How to Check Whether a Tax Bill or Paycheck Withholding Is Wrong

To check paycheck withholding, compare the federal income-tax line on your latest pay stub with your year-to-date federal withholding and your latest return, then run those figures through the IRS Tax Withholding Estimator. To check an IRS bill or notice, identify the notice type, reconcile its tax year and figures with your return and payment records, review your IRS account, and follow that notice’s response instructions and deadline.

This is a federal-first records check. A state or local bill follows the procedures of the agency named on that document, not the IRS process.

What “wrong” can mean

Withholding is a prepayment of federal income tax, not a promise that your filed return will produce a zero balance. Federal tax is collected on a pay-as-you-go basis. If too little is withheld, you may owe tax when you file; if too much is withheld, you may receive a refund only after filing, instead of having use of that money during the year. Income that is not subject to payroll withholding and other tax circumstances can also change your final liability. The IRS explains the mechanics in its tax-withholding guidance and Publication 505 (2026), Tax Withholding and Estimated Tax.

A pay stub can therefore be internally correct even when the eventual return shows tax due. Conversely, an IRS notice can be based on information that does not match your records, or a payment can be missing from the account. The way to test each situation is different.

Check federal withholding on a paycheck

1. Gather the records before entering anything

Have your most recent pay statement, a year-to-date pay statement or payroll summary, your most recently filed federal return, and information about other jobs or income. The estimator uses current pay information and return information to project the whole year. If you have a spouse with wages, a second job, self-employment income, interest, dividends, capital gains, retirement income, or another source, gather those figures as well.

Use the figures for the same taxpayer and pay frequency. A single pay period can look unusual after a bonus, commission, unpaid leave, or a payroll correction, so the year-to-date totals help put the current deduction in context.

2. Identify the federal income-tax lines

Look for a line labeled FIT, FITW, FITC, Fed W/H, Fed tax, Federal withholding, Federal income tax, or similar wording. Record two separate amounts: the federal income tax withheld from this pay period and the federal income tax withheld year to date. Do not divide the year-to-date amount to create a per-paycheck figure; the estimator asks for both fields separately. If your employer shows additional federal withholding on another line, add that extra federal amount to the federal withholding figure.

Pay-stub item How to handle it in the federal estimator
Federal income tax for the current pay period Enter as the current-period federal withholding amount.
Federal income tax year to date Enter as the year-to-date federal withholding amount.
Additional federal withholding shown separately Add it to federal income tax withholding.
State income tax Exclude; it is not federal income-tax withholding.
Local income tax Exclude; it is not federal income-tax withholding.
Social Security Exclude from the federal income-tax withholding fields.
Medicare Exclude from the federal income-tax withholding fields.
Other payroll deductions Exclude unless the estimator specifically asks for that item elsewhere.

These distinctions follow the IRS estimator’s income and payments input page and its frequently asked questions. A deduction can be tax-related without being federal income-tax withholding.

3. Run the IRS Tax Withholding Estimator carefully

Open the IRS Tax Withholding Estimator and enter your filing status, wages and other income, adjustments, deductions, credits, current-period withholding, year-to-date withholding, and expected remaining pay. The tool compares projected withholding and other payments with an estimate of your annual federal tax liability. It can then suggest an amount to enter on Form W-4.

Review every input before relying on the result. The IRS cautions that incorrect information can make the output inaccurate, and your actual liability can differ when data are wrong or your circumstances include provisions the estimator does not cover. Treat the result as a planning estimate, not a guarantee of the amount on your filed return.

4. Put a recommended change into effect with Form W-4

If the estimator recommends changing withholding, complete a revised Form W-4 and submit it to your employer through the employer’s payroll process. In ordinary circumstances, you do not send the W-4 to the IRS. The form communicates your filing status and relevant adjustments used to calculate federal income tax withheld.

Under IRS Topic 753, an employer must implement a revised W-4 no later than the start of the first payroll period ending on or after the 30th day after the employer receives it. Payroll timing can therefore mean that the change does not appear on the immediately following check.

5. Recheck after a major change

Run the estimator again early in the year and whenever your facts change materially. The IRS lists marriage or divorce, the birth or adoption of a child, starting or stopping work, adding or losing a second job, retirement, and changes in income not subject to withholding such as interest, dividends, capital gains, or self-employment income. A new W-4 may be appropriate after any of those events.

Input errors that commonly produce a misleading result

  • Entering state or local tax, Social Security, or Medicare as federal income-tax withholding.
  • Using the year-to-date withholding as though it were the amount from one paycheck.
  • Leaving out a spouse’s wages, a second job, or income that has no payroll withholding.
  • Entering a single bonus or irregular paycheck as though it represented every pay period.
  • Assuming the estimator’s projected refund or balance is a final tax assessment.

Check whether an IRS bill or notice is correct

1. Confirm who sent the document

Read the return address, notice number, tax year, contact information, and payment instructions. If the document comes from a state department of revenue, city, county, or another agency, contact that agency and use its procedures. IRS instructions do not control a state or local assessment.

Keep the complete notice, including any payment voucher or response page. The IRS advises taxpayers not to discard official mail; its May 12, 2026 tax tip explains why the notice and its deadline matter.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Classify the notice before deciding what to do

Read the explanation and determine whether the IRS is proposing a change, has already adjusted a return, or is demanding payment. The notice number is important because response rights and deadlines vary.

Notice situation What it means for your review
CP2000 series notice The IRS proposes changes because information reported by a third party does not match the return. It is not itself a bill, but it can require a response.
Balance-due notice The IRS is requesting payment of the amount shown, subject to the notice’s explanation and deadline.
Corrected-return or adjustment notice The IRS says it changed return information or tax. The notice tells you whether a response or payment is required; if you agree, some correction notices may not require a response.

The IRS describes the CP2000 process in Understanding your CP2000 series notice. Do not treat every IRS letter as a bill, and do not assume that a notice that is not a bill can be ignored.

3. Reconcile the notice with your filed return

Work tax year by tax year. Compare the notice’s income, federal withholding, credits, payments, tax, and calculations with the return you filed and the source documents for that year, including W-2 and 1099 forms and payroll records. Check whether the notice used a different form, omitted a document, duplicated income, or assigned an item to the wrong year.

For a CP2000, pay particular attention to the third-party information identified in the notice. Decide whether it belongs to you, whether the amount is correct, and whether it was already included on the return. If the information is wrong, gather the corrected W-2, 1099, brokerage statement, or other supporting record named by the notice.

4. Prove a payment that the IRS did not credit

First identify the payment date, amount, method, tax year, and confirmation or check number. For an electronic payment, IRS Topic 651 says to provide a transaction copy showing the confirmation number and payment method. For a check, provide a copy of both the front and back of the canceled check. Send copies, not original documents.

Also check whether the payment was submitted for the wrong tax year, wrong form, or wrong taxpayer account. A payment can be completed by the bank yet appear missing from a different IRS account or period, so the confirmation details are essential when you contact the IRS.

5. Respond exactly as the notice directs

If you disagree, explain the specific line or calculation that is wrong and include the records or forms that support your position. Use the address, upload method, fax number, or online response path printed on the notice. Send the response by the stated deadline; a deadline from one notice cannot safely be applied to another.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep a complete copy of the notice, your response, every attachment, and proof of delivery. If you agree with the adjustment, follow the payment or acceptance instructions instead of sending an unnecessary dispute. Some notices require a response even though they are not bills, while some correction notices say no response is needed when you agree.

6. Call when the notice or account cannot be reconciled

For an unclear notice or a material amount, call the telephone number printed on that notice. Have the notice, the relevant return, payment confirmations, and identification information available. The IRS’s tax-debt help page also directs taxpayers to use the notice’s contact instructions. Calling does not replace a written response when the notice requires one.

How the two checks differ

Question Paycheck withholding review IRS notice or bill review
Main comparison Federal income-tax withholding versus other payroll deductions IRS-proposed or billed figures versus the filed return and records
Time periods Current pay period and year to date, projected across the full year Specific tax year stated on the notice
Key records Pay stubs, latest return, other income and job information Notice, filed return, W-2 or 1099 forms, account history, transcripts, and payment evidence
Possible action Submit a revised W-4 to the employer Pay, accept, or dispute through the notice’s stated process
Deadline source Payroll implementation timing after the employer receives the W-4 The exact deadline printed on the notice

Use a side-by-side worksheet

A short worksheet can prevent a correct number from being matched to the wrong period or agency. For a paycheck, write the pay date, pay frequency, current-period federal withholding, year-to-date federal withholding, expected remaining pay, and any other income or withholding. Mark each figure as federal, state, local, Social Security, Medicare, or another deduction before entering it in the estimator.

For a notice, make a separate line for the tax year, notice number, amount proposed or billed, income item at issue, withholding and credits shown, payments you made, and the response deadline. Then place the corresponding line from your return, W-2 or 1099, account history, or payment confirmation beside it. This makes an apparent discrepancy concrete: a missing document, a wrong year, a duplicated item, or an amount that actually agrees.

Do not combine different tax years in one reconciliation. A payment made with one return may not satisfy a balance for another year, and a notice can concern a year that is different from the return or pay stub you first picked up.

Keep a record trail that makes errors easier to resolve

Store each filed return with the pay statements, W-2 and 1099 forms, IRS notices, payment confirmations, and correspondence for the same tax year. A paper expanding folder, an ordinary file folder, or secure digital storage can work; the important feature is that the notice, return, pay records, and payment evidence stay together and remain readable.

When you make a payment or send a response, save the confirmation page, transmission receipt, mailing proof, and a copy of what you sent. Record the date, tax year, amount, method, and confirmation number. This creates a direct trail if an account entry is delayed or applied incorrectly.

When professional help is sensible

Routine pay-stub checks and a straightforward missing-payment inquiry can usually begin with the records and IRS tools above. Consider a qualified tax professional or enrolled agent when several years are involved, the notice concerns substantial amounts, business or self-employment income is part of the dispute, multiple returns have been adjusted, or you need someone to communicate with the IRS on your behalf. Continue observing the notice deadline while seeking help; hiring assistance does not automatically extend it.

The practical standard for deciding whether something is wrong

A paycheck withholding problem is plausible when the federal income-tax fields are misread, required income is omitted, or the projected full-year withholding does not match the tax situation after careful estimator inputs. An IRS notice problem is plausible when its tax year, income, withholding, credits, calculation, or payment history conflicts with your filed return and documentary proof. In either case, use the agency’s exact terminology and process, preserve copies, and act by the applicable deadline rather than relying on a general tax rule.

Frequently Asked Questions

If my employer withheld federal tax, why do I still owe money?

Withholding is a prepayment, not a guarantee that the final return will have no balance. Too little withholding, income without payroll withholding, changed household circumstances, or other tax items can leave tax due when you file.

Which paycheck deductions count as federal income-tax withholding?

Use the line labeled FIT, FITW, FITC, Fed W/H, Fed tax, or similar, plus any separately listed extra federal withholding. Exclude state and local income tax, Social Security, Medicare, and other deductions from those estimator fields.

Can I use my year-to-date withholding as the amount from one paycheck?

No. The IRS estimator asks for the current pay-period amount and the separate year-to-date amount. Enter each in its own field rather than dividing or substituting one for the other.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is a CP2000 notice a bill?

No. A CP2000 is generally a proposal based on third-party information that does not match your return. It can still require a response, so follow its explanation and deadline.

What should I do if the IRS says I owe money but I already paid?

Check the tax year, amount, payment method, date, and account used. For electronic payments, provide a transaction copy with the confirmation number and method; for a check, provide copies of both sides of the canceled check. Send copies, not originals, and use the notice’s response route.

Do I send a revised Form W-4 to the IRS?

In ordinary circumstances, submit the revised W-4 to your employer through its payroll process. IRS Topic 753 says the employer must implement it no later than the start of the first payroll period ending on or after the 30th day after receipt.

What if the bill is from my state or city instead of the IRS?

Use the procedures and contact information of the agency named on the document. Federal IRS notice and withholding instructions do not control a state or local assessment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I know when to respond to an IRS notice?

Use the exact deadline printed on that notice. Notice types have different response requirements; calling the IRS does not replace a written response when the notice requires one.

The Bottom Line

Separate federal income-tax withholding from every other payroll deduction, enter current-period and year-to-date figures correctly, and use the IRS estimator as a planning tool. For an IRS notice, match the notice number and tax year to your return, account history, and payment proof, then respond through the printed instructions by the stated deadline.
