How to Choose a Mortgage Broker in Canada: Questions to Ask and Credentials to Check

By TheFinanceBase Team 11 min read

Choose a mortgage broker the same way you would choose any professional handling a major financial contract: verify the individual and brokerage in your province or territory, understand which lenders and products they can actually access, get compensation and conflict disclosures in writing, and compare complete mortgage proposals rather than headline rates. A preapproval is conditional, so keep checking the terms until the lender gives final approval.

Start with a five-minute due-diligence check

Before discussing a property or sending sensitive documents, ask the broker for their legal name, the brokerage’s legal name, licence information and the public-registry entry you can verify. Then ask for the broker’s lender panel, compensation model and a written explanation of why any recommended mortgage fits your circumstances.

As an Amazon Associate I earn from qualifying purchases.

  • Confirm the individual and brokerage are currently licensed by the regulator for the province or territory where the transaction is arranged.
  • Ask which lender types and institutions the broker can access, and which relevant products are outside that panel.
  • Find out who pays the broker, when payment occurs, and whether you could owe a fee, retainer or expense.
  • Request written disclosure of actual or potential conflicts, referral payments and incentives.
  • Compare rate, annual percentage rate or cost of borrowing, term, payment structure, prepayment privileges, penalties, insurance and other charges.
  • Treat a preapproval as conditional; the lender still assesses the property and applies its own underwriting rules.

A broker who cannot answer these questions clearly, or who pressures you to pay an unexplained amount, is not a suitable professional for a large, long-term commitment.

Verify licensing in the right jurisdiction

Mortgage-broker regulation in Canada is provincial or territorial, not one national licence. The Financial Consumer Agency of Canada (FCAC) directs consumers to their provincial or territorial regulator to confirm licensing and make a complaint. Use the regulator’s current public registry yourself rather than relying on a logo, social-media profile or a screenshot supplied by the broker.

What to match in the registry

  • The individual’s name and licence status.
  • The brokerage’s legal name and status.
  • The licence category or level, where the jurisdiction uses categories.
  • Any restrictions, conditions or disciplinary information shown by the registry.
  • Contact details that match the firm you are actually dealing with.

Ask the broker to explain any difference between a marketing name and the legal name recorded by the regulator. Save a dated copy or note of the registry result. Licensing confirms that the professional is authorized in that jurisdiction; it does not prove that a recommendation is the cheapest or most suitable mortgage.

Ontario example: licence levels matter

Ontario readers can verify a mortgage professional and brokerage through the Financial Services Regulatory Authority of Ontario (FSRA). FSRA says Level 1 agents can arrange mortgages with traditional lenders, while Level 2 agents and brokers can work with traditional, alternative and private lenders. This distinction is specific to Ontario. If your situation may require an alternative or private lender, ask whether the person you are interviewing is licensed for that work and whether the brokerage has access to those lenders.

Questions about the broker’s lender access

A broker can search multiple lenders, but no broker has access to the entire market. FCAC specifically notes that brokers do not all work with the same lenders. A “best rate” claim is therefore incomplete unless you know which lenders were considered and what restrictions apply.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask these questions

  1. Which lenders do you work with? Request a list or at least the lender categories: banks, credit unions, monoline lenders, alternative lenders and private lenders.
  2. Which lenders or products cannot you offer? Ask whether any major lender type, insured product, self-employed program, construction mortgage or other option is outside the panel.
  3. How often do you place business with each lender? This can reveal whether a recommendation reflects a broad search or a narrow habitual relationship. Treat the answer as context, not as proof of quality.
  4. Do lender relationships affect your recommendations? Ask whether volume bonuses, preferred pricing, referral arrangements or other incentives exist.
  5. Will you show me alternatives? Request at least two written options when more than one product could fit, with the trade-offs explained.

The aim is not to force a broker to access every lender. It is to learn whether the available panel is broad enough for your income, credit profile, down payment, property and plans. If a broker cannot offer a lender you specifically want, ask whether the broker can explain the difference between that lender and the proposed alternative without implying that the unavailable option was evaluated.

Understand compensation, fees and conflicts before you apply

FCAC says brokers generally do not charge borrowers directly and usually receive a commission from the lender when a mortgage closes. “Generally” is not “always,” so obtain the exact arrangement for your file in writing.

Questions that establish who gets paid

  • Will I pay you, the brokerage or anyone else a fee, retainer, application charge or expense?
  • If a fee applies, what event triggers it, what is the amount or calculation, and is it refundable?
  • Does the lender pay a commission, bonus or other incentive? Is the amount different among lenders you are considering?
  • Does anyone referring me to you receive a payment or other benefit?
  • Could a fee become payable if I do not close, switch lenders or withdraw an application?
  • Will all actual or potential conflicts be disclosed in a written document I can keep?

Ontario FSRA requires written disclosure of actual or potential conflicts and describes circumstances in which a brokerage may charge an advance fee or retainer. FSRA’s guidance says a permitted advance fee or retainer is paid to the brokerage, not in cash to an individual broker or agent. That is Ontario-specific guidance; borrowers elsewhere should confirm their local rules with their regulator.

Do not hand over cash to an individual, sign a blank authorization or accept a verbal explanation in place of written fee terms. A legitimate charge should identify the recipient, purpose, amount, timing and refund conditions. If the broker will not provide that information, stop the application until the issue is resolved.

Test whether the recommendation fits you

A suitable mortgage is not simply the one with the lowest advertised rate. The broker should connect the recommendation to your income, debts, down payment, expected time in the home, tolerance for payment changes and plans to repay or move.

Ask the broker to explain the recommendation

  • How does this mortgage fit my income stability, employment type and existing debts?
  • What assumptions did you make about my down payment, credit, property value and time in the home?
  • What happens to the payment if the interest rate changes?
  • What would it cost to break, transfer or refinance this mortgage?
  • Which features am I giving up in exchange for this rate?
  • What risks are material enough that I should consider before signing?

FSRA’s Ontario consumer guidance emphasizes suitability, plain-language explanations, relevant cost information and material risks. A broker should be able to explain a recommendation without jargon and should identify restrictions as readily as benefits.

Recognize weak explanations

“This is the best rate” is not a complete answer. Ask what lenders were checked, whether the rate is insured or uninsured, what term and conditions apply, and whether a lower rate carries higher penalties or fewer prepayment privileges. “Everyone is getting approved” is equally unhelpful: approval depends on your documentation, the property and the lender’s guidelines.

Compare written mortgage proposals, not advertisements

Request a side-by-side comparison for every serious option. FCAC mortgage-disclosure guidance highlights the information that can materially change the cost or flexibility of a loan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison item What to record Why it matters
Interest rate Rate, whether fixed or variable, term, and any conditions A lower headline rate may come with restrictions or a shorter guarantee.
APR or cost of borrowing The disclosed annualized cost and included charges It can expose fees and charges that the nominal rate does not show.
Term and renewal Term length, renewal process and what happens at maturity The term determines when you must renegotiate and how long the current rate applies.
Payment behaviour Payment amount, frequency and whether payments change with a variable rate Cash-flow impact can be more important than a small rate difference.
Prepayment privileges Annual lump-sum allowance, payment-increase rights and portability These features determine how quickly you can reduce principal or move the mortgage.
Penalty formula How the lender calculates a break, transfer or refinance penalty Penalty formulas can dominate the cost if your plans change before maturity.
Default insurance Whether insurance is required and how its cost is handled Insurance can add a substantial charge and affect the financed balance.
Other fees Appraisal, legal, discharge, assignment, administration and broker fees Small individual charges can materially change total borrowing cost.
Restrictions Bonuses, collateral charges, refinance limits or transfer conditions Restrictions can reduce flexibility even when the rate looks attractive.

Have the broker identify any value that is not comparable across proposals. For example, one lender may show a lower rate but permit less annual prepayment or use a more expensive penalty calculation. Keep the complete disclosure, not just a rate quote.

Know what a preapproval does—and does not—promise

FCAC describes a preapproval as an indication of how much a lender may be willing to lend under stated assumptions. It does not guarantee final approval. The lender still reviews the property, confirms documentation and applies its own policies before closing.

Ask about the rate hold

  • How long is the preapproved rate protected?
  • Can the rate hold be extended, and under what conditions or cost?
  • If rates fall before closing, will the lender automatically give the lower rate or must the broker request it?
  • Does the preapproval apply to every property, or must the lender approve the specific property?
  • What changes in income, debt, credit, down payment or property value could invalidate it?

Do not make an unconditional purchase decision solely because a preapproval states a borrowing amount. Keep funds available for closing costs, preserve your credit and employment position, and provide updated information when requested. A property that fails the lender’s appraisal, insurance or policy requirements can still prevent final approval.

Clarify the application and communication process

Good process reduces both delay and privacy risk. Ask the broker to map the file from first application to lender submission, commitment, legal instructions and closing.

  1. Initial fact-find: Confirm what information the broker needs about income, employment, assets, debts, credit history, down payment and the intended property.
  2. Consent and privacy: Ask which parties will receive your information, how consent is recorded, how documents are protected and how long records are retained.
  3. Submission: Find out which lender receives the application, what underwriting questions are likely and who answers follow-up requests.
  4. Approval conditions: Request a written list of outstanding conditions, deadlines and documents still required.
  5. Closing coordination: Confirm who communicates with the lender, lawyer, insurer and appraiser, and how you will receive updates.

Ask when you should expect status updates and what channel to use for urgent questions. A broker does not control the lender’s underwriting timetable, but should tell you promptly when the file changes or a condition is added.

Use a consistent scorecard when interviewing brokers

Interview at least two professionals when practical, using the same questions and requesting the same written information. Score the answers on evidence rather than confidence.

Criterion Strong answer Warning sign
Credentials Provides legal names, current registry details and licence category without hesitation Uses a brand name only, avoids the registry or says licensing is “being updated”
Lender access Explains lender categories, limits and why the panel fits your case Promises the entire market or refuses to identify available lender types
Compensation States who pays, when, how much or how calculated, and supplies written terms Requests unexplained cash, a blank authorization or a fee disclosed only at closing
Suitability Connects the recommendation to your plans, risk tolerance and expected time in the home Focuses only on the lowest rate or pressures you to sign immediately
Disclosure Provides conflicts, costs, penalties and restrictions in understandable language Minimizes penalties, says details are “standard” or will be explained later
Communication Sets realistic milestones, document requirements and update intervals Stops responding after collecting documents or cannot identify the next step

Give greater weight to documented, specific answers than to testimonials or polished advertising. A personable broker can still be unsuitable if the lender panel, fee arrangement or mortgage structure does not fit your needs.

Red flags that justify stopping the application

  • The individual or brokerage cannot be found in the relevant regulator’s current registry.
  • The broker will not identify the brokerage’s legal name or lender relationships.
  • You are told to misstate income, debts, employment, occupancy or the source of your down payment.
  • A fee is demanded before you receive written terms explaining the recipient, purpose and refund conditions.
  • The broker discourages you from reading the commitment or says penalties and restrictions are irrelevant.
  • You are pressured to submit multiple applications without an explanation of consent, lender checks or potential effects.
  • The broker guarantees approval or says a preapproval makes property-level underwriting unnecessary.
  • Material changes to the rate, term, fees or conditions are presented only verbally.

If a concern arises, pause before signing or paying. Ask for clarification in writing, retain the documents and contact the relevant provincial or territorial regulator if the explanation is inadequate or you believe rules were breached.

Ontario-specific checks

Ontario borrowers should read FSRA’s current consumer materials alongside the registry record. FSRA’s guidance says a mortgage professional should fully identify and disclose relationships or conflicts connected with the mortgage. It also addresses suitability, material risks, costs and the circumstances in which a brokerage may charge an advance fee or retainer.

Ontario’s level distinction can affect lender access: Level 1 agents arrange traditional-lender mortgages, while Level 2 agents and brokers may work with traditional, alternative and private lenders. Confirm the individual’s level and the brokerage’s authority rather than assuming that every Ontario professional can arrange every type of mortgage.

“Your broker or agent should fully identify and disclose to you any relationships and/or conflicts of interest they may have in connection with the mortgage.”

A practical interview script

You can copy this sequence into an email or bring it to a first meeting:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. “Please give me the legal names and current licence details for you and your brokerage, and tell me where I can verify them.”
  2. “Which lender types and institutions can you access, and which cannot you offer?”
  3. “How are you and the brokerage paid? Will I pay any fee, retainer or expense directly?”
  4. “Are there commissions, incentives or referral payments that could affect the recommendation? Please disclose them in writing.”
  5. “Based on my income, plans, risk tolerance and expected time in the home, why does each proposed mortgage fit?”
  6. “Please provide a written comparison showing rate, APR or cost of borrowing, term, payment behaviour, prepayment privileges, penalties, insurance, fees and renewal implications.”
  7. “What documents and consents do you need, who will receive my information and when will you update me?”
  8. “If I receive a preapproval, how long is the rate protected, can it be extended, what happens if rates fall and what could still prevent final approval?”

Record the answers and compare them with the written commitment. If the written document contradicts the interview, ask for correction before proceeding.

Final decision: choose the clearest defensible fit

The right broker is not necessarily the one who quotes the lowest initial rate or promises the fastest approval. Choose the professional who is properly licensed for your jurisdiction, can explain the limits of the lender panel, discloses compensation and conflicts, documents why the mortgage suits your circumstances, and communicates the costs and risks in language you understand.

Keep the registry record, fee and conflict disclosures, side-by-side comparisons, preapproval conditions and final commitment together. Those documents let you check that the mortgage you sign is the mortgage you evaluated.
