Start with the IRS VITA/TCE site locator or call 800-906-9887, then verify the rules and services with the specific site before making an appointment. VITA generally serves low-to-moderate-income taxpayers and several underserved groups. TCE is aimed particularly at people age 60 and older, especially when retirement or pension questions are involved.
There is no single income cutoff imposed on every VITA location. Each site can set its own limit and decide which tax-law topics its certified volunteers can handle, so a general fit does not guarantee that a nearby site can prepare your return.

What VITA and TCE provide
Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) are free basic tax-preparation programs operated by IRS partners and staffed by volunteers. IRS guidance says volunteers receive tax-law training and that every return receives a quality review before it is filed.
“Free” describes the preparation service itself. It does not mean every possible tax situation is within a site’s scope. A location may lack volunteers certified for a particular form, credit, income type or other issue. The practical question is therefore two-part: whether you fit the program’s intended population and whether a particular location can handle your return.

The programs are designed to connect people who might have difficulty finding affordable or accessible assistance with trained volunteers. They are not a promise that a volunteer will resolve every tax controversy, prepare every state return or provide ongoing representation. Ask the site what it can do before sharing sensitive documents or booking a preparation appointment.
VITA eligibility: who should check first
There is no IRS-wide VITA income cap
The IRS does not set one program-wide income limit for all VITA sites. Individual locations may establish their own limits. IRS consumer guidance gives an approximate example of sites serving people who generally make about $70,244 or less, but the published page does not identify the tax year for that figure. Treat it as the IRS’s current example, not as a universal cutoff or a number tied to a particular filing year.
If your income is above a local site’s stated limit, ask whether another nearby VITA location has a different policy. Do not assume that being over one site’s limit makes you ineligible everywhere, and do not assume that being under it guarantees service.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →The amount is also not the only question. A taxpayer below a site’s income guideline can still be referred elsewhere if the return includes topics that the site’s certified volunteers do not cover, if appointments are full or if the location is closed for the season. Conversely, a taxpayer who does not fit one location’s policy may find a different site with a broader rule.
Other groups VITA is designed to reach
Income is only one reason to look for VITA. IRS program materials identify these populations as among those VITA offers help to:
- People with disabilities
- People with limited English proficiency
- Native Americans
- People living in rural areas
- Members of the Armed Forces and their spouses
- Elderly taxpayers
- People with low or moderate income
These categories describe the program’s focus, not an automatic entitlement to service at every location. A site can have limited hours, no interpreter for your language, or no volunteer certified for the return you need. Rural and remote taxpayers may also see fewer nearby appointments, making virtual or Facilitated Self-Assistance options worth asking about.
Being in one of these groups is a reason to check, not a substitute for confirming the site’s rules. For example, limited English proficiency may be within VITA’s target population, but the location still needs a volunteer or approved language support for the language you use. A member of the Armed Forces or a spouse should ask whether the site handles the military-related income and filing issues in the return.

TCE eligibility: when age and retirement issues matter
TCE provides free tax help particularly for taxpayers who are 60 or older. Its specialty is retirement-related tax work, including questions involving pensions. Age 60 is the program’s particular focus, not a rule that all free volunteer preparation is restricted to older taxpayers; VITA has broader target populations and also includes elderly people in its intended groups.
For January through April, the IRS directs taxpayers seeking TCE to the AARP Foundation Tax-Aide locator or to 888-227-7669. Confirm the site’s operating dates and scope because the organization, schedule and available topics can vary by location. Most TCE sites are operated by AARP Foundation Tax-Aide, but the IRS locator and local organization remain the best way to verify current availability.
Use this process to check your local eligibility
- Search the IRS locator. Use the IRS VITA/TCE Locator Tool to look for nearby locations. You can also call 800-906-9887. The IRS says its locator is updated regularly from February through April, so check again if an earlier search showed no nearby option.
- Use the TCE route when appropriate. If you are looking specifically for retirement-focused help and are at least 60, check the AARP Foundation Tax-Aide locator for January through April or call 888-227-7669, as the IRS directs.
- Read the listing carefully. Note whether the location requires an appointment, lists walk-in hours, offers a language you need, and identifies the preparation method. A listing alone does not establish that the site can prepare every type of return.
- Contact the actual site. Ask about its current income policy, any age or population criteria it applies, appointment availability, hours, language assistance and the return topics it accepts. Local rules and volunteer certifications control the service you will receive.
- Describe your return before booking. Tell the site about features that could affect complexity, such as retirement income, self-employment, rental income, investments, a disability-related situation or multiple states. The volunteer coordinator can tell you whether that location is equipped for those topics.
- Review the official preparation guidance. Consult IRS Publication 3676-B and the IRS “what to bring” material before your visit. The documents required depend on your circumstances, so use the official guidance and the site’s instructions rather than relying on a generic checklist.
Questions to ask the site
- What income limit, if any, applies at this location for the current season?
- Does the site prepare returns with my specific income sources, forms and credits?
- Do I need an appointment, and how far in advance are appointments released?
- Are walk-ins accepted, and what are the actual hours for intake and filing?
- Is assistance available in my preferred language, or can an interpreter participate?
- Which identification and tax documents must every person on the return bring?
- Does the site offer in-person preparation, virtual assistance or Facilitated Self-Assistance?
- What happens if the volunteer determines that my return is outside the site’s scope?
Ask for the answer in writing when practical, such as in an appointment confirmation or email. Locations can change hours, close when volunteer capacity is reached or stop accepting walk-ins even while the national locator still shows the site.
Compare the programs before choosing a location
| Program | Typical fit | What you must verify locally |
|---|---|---|
| VITA | Low-to-moderate-income taxpayers and other underserved populations, including people with disabilities, limited English proficiency, rural residents, Native Americans, Armed Forces members and spouses, and elderly taxpayers | There is no single IRS-wide income limit; the site sets any limit it uses and determines which return topics its certified volunteers can handle |
| TCE | Particularly taxpayers age 60 and older, with emphasis on pension and other retirement-related questions | Whether the location is operating when you need it, what retirement issues it accepts and whether it can prepare your complete return |
Neither label by itself tells you whether a site can file your return. The location’s current rules, volunteer certifications and appointment capacity are decisive. Someone over 60 with a simple wage return may use VITA or TCE; someone under 60 with modest income may be a good VITA candidate but not a TCE candidate. The best match depends on both the taxpayer and the return.

Choose the service format that fits your situation
IRS Publication 4671, revised April 2026, describes three VITA delivery methods. A site may offer one, two or all three, and availability is local.
Traditional in-person service
You bring your documents to an intake or preparation location, work with volunteers and complete the site’s review and filing process. This format may be easiest when you need to explain several issues face to face or have limited access to technology. Confirm whether the site separates an initial intake appointment from the actual preparation appointment.
Virtual assistance
You visit an intake location while preparation is completed with remote assistance, or follow the site’s virtual workflow. Ask how documents are transferred, whether you must return for a review, and how you will approve the completed return. A virtual listing does not necessarily mean that all communication can occur remotely.

Facilitated Self-Assistance
In this format, you prepare and electronically file your own return using software while a certified volunteer is available to assist. It can be useful if your return fits the site’s supported scope and you are comfortable entering information yourself. Ask what technology is provided, what help is available during the session and whether the site requires you to complete an intake appointment first.

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Prepare for the appointment without guessing at a universal document list
The exact papers needed depend on your filing status, dependents, income, deductions, credits and prior-year circumstances. IRS Publication 3676-B and the IRS “what to bring” guidance are the appropriate starting points, followed by the local site’s own instructions.
When you contact the site, explain any circumstance that could change the document list. Examples include pension or annuity payments, Social Security, unemployment compensation, self-employment, investment sales, a health savings account, education expenses, a disability, a move between states or a prior-year return that has not been filed. The purpose is not to pre-judge your eligibility; it helps the coordinator match you with a certified volunteer and tell you what to bring.
Bring original or official copies as the site instructs, protect sensitive information while traveling, and keep a record of documents you provided. If a site asks for something you cannot obtain, ask what substitute or follow-up procedure it accepts instead of arriving without notice.
Why a site can turn down a return that appears eligible
Program fit and technical capability are separate decisions. IRS guidance notes that services vary because sites depend on volunteers certified in the tax-law areas required for a particular return. A location may therefore decline a return because:
- No certified volunteer is available for the relevant tax topic.
- The site’s software or filing process does not support the needed form.
- The return involves a state, multistate or other issue outside the site’s scope.
- The site’s appointment capacity is full, even though the program serves your population.
- The site operates only during a limited seasonal period.
A refusal for one of these reasons is not a finding that you are ineligible for every VITA or TCE service. Ask whether the coordinator can refer you to another location or a different delivery method. Do not omit a form or income source to make a return appear simpler; accurate disclosure is essential to getting an appropriate referral.

Can I use VITA if I earn more than the example income amount?
Possibly. The approximately $70,244 figure is an IRS example of what many sites serve, not an IRS-wide cutoff, and its tax year is not identified on the consumer page. Ask the particular site about its current policy and check other locations if necessary.

Is free tax help available if I am not 60?
Yes, VITA is intended for a broader range of low-to-moderate-income and underserved taxpayers. TCE is particularly focused on people 60 and older, but age alone does not determine access to every volunteer site.
Does limited English proficiency qualify me automatically?
It is one of the populations VITA aims to serve, but each location must have the volunteers, language capability and capacity to help. Ask about language support before scheduling.
Recommended Free Tools
Can a site prepare a return with pension income?
Retirement and pension questions are especially associated with TCE, but the local site’s certified volunteer coverage determines whether your complete return can be prepared. Describe the pension forms and any other income when you call.
Is every service at a VITA or TCE site free?
The programs provide free basic return preparation. A site may not offer every tax service, and it should explain any work that falls outside its program before proceeding. Do not treat paid software or a paid preparer as a prerequisite for checking eligibility.
Does the IRS locator guarantee an appointment?
No. The locator is a way to find participating locations, not a reservation system or guarantee that a site has open appointments. Call or use the site’s stated scheduling process to confirm hours, intake rules and capacity.
What if I need help in a language the listing does not mention?
Ask the site directly whether a trained volunteer, approved interpreter or another accommodation is available. Limited English proficiency is a VITA target population, but local language capacity varies and should be confirmed before you travel.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Can I bring a complicated return to a free site and pay for extra work?
VITA and TCE are free programs, but a site may decline work outside its certified scope rather than convert it into a paid engagement. Ask for a referral or another format. Do not assume that paying at the location will add forms or expertise that the program does not provide.

If the locator shows no suitable site
- Search again later during the season because the IRS says the locator is updated regularly from February through April.
- Call 800-906-9887 for general VITA/TCE location information.
- If you are seeking TCE help, try the AARP Foundation Tax-Aide locator or 888-227-7669 for January-through-April availability.
- Expand the search area and compare traditional, virtual and Facilitated Self-Assistance options.
- Ask a nearby site whether it knows of another location with the required certification or language support.
When no location can handle your return, ask the coordinator to explain the specific limitation. That answer helps you decide whether another volunteer site, a different format or a different source of tax assistance is appropriate.
A quick decision checklist
- Identify whether you are looking for broad VITA assistance or retirement-focused TCE help.
- Use the official locator or the appropriate phone number.
- Confirm the local income policy rather than relying on a national cutoff.
- Tell the site about every major income source, form and special circumstance.
- Verify language, appointment, hours and preparation format.
- Check that a certified volunteer can handle your return topics.
- Follow Publication 3676-B, the IRS “what to bring” guidance and the site’s document instructions.
- Ask for a referral if the first location lacks capacity or the required expertise.
That sequence gives you the most reliable answer to “Do I qualify for free tax preparation?”: eligibility is assessed at the program-and-site level, and the final confirmation comes from the location that will actually prepare your return.
Frequently Asked Questions
What is the fastest way to find out whether I qualify?
Use the IRS VITA/TCE Locator Tool or call 800-906-9887. Then contact the listed site to confirm its current income policy, appointment rules, language support and ability to handle your return.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteIs $70,244 the VITA income limit?
No. The IRS presents about $70,244 or less as an approximate example of what many sites serve, but there is no IRS-wide VITA cap and the consumer page does not identify a tax year for that figure. Local limits can differ.
Who should use TCE instead of VITA?
TCE is particularly suited to taxpayers age 60 or older, especially when pensions or other retirement questions are involved. VITA serves a broader range of low-to-moderate-income and underserved taxpayers, including some older taxpayers.
What should I do if my return includes self-employment or multiple states?
Tell the site before booking. Volunteer certification, software and local scope determine whether those topics can be prepared. If not, ask for a referral to another location or service format.
Are VITA and TCE appointments always available during tax season?
No. Hours, seasonal dates, appointment capacity and walk-in policies vary. The IRS says its locator is updated regularly from February through April, so check again and call the site directly.

No. VITA and TCE provide free basic preparation, and paid software is not a prerequisite for checking eligibility. Follow the site’s instructions about documents and any technology used for Facilitated Self-Assistance.
The Bottom Line
Bottom line: VITA has no universal IRS income cutoff, and TCE focuses especially on taxpayers 60 and older. Use the official locator or phone numbers, then verify the local site’s rules, schedule, language options and certified expertise before you rely on it to prepare your return.
