work is clear. If your facts change, tell the professional promptly; advice based on an outdated projection may no longer apply.

Before signing a return, read every page and schedule. Compare income, withholding, payments, dependents, addresses, bank details and major transactions with your records. Ask about any entry you do not understand. Do not sign a blank or incomplete return. Obtain a complete copy and confirmation of filing. If a preparer refuses to sign, asks you to sign before the return is complete, invents information, or will not let you review the filing, stop and seek another professional.

Warning signs and how to respond

  • Refund promises: A guaranteed or unusually large refund without a review of your facts is not credible.
  • Refund-percentage fees: The IRS specifically warns against fees based on a percentage of the refund.
  • Unsigned returns: A paid preparer who refuses to sign the return or provide identifying information should not prepare it.
  • Refund routing: Do not permit a preparer to direct your refund to the preparer’s own bank account.
  • Pressure or secrecy: Be wary of pressure to act immediately, refusal to explain entries, or advice to omit income or fabricate deductions.
  • Unclear responsibility: If you cannot identify who did the work, who reviewed it or who will answer questions, the engagement is not sufficiently defined.

Keep copies of communications and documents. If you suspect misconduct, consider reporting it through the IRS channels for tax-preparer complaints and provide factual documentation. Do not rely on a preparer’s claim that a questionable entry is “standard”; you are the person who must sign and stand behind the return.

A practical decision framework

Before hiring, rate each candidate against the factors that matter to you. A simple written scorecard reduces the temptation to choose based on a single credential or the lowest quote.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Factor Evidence to record
Fit for your tax situation Relevant income, business, transaction, state and life-event experience.
Credential and authority Active license or credential, PTIN confirmation and representation scope.
Planning scope Specific pre-year-end analysis, deliverables, exclusions and deadlines.
Who does the work Assigned preparer, reviewer, contact person and escalation process.
Fee clarity Fee basis, included services, additional-charge triggers and payment schedule.
Availability and security Response times, post-filing support, document exchange and retention practices.
Professional conduct Willingness to explain assumptions, sign returns and let you review before filing.

Choose the candidate whose documented scope and working process match your needs. If two professionals appear comparable, prioritize the one who communicates limits clearly and gives you enough time to review decisions and the final return.

When to reconsider your choice

You can decline an engagement before signing if the professional’s experience does not match the issues, the proposal changes without explanation, or the fee cannot be tied to defined work. You can also ask for a second opinion on a proposed transaction without transferring the entire return. A change of preparer may require additional time to obtain prior-year files and reconcile records, so make the decision before a filing deadline becomes urgent.

The best year-end planning relationship is specific: you know what will be analyzed, who will do it, what it costs, when decisions are due and how the professional will support you afterward. Credentials and directories help you screen candidates; your questions, written engagement and careful review determine whether the relationship is safe and useful.
