Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsChoose based on the term that affects your real use, not the headline reward rate. If you regularly carry a balance, compare the ongoing purchase APR, promotional expiration date, and variable-rate formula before considering rewards. If you pay every statement in full, compare the changed annual fee and benefits you can realistically use, then check every new restriction in the rewards rules.
A change notice is a prompt to re-underwrite the account: identify what changed, when it takes effect, which transactions or balances it covers, and whether rejecting it could close the account. There is no universal best card without your payment pattern, spending, eligibility, and current issuer terms.

Start with the question that determines almost everything: do you carry a balance?
If you usually carry a balance
Interest cost normally outweighs rewards. A card that earns points but charges materially more interest can cost more than the rewards are worth after even a modest unpaid balance. Begin with the ongoing purchase APR, not the introductory rate. Record when any promotional APR ends and the rate that applies afterward.

Check whether the APR is variable. As the Consumer Financial Protection Bureau (CFPB) explains, “A variable-rate APR, or variable APR, changes with the index interest rate.” Your card agreement should identify the index, the margin added to it, and how often the rate can reset. A fixed APR does not fluctuate with an index, although the issuer may still change it under the agreement and applicable notice rules.

If interest cannot be avoided, CFPB consumer guidance recommends shopping for a lower APR. Do not let a large rewards percentage distract you from the borrowing cost you are most likely to pay.
If you pay every statement in full
Your purchase APR may have little practical value because you do not carry purchase balances from month to month. Focus instead on the annual fee, foreign-transaction and other transaction fees, reward categories, earning caps, exclusions, redemption choices, and benefits you actually use. A benefit has no useful value merely because it appears in a marketing description.
Still check the APR if you occasionally carry a balance, use a promotional offer, or could face an emergency expense. Your payment pattern can change, and a card that works for a full-pay user may be costly during a month when repayment is delayed.

Pull out the notice, email, statement insert, or secure-message alert and mark four facts:
- Affected term: Is the change to the purchase APR, a promotional APR, an annual or transaction fee, a reward category, a cap, a redemption rule, or another benefit?
- Effective date: When does the new term begin?
- Scope: Does it apply to an existing balance, new transactions after the effective date, future renewals, or only activity in the rewards program?
- Your response deadline: Does the notice explain how to reject the change, and what happens if you do?
Under CFPB guidance and federal Regulation Z, significant changes to card terms generally require 45 days’ advance notice, although legal exceptions apply. Certain interest-rate and fee increases commonly fall within that framework. Do not assume the 45-day rule covers every message you receive.
Rewards and cash-back changes may not receive 45 days’ notice because they generally are not treated as significant changes for that purpose. The CFPB specifically warns that points, cash rewards, and even a network-brand change may be announced on a different timetable. Monitor issuer messages and the current rewards-program terms, not just formal account-change letters.

Separate the cost of borrowing from the cost of holding the card
APR and promotional offers
Write down the regular purchase APR, the promotional APR, the promotion’s end date, and the post-promotion APR. A 0% or low introductory rate is temporary; your decision should survive the first day after it ends. If the rate is variable, record the index and margin so you can understand future resets. Also check whether balance transfers, cash advances, or penalty pricing use different rates or fees.
For an illustrative calculation, suppose a balance remains unpaid for a year. A 24% APR and a 12% APR are not interchangeable simply because the higher-rate card earns more points. The exact interest depends on daily balances, compounding, payments, and the agreement, but the rate difference can quickly exceed the value of ordinary rewards. Use your own average balance and payment timing rather than a generic estimate.
Annual and transaction fees
Compare the annual fee with benefits you expect to redeem, not with the maximum value advertised. Include balance-transfer fees if you may move debt, cash-advance fees if that use is possible, foreign-transaction fees for international purchases, and late-payment charges. A fee change can matter even when the APR stays the same.
Calculate a break-even value: expected annual benefit minus annual fee. Count only benefits you would otherwise purchase or use. If a credit, insurance feature, or partner benefit is difficult to redeem, expires quickly, requires spending you would not otherwise do, or is excluded from your normal purchases, discount its practical value.
Rewards terms
Obtain the current rewards-program rules and check:

- Which purchases earn rewards and whether categories changed.
- Caps, minimums, rotating categories, merchant exclusions, and qualification requirements.
- Redemption options and whether each option has a different value or fee.
- Expiration, forfeiture, account-closure, and negative-balance provisions.
- Whether previously earned rewards are protected, repriced, or subject to a new redemption rule.
No card-specific rewards valuation is established here. Your value depends on your spending mix, redemption choice, and ability to satisfy the rules. Do not treat a published earn rate as an annual return without those assumptions.

Verify the documents that govern your account
Use the issuer’s current cardmember agreement and pricing-and-terms disclosure as the primary documents. Confirm that the documents apply to your product and account, because a generic application page or an older saved PDF may describe a different version.
The CFPB agreement database can provide a useful secondary reference, but the Bureau says it does not validate issuer submissions, and a filed agreement may not match an individual account or the issuer’s current offer. If the database, notice, statement, and issuer website conflict, ask the issuer which document controls your account and request the answer in writing.
Keep a dated copy of the notice and the terms in effect before and after the change. This record helps you identify whether a disputed rate or fee was applied to an existing balance, a new transaction, or a future renewal.
Compare alternatives on the same axes
Once you know the changed term, compare replacement cards or retention options using identical assumptions. The following framework prevents a large sign-up offer from hiding an unfavorable long-term term.
| Axis | What to record | Why it matters |
|---|---|---|
| Borrowing cost | Ongoing purchase APR; fixed or variable status; index and margin; promotional APR and end date; post-promotion APR | Determines the cost when you carry a balance |
| Fees | Annual fee; balance-transfer, cash-advance, foreign-transaction, and late-payment charges | Can outweigh rewards or make a transfer uneconomic |
| Rewards and benefits | Earn categories; caps; exclusions; redemption choices; expiration or forfeiture rules; benefits you will use | Converts marketing features into realistic value |
| Change flexibility | Notice received; effective date; affected transactions or balances; consequences of rejecting the change | Shows how much control you have when terms move |
| Verification and fit | Current issuer documents; eligibility; compatibility with your payment habits | A theoretically good card is not useful if you cannot qualify or manage it |
Compare only current offers and account terms that you can verify. CFPB card-plan data is released twice each year and covers public information from more than 150 issuers, but it is not an individualized offer. The CFPB retired its interactive consumer comparison tool because the underlying data was not timely enough for that purpose. Treat broad survey data as context, not as a promise about your account.
Understand what you can do when you reject a change
CFPB guidance says a consumer may have a right to reject many significant changes, but rejection can cause the issuer to close the account. You remain responsible for repaying the outstanding balance, and payment terms can change within the limits described by the agency and the applicable agreement. Therefore, “rejecting” is not the same as keeping the old account indefinitely.

Read the notice for the exact procedure and deadline. Ask whether you may continue using the account, whether new purchases will be blocked, how the balance must be repaid, and whether the account will be closed immediately or after a transition period. Consider the effect on your available credit, utilization, recurring bills, and automatic payments before choosing this route.
If you reject a change, stop new charges unless the issuer clearly confirms they remain under acceptable terms. Move subscriptions and scheduled payments only after verifying the closure or restriction date, and continue making at least the required payments until the balance is zero.
Know the special rules around APR increases
For rate increases, CFPB consumer guidance says issuers generally may not raise the rate on existing balances except in specified circumstances. The exceptions and transition rules depend on the facts and the governing law, so an account-specific dispute should be raised with the issuer and checked against authoritative Regulation Z provisions.
The CFPB also says that an issuer that increased a rate after required advance notice generally must review and reevaluate the account rate at least every six months, subject to legal conditions. Save the dates of any increase and subsequent review notices. A failure to understand whether the increase applies to existing balances, new purchases, or both can lead to an incorrect dispute.

Complete this worksheet for the changed card and each realistic alternative:
- Payment pattern: Mark “full pay,” “occasional balance,” or “regular balance.” Use the pattern that reflects the last year and your likely near-term budget, not an idealized plan.
- Interest exposure: Enter your typical balance, the ongoing APR, the variable-rate formula, and the date any promotion ends.
- Fee exposure: List annual and transaction fees that apply to your actual use. Exclude a fee only when you are confident the triggering activity will not occur.
- Benefit usage: List each benefit you would use, its realistic annual value, restrictions, and redemption effort. Do not assign value to unused features.
- Change risk: Record how often the issuer has changed terms, how much notice you received, and what happens if you reject a future change.
- Exit plan: Decide how you would pay the balance and move recurring charges if the account closes.
For a full-pay user, select the option with the best net value after fees and realistic redemptions, provided the APR and emergency-use terms are acceptable. For a balance-carrying user, rank lower ongoing borrowing cost first, then assess fees and any rewards that remain useful after interest.

Apply the framework to common situations
An annual fee rises while benefits stay similar
Recalculate the break-even point using the new fee and the benefits you actually used in the last 12 months. If the value no longer exceeds the fee, ask whether the issuer offers a downgrade or no-fee product, and verify the effect on rewards and account history before accepting.
A rewards category is reduced
Check whether the change affects future earning only or also pending rewards, whether a cap or exclusion was added, and whether another redemption route remains worthwhile. Because rewards changes may not receive the same advance notice as significant APR or fee changes, review program messages regularly.
A promotional APR is ending
Use the post-promotion APR and your remaining balance to make a repayment plan before the end date. Compare a transfer only after including the transfer fee, the new card’s regular APR, and the risk of carrying the balance beyond the new promotion.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →The purchase APR increases
Determine whether the increase applies to existing balances, new purchases, or a specified circumstance such as a variable-index reset. Check the notice date, the effective date, and any required six-month reevaluation described by CFPB guidance. If the application appears inconsistent with the notice or agreement, contact the issuer promptly and retain supporting statements.
Avoid these decision errors
- Choosing by rewards rate alone: A high earn rate cannot offset interest you pay or a fee for benefits you do not use.
- Comparing an introductory APR with a regular APR: Put the end date and post-promotion rate in the same table.
- Assuming a fixed APR can never change: Fixed means it does not move with an index; the agreement and notice rules still matter.
- Assuming every change receives 45 days’ notice: Significant term changes generally do, but exceptions apply and rewards changes may be treated differently.
- Relying on a filed agreement as a personal guarantee: Confirm the current terms for your account with the issuer.
- Rejecting a change without an exit plan: The issuer may close the account, while your repayment obligation remains.
- Ignoring redemption friction: Caps, exclusions, expiration, and limited redemption choices can reduce practical value to zero.
Monitor the account after you decide
Set a recurring calendar reminder to review the statement, pricing disclosure, and rewards terms. Watch for a new index value or margin, a fee on the annual-fee anniversary, a changed category or cap, and messages in the issuer’s secure inbox. Recheck automatic payments after any account closure, product change, or number replacement.
When a term appears wrong, ask the issuer for the exact agreement section, effective date, and calculation used. Escalate a documented unresolved issue through the issuer’s complaint process and consult authoritative CFPB or Regulation Z information for your situation. Keep paying on time while the dispute is reviewed unless the issuer gives different lawful instructions.
The practical decision
Choose the card that minimizes the cost and risk of your actual behavior. A regular balance makes the ongoing APR, variable-rate mechanics, and promotional expiration the priority. Paying in full shifts the analysis to annual and transaction fees and the rewards and benefits you will genuinely use. In both cases, verify the current issuer documents, understand the notice and effective date, and treat account closure and repayment consequences as part of the choice.
