Choose a Bitcoin exchange by verifying five things before you deposit money: whether it legally serves your location, the complete cost of buying and withdrawing, who controls the private keys, what happens if the company fails, and the platform’s security, privacy and support practices. No exchange removes Bitcoin’s price volatility, custody risk, outages, fraud risk or the possibility of regulatory change.
Use the provider’s current legal terms and fee schedule for your country and account type. Treat labels such as “regulated,” “insured” and “proof of reserves” as claims to investigate—not as guarantees that your Bitcoin or cash will be recovered.

What you are choosing: a marketplace and often a custodian
An exchange account is more than a way to place a Bitcoin order. If the service holds your Bitcoin, it is also a custody relationship. In third-party custody, the provider controls access to the private keys. You can see a Bitcoin balance in the account, but the exchange—not you—normally controls the signing keys used to move coins.

Losing a seed phrase, damaging a device or approving a malicious transaction can permanently remove access. With third-party custody, the major additional risk is dependence on the provider. The SEC Office of Investor Education and Assistance states: “If the third-party custodian is hacked, shuts down, or goes bankrupt, you may lose access to your crypto assets.” Read its Crypto Asset Custody Basics for Retail Investors (Dec. 12, 2025) for the distinction.

- BITCOIN EXCLUSIVE, PHONE VERIFICATION: Bitkey is designed from the ground up exclusively for bitcoin — a dedicated hardware wallet for secure bitcoin storage. Approve transactions with a tap using your phone and NFC. No device screen is required.
- SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
- NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
- 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
- BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.
That does not make an exchange automatically unsuitable. A hosted account can be easier for a first purchase, recurring buys or small amounts. It does mean you should evaluate the company’s controls and failure terms before treating the account as long-term storage.
1. Confirm availability, legal entity and the exact regulatory claim
Check your location before comparing prices
Exchange availability, payment methods, withdrawal limits, supported products and verification requirements vary by country, state or province. Start with the provider’s current eligibility page and terms for your residence. A service that accepts an email address may still restrict deposits, trading or withdrawals in your jurisdiction.
Save the name of the contracting legal entity, its registered address and the entity named on your account agreement. A brand can use different subsidiaries for different countries or services. Your rights, complaint route and insolvency position depend on the entity that actually holds your money or Bitcoin.
Separate registration from protection
Ask what activity a registration or licence covers: money transmission, virtual-asset services, custody, brokerage, payments or something else. Requirements depend on the jurisdiction, the service and whether the asset or activity is treated as a security. A badge saying “regulated” does not establish that every exchange feature has broker-dealer, securities-exchange or bank protections.
For U.S. readers, the SEC explains that virtual-currency exchanges may exchange virtual currency for fiat, funds or other virtual currency and typically charge fees, but they may not be registered securities exchanges or regulated alternative trading systems under federal securities laws. The SEC Investor Bulletin on Initial Coin Offerings is contextual guidance, not a directory of currently licensed Bitcoin venues.

The SEC’s discussion of crypto-asset securities also warns that a platform may combine exchange, broker-dealer and custody functions, creating conflicts and risks. That alert applies to the securities activities and protections described there; do not assume the same registration regime applies to every venue that offers spot Bitcoin. Check the relevant U.S. entity, activity and asset classification in current regulator records and the provider’s disclosures.
Questions to record
- Which legal entity accepts your deposit and holds your Bitcoin?
- What licence, registration or authorisation is claimed for that entity and service?
- Which regulator’s public register can you check independently?
- Does the service restrict residents of your location, and can rules change after you open the account?
- Where do you file a complaint, and which law and courts govern the account agreement?
2. Calculate the complete cost, not just the advertised trading fee
The amount you spend is affected by the quoted price, spread, transaction fee, funding method, withdrawal charge and network conditions. A low headline commission can be offset by a wide spread or an expensive withdrawal.
| Cost component | What to verify in current terms | Why it changes your result |
|---|---|---|
| Trading or transaction fee | Percentage, fixed charge, maker/taker schedule, minimum order and account-tier requirements. | The displayed rate may depend on 30-day volume, payment method or product type. |
| Spread and quoted price | Difference between the exchange’s buy quote and the reference market price; whether the quote is fixed briefly or can move before execution. | A fee-free purchase can still cost more if the execution price is less favorable. |
| Funding | Bank transfer, card or other method fees; deposits that are free only above a threshold; currency-conversion charges. | Your bank or payment provider may add costs outside the exchange’s fee table. |
| Bitcoin withdrawal | Flat charge, dynamic network-based charge, minimum withdrawal, processing time and any address or destination restrictions. | Moving coins to a wallet can cost a different amount from buying them. |
| Other transfers | Crypto deposits, fiat withdrawals, internal transfers and failed or returned payments. | A “free deposit” does not mean every way of taking money out is free. |
| Account lifecycle | Setup, verification, inactivity, conversion, dispute and closure fees. | One-time or exit charges affect the total cost over the period you expect to use the account. |
The SEC custody bulletin specifically recommends reviewing transaction, asset-transfer, setup and closure fees, as well as possible asset-based charges. Confirm the current schedule immediately before funding because prices and limits can change by country, payment rail and account tier.
Use a like-for-like calculation
- Choose the same Bitcoin purchase amount and fiat currency for each candidate.
- Record the provider’s actual quote and the trading or transaction fee at the time you would place the order.
- Add payment-method and currency-conversion charges.
- Estimate the amount of Bitcoin that would arrive in your external wallet after the stated withdrawal fee and any minimum.
- Record the time and date, account tier, location and payment method. A comparison without those details can become misleading when terms differ.
Do not present an exchange as “cheapest” without a current, platform-by-platform calculation for the reader’s jurisdiction and intended purchase and withdrawal pattern.
3. Understand who controls the Bitcoin and what failure could mean
Ask how customer assets are held
Request plain-language answers to these custody questions:

- Does the exchange hold the private keys, or can you control them immediately?
- Are customer Bitcoin and fiat segregated from company assets, and how is that segregation documented?
- Can the provider lend customer Bitcoin, reuse it as collateral, stake it or commingle it with other assets?
- Are keys held in hot storage, cold storage or a combination, and who can approve a transfer?
- Does the company use subcontractors or another custodian, and which entity bears responsibility if one fails?
- What withdrawal delays, freezes, limits or manual reviews can apply?
The SEC bulletin recommends checking key-storage methods, subcontractors, hot-versus-cold storage, asset reuse or lending, commingling and the terms that apply if a custodian fails. Marketing language such as “institutional custody” is not a substitute for those details.

Read the insolvency and withdrawal clauses
Find the account agreement’s sections on bankruptcy, insolvency, default, suspension and customer property. Determine whether you have a contractual claim to specific Bitcoin, a general claim against the company, or a claim whose priority is unclear. The legal outcome can depend on the entity, jurisdiction, asset records and the wording of the agreement; do not assume that a displayed balance guarantees immediate delivery after a shutdown.
Investor.gov warns that Bitcoin exchanges may stop operating or shut down because of fraud, technical failures, hackers or malware. Its historical examples illustrate the risk, not the current status of any particular platform. Keep only an amount you can tolerate being temporarily inaccessible while you assess the provider.
4. Do not confuse exchange-held Bitcoin with bank or brokerage insurance
For U.S. readers, Investor.gov says Bitcoin held in a digital wallet or Bitcoin exchange does not have protections similar to FDIC-insured bank deposits or SIPC protection for securities accounts. The SEC’s crypto-asset-securities alert likewise warns that accounts at crypto asset entities do not automatically receive those protections. These are U.S.-specific investor warnings and should not be generalized into a statement about every country’s law.
If a platform advertises insurance, identify the insured party, covered event, limits, exclusions, deductible, claims process and whether the policy covers customer assets or only the company’s operational losses. Insurance against a specified theft scenario is not deposit insurance, an unconditional repayment promise or protection against a price decline, an account takeover, a mistaken address or an insolvency shortfall.

5. Treat proof of reserves as limited evidence
A proof-of-reserves report can show that selected wallet addresses held certain assets at a particular time. It may not reveal customer liabilities, borrowing, obligations to other creditors or transactions between snapshots. It may also omit assets or liabilities outside the reported scope.
The SEC’s Mar. 23, 2023 Exercise Caution with Crypto Asset Securities: Investor Alert says proof of reserves is voluntary, is not as rigorous or comprehensive as a financial-statement audit and may provide no level of assurance. If a provider publishes a report, read its date, scope, methodology, wallet coverage, treatment of liabilities and the identity and role of the examining firm. A snapshot is not a guarantee that every customer can withdraw today or that you would rank ahead of other creditors in insolvency.
6. Evaluate account and custody security together
Strong login controls do not compensate for opaque custody, and good custody documentation does not protect an account whose password or recovery channel is compromised. Review both layers.
Account controls
- Use a unique, long password stored in a reputable password manager.
- Enable multi-factor authentication; prefer an authenticator app or hardware security key where the provider supports it over text-message codes.
- Turn on withdrawal-address allowlists, transaction confirmations, device alerts and cooling-off periods if offered.
- Keep the email account and phone number used for recovery at least as well protected as the exchange account.
- Use only the official website or app that you reached independently. Check the domain before entering credentials.
Custody and operational controls
- Look for a clear explanation of hot and cold storage, key access and approval procedures.
- Check whether withdrawals can be paused after a password, email or security-setting change.
- Read incident notices, service-status history and the documented process for account recovery.
- Review how personal data is collected, shared, retained and used for marketing or analytics.
- Identify support channels and expected escalation steps for a frozen withdrawal or suspected takeover.
Never send a private key or seed phrase to an exchange employee, support agent, website or person claiming to help. A legitimate support process should not require it.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches7. Verify that you can withdraw Bitcoin to a wallet you control
If your goal includes self-custody, confirm this before buying. Some services support trading but restrict external withdrawals, impose a waiting period, require additional identity checks or limit destination addresses. Check the current Bitcoin withdrawal fee, minimum, daily limit, processing window and whether the service supports the address format and network you intend to use.

- Check whether the withdrawal is sent on the Bitcoin network and whether any alternative network or wrapped representation is involved.
- Verify the minimum amount, fee calculation, confirmation requirements and address-whitelisting delay.
- Send a small test withdrawal to an address you control before transferring a larger balance.
- Confirm the transaction identifier on a reliable block explorer and keep the exchange receipt and withdrawal record.
A self-custody wallet changes who controls the keys; it does not remove the need to protect them. The SEC notes that physical devices used for cold wallets typically cost money. A hardware wallet is optional, not a requirement for opening an exchange account, and it cannot recover a seed phrase that you lose or disclose.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Compare privacy, verification and customer support
Identity checks are common, but the amount of information collected, the retention period and the parties receiving it differ. Read the privacy notice for sharing with affiliates, analytics providers, advertising partners, law-enforcement requests and subcontractors. Ask whether you can close the account and obtain a copy or deletion of data where local law permits.
Before funding, test support with a non-urgent question about a withdrawal, fee or account closure. Note whether you reach a real escalation path, how clearly the answer cites current terms and whether support is available in your language and time zone. A polished chat interface is not evidence that a withdrawal dispute will be resolved quickly.

- Define your use case. Write down your location, purchase frequency, typical amount, payment method, need for recurring buys and whether you will withdraw to self-custody.
- Build a short list from official availability pages. Exclude services that do not accept your residence or cannot provide the Bitcoin withdrawal path you need.
- Identify the contracting entity. Save the legal name, registration details, governing law and complaint route from the account agreement.
- Capture the complete fee schedule. Record the quote, spread, transaction fee, funding cost, withdrawal charge, limits and any setup or closure fee for the same date and account tier.
- Read custody and failure terms. Look for key control, segregation, commingling, lending, subcontractors, withdrawal suspension and insolvency language.
- Check protections and reports. Distinguish any narrowly defined insurance from deposit or securities protection, and read the scope and date of any proof-of-reserves report.
- Test security and support. Confirm multi-factor options, withdrawal controls, phishing reporting, recovery procedures and a usable support channel.
- Open with a limited amount. Complete verification through the official app or site, enable security controls and make a small deposit.
- Make a small purchase and withdrawal. Compare the executed price with the displayed quote, then test the external-wallet process before increasing the balance.
- Recheck periodically. Fee schedules, legal entities, supported locations, withdrawal rules and custody arrangements can change. Revisit the provider’s current terms before a large transfer.
10. Red flags that should stop the purchase
- A promise of guaranteed returns or unusually high, risk-free profits.
- An unsolicited message directing you to a different login link, wallet address or “recovery” service.
- Pressure to deposit immediately, pay a release fee or keep a transaction secret.
- A seller who will not identify the legal entity, governing jurisdiction or withdrawal rules.
- Claims that a generic registration badge means your Bitcoin is insured like a bank deposit.
- A proof-of-reserves graphic with no date, scope, liability information or methodology.
- Instructions to disclose a seed phrase, private key, one-time code or remote access to your device.
- Terms that allow broad lending, rehypothecation, commingling or indefinite withdrawal suspension without clear disclosure.
Investor.gov identifies guaranteed high returns, unsolicited pitches, unlicensed sellers, offers that sound too good to be true and pressure to act immediately as warning signs of investment fraud. Independently type the official site or use the verified app store listing rather than following a message link.
Choosing between leaving Bitcoin on an exchange and using a wallet
| Priority | Keeping Bitcoin with the exchange | Moving to self-custody |
|---|---|---|
| Convenience | Usually simpler for buying, selling and recurring orders. | Requires wallet setup, backups and learning how to approve transactions. |
| Key responsibility | The provider controls the keys and account access. | You control the keys and are responsible for the seed phrase and device. |
| Failure exposure | Access can be affected by a hack, shutdown, bankruptcy, account freeze or withdrawal policy. | There is no exchange withdrawal freeze, but loss or theft of the seed phrase can permanently destroy access. |
| Costs | Exchange fees and withdrawal charges apply; account terms may add other charges. | A hardware device may cost money, and network fees still apply when sending Bitcoin. |
| Best fit | Small balances, active trading or buyers who prioritize convenience while accepting counterparty risk. | Longer-term holders who can securely manage backups, addresses and transaction verification. |
Many buyers use a staged approach: keep only a trading or near-term spending balance with a custodian, and move a separately planned amount to self-custody after testing the wallet and backup process. The appropriate split depends on your technical confidence, loss tolerance and need for liquidity.
What to do if an exchange freezes withdrawals or shuts down
- Stop sending additional money or Bitcoin until you understand the notice and verify it through the official status page or account message.
- Save account statements, deposit records, trade confirmations, withdrawal requests, transaction IDs and the current terms.
- Use the provider’s formal support and complaint process; avoid anyone offering paid “recovery” through an unsolicited message.
- Check announcements from the legal entity and relevant regulator, not only social-media posts or screenshots.
- If access is restored, withdraw a small test amount to an address you control before attempting a larger transfer.
- For suspected fraud or account takeover, contact your bank or payment provider promptly and report the incident to the appropriate local authorities.
There is no guaranteed recovery route after insolvency, a mistaken transfer, a compromised account or a lost seed phrase. Prevention—limited balances, strong authentication, careful address checks and retained records—is more reliable than assuming a later reimbursement.
When a candidate is acceptable
A candidate is worth considering only after you can answer, in writing, which legal entity serves you, what the full purchase-and-withdrawal cost is, who controls the keys, how customer assets are treated if the company fails, what security and privacy controls exist, and how you would move Bitcoin out. If any answer is vague, unavailable for your jurisdiction or inconsistent across the marketing page and account agreement, pause rather than treating the missing information as a favorable assumption.
