There is no unrestricted IRS search that lets you enter your Social Security number (SSN) or ITIN and see every return filed under it. Instead, look for an IRS notice or account activity, or a rejected e-file. A CP5071-series notice, CP5447-series notice, or letter 5447C means the IRS received a return using your SSN or ITIN and wants to verify the return and your identity; it does not, by itself, prove that a stranger filed it or that the return is fraudulent.
Use the response path tied to the signal you received. Verify a return only through the IRS service named in an eligible notice, report an e-file rejection through the IRS identity-theft process, and file Form 14039 only when its instructions or the IRS tell you it applies.

What “filed in your name” means—and what you can actually check
Tax-related identity theft generally means that another person used your SSN or ITIN on a federal income-tax return. The IRS may stop processing that return while it checks whether the filing is legitimate. A notice is therefore often a verification request, not a final finding about who submitted the return.
Check these official signals first:
- An IRS notice says a return was filed under your SSN or ITIN and asks you to verify it.
- Your own federal e-file is rejected because a return has already been filed using your SSN or ITIN.
- Your IRS online account shows unfamiliar tax activity or correspondence.
The IRS does not offer a public, unrestricted lookup in which anyone can search for all returns filed under an SSN. An account or transcript review can help you spot unfamiliar activity, but it will not necessarily identify the person who filed a return or instantly resolve whether a return is fraudulent. Treat the notice or rejection message as the controlling instruction.

The two situations require different next steps
| What alerted you | Official route | What to do next |
|---|---|---|
| CP5071-series notice, CP5447-series notice, or letter 5447C | The IRS return-verification service named in the notice | Use the notice and your tax records to verify the return. If you did not file it, say so during verification. If online verification is unavailable, use the alternative phone, mail, or other instructions in the notice. |
| Your e-file was rejected because a return already used your SSN or ITIN | IRS identity-theft reporting and the contact method in any IRS notice | Report the suspected misuse, follow IRS filing instructions, and be prepared to file a paper return if the IRS says e-filing cannot proceed. |
| Suspicion without either signal | IRS account review and IRS identity-theft guidance | Check for notices or unfamiliar activity, then contact the IRS through the route provided in its guidance. Do not assume Form 14039 is automatically required. |
“What can I do if I think someone has filed a tax return using my Social Security number?”
This is the IRS’s own FAQ question, and the answer depends on how you discovered the possible filing. Do not send your SSN, ITIN, IRS login, IP PIN, or identity-verification answers to anyone who contacts you unexpectedly. Use only the IRS website, the telephone number printed on an IRS notice, or another official IRS contact route.
If the IRS sent a CP5071, CP5447, or 5447C verification notice
These notices generally mean the IRS received a Form 1040-series return under your SSN or ITIN and has paused or held processing while it confirms the filer’s identity and the return’s details. A CP5071-series notice and letter 5447C are verification notices; CP5447-series correspondence likewise directs the recipient to verify. The notice does not establish who filed the return.
1. Read the notice before taking any other action
Confirm the notice type, tax year, deadline, and the return-verification method it specifies. Keep the original notice. If the letter gives a phone number, mailing address, or online code, use those exact details rather than a number found in an unsolicited email, text message, or phone call.
2. Gather the records the IRS may use to verify you
Have the notice, your relevant tax return information, and records that establish your identity available. The verification service may ask questions about the return or prior tax information. Enter information only on the IRS service identified by the notice; do not give those details to a caller who claims to be helping you.
3. Use the IRS verification service only when you are eligible
The IRS limits its return-verification service to people who received an eligible CP5071-series notice or letter 5447C (and any other notice expressly listed by the IRS). It is not a general search tool. Follow the notice’s instructions to access the service.
4. State clearly whether you filed the return
If you recognize and filed the return, complete the verification requested. If you did not file it, answer that you did not file it during the verification process. That response allows the IRS to route the case for identity-theft assistance and handle the suspicious return.

5. Use the alternative route if online verification fails
Online verification may not be available to every taxpayer. If the service rejects your attempt, you cannot use it, or the notice says another method is required, follow the notice’s phone, mail, or other instructions. Do not submit multiple online attempts using guessed information.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors6. Do not automatically send Form 14039 after successful verification
IRS notice instructions say that a person who successfully verifies a return generally does not need to submit Form 14039 unless the IRS instructs them to. Filing an unnecessary affidavit can create duplicate case records and delay matching. Keep the confirmation or other proof of the verification for your records.
If your own e-file was rejected because a return already exists
An e-file rejection stating that your SSN or ITIN was already used on a return is a separate warning sign. It does not tell you who submitted the earlier return, and it does not mean the IRS has already decided the matter. It does mean the electronic system cannot accept your second return under the same identifier.
- Save the rejection details. Keep the rejection code or message, the date, and a copy of the return you attempted to submit.
- Report the possible identity theft to the IRS. Use the IRS identity-theft guidance and any contact route named in an IRS notice. Explain that your legitimate return was rejected because a return already used your SSN or ITIN.
- Follow the IRS filing instruction. The IRS may tell you to print, sign, and mail a paper return when e-filing cannot proceed. Use the address and any special notation the IRS provides; do not mail a duplicate merely because an e-file failed unless the IRS directs you to file on paper.
- Retain a complete file. Keep the rejected submission, the signed paper return if required, proof of mailing, wage statements, notices, and every IRS response together.
If you received a notice as well as the rejection, the notice’s deadline and contact instructions control. A tax preparer can help assemble a correct paper return, but the IRS identity-theft procedure remains the official channel for the suspected misuse.
When Form 14039 is appropriate
Form 14039 is the IRS Identity Theft Affidavit. The current form is revised February 2026 and states: “This affidavit is for victims of identity theft.” Its instructions describe the tax-related situations it covers and provide online completion plus mail or fax options.

Not every suspicious event requires Form 14039. If you successfully verify a return through an eligible IRS notice, follow the notice: the IRS says not to submit the affidavit unless it specifically instructs you to. A rejected e-file may require the affidavit, but the correct answer depends on the IRS instructions for your case.

Use the current form and avoid duplicates
Read the form’s eligibility and filing directions before completing it. The form says not to file a duplicate for the same incident. If you already sent an affidavit, keep the submission evidence and contact the IRS through the case’s official route instead of sending another copy.
What the affidavit does not do
Form 14039 is not a general request for a copy of every return associated with your SSN, and it is not a substitute for answering a CP5071, CP5447, or 5447C notice. It gives the IRS information needed for a qualifying identity-theft case; the IRS still determines what additional records or filing steps are required.
How the IRS handles the case after you respond
The IRS may secure the suspicious return, compare it with your identity and tax records, and ask for additional documentation. The exact path depends on whether you verified the return, reported a rejected e-file, or submitted Form 14039 under IRS instructions.
Processing-time estimates
The IRS says to wait two to three weeks after using its verification service before checking a refund. It also says processing may take up to nine weeks after identity verification. These are estimates, not guaranteed resolution dates. A notice-specific deadline or contact instruction takes priority over a general waiting period.
What to do while waiting
- Keep the notice, verification confirmation, rejection message, filed return, and mailing proof in one secure folder.
- Check your IRS account for new correspondence rather than relying on an unsolicited message.
- Do not repeatedly submit the same return or Form 14039 unless the IRS tells you to.
- Respond by the deadline on any follow-up notice, even if you are still waiting for a prior response.
Prevent another federal return from being filed with your SSN or ITIN
An Identity Protection PIN (IP PIN) is a six-digit IRS number that helps prevent another person from filing a federal return using your SSN or ITIN. It is not a replacement for your SSN, IRS password, or state tax credentials.
Confirmed victims receive a new PIN each year
The IRS enrolls confirmed tax-related identity-theft victims in the IP PIN program and issues a new number annually. Anyone assigned an IP PIN must use the current year’s number on covered federal returns. A prior year’s PIN will not work for the new filing season.

Eligible taxpayers may request one
You do not have to wait for another fraudulent filing if the IRS makes you eligible to request an IP PIN. Follow the current IRS instructions to retrieve or request the number. Store it securely and never publish it in an email, social post, tax-preparer message, or support ticket.

Once the IRS assigns an IP PIN, you must include the current PIN on covered federal returns. A missing or incorrect PIN can cause an otherwise legitimate e-file to be rejected, so retrieve the current number before preparing the return.

Tax identity theft can coexist with broader identity misuse. After contacting the IRS, consider the IRS guidance that refers taxpayers to the Federal Trade Commission and, where applicable, state tax authorities. Those referrals are separate from the IRS return-verification process and may have their own forms and deadlines.
- Change the password for your IRS account and any email account used for tax correspondence if you suspect compromise.
- Turn on multifactor authentication where available.
- Review bank and payroll records for unfamiliar tax refunds, withholding changes, or address changes.
- Tell your employer or payer promptly if a wage statement or withholding record is wrong.
- Keep paper and electronic tax files in secure storage and redact your SSN when a full number is not required.
These precautions do not replace the IRS response required by a notice or rejected e-file. They reduce the chance that an attacker can use the same information again.
Getting help without losing control of the case
A qualified tax professional can help reconstruct your legitimate return, organize wage and withholding records, or prepare a paper filing when the IRS requires one. Choose a preparer carefully and provide documents through a secure channel. You remain responsible for confirming that the return is accurate and for following the IRS notice.
For tax-account identity-theft assistance, the IRS Identity Protection Specialized Unit lists 800-908-4490. Use the number printed on your notice when it differs, and expect the IRS to verify your identity before discussing the account. The IRS will not ask you to publish an IP PIN or send your full SSN through an unverified channel.

Common mistakes that delay a resolution
Assuming the notice proves a crime
A CP5071, CP5447, or 5447C notice means the IRS wants verification. It does not identify the filer or by itself establish criminal identity theft. Follow the verification instruction before drawing conclusions.
Searching for a public SSN filing database
No unrestricted public lookup is available. Use your IRS account, correspondence, and the official process tied to your trigger instead of websites or callers promising to reveal a hidden return.
Filing Form 14039 in every case
The affidavit is for qualifying situations and should not be duplicated. A successful notice verification generally does not require it unless the IRS says otherwise.

Two to three weeks before checking a refund and up to nine weeks after verification are IRS estimates. Keep responding to notices and use the case-specific contact route if the IRS asks for more information.
