You can determine potential eligibility for the federal Teacher Loan Forgiveness (TLF) program by checking six items in order: your loan type and history, five complete and consecutive academic years of full-time teaching, the school or educational service agency’s status for each relevant year, your teacher category, competing forgiveness programs, and the completed application certification.
Do not rely on job title or a general statement that your school served low-income students. Eligibility depends on the specific federal loan, dates, employer designation, service continuity, and documentation in the current Federal Student Aid application.

What Teacher Loan Forgiveness covers
Teacher Loan Forgiveness is a federal benefit for qualifying teachers who complete the program’s service and loan requirements. The current application addresses qualifying Direct Loan and Federal Family Education Loan (FFEL) program loans. It does not automatically cover every federal education loan, and the amount forgiven depends on the teacher category established by the form.
| Teacher category established under the application | Published maximum |
|---|---|
| Qualifying highly qualified elementary or secondary teacher | Up to $5,000 |
| Qualifying highly qualified secondary mathematics or secondary science teacher | Up to $17,500 |
| Qualifying highly qualified special education teacher meeting the form’s detailed responsibility, student-disability, training, and demonstrated-knowledge requirements | Up to $17,500 |
These are program caps, not guaranteed payments. Your actual benefit can be limited by the eligible loan balance and the category you can document. A mathematics, science, or special-education job title by itself does not establish eligibility for the higher cap.

Step 1: Inventory every federal loan and its history
Sign in to your federal student-aid account and make a list of each loan, its program, current holder or servicer, outstanding balance, disbursement information, and repayment status. If the account label is unclear, ask the servicer to identify the loan program in writing before you submit a forgiveness request.
Confirm the loan program
The TLF application expressly covers qualifying Direct and FFEL program loans. A loan outside those programs cannot be assumed to qualify merely because it appears in a federal account. Perkins Loans follow a separate cancellation program, discussed below, rather than the TLF loan rules.
Check the historical balance rule
The application requires that you not have had an outstanding balance on a Direct or FFEL loan on October 1, 1998, or when you took out a later Direct or FFEL loan after that date. This is a historical eligibility condition, so a current zero balance or a recent consolidation does not by itself answer the question. Ask the holder or servicer to check the underlying loan history if you cannot establish the relevant dates.

Check when the loan was made
The loan you want forgiven must have been made before the five-year qualifying teaching period ended. Gather the loan’s first-disbursement or origination information and compare it with the end date certified for your fifth academic year.
Resolve default status
A defaulted loan is not eligible unless you first make satisfactory repayment arrangements with the holder. Get the arrangement accepted before filing and retain confirmation, because submitting an application without resolving the default does not satisfy this condition.

Step 2: Prove five complete and consecutive academic years
The ordinary service test is five complete and consecutive academic years of full-time teaching at an eligible elementary or secondary school or eligible educational service agency. Academic years are not interchangeable with five calendar years: the school or agency must certify the dates and full-time status required by the application.
Define the five-year sequence
- List each academic year in order, including the school or agency, start and end dates, grade or subject assignment, and whether the work was full time.
- Mark any change of employer. The service can involve a combination of eligible schools and agencies, but every segment must meet the program’s requirements.
- Have each relevant chief administrative officer certify the period worked at that employer after the service requirement is complete.
- Compare the certified dates with the loan’s origination date and with any other forgiveness program’s service allocation before applying.
Handle interruptions cautiously
The form contains limited provisions for interruptions. For example, an absence after completing at least half of an academic year may avoid breaking the sequence when the listed conditions are met. The form also has an additional timing rule for educational service agency service. Do not count an interruption automatically; read the applicable provision and obtain documentation showing why it fits.
Do not substitute a job-year count
Five school years, five tax years, or five years on a résumé may not equal five complete and consecutive academic years under TLF. Part-year appointments, unpaid leaves, changes in full-time status, and gaps between employers need to be evaluated against the application’s definitions rather than treated as harmless calendar differences.
Step 3: Verify the school or agency in the TCLI Directory
Use the official Teacher Cancellation Low Income (TCLI) Directory to search the state, school or educational service agency name, and the specific year in which you taught. The directory lists low-income elementary and secondary schools and educational service agencies reported by state education agencies for the federal programs it covers. Save the search result or other contemporaneous documentation for each year you intend to claim.
Match the correct year
A school’s current listing does not prove that it was listed during every year of your service. Search each relevant academic year. Under the application’s terms, service before an entity qualified cannot be counted; later service can count if the entity qualified for at least one qualifying year.
Rank #3
Understand the designation test
The current form describes the TCLI criterion as a Title I-eligible district plus Department selection based on more than 30% qualifying enrollment. The “more than 30%” figure is part of the federal designation test; it is not a general claim about every school’s student population. Let the directory and the form establish whether the employer met the rule for the year at issue.

Check educational service agencies and special locations
Educational service agencies have their own service-timing language in the application, so an agency assignment should be checked against that provision rather than treated exactly like a school assignment. The form also addresses Bureau of Indian Education schools and certain schools on Indian reservations separately. If your employer falls into one of those categories, use the corresponding form instructions and obtain the required official certification.
Step 4: Establish your teacher category and potential cap
After confirming the service and employer requirements, determine which category your documentation supports. The application uses “highly qualified” standards and, for the higher cap, subject- and responsibility-specific tests.
Up to $5,000 category
The application allows up to $5,000 for a qualifying highly qualified elementary or secondary teacher. Your school’s certification must support the required teaching status and the applicable highly qualified standard for the period claimed.
Up to $17,500 for mathematics or science
The higher maximum can apply to a qualifying highly qualified secondary mathematics or secondary science teacher. Confirm that the assignment was secondary-level mathematics or science and that your qualifications satisfy the form’s definition; teaching a course with a related title is not enough if the statutory or form criteria are not met.
Rank #4
Up to $17,500 for special education
The higher maximum can also apply to a qualifying highly qualified special education teacher. The form examines the responsibilities performed, the disabilities of the students served, the teacher’s training, and demonstrated knowledge. Gather records that address those elements instead of relying only on a contract title or department name.
Expect the cap to be limited by your eligible balance
“Up to” means the program will not forgive more than the applicable maximum, and it cannot forgive a balance that is not an eligible TLF loan. Check the balance of each qualifying loan before estimating the benefit.
Step 5: Compare TLF with other forgiveness or cancellation routes
Federal Student Aid identifies TLF, Public Service Loan Forgiveness (PSLF), Perkins Loan cancellation, and state-sponsored programs as separate options. Choosing one route can affect another, so compare before assigning your teaching service.
| Comparison question | Why it matters | What to collect |
|---|---|---|
| Which loans are eligible? | TLF addresses qualifying Direct and FFEL loans; Perkins cancellation is limited to Perkins Loans. | Program name and loan-level records from your federal account and servicer. |
| How much could be forgiven? | TLF publishes caps of up to $5,000 or $17,500 by category; another program may use different limits or a different calculation. | Current principal and interest balances and the applicable program rules. |
| How much qualifying service is complete? | Your completed service may satisfy one program’s requirement while also being valuable for another. | Year-by-year employer certifications and future service plans. |
| Would the same period be used twice? | The same teaching-service period cannot produce both TLF and PSLF benefits. | The period you would claim on each application. |
| Would consolidation affect Perkins cancellation? | Perkins cancellation applies only to Perkins Loans, so consolidating a Perkins Loan may change that option. | Whether any Perkins balance remains separate and which program you are considering. |
| What is the projected repayment result? | A larger balance, expected payment path, and remaining service can make a different route more valuable than TLF’s fixed cap. | Loan Simulator scenarios and a borrower-specific discussion with your servicer. |
The application states: “You may not receive benefits through the AmeriCorps Program under Subtitle D of Title I of the National and Community Service Act of 1990 or loan forgiveness under the Direct Loan Public Service Loan Forgiveness Program for the same period of teaching service for which you receive forgiveness under this Teacher Loan Forgiveness Program.” Treat that restriction as a service-allocation decision: identify which program will receive each period before submitting a claim.

- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
- Complete the borrower sections with your identifying information, loan information, service dates, and requested forgiveness category.
- Attach or prepare the records needed to support the loan program, qualifying dates, school or agency designation, full-time status, and teacher category.
- Have the chief administrative officer of each school or agency certify the qualifying employment. The certification is completed after the service requirement has been met.
- Review every start date, end date, signature, and certification year. A missing signature or incomplete date can prevent the servicer from processing the request.
- Ask whether separate forms are required for different schools or for loans held by different servicers. Federal servicer guidance says separate forms may be needed in those circumstances.
- Submit the completed form through the actual holder or servicer’s current channel and keep a complete copy, delivery evidence, and any follow-up correspondence.
Watch the form’s expiration date
The currently reviewed Federal Student Aid form states an expiration date of December 31, 2026. If you apply after that date, return to the official forms page and confirm that you are using the replacement form and its current instructions. Do not assume that a saved PDF remains current.
Common eligibility problems and how to resolve them
Your loan type is unclear
Ask the servicer to identify whether each loan is Direct, FFEL, Perkins, or another type, and request the underlying disbursement and status history. Do not submit a single application for loans whose programs have not been confirmed.

Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Your school appears in the directory now but not for an earlier year
Search the exact earlier year and preserve the result. If the entity was not qualified during the period, that service cannot be counted merely because the school later appeared in the directory. Rebuild the five-year sequence using only qualifying years or ask the agency’s administrator whether another eligible employer covers the missing period.
You worked for several schools
List each employer separately and obtain a certification from each chief administrative officer. Confirm that the combined periods are consecutive academic years and that every employer was eligible for the specific years claimed.
You had a leave or other interruption
Read the application’s interruption provision and document the dates, the portion of the academic year completed, and the reason for the absence. If the facts do not fit the listed conditions, do not count the year until the servicer or program administrator confirms how it should be treated.
You are in default
Contact the holder to establish satisfactory repayment arrangements, obtain written confirmation, and then verify that the loan is no longer blocked by the default rule before filing.
You are pursuing PSLF as well
Map the exact teaching periods you would allocate to TLF and PSLF. The same period cannot be used for both. Compare the amount each route could address, the balance that would remain, and the service still required under each program before signing an application.
A document checklist for your eligibility review
- Federal account record identifying every loan program and current holder or servicer.
- Loan origination or first-disbursement information showing each claimed loan was made before the qualifying service period ended.
- Evidence addressing the October 1, 1998, outstanding-balance condition and any later Direct or FFEL borrowing.
- Default-resolution or satisfactory-repayment-arrangement confirmation, if applicable.
- Year-by-year employment dates and full-time status for five complete and consecutive academic years.
- TCLI Directory results for the relevant school or educational service agency and each relevant year.
- Records supporting highly qualified status and, if seeking the higher cap, secondary mathematics, secondary science, or special education requirements.
- Signed chief administrative officer certifications for each school or agency used in the service sequence.
- A written plan showing whether each service period will be claimed for TLF, PSLF, or another program.
- A copy of the current application and proof of submission to the correct holder or servicer.
When you can reasonably say you may qualify
You have a credible TLF eligibility case only when the loan-level review, five-year service calculation, year-specific TCLI verification, teacher-category documentation, and application certifications all line up. Until those checks are complete, describe your status as “potentially eligible,” not approved. The servicer makes the determination from the submitted form and supporting records, and the published $5,000 and $17,500 figures remain maximums rather than promises.
