The safest way to choose a housing counselor is to start with the U.S. Department of Housing and Urban Development (HUD) housing counseling locator, search by ZIP code or state, select the service that matches your problem, and then verify both the agency and the individual counselor. Compare the available counseling method, language support, appointment timing, whether you are receiving individual counseling or attending a workshop, and the fee for that specific service.
HUD says its participating agencies provide independent advice tailored to a client’s housing needs. A HUD-certified counselor is an individual who passed HUD’s certification examination and works for a HUD participating agency. Those two checks—agency participation and counselor certification—are the foundation of a legitimate choice.

What “HUD-approved housing counselor” means
People often use “HUD-approved counselor” as shorthand, but HUD distinguishes between the organization and the person serving you.

HUD-certified counselor
A HUD-certified counselor is an individual who has passed HUD’s certification examination and works for a HUD participating agency. Certification describes the counselor, not a promise that every service offered by the agency is available in every location or through every staff member.
Ask both questions before your appointment: “Is this organization listed as a HUD participating agency?” and “Will the person handling my case be HUD certified?” If an agency cannot answer clearly, pause before sharing financial or housing information.
Start with HUD’s official locator
Use HUD’s current housing counseling search rather than choosing a provider solely from an internet advertisement or a list maintained by a commercial company. HUD’s tool lets you search by ZIP code or state, filter by service, and identify available counseling methods.
- Enter your location. Search by ZIP code for nearby options or by state when you are willing to work remotely or need a specialized service.
- Select the problem you need help with. Choose the closest service category instead of relying only on distance.
- Review the listed agencies. Record the agency name, telephone number, services, counseling methods, and any language information shown.
- Call or contact the agency. Confirm that it currently handles your issue, serves your location, and has appointments available.
- Compare more than one listing when practical. HUD does not publish a universal ranking of counselor quality, so the useful comparison is whether each agency fits your particular need and circumstances.
If you need help finding an agency, HUD lists the toll-free number 800-569-4287. If the local search does not produce a suitable option, use HUD’s national agency directory as a fallback and ask the agency whether it provides telephone or secure online counseling.
Choose the service that matches your situation
Agencies do not all provide every type of counseling. Selecting the right category first prevents a common mistake: booking a general homebuyer class when you actually need one-to-one help with delinquency, or contacting a rental counselor about a reverse mortgage.
| HUD service category | Use it when you need help with |
|---|---|
| Pre-purchase counseling | Planning to buy a home and wanting individualized guidance before making an offer or taking a mortgage. |
| Homebuyer education | General education about the homebuying process; ask whether the offering is a workshop or individual counseling. |
| Mortgage delinquency or default counseling | Missed payments, imminent payment difficulty, or concern that your loan may enter default. |
| Foreclosure counseling | A foreclosure notice, a serious risk of foreclosure, or the need to understand available options and lender discussions. |
| Rental counseling | Questions involving renting, housing affordability, or rental-related decisions. |
| Reverse-mortgage (HECM) counseling | Considering or evaluating a Home Equity Conversion Mortgage, the FHA-insured reverse-mortgage program. |
| Homeless counseling | Current homelessness or an immediate risk of losing housing. |
| Financial management | Budgeting or broader financial issues connected to housing stability. |
| Home-improvement counseling | Planning or financing improvements to an existing home. |
| Fair-housing education | Learning about fair-housing rights and responsibilities. |
| Disaster-related assistance | Housing problems connected to a disaster and the recovery process. |
These categories can overlap. For example, a borrower who has missed payments may need both financial-management help and foreclosure counseling. Tell the agency the complete situation so it can confirm the correct appointment type.
Verify the agency and the counselor
Check the agency in HUD’s participating-agency search
Search the exact organization name in HUD’s participating-agency locator. Confirm that the listing is current and that the agency’s service description matches your need. Listings and availability can change, so do not rely on an old flyer, social-media post, or recommendation that does not appear in the current search.

Ask who will counsel you
Before the appointment, ask for the name or role of the person assigned to you and whether that person is HUD certified. HUD’s definition requires both a passed certification examination and employment by a participating agency. An agency’s general claim that it is “HUD affiliated” is not a substitute for checking those details.
Confirm that the contact information is genuine
Use contact information shown in HUD’s locator or directory when you initiate the conversation. If someone contacts you first and claims to represent HUD or a HUD agency, independently locate the agency through HUD and call the published number instead of replying to the unsolicited message.

Compare agencies on practical criteria
When several legitimate agencies are available, use the same questions for each one. This creates a useful comparison without pretending that HUD has measured one agency as universally better than another.
| Comparison point | Question to ask |
|---|---|
| Service match | Do you handle my specific issue, and is the appointment individual counseling or a general class? |
| Participation | Are you listed as a current HUD participating agency? |
| Counselor certification | Will the counselor assigned to me be HUD certified? |
| Method | Is counseling available in person, by telephone, or through a secure online session? |
| Language | Can you provide counseling in my preferred language, or arrange language support? |
| Timing | What is the earliest appointment, and how long is the first session? |
| Scope | What will the first appointment include, and what follow-up is available? |
| Cost | Is there a fee for this exact service, and what does that fee cover? |
| Independence | Is participation available without buying a loan, credit product, or another service? |
Geography is only one factor. A nearby agency that does not offer the required service may be less useful than a qualified agency that provides the right counseling by telephone or secure online session.
Understand what individual counseling includes
HUD describes housing counseling as tailored to the client’s circumstances. A typical counseling process includes intake, an analysis of financial and housing affordability, and an action plan. HUD also describes reasonable follow-up efforts when possible. Reverse-mortgage counseling is the exception to the action-plan element identified by HUD.
Individual counseling versus a workshop
Individual counseling is a conversation about your specific circumstances. A workshop is educational and general. A homebuyer workshop can be useful for learning terminology or process basics, but it does not automatically provide an individualized affordability analysis or a personal action plan.
Ask which format you are booking. If you need help deciding what to do about your own mortgage, rent, income, or housing risk, say that you need individual counseling rather than only a class.
Available methods
Depending on the agency, counseling may be available in person, by telephone, or through a secure online service. HUD’s locator supports counseling-method searches, but confirm the details directly with the agency: whether documents can be exchanged securely, whether identity verification is required, and whether the remote format works for your situation.
Language access
Ask for counseling in your preferred language when you first contact the agency. HUD indicates that language support can be requested, but the practical arrangements are made with the agency. Confirm whether a counselor speaks the language or whether an interpreter will participate.
Ask about fees before scheduling
HUD states: “Foreclosure, eviction, and homeless counseling are always free.” Do not extend that rule to every service. Other counseling or workshops may charge a nominal, reasonable, and customary fee.
Ask four specific questions before reserving a time:

- Is there a charge for this particular service?
- Is the amount one-time or recurring?
- What does the fee include?
- Are any follow-up sessions or educational materials billed separately?
Fees can differ between agencies and between service types. Get the answer from the agency handling your appointment, and request written confirmation if the amount is not clear.

If you are facing foreclosure or missed payments
Contact a HUD-participating agency promptly through HUD’s locator or call 800-569-4287. HUD says counselors can help you understand available options, organize your finances, and assist with discussions with a lender when needed.
What to do first
- Use HUD’s locator and select mortgage delinquency, default, or foreclosure counseling.
- Tell the agency the stage of the problem, including whether you have received a notice or missed a payment.
- Ask for the earliest available appointment and whether telephone or secure online counseling is possible.
- Keep copies of notices and correspondence available so you can accurately describe the situation.
- Ask the counselor what information to provide before the session and what decisions should wait until you receive advice.
Recognize foreclosure-rescue warnings
HUD warns that some firms charge substantial fees for information or services available free from a HUD-approved counselor. Be particularly cautious if a company urges you to act immediately, asks for a large upfront payment, or presents documents appointing the company to act for you.
Signing documents that transfer authority or property rights can put your home at risk. Do not sign away title or other property rights merely because someone promises to stop foreclosure. Check with an official HUD counselor first and consult a qualified attorney when the documents or legal consequences are unclear.
Watch for pressure to buy another product
HUD says an agency cannot condition access to counseling on your purchase of a product or service offered by the agency, an affiliate, or a community partner. Counseling should not require you to obtain a particular loan, credit product, insurance policy, repair service, or other paid offering.

Prepare for the first appointment
Preparation helps the counselor spend time on decisions rather than reconstructing basic facts. The agency—not a generic checklist—should tell you which documents it needs, because requirements vary by service and format.
- Write a short description of your housing problem and the outcome you want from counseling.
- List deadlines, notices, scheduled payments, or upcoming housing changes.
- Gather the correspondence and account information the agency asks you to provide.
- Note your preferred counseling method and language before you call.
- Prepare questions about affordability, available options, lender communication, or next steps.
- Ask how private information will be exchanged if the session is remote.
During intake, answer accurately and ask the counselor to explain unfamiliar terms. A counselor’s role is to help you understand choices and create a practical plan; it is not to guarantee a loan modification, purchase approval, rental placement, or other outcome.

Examples of matching a need to a counselor
Preparing to buy
Search for pre-purchase counseling or homebuyer education. If you need advice about your own budget and readiness, request individual counseling; if you want a broad overview, a workshop may be sufficient.
Already behind on a mortgage
Choose mortgage delinquency, default, or foreclosure counseling. Tell the agency about missed payments and notices so it can schedule the appropriate service and explain how it may assist with lender discussions.
Considering a reverse mortgage
Select reverse-mortgage (HECM) counseling and ask what the session covers. HUD identifies reverse-mortgage counseling as an area in which the usual action-plan description does not apply.
Facing eviction or homelessness
Use eviction or homeless counseling and request the earliest available appointment. HUD identifies both foreclosure and eviction counseling, as well as homeless counseling, as always free.
Needing help after a disaster
Search for disaster-related assistance and describe the housing impact when you call. Ask whether the agency can handle your specific recovery issue or direct you to another participating provider.
A final decision checklist
- The organization appears in HUD’s current participating-agency search.
- The agency handles your exact housing problem.
- You know whether the appointment is individual counseling or a workshop.
- You have confirmed the assigned counselor’s HUD certification.
- The counseling method works for you: in person, telephone, or secure online.
- Your preferred language and any interpretation needs are confirmed.
- You know the earliest appointment and what follow-up is available.
- You understand the fee, if any, for the specific service.
- No one is requiring you to buy another product or service.
- You know where to call if the agency cannot meet your need: HUD’s locator, national directory, or 800-569-4287.
The right counselor is the current HUD-listed provider whose certified staff, service category, access method, language support, timing, and cost fit your situation. Verify those points before sharing sensitive information or signing anything, especially when foreclosure or property rights are involved.
