Start with the ad’s “Paid for by” disclosure. It names the person or organization that declared it paid for the communication and may say whether a candidate or candidate committee authorized it. Then confirm the entry in the platform’s transparency archive: Meta’s Ad Library for Facebook and Instagram, or Google’s Ads Transparency Center for Google-served election ads.
This U.S.-focused workflow can identify the declared sponsor and authorization status. It cannot, by itself, reveal every ultimate donor, prove that an ad’s claims are true, or establish compliance with every state and local rule.

Use this five-minute check before sharing
- Pause and preserve the ad. Save a screenshot, download the image or video when possible, copy the post URL, and note the date you saw it. Campaign creatives can change, disappear, or be delivered only to a particular audience.
- Find the disclosure. Look at the bottom of an image, the final frame of a video, the caption, an ad-transparency panel, or the spoken audio. Search for “Paid for by” followed by a campaign, political committee, nonprofit, corporation, labor organization, or individual.
- Record authorization language. Write down whether the notice says the communication was paid for and approved by a candidate or committee, or says it was not authorized by one.
- Search the platform archive. Use Meta’s searchable Ad Library for Facebook and Instagram. For Google-served election advertising, use Google’s Ads Transparency Center.
- Escalate unclear cases. For a federal election, search the exact committee or organization name in Federal Election Commission filings. For a state or local race, use that jurisdiction’s election-finance authority.
If the name still cannot be confirmed, do not guess. Say that the sponsor could not be verified and avoid passing the ad along as established information.

The Federal Election Commission describes a disclaimer as a statement identifying the person who paid for a public communication and, where applicable, who authorized it. The notice should use the payer’s full name, or a commonly understood abbreviation that identifies the payer. That makes the disclosure the most direct evidence attached to the ad itself.

The name may be a candidate committee, another political committee, a nonprofit, a corporation, a labor organization, or an individual. A social-media Page name or a familiar slogan is not a substitute for the legal payer named in the notice. Read the exact line, including punctuation and any committee suffix, before searching elsewhere.
Where disclosures hide in different formats
- Static image: Check the lower edge, often in small type or a contrasting text box.
- Video: Watch the end card and listen for a spoken disclaimer; a caption can contain additional text.
- Social post: Open the platform’s “Why am I seeing this ad?” or transparency panel when available, rather than relying only on the post caption.
- Audio: Listen through the final seconds, when a responsibility statement may be read aloud.
- Reposted content: The account sharing a clip may not be the account that bought the original ad. Find the original creative or archive record.
Candidate-authorized ads versus outside-group ads
Authorization language is the key distinction. A candidate-authorized communication identifies a candidate committee or says it was paid for and approved by the candidate or campaign. An outside-group or independent-expenditure communication identifies another organization or person and indicates that it was not authorized by the candidate or the candidate’s committee.
| Disclosure pattern | What it generally indicates | What to check next |
|---|---|---|
| “Paid for by [candidate committee]. Paid for and approved by [candidate].” | Campaign communication authorized by the candidate or committee. | Confirm the committee name and compare the creative with the campaign’s official channels. |
| “Paid for by [organization]. Not authorized by any candidate or candidate’s committee.” | Outside-group communication or independent expenditure. | Search the organization in the platform archive and, for federal races, in FEC filings. |
| Organization named, but no clear authorization wording | The sponsor is identified, but the relationship to a candidate is not established by the visible line alone. | Open the archive record and look for the full disclaimer and authorization field. |
| No readable disclaimer | Sponsorship is unconfirmed. | Preserve the ad, inspect platform transparency data, and do not infer the payer from branding. |
“Independent” does not mean “unimportant” or “unconnected.” It means the ad presents itself as not authorized by the candidate or candidate committee. The organization may still support or oppose a candidate; the disclaimer tells you how the communication is labeled, not whether the message is accurate.
How to check a Facebook or Instagram political ad
Meta says political and social-issue ads on Facebook and Instagram are retained in a searchable Ad Library for seven years and include “Paid for by” information. The archive is useful when the ad’s small print is blurred, the post has vanished from your feed, or you want to see how the sponsor describes the campaign.
- Open Meta’s Ad Library from a browser or the platform’s transparency tools.
- Set the location to the country in which the ad ran and choose the category for political or social issues.
- Search the exact sponsor name from the disclaimer. If you do not have it, search the Page name, candidate name, or distinctive phrase from the ad.
- Open each plausible result and compare the image or video, headline, disclaimer, and landing-page destination with the copy you saved.
- Record the archive entry’s run dates, any displayed audience or targeting information, and available spending information. Treat those fields as the platform’s record for that ad, not as a complete account of all campaign money.
- Save the archive link or a screenshot with the date you checked it. A later edit, pause, or removal can change what appears in the library.
Why the Page name can mislead
Meta notes that the Page name can differ from the company or person funding an ad. A Page may use a coalition name, a public-facing brand, or a candidate’s nickname while the legal payer appears only in the “Paid for by” field. Search both names and compare the creative; do not treat a matching logo as proof that the Page paid for the ad.

What seven-year retention does and does not mean
The seven-year period is Meta’s stated retention for political and social-issue ads. It does not guarantee that every historical version, repost, or ad from another category will be available, nor does it prove that an ad you cannot find never ran. Try alternate spellings, the candidate’s name, and the organization’s legal name before concluding that the archive is empty.
How to check a Google or YouTube election ad
Google provides an Ads Transparency Center for election advertising. Google’s election-ad policy requires applicable ads to disclose who paid for them, and the center is intended to show information about political campaigns, including the payer and the audience the ad was intended to reach.

- Choose the relevant country or region and the election-ad category, if prompted.
- Search the payer, candidate, political committee, or a distinctive phrase from the ad.
- Open the result that matches the creative and advertiser identity. Compare the date range, format, disclosure, and destination with the ad you saved.
- Record any displayed audience or reach information and the archive date. A Google-served ad may appear on Search, YouTube, or partner inventory, so the creative may look different from the placement where you first encountered it.
If the ad was a video, check both the visible end card and the audio. A clipped repost can remove the responsibility statement even though the original version contained it.
Compare the names without jumping to conclusions
Four identities can appear around one ad: the account or Page name, the advertiser shown by the platform, the legal payer in the disclaimer, and the candidate or issue discussed. They may be different organizations. Create a short record rather than collapsing them into one label.
| Identity to record | Where to find it | Why it matters |
|---|---|---|
| Account or Page | Post header or profile | Shows who controls the visible social account, not necessarily who financed the ad. |
| Platform advertiser | Ad Library or Ads Transparency Center | Connects the creative to the platform’s archived advertiser record. |
| Legal payer | “Paid for by” line or archive disclosure | Names the declared person or organization that paid for the communication. |
| Candidate or issue | Ad text, image, video, or landing page | Shows what the communication is about; it does not establish authorization. |
Copy names exactly, including “committee,” “inc.,” or a local chapter designation. Similar names can belong to separate committees. If a group uses a short acronym, search both the acronym and the full name found in the notice.

When to check campaign-finance filings
Platform archives answer “who did this ad say paid for it?” A filing search can add context about the committee’s registration, reported receipts, and expenditures. For a federal election, use the Federal Election Commission’s records and search the exact committee or organization name. The federal disclosure concepts described here do not make every state or local rule identical.
For a state, county, or municipal race, identify the jurisdiction first and use its election-finance authority. Some jurisdictions use different terminology, filing schedules, or thresholds. A missing result in a federal database does not prove that a local ad is unaffiliated; it may simply be filed under a state or local system.
Match the filing to the ad
- Compare the committee’s full legal name with the disclaimer, not just a slogan.
- Check whether the filing describes an expenditure for advertising, mail, digital media, broadcast, or an independent expenditure.
- Compare the filing date with the ad’s run dates. A filing may be submitted after the creative first appeared.
- Use the filing as corroboration, not as a replacement for the ad’s own disclosure.
Television and radio require extra attention
Television and radio communications can have additional disclaimer requirements. The Federal Election Commission says a non-authorized communication should identify the payer by full name and contact information and state that it was not authorized by a candidate or candidate committee. Applicable radio and television communications also use a spoken responsibility statement.
For a broadcast ad, save the complete recording if possible. A transcript made from a short clip may omit the spoken line or contact information. Note the station, program, and approximate time, then compare the recording with any available campaign or platform archive entry.
How to read common results
| Result | Reasonable conclusion | Do not claim |
|---|---|---|
| Candidate committee named and approval language present | The ad identifies itself as candidate-authorized. | That every statement in the ad is true or that no other group helped distribute it. |
| Outside organization named with non-authorization language | The communication is presented as an outside-group message. | That the candidate had no relationship with the organization or that the group’s funding came from one person. |
| Archive entry matches the creative but the Page name differs | The archive connects the creative to the disclosed payer despite different public-facing names. | That the Page owner and legal payer are identical. |
| Archive has no matching entry | The ad cannot be confirmed in that archive at the time you searched. | That the ad was fake, never ran, or violated the law. |
| Disclaimer is cropped, blurry, or absent | Sponsorship remains unconfirmed. | A guess based on colors, logos, domain names, or the account that reposted it. |
What this check can—and cannot—establish
A careful funder check can establish the sponsor named in the ad’s disclosure, whether the message claims candidate authorization, and whether the creative appears in a platform transparency archive. Those are attribution findings.

The check does not establish every ultimate donor behind the named organization. A public-facing group name may not reveal all of the people or entities that supplied its money. The check also does not prove that a statistic, image, quotation, or accusation in the ad is accurate. Factual verification is a separate task requiring primary records, independent reporting, or statements from the people and institutions involved.
Nor does an archive result alone establish legality in every jurisdiction. Federal, state, and local rules can differ, and platform records can be incomplete, delayed, altered, or unavailable for a particular ad format.
Troubleshoot an unclear or suspicious ad
The disclaimer is too small to read
Pause the video at the final frame, enlarge the image, or use the platform’s transparency panel. Search a distinctive phrase and the likely Page name in the archive. Preserve the original file before relying on an edited screenshot.
The ad vanished from the feed
Use the post URL, screenshot, candidate name, and wording you saved to search the archive. Ads may stop running while remaining in a transparency library, but an unavailable result should be reported as unconfirmed rather than treated as proof of fabrication.

The Page says one name and the disclosure another
Record both. The disclosure’s legal payer controls the attribution question; the Page name identifies the visible account. Search each name in the archive and in the appropriate campaign-finance database.

The ad discusses an issue but no candidate
Do not assume that an issue ad is neutral or that the most prominent organization is the payer. Inspect the disclosure and archive category. If no sponsor can be confirmed, describe it as an issue communication with an unverified funder.
The ad appears to be a screenshot or repost
Look for the original video, image, or landing page. A repost can crop the disclaimer, change the caption, or add a new call to action. Attribute only what the preserved original and archive record support.
A record-keeping template for your own checks
For each ad you investigate, keep one dated note with these fields:
- Date and time you saw the ad.
- Platform, account or Page, and placement if known.
- Exact text of the “Paid for by” disclosure.
- Exact authorization wording, including any statement that the ad was not authorized.
- Candidate, office, ballot measure, or policy issue discussed.
- Archive search terms and the matching archive entry.
- Run dates, audience or targeting details, and spending information shown by the platform.
- What remains unknown, such as ultimate donors, jurisdictional compliance, or factual accuracy.
This record prevents a later screenshot or edited repost from being mistaken for the version you actually checked.
Final checklist before you share
- Have you preserved the exact creative and date?
- Did you read the legal payer’s name rather than infer it from a logo or Page?
- Did you record whether a candidate or committee authorized the message?
- Did you search the relevant platform archive?
- Did you distinguish the Page, advertiser, legal payer, and candidate?
- If the race is federal, did you check the Federal Election Commission when the sponsor needs more context?
- If the race is state or local, did you use the applicable state or local authority?
- Are you avoiding claims about ultimate donors, truthfulness, or legality that the disclosure cannot prove?
If any answer is no, delay sharing until you can label the uncertainty accurately.
