How to Check Whether Your Retirement Income Counts Toward Social Security’s Earnings Test

Social Security’s retirement earnings test generally counts only pay from work: employee wages and net earnings from self-employment. It generally does not count pensions, annuities, interest, dividends, investment gains, veterans benefits, or other government and military retirement benefits. For 2026, the limit is $24,480 if you are below full retirement age all year, and $65,160 in the year you reach full retirement age. The withholding rate and the period to which the limit applies depend on your age and the type and timing of your earnings.

What the retirement earnings test actually measures

The retirement earnings test applies when you receive Social Security retirement benefits before reaching full retirement age (FRA) and continue working. It is separate from the rules that determine whether your Social Security benefits are taxable, the maximum amount of wages subject to Social Security payroll tax, Supplemental Security Income (SSI) resource rules, and disability-program substantial gainful activity rules.

As an Amazon Associate I earn from qualifying purchases.

The basic question for each payment is whether it is compensation for services you performed. The Social Security Administration (SSA) summarizes the test this way: “When we figure out how much to deduct from your benefits, we count only the wages you make from your job or your net earnings if you’re self-employed.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That means a payment’s tax label or the fact that you call it “retirement income” does not decide the result. A pension withdrawal may be taxable income without being earnings for this test, while a bonus earned for work can count even if your employer pays it after you retire.

Income that generally counts—and income that generally does not

Payment or income source Usually counted? How to evaluate it
Regular employee wages Yes Count wages for work performed, using SSA’s earnings-timing rules.
Bonuses, commissions and vacation pay Generally yes These are part of wages when connected to employment. The date earned can matter more than the date paid.
Net earnings from self-employment Yes SSA generally starts with gross business earnings and subtracts allowable business deductions and depreciation.
Pension payments Generally no A pension is not pay for current work for this test, although it can affect taxes or another benefit program.
Annuity payments Generally no SSA’s benefits-planner guidance lists annuities as excluded from earnings.
Interest, dividends and investment returns Generally no These are normally not earnings, even when they are substantial.
Veterans benefits and other government or military retirement benefits Generally no They are not wages or net self-employment earnings for the retirement earnings test.
Rental income Depends Passive rent is often excluded, but activity involving services, being a real-estate dealer, or acting as a dealer or lender can receive different treatment.
Back pay from a wage claim Yes SSA’s handbook specifically says back pay recovered through a wage claim counts.
Payments under certain sickness, accident, medical, hospitalization or death plans Depends SSA lists specific exclusions and exceptions; the payment’s legal basis and connection to services matter.

These are general classifications, not a ruling on every contract or payment. If a payment combines compensation and investment income, is deferred, or comes from a business you still operate, obtain a case-specific answer from SSA before relying on it.

Use the correct 2026 earnings limits

SSA publishes separate exempt amounts for two calendar-year situations. FRA is the age at which your retirement benefit is no longer subject to the earnings test. It varies by birth year, so confirm your FRA in your personal SSA record or the agency’s retirement materials.

Your age status in 2026 Annual exempt amount Monthly equivalent Withholding above the limit Earnings period covered
Below FRA for the entire year $24,480 $2,040 $1 in benefits for each $2 of excess earnings Covered earnings for the calendar year
Reach FRA during 2026 $65,160 $5,430 $1 in benefits for each $3 of excess earnings Only earnings before the month you attain FRA
From the month you attain FRA onward No earnings limit Not applicable No retirement-earnings-test withholding Earnings after the attainment month

The $24,480 and $65,160 amounts are the SSA’s 2026 figures. They are calendar-year limits, not lifetime allowances, and they can change in a later year. The $2,040 and $5,430 figures are monthly equivalents used in the special first-year rule; they do not turn the ordinary annual test into a simple monthly test for every situation.

How to classify a payment step by step

1. Ask whether you performed services to receive it

If you were an employee and the payment rewards work, start by treating it as wages. Regular salary, hourly pay, commissions, bonuses and vacation pay generally belong in this category. An employer’s payment date does not automatically control the year in which SSA counts the earnings.

2. Separate employee wages from business income

If you run a business, use net earnings from self-employment rather than gross receipts. SSA generally calculates net earnings by subtracting allowable business expenses and depreciation from gross business earnings. Keep records that show revenue, ordinary business expenses, depreciation and the dates services were performed.

3. Identify passive retirement and investment payments

Pension checks, annuity payments, bank interest, dividends and ordinary investment returns are generally outside the retirement earnings test. They may still affect federal or state income tax, Medicare-related calculations or another program. Do not substitute your tax return’s total income for the earnings-test definition.

4. Investigate specialized or mixed payments

Deferred compensation, severance, rental income, royalties, payments from an entity you own, and benefits under insurance or medical plans can require more facts. A rent payment, for example, may be treated differently when you provide substantial services to tenants or operate as a real-estate dealer. A payment described as “settlement” may include wages that SSA must count. Use the legal agreement, payroll records and service dates, not just the payment’s label.

5. Apply the correct age and year category

After classifying the income, determine whether you were below FRA for all of 2026 or reached FRA during 2026. If you reach FRA during the year, only earnings before the month of attainment are tested under the $65,160 limit. Earnings from the attainment month forward are not subject to the retirement earnings test.

When SSA counts wages

For wages, SSA generally counts income when you earn it, not when your employer deposits it. Suppose you perform work in December 2026 but receive the paycheck in January 2027: the work may belong to 2026 for earnings-test purposes. Conversely, a check received in 2026 for work performed earlier may not automatically be 2026 earnings.

Bonuses, commissions and vacation pay require the same attention to when they were earned. Ask the employer’s payroll department how the amount was allocated and keep the explanation. If a payment covers several periods or is deferred under an employment agreement, do not assume the check date settles the issue.

SSA normally receives employee wage information through employer W-2 reporting. That reporting can be corrected, but you should not wait for an eventual mismatch if you already know the estimate SSA is using is wrong.

How self-employment earnings are treated

Self-employment is not tested by simply adding every dollar deposited into a business account. SSA generally uses net earnings: gross business income less allowable business deductions and depreciation. Your income-tax accounting and the retirement earnings test often overlap, but specialized rules can produce a different result.

  • Keep service dates: Work performed before you begin benefits can still matter if it is part of the applicable year’s net earnings.
  • Document expenses: Preserve invoices, receipts, depreciation schedules and bookkeeping that support the net figure.
  • Watch passive-looking categories: Rents, interest and dividends may receive special treatment if your activity makes you a dealer, lender, real-estate dealer or service provider.
  • Track hours after claiming benefits: The first-year special monthly rule has a separate test for substantial services in self-employment.
  • Report accurately: SSA’s self-employment guidance discusses tax-return reporting and the $400 net-earnings threshold used for self-employment reporting. That threshold is not the annual retirement earnings-test exemption.

SSA generally obtains self-employment amounts from tax returns, but tax-return timing can leave the agency working with an estimate. Tell SSA promptly when your expected net earnings change.

Apply the withholding formula

Below FRA all year

For 2026, subtract $24,480 from your covered earnings. If the result is positive, SSA’s annual formula withholds $1 of benefits for every $2 of excess earnings.

Illustrative example: You are below FRA throughout 2026 and have $30,000 of covered wages. The excess is $5,520 ($30,000 − $24,480). The withholding calculation is $2,760 ($5,520 ÷ 2). This example assumes the entire $30,000 is earnings for the test and does not address the timing of monthly checks.

Reach FRA during 2026

In the year you attain FRA, use $65,160, but only for earnings before the month you reach FRA. SSA withholds $1 for each $3 above that amount. Earnings after the attainment month are not included in the test.

Illustrative example: You reach FRA in October 2026 and have $70,000 of covered earnings attributable to January through September. The excess over $65,160 is $4,840, producing a preliminary withholding calculation of $1,613.33 ($4,840 ÷ 3). The actual payment schedule and rounding are handled by SSA.

Withholding under this test reduces benefits paid while the rule applies; it is not the same as income-tax withholding and should not be described as a permanent tax. SSA keeps your earnings record and applies its benefit-adjustment rules when you reach FRA. Ask SSA how a particular withholding will affect your payment record rather than assuming the amount is simply forfeited.

Check the special monthly rule if you started benefits or retired midyear

The annual calculation can look unfavorable when you earned heavily before claiming benefits and then stopped work. SSA’s first-year special rule may allow a full benefit for a whole month in which it considers you retired, even if your total annual earnings already exceed the annual exempt amount.

For 2026, a person below FRA all year can generally qualify for a month when earnings are no more than $2,040 and there are no substantial self-employment services. A person who reaches FRA in 2026 uses $5,430 for the relevant months. The month must otherwise satisfy SSA’s retirement conditions.

For self-employment, SSA describes substantial services as more than 45 hours in a month, or 15 to 45 hours in a highly skilled occupation. A month with income below the dollar threshold can therefore fail the special rule if your work hours show substantial services.

  1. List the month you began receiving retirement benefits and the month you stopped or reduced work.
  2. Assign wages to the months in which they were earned, rather than assuming the payment month controls.
  3. For each candidate month, compare earnings with the applicable 2026 threshold: $2,040 below FRA all year or $5,430 in the year you reach FRA.
  4. If self-employed, document monthly hours and whether the work was highly skilled.
  5. Ask SSA to apply the special rule before concluding that the annual excess eliminates every benefit check.

Illustrative scenario: Someone below FRA earns more than $24,480 early in 2026, starts Social Security after leaving a job, and has no more than $2,040 of wages in each later month. If the person also performs no substantial self-employment services, the special rule may permit full benefits for qualifying whole months. SSA must verify the dates and facts.

How to check your own situation with SSA

  1. Confirm your FRA and benefit start month. The lower and higher limits apply to different age categories, and the higher limit covers only pre-FRA-month earnings.
  2. Make an income inventory. Separate W-2 wages, bonuses, commissions, vacation pay, net self-employment earnings, pensions, annuities, investments, rentals and unusual payments.
  3. Build a calendar-year estimate. For wages, use the year the work was earned. For self-employment, estimate net earnings and note the assumptions behind expenses and depreciation.
  4. Run the SSA Retirement Earnings Test Calculator. It is an online estimate, not a substitute for SSA’s determination of a disputed payment.
  5. Check the special monthly rule. This is especially important when benefits began after you worked earlier in the same year.
  6. Compare your estimate with SSA’s record. SSA generally receives W-2 information from employers and self-employment information from tax returns, but the agency may need additional information after year-end.
  7. Report changes promptly. If you are below FRA and your expected earnings change, contact SSA rather than waiting for an overpayment notice. SSA’s FAQ says changes cannot be reported online and provides telephone and local-office routes.
  8. Keep proof. Save pay stubs, W-2s, contracts, employer statements, tax schedules, invoices, expense records and a month-by-month work log.

Common mistakes that produce the wrong answer

  • Counting every dollar of retirement income: Pensions, annuities, interest and dividends are generally excluded from this test.
  • Using taxable income as the earnings figure: Taxable Social Security benefits, capital gains and other tax items do not automatically become work earnings.
  • Applying the $24,480 limit after FRA: The $65,160 limit applies in the year you reach FRA, and only to earnings before the attainment month.
  • Treating the annual limit as a monthly allowance: The ordinary test is annual. The $2,040 and $5,430 monthly amounts matter in the special first-year rule and related monthly determinations.
  • Using the paycheck date for every wage: SSA generally looks to when wages were earned.
  • Using gross business receipts: Self-employment generally uses net earnings, subject to SSA’s rules.
  • Ignoring work hours when self-employed: The special monthly rule can turn on substantial services even when monthly receipts are low.
  • Assuming a label settles a disputed payment: Back pay, deferred compensation, rentals and insurance-related payments can have exceptions.
  • Calling withheld benefits permanently lost: The earnings test changes current payment timing; it is not the same as a tax, and SSA applies benefit-record adjustments under its rules.
  • Confusing programs: SSI, disability benefits and benefit taxation use different definitions and thresholds.

A quick decision checklist

  • Is the payment compensation for services?
  • If it is wages, in which year were the services earned?
  • If it is business income, what is the documented net amount after allowable deductions and depreciation?
  • Could a rental, royalty, deferred payment or settlement include services or wages?
  • Is the payment instead a pension, annuity, interest, dividend, investment return, veterans benefit or other government retirement benefit?
  • Were you below FRA for all of 2026, or do you reach FRA during 2026?
  • If you reach FRA during 2026, how much covered income was earned before the attainment month?
  • Did you start benefits or retire midyear, making the special monthly rule relevant?
  • Does your estimate match SSA’s information, and have you reported any change?

What the earnings test does not answer

This test does not determine whether your Social Security benefits are subject to federal income tax. It also does not set the maximum taxable wage base, decide eligibility for SSI, or apply the disability program’s substantial gainful activity rules. Those programs can use different definitions, thresholds and reporting periods.

The 2026 figures are current-year SSA amounts. Recheck the agency’s “What happens if I work and get Social Security retirement benefits?” page and its benefits-planner guidance when planning for a later year, because exempt amounts and related instructions can change. For an unusual payment or a disagreement with SSA’s estimate, provide the underlying contract, payroll or business records and request a case-specific determination.
