How to choose a regulated financial adviser in the UK: fees, qualifications and questions to ask

Choose a regulated financial adviser by checking the firm’s FCA authorisation and permissions, confirming that its expertise matches your decision, and comparing the complete cost of the service in writing. Shortlist at least three advisers, ask whether each is independent or restricted, verify the adviser and contact details through the FCA’s official records, and do not proceed until you understand the recommendation, implementation arrangements and cancellation terms.

What a regulated financial adviser does—and why verification matters

A financial adviser can help with a defined decision such as investing, pension planning, retirement income or later-life planning. The work may be a single piece of advice or an ongoing service that monitors and reviews your arrangements. Advice is optional for many financial decisions, so weigh the likely benefit against the cost and consider whether you need a personal recommendation or only general information.

“Regulated” means the firm is authorised by the Financial Conduct Authority (FCA), or operates as an appointed representative of an authorised principal. Authorisation is not a guarantee that an investment will succeed or that every recommendation will be suitable. It is a basic safeguard that lets you check what the firm is permitted to do and whether the person contacting you is connected to the genuine business.

Use the FCA Firm Checker and the Financial Services Register immediately before engaging an adviser. Search for the firm, then compare the telephone number, email address, website and other contact details supplied to you with the official listing. A clone firm can copy the identity of a real authorised business while giving you different contact details. If there is a mismatch, stop and contact the genuine firm using details from the FCA record.

An appointed representative acts for a principal firm. Ask the principal to confirm, independently, which activities it permits that representative to carry out for you. The FCA’s records reduce the risk of dealing with an unauthorised business, but they do not remove all financial risk.

A practical six-step selection process

1. Define the decision before you search

Write down the decision you want help with and the outcome you need. “I need advice” is too broad for a useful comparison. Be specific about whether you need:

  • investment advice for a lump sum or regular contributions;
  • pension consolidation, drawdown or retirement-income planning;
  • help deciding when and how to take pension benefits;
  • later-life planning, including a specialist matter such as equity release; or
  • a one-off review rather than continuing monitoring.

Collect the information an adviser will need, such as current pensions, investments, debts, income, regular spending, objectives, time horizon and tolerance for loss. You do not need to make a recommendation yourself; the purpose is to describe the question clearly enough to identify the right competence and scope.

2. Build a shortlist of at least three

MoneyHelper recommends shortlisting at least three advisers and contacting at least three so that you can compare cost and service. A directory or matching service such as VouchedFor or Unbiased can help you find firms. The Personal Finance Society and the Society of Later Life Advisers can be useful when you need a relevant professional specialism.

A referral from a friend, relative, employer or union can be a lead, not proof of suitability. The referrer’s circumstances, objectives and fee arrangement may be entirely different from yours. Put every candidate through the same FCA and fee checks.

3. Verify authorisation, permissions and identity

  1. Search the firm in the FCA Firm Checker and Financial Services Register.
  2. Confirm that the legal name and contact details match the details you were given.
  3. Check that the firm has permission for the particular service you are considering, rather than assuming that permission in one area covers every financial activity.
  4. If the adviser is an appointed representative, ask the principal firm to confirm the representative’s status and permitted activities.
  5. Keep a record of the register entry and the date you checked it. Permissions and contact details can change.

Do not rely solely on a logo, a directory profile, a social-media account or an email signature. If you are unsure, end the conversation and contact the firm through independently verified details.

4. Match scope and expertise to your problem

Ask whether the service is independent or restricted and what that limitation means in practice. Also ask what qualifications and experience the adviser has for the exact subject. A person who is suitable for straightforward investment advice may not have the competence required for pension transfers, complex retirement-income decisions or equity release.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask which products, providers or subject areas the firm can consider, and which it cannot. A restriction may be narrow or broad. The label alone does not establish that the service is right or wrong; the important point is whether the scope covers your needs and whether the adviser can explain the consequences of the limitation.

5. Compare the complete fee and service package

Before advice begins or you incur a charge, request the charging structure and your expected client-specific total in writing. Ask each adviser to quote for the same work. Compare the initial fee, any annual fee, how you will pay, what work is included, how often reviews occur, whether implementation is included and how an ongoing service can be cancelled.

A low initial quote can be poor value if it is followed by a higher recurring charge or a less useful service. Conversely, a higher initial fee may cover a more complex task. Compare the work and total cost, not just the first number you see.

6. Read the recommendation and retain control

You should receive an understandable written report and an explanation of why the recommendation fits your objectives, circumstances and risk tolerance. Ask for clarification about anything you do not understand. You can usually implement a recommendation yourself or ask the adviser to carry it out; implementation may be charged separately.

You can end after one-off advice or choose continuing monitoring. Do not proceed if you are rushed, pressured to transfer money, refused a written explanation or told that you must commit immediately.

Independent or restricted advice?

Service description What the adviser can consider What you should clarify
Independent advice The whole relevant market Whether “whole market” applies to the particular subject and product type you need
Restricted advice A limitation on the providers, products or subject areas considered Exactly what is excluded, why the restriction exists and whether it still covers your objective

Independent does not automatically mean better, and restricted does not automatically mean unsuitable. The decision depends on the adviser’s competence, the relevance of the available options, the recommendation and the total service cost. Ask the adviser to describe the restriction in plain language and to explain how it affects your choices.

Qualifications, professional standing and specialist competence

For retail investment advice, the FCA requires advisers to meet its qualification requirements and hold an appropriate qualification. Retail investment advisers must also have an annual Statement of Professional Standing issued by an accredited body and complete continuing professional development for their retail investment activities.

Those requirements are a starting point, not a substitute for checking competence in your particular case. Ask what each qualification means and how it relates to your decision. MoneyHelper specifically suggests asking about qualifications when you need specialist help such as pension transfers or equity release. Request evidence of relevant credentials and ask how often the adviser handles cases like yours.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • For pension work, ask whether the adviser has the relevant pension-transfer or retirement-income competence, not merely a general investment qualification.
  • For equity release or other later-life decisions, ask about the specific specialist qualification and experience required for that work.
  • For investment advice, ask how the adviser maintains professional knowledge and completes annual continuing professional development.

A directory listing or a general qualification does not by itself prove expertise in a complex or specialist matter. Check the adviser’s approval and the firm’s permissions in the FCA records as well.

How much does a financial adviser cost?

MoneyHelper gives an indicative range of £100 to £350 an hour for financial advice. It is a consumer-guide range, not a guaranteed quote: the eventual cost depends on the type and complexity of advice, the adviser’s location and how the work is delivered.

Advisers commonly use one of these structures:

Fee structure How it works What to ask
Fixed one-off fee A set amount for an agreed piece of work Which tasks and revisions are included, and what triggers an additional charge?
Hourly rate You pay for the time spent on the work How many hours are expected, how are partial hours billed and what is the maximum without approval?
Percentage of invested money The fee is calculated by reference to the amount being advised on What cash amount does the percentage represent for you, and how does it change if the value rises or falls?
Combined initial and ongoing charge An initial advice fee is followed by a recurring percentage or other charge for continuing service What monitoring and review work does the ongoing fee buy, and how do you cancel it?

MoneyHelper describes three broad ways advice may be paid for: you pay the adviser directly; a product provider pays commission in some product areas; or charges are added to a product’s cost. For pension or investment advice, advisers cannot receive commission and must charge a fee. Do not extend that rule to every financial intermediary: commission can apply to certain mortgage and insurance products.

What a proper fee disclosure should contain

FCA charging guidance says the structure should be disclosed upfront and in writing, with your client-specific total agreed and disclosed as soon as it is known. Charges should be understandable in cash terms. If the adviser quotes a percentage or hourly rate, ask for a cash illustration or indicative example based on your circumstances.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask each adviser to put these points in the same written quote:

  • the initial fee and when it becomes payable;
  • any annual or other ongoing fee;
  • the service, number of reviews and contact access included in an ongoing charge;
  • whether implementation, transfers, platform charges, product charges or fund charges are additional;
  • what happens to the fee if the amount invested changes; and
  • how and when you can cancel an ongoing service.

The advice fee is not necessarily the all-in cost of acting on a recommendation. Product, platform and fund charges may be separate. Ask for each layer in pounds wherever possible and ask what is excluded from the adviser’s quote.

Questions to ask before you appoint anyone

Use these questions during an initial call and send them to every shortlisted adviser so the answers are comparable:

  • “Do I need to have a minimum amount in savings for you to help me?”
  • “Do you offer independent or restricted advice?”
  • “What qualifications do you have and what do they mean?”
  • “Are you an appointed representative?”
  • “How much will the advice cost me?”

  • What is the specific total in pounds for my stated work?
  • What will I pay upfront, and what will I pay each year?
  • What service, contact and review work does the ongoing charge buy?
  • How and when can I cancel the ongoing service?
  • What permissions does the firm have for this advice?
  • Which providers, products or subjects are outside your scope?
  • Do you have qualifications and recent experience for my exact issue, such as a pension transfer or equity release?
  • Is implementation included, and if not, what will it cost?
  • Will platform, product or fund charges be separate from your fee?
  • How often will you review the recommendation, and what happens if my circumstances change?

Record the answers, the name of the person giving them and the date. If an answer is vague, ask for it in writing before providing documents or paying a fee.

Reviewing the recommendation and deciding on ongoing service

A suitable recommendation should connect your objectives, time horizon, financial position and tolerance for loss to the proposed action. The report should be understandable without specialist knowledge. Ask the adviser to explain why the recommendation is preferable to reasonable alternatives and which risks, restrictions and costs apply.

Decide whether you need ongoing monitoring. Continuing service can be useful when your circumstances, tax position, pension rules or investment strategy need regular review, but it creates recurring cost. If your need is a single decision, ask whether the work can be completed as one-off advice and what support, if any, remains after implementation.

You normally retain the choice to implement the recommendation yourself. If the adviser implements it, confirm the authority you are giving, the implementation charge and how you will receive confirmation that the transaction is complete.

Warning signs and safeguards

  • Unsolicited contact: Be cautious of a cold call, email or text promising fast or unusually high returns. Do not transfer money, access a pension or make an investment because of an unsolicited approach.
  • Pressure to act: A demand for an immediate decision, a claim that an opportunity will disappear today or resistance to a second opinion are reasons to stop.
  • No written explanation: Do not continue if the adviser will not provide a clear recommendation and fee information in writing.
  • Register mismatch: If the contact details do not match the FCA listing, treat the approach as potentially fraudulent and verify it independently.
  • Unclear permissions: A firm authorised for one activity may not be authorised for the service you want. Check the specific permission.
  • Unexplained ongoing charge: Do not accept a recurring fee until the review service, deliverables and cancellation process are clear.

If you suspect impersonation, stop communicating through the original channel and use contact details from the FCA’s official records. Do not send identity documents or money while the firm’s identity and permissions remain unresolved.

What other consumers compare

The FCA’s Financial Lives 2024 selected findings show which factors recently advised consumers considered when they shopped around. The figures are not percentages of all UK adults.

Comparison factor Share considering it Survey base and qualification
Adviser fees or charges 59% Advised adults whose adviser relationship was around two to three years or less and who shopped around; 118 respondents
Whether the adviser or firm appeared on the FCA Financial Services Register 53% Same 118-respondent comparison base
Type of advice 46% Same 118-respondent comparison base
Professional credentials or qualifications 46% Same 118-respondent comparison base

In the same report, 35% of recently advised adults whose adviser relationship was around two to three years or less said they had shopped around. That statistic used a 2024 base of 300, excluding “don’t know” responses. It shows that comparison is not universal; it does not prove that shopping around improves investment or retirement outcomes.

Use four primary comparison axes: authorisation and permissions; scope and relevant competence; initial and ongoing total cost; and service, implementation and review arrangements. Availability, minimum asset requirements, location or remote delivery and referrals can affect convenience, but they should not outrank the regulated-firm check and fit for your task.

When paying for advice may not be the right choice

Some decisions can be handled with general information or your existing provider’s support, while others involve enough money, complexity or irreversible consequences to justify personal advice. Ask what the adviser will add beyond information you can obtain yourself, what decision the fee covers and whether the service can be limited to that decision.

Do not assume that a paid recommendation will improve your particular outcome. The adviser’s role is to make a suitable recommendation within the agreed scope; investment returns, pension values and future circumstances remain uncertain. A clear, limited one-off engagement may be more appropriate than an ongoing service if your need is narrow.
