For eligible individual health insurance in India, GST was reduced from 18% to zero from 22 September 2025. To check a renewal charge, do not rely on the total alone: identify whether the policy is individual or group, then compare the renewal quote with the final invoice or receipt and inspect the separate GST line.

Family floater and senior-citizen policies are included in the individual-policy exemption. Employer-sponsored and other group policies remain taxable at 18%. Payments, advances and instalments close to the effective date can require a separate time-of-supply review by the insurer.

What the GST change means for a renewal

The Department of Financial Services says the GST rate for eligible individual health insurance policies was reduced from 18% to zero with effect from 22 September 2025. The Press Information Bureau’s official FAQ dated 21 September 2025 states: “Individual health insurance policies, including family floater and senior citizen plans, are exempt from GST.”

This is a tax treatment change, not a promise that every renewal bill will be 18% lower. Your insurer can change the underlying premium at renewal because premiums depend on the policy, insured people and other rating factors. The exemption removes the GST component that applies to an eligible policy; it does not freeze the base premium or every other amount on the invoice.

The practical question is therefore narrower than “Did my premium fall by 18%?” Ask instead:

  • Is this an individual policy covered by the exemption, or a group policy?
  • Was the relevant payment, advance or instalment made on or after 22 September 2025?
  • Does the final invoice or receipt show GST separately, and what premium or other charges form the taxable base?

Those answers come from your policy schedule, renewal notice, invoice and payment record—not from the total amount by itself.

Start by identifying the policy type

The exemption is based first on the nature of the cover. Read the policy schedule, certificate of insurance or group certificate and look for the policyholder, proposer and scheme description.

Policy arrangement GST treatment described by official guidance What to verify on your documents
Individual health insurance GST rate reduced from 18% to zero from 22 September 2025 The schedule names you or your household as the policyholder and does not identify an employer or group scheme
Family floater Included in the individual-policy exemption The schedule shows a family floater issued to an individual or family rather than an employer-sponsored certificate
Senior-citizen health plan Included in the individual-policy exemption The policy is an individual senior-citizen product, with the insured person or family as policyholder
Employer-sponsored or other group health insurance Group insurance remains taxable at 18% according to the Department of Financial Services FAQ The certificate or schedule identifies an employer, association, master policyholder or group scheme

A family floater is not automatically a group policy merely because several family members are insured. Conversely, a certificate supplied through an employer is not converted into an individual policy because you pay a contribution. Use the legal policy description and certificate, not the number of people covered, to classify it.

Gather the four records that establish the charge

Before contacting the insurer, collect the documents for the same renewal cycle. Keeping them together prevents a quote from being mistaken for a tax invoice.

  • Policy schedule or certificate: This establishes the policy type, policyholder, insured members, period of cover and product name.
  • Renewal notice or quote: This shows the insurer’s proposed premium and any comparison with the prior term. It may be an estimate rather than the final tax document.
  • Final tax invoice or receipt: This is the document to inspect for the taxable value, GST line, other charges and amount actually collected.
  • Payment evidence: Keep the bank, card, UPI or portal confirmation showing the date and amount paid. The payment date can matter for a transaction near the effective date.

Download the documents from the insurer’s portal if possible, and preserve the original email or PDF. Screenshots of a payment page can be useful, but they should supplement—not replace—the invoice and receipt.

Follow this step-by-step check

  1. Mark the policy period and renewal date. Write down when the expiring cover ends, the proposed new period and the date shown on the renewal notice. A renewal date alone does not establish when a tax event occurred.
  2. Classify the cover. Read the schedule or certificate for “individual,” “family floater,” “senior citizen,” “group,” “master policy,” employer or similar wording. If the document is unclear, ask the insurer to state in writing whether it treats the contract as individual or group insurance.
  3. Locate the final invoice or receipt. Find the document generated after payment, not only the renewal quote. Confirm that the policy number, insured period and amount match the renewal you intended to pay.
  4. Separate the components. Record the base premium, GST amount, any other tax or fee, discounts, add-on charges and the final amount. If GST is not shown as a separate line, ask whether the displayed amount is tax-inclusive and request the tax breakup.
  5. Compare the quote with the final document. A quote can be revised for selected add-ons, changed coverage, underwriting or other rating factors. Note every difference instead of treating the difference as GST automatically.
  6. Check the payment date. For a payment, advance or instalment close to 22 September 2025, give the insurer the invoice date, due date and actual payment date. Ask which time-of-supply rule it applied and why.
  7. Test the tax line against the policy type. A GST amount on an individual-policy premium paid on or after 22 September 2025 is a reason to request clarification. It is not, by itself, proof that the invoice is wrong until timing and the insurer’s classification are confirmed.
  8. Ask for a corrected document if appropriate. If the insurer agrees that GST was charged incorrectly, request a revised invoice or receipt and a written explanation of any refund or credit. Keep the original document and the replacement together.

How to read the premium and GST lines

Think of the invoice as separate layers:

  1. Base premium: the amount the insurer charges for the selected cover before the tax line.
  2. GST: the tax amount shown separately, if applicable.
  3. Other components: add-ons, optional benefits, administrative amounts, adjustments or credits identified by the insurer.
  4. Total payable: the amount requested or collected.

If the policy is eligible and the applicable GST rate is zero, the GST line should not add an 18% tax to the relevant premium. But the base premium can still change. For example, if the insurer raises the base premium because the insured members are older or the cover has changed, the final bill may stay similar to, or exceed, the previous bill even though GST is no longer added. That is a premium-pricing question, not evidence that the exemption failed.

Use the arithmetic only as a check on the invoice. If the insurer states a base premium of P and a separate GST line of 18%, the tax component would be 0.18 × P before any other adjustments. If GST is shown as zero, ask whether the zero applies to the full individual-policy premium or whether a separate component has a different treatment. Do not infer the tax rate from a rounded total.

Payments around 22 September 2025 need special care

Transition cases are the most common reason a straightforward “zero GST” check becomes uncertain. The Department of Financial Services FAQ discusses payment dates, advances and instalments, and indicates that each instalment can have its own applicable treatment.

Renewal paid before the effective date

If the relevant payment or tax event occurred before 22 September 2025, provide that date to the insurer. Do not assume that a policy period beginning after the effective date automatically changes the treatment of an earlier payment.

Renewal paid on or after the effective date

For an eligible individual policy, a GST line on a premium payment made on or after 22 September 2025 should be explained by the insurer. Ask it to identify the time-of-supply basis and the document on which it relied.

Advance payments

An advance can create a timing question even when the eventual policy period spans the effective date. Give the insurer the date the advance was received, the date of the invoice and the date the policy was issued or renewed. Request a transaction-specific explanation rather than a general statement about the policy year.

Instalment plans

Inspect every instalment receipt separately. An instalment paid at one date may not receive the same treatment as a later instalment. List each payment date, amount, invoice number and GST line in your query to the insurer.

Do not cancel or delay a renewal while waiting for a tax answer. The Insurance Regulatory and Development Authority of India (IRDAI) warns consumers that delayed renewal can put coverage and continuity benefits at risk. Resolve the tax question without allowing the policy to lapse.

If the total amount did not fall

A stable or higher total does not settle whether GST was removed. Use a two-column comparison: tax-related amounts on one side and pricing or coverage changes on the other.

Tax-related checks Premium or coverage checks
Is a GST line present? Did the base premium change?
What rate and taxable value does the invoice show? Did age, members, sum insured, deductible or geography change?
What payment, advance or instalment date did the insurer use? Were add-ons, riders or optional benefits added or removed?
Does the insurer classify the policy as individual or group? Were discounts, credits, loading or renewal adjustments applied?

Ask the insurer to identify each component in rupees and explain the difference from the previous term. The official material supports the GST exemption, but it does not establish a fixed reduction in the total premium or a universal renewal price.

What to ask the insurer

Use a written request so the response can be matched to the invoice. Include the policy number and attach the schedule, quote, invoice, receipt and payment confirmation.

Subject: Request for GST breakup and policy classification — [policy number]

Then ask:

  • Is this policy classified as individual, family floater, senior-citizen individual or group insurance?
  • What are the base premium, GST amount and every other charge on the attached invoice?
  • For the payment or instalment dated [date], which time-of-supply rule was applied?
  • If GST is charged, why does the charge apply after 22 September 2025, or which earlier event governs it?
  • If the total changed despite a zero GST line, which premium, coverage or adjustment components changed?
  • If the charge was incorrect, when will a revised invoice, refund or credit be issued?

Request a tax invoice or receipt showing the revised breakup. A call-centre explanation without a document is difficult to verify later.

Common situations and the appropriate response

Individual policy, post-effective-date payment, GST shown

Save the invoice and payment proof, then ask the insurer to confirm the policy classification, payment date and reason for the GST line. Do not accuse the insurer of an error until it answers the timing question.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Family floater, no GST line, higher total

The absence of GST is consistent with the individual-policy exemption. Ask for the base-premium comparison and identify whether the sum insured, members, age bands, add-ons or other rating factors changed.

Employer policy, 18% GST shown

Check the group certificate or master-policy details. The Department of Financial Services FAQ says group insurance remains taxable at 18%, so an employer-sponsored arrangement is not assessed under the individual-policy exemption.

Payment split into instalments

Build a payment-by-payment list and ask the insurer to explain the treatment of each instalment. Do not apply the treatment of the first receipt to all later receipts automatically.

Quote shows zero GST but receipt shows GST

Ask which document is the tax invoice, whether the quote was provisional, and why the final document changed. Request a corrected receipt if the final classification and timing support zero GST.

Receipt has no separate tax line

Ask whether the amount is tax-inclusive and request the taxable value, rate and tax amount. A missing line does not prove that no GST was included.

Escalating an unresolved explanation

First use the insurer’s customer-service or grievance channel and keep the complaint reference number. Attach only the records needed to identify the transaction, and redact unrelated financial information where practical.

IRDAI consumer guidance recommends checking policy terms and product details and permits consumers to approach insurers or registered intermediaries. If an intermediary arranged the policy, ask it to forward the same written query to the insurer. The available guidance is general consumer and renewal guidance; it should not be treated as a special GST complaint procedure.

When escalating, present a short chronology:

  • policy type and policy number;
  • renewal and coverage dates;
  • invoice date and number;
  • payment, advance or instalment date;
  • base premium, GST and total shown;
  • the insurer’s response and the specific point still unresolved.

Keep the policy active while the dispute is reviewed unless the insurer gives a documented alternative that preserves coverage and continuity rights.

What the exemption does not answer

GST treatment does not tell you whether the renewal price is competitive, whether exclusions are acceptable, whether a waiting period applies or whether the cover remains suitable. Those are separate decisions requiring the policy wording, schedule and product disclosures.

It also does not establish that every amount connected with a health-insurance transaction is exempt. Ask the insurer to identify the component to which the tax treatment applies, especially where an invoice combines the core premium with add-ons or other charges.
