For a U.S. individual, open the broker’s year-end tax package and find Form 1099-DIV. Box 4 shows federal income tax withheld under the backup-withholding rules. Box 7 shows foreign tax paid on dividends and other distributions; it is not the same as federal withholding. If your broker uses a consolidated statement, the 1099-DIV may be embedded in that package rather than displayed as a separate file.
Use the form together with your annual dividend activity and brokerage statements. A zero or blank box 4 means no federal backup withholding is reported there; it does not prove that no foreign tax was withheld or that no other tax issue exists.

Where to look first
Sign in to the financial institution or brokerage account that paid the dividends. Open the tax-document area for the relevant tax year and look for a document named 1099-DIV, Consolidated 1099, or foreign tax. Many firms combine an activity summary with several information returns in one consolidated tax statement, so there may not be a separate file labeled only “1099-DIV.” The IRS describes these packages as potentially containing an activity summary and multiple forms (IRS Topic no. 404).

| Form 1099-DIV, box 4 | Federal income tax withheld under backup-withholding rules. | It is not a general total of every tax payment you make and does not mean ordinary federal withholding is automatically taken from every dividend. |
| Form 1099-DIV, box 7 | Foreign tax paid on dividends and other stock distributions, reported in U.S. dollars. | It does not automatically mean the amount is refundable or that you can claim it without meeting the applicable rules. |
| Form 1099-DIV, box 8 | The foreign country or U.S. possession associated with the foreign tax when the box is completed. | It may not provide country-by-country detail in every situation; regulated investment companies have special reporting instructions. |
| Form 1042-S | Withholding and income reporting that may apply to nonresident aliens and foreign entities. | It is not the standard form for a U.S. individual’s domestic 1099-DIV reporting. |
The controlling definitions for boxes 4, 7, and 8 are in the IRS Instructions for Form 1099-DIV (01/2024).
What box 4 on Form 1099-DIV means
Box 4 is labeled Federal income tax withheld. In the 1099-DIV instructions, that field is specifically for backup withholding. Backup withholding can apply when a recipient has not furnished a taxpayer identification number as required or when another condition in the backup-withholding rules is met. The amount in box 4 is the federal backup tax the payer reports as withheld for that tax year.
Do not read box 4 as a statement that every dividend normally has federal tax removed before payment. A dividend can be taxable income even when box 4 is zero. Conversely, a nonzero amount in box 4 is a reported payment of federal backup withholding, not merely an estimate of what you might owe when you file.

A blank or zero box 4 means the 1099-DIV does not report federal backup withholding for that form. It does not rule out foreign tax shown in box 7, taxes reported on another information return, or a difference between a gross dividend and the cash that reached your account. Check the other tax documents and the transaction record before concluding that no tax was taken from a particular payment.

What box 7 and box 8 mean for foreign dividends
Box 7 reports foreign tax paid on dividends and other distributions. The amount is reported in U.S. dollars. This is a separate category from federal backup withholding in box 4. A foreign company, fund, or intermediary may have paid tax to another country before the distribution was credited to you, or a fund may report foreign tax attributable to its distributions.
Depending on the governing tax rules and your circumstances, foreign tax may be relevant to a deduction or a foreign tax credit. The presence of an amount in box 7 does not by itself establish that the amount is automatically creditable, refundable, or deductible. Follow the instructions for the return you are filing or obtain advice for your specific situation.
Box 8 can identify the foreign country or U.S. possession connected with the amount in box 7. The IRS gives regulated investment companies special instructions for this field, including situations in which country-by-country reporting is not required. If box 8 is blank or gives limited detail, use the form instructions and any supplemental statement supplied with the tax package rather than guessing the source.
Step-by-step: check your dividend withholding
- Identify the payer and tax year. Use the account that actually paid or credited the dividend and select the tax year shown on the tax package. If you hold investments at more than one institution, repeat the process for each payer.
- Open the annual tax documents. Go to the broker’s tax center or documents page. Search for “1099-DIV,” “consolidated 1099,” and “foreign tax.” Download the complete package, including supplemental pages.
- Find Form 1099-DIV inside the package. A consolidated statement can contain an activity summary plus multiple 1099 forms. Use the document search function for “1099-DIV” if the first page does not show it.
- Read box 4. Record the federal backup-withholding amount exactly as reported. This is the field to use when checking whether federal backup withholding was reported on the 1099-DIV.
- Read box 7. Record any foreign tax paid on dividends and distributions. Keep the amount separate from box 4 because the two boxes describe different taxes.
- Check box 8 and supplemental pages. If box 7 contains an amount, see whether box 8 identifies a country or U.S. possession and whether the broker supplied additional fund-level detail.
- Compare the form with account records. Review the dividend activity, year-end tax summary, and brokerage statements. Match the relevant payment dates, security or fund, gross distribution, and any tax or adjustment shown.
- Resolve discrepancies with the payer. If the form is missing or an amount does not reconcile, contact the broker or payer and ask which year-end tax document reports the withholding. Keep the response and any corrected form with your tax records.
The IRS’s Tax Withholding Estimator guidance also directs investors to financial statements for dividend income and brokerage statements for investment-account activity. Those records help you reconcile the account; the year-end information return is the key reported withholding record.

How to reconcile a 1099-DIV with the cash you received
Do not compare a gross dividend on a tax form with a single net cash deposit and assume the difference is withholding. The deposit may combine several dividends, settle on a different date, include other account activity, reflect fees, or involve currency conversion. A tax form can also aggregate payments for the year rather than mirror each individual transaction.
A practical reconciliation sequence
- Start with the gross dividend or distribution shown in the brokerage activity for the relevant security.
- Identify any federal backup withholding reported in box 4 and any foreign tax reported in box 7.
- Check whether the cash ledger includes other credits, debits, fees, currency conversion, or reinvestment entries on the same date.
- Compare totals for the entire tax year, not only one payment, because the 1099-DIV may aggregate multiple distributions.
- Ask the payer for a corrected document or an explanation if the annual totals still cannot be matched.
This approach prevents a common error: treating every reduction in a cash deposit as federal dividend withholding. The records must be matched by tax year, transaction, and tax type.
Which document applies to your situation?
| Your situation | Primary document to inspect | What to check |
|---|---|---|
| U.S. individual receiving dividends through a U.S. brokerage account | Form 1099-DIV, often inside a consolidated tax package | Box 4 for federal backup withholding; box 7 for foreign tax; box 8 for the reported source jurisdiction when completed. |
| Several brokerage accounts | One annual tax package from each payer | Check every payer and combine records only after confirming the tax year and tax type. |
| Foreign investment or fund with foreign tax | 1099-DIV plus any supplemental statement | Box 7 and box 8, while keeping foreign tax separate from box 4. |
| Nonresident alien or foreign entity receiving U.S.-source dividends | Form 1042-S may apply | Use the IRS instructions for the applicable recipient status, tax year, documentation, and treaty position. |
The 1099-DIV explanation is most directly applicable to a U.S. individual. For non-U.S. recipients, the IRS provides separate rules in the Instructions for Form 1042-S (2026) and Publication 515. The correct rate or exemption depends on the recipient’s status, documentation, and any applicable treaty; it cannot be determined from the dividend amount alone.

Backup withholding is tied to information-reporting requirements, including situations in which the recipient has not furnished a taxpayer identification number as required. If box 4 contains an amount, verify that the taxpayer identification information on the account is correct and ask the payer why backup withholding was applied. The IRS discusses backup withholding and information returns in Publication 550, Investment Income and Expenses.

Do not assume that a broker’s ordinary tax withholding election, an estimated tax payment, or a payment made with your tax return will appear in box 4. Box 4 is limited to the federal backup-withholding amount the payer reports on that 1099-DIV.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do when the 1099-DIV is missing
Check the document location and timing
Look under the annual tax forms, tax statements, documents, and messages areas of the account. Search both the tax year and the terms “1099-DIV” and “consolidated 1099.” Some firms issue a consolidated package that includes several forms, so opening only a transaction-history page may not reveal the year-end form.
Confirm the correct payer
Dividends may be paid by a clearing firm, fund administrator, or another entity shown on the tax statement rather than by the brand you use to log in. Review account statements and legal payer information before contacting support.
Ask for the reporting document, not just a payment history
Tell the payer that you need the year-end tax document showing dividend income and any federal or foreign tax reported. A transaction export may show cash movements but may not show the final tax-reporting treatment.

Request a correction when necessary
If the payer agrees that a box is wrong or a form is incomplete, ask how it will issue a corrected form and wait for that correction before relying on the disputed amount for your return. Keep the original, corrected document, and written explanation.
Common mistakes to avoid
- Looking only at the cash deposit: Net cash does not identify which part, if any, was tax.
- Using box 7 as federal withholding: Box 7 is foreign tax paid; box 4 is federal backup withholding.
- Treating box 4 as all tax paid: The box is not a ledger of estimated payments or every possible dividend-related tax.
- Ignoring the consolidated package: The 1099-DIV may be several pages into a combined statement.
- Comparing different years: Match the form, account activity, and tax return to the same tax year.
- Assuming foreign tax is automatically recoverable: Eligibility for a deduction or credit depends on the applicable rules and your facts.
- Applying 1099-DIV rules to every recipient: Non-U.S. recipients may receive Form 1042-S and follow different withholding rules.
How the information fits into your tax records
Keep the complete tax package, not just a screenshot of box 4 or box 7. Retain the consolidated statement, supplemental foreign-tax pages, dividend activity, and any correspondence about a missing or corrected form. When preparing a return, use the tax form that applies to your recipient status and tax year, and follow the current filing instructions for reporting dividend income and any withholding or foreign-tax amount.
If your records conflict, do not silently substitute a cash amount for a reported tax amount. Reconcile the discrepancy with the payer, document the explanation, and obtain professional tax advice when the issue involves substantial amounts, multiple countries, a corrected information return, or uncertain recipient status.
