Do not trust the message itself as proof. To check a small-business relief grant, independently identify the agency or organization named as the sponsor, visit its established official website yourself, and confirm that the exact program, eligibility rules, location, deadline, allowed uses and application process match the offer. For a federal opportunity, check Grants.gov and the responsible agency’s own page. Federal grant applications are free; an unsolicited promise of money, an upfront fee, a lottery, or a request for bank or identity information is a reason to stop and verify before doing anything else.
What a legitimate relief-grant offer should look like
A genuine grant is tied to a defined program and purpose. The administering agency publishes who may apply, where applicants must be located, what expenses are allowed, the opening and closing dates, the documents required and the method for submitting an application. A federal grant normally involves an application through an official government process; it is not awarded merely because a caller, text, email or social-media account says your business was selected.
As an Amazon Associate I earn from qualifying purchases.
Grants.gov states that “The government does not charge a fee for individuals or entities applying for a federal grant.” The Federal Trade Commission (FTC) similarly says, “Real government grants require an application, and they’re always for a very specific purpose.” Those statements concern federal-government grants. A state, local, tribal, nonprofit or private program may use a different application website, but it should still be traceable to the real administering organization and its published rules.
Do not assume that a polished logo, an official-sounding bureau, a familiar person forwarding the message or a caller ID display makes an offer authentic. Scammers can imitate agencies, acquaintances, email addresses, websites and telephone numbers. Treat those details as claims to verify, not as verification.

Use this verification sequence before responding
1. Pause and preserve the offer
Do not click a link, call the number in the message, open an attachment, pay a fee or send tax, banking or identity information while you check the claim. Save the original email, text, direct message, letter or voicemail, including the sender address, phone number, account name, web address and any payment instructions. Preserving the details helps you compare the pitch with the official program and gives investigators usable evidence.
An unsolicited message can contain a link to a convincing imitation of a government site or a phone number routed to the impersonator. The FTC advises treating unexpected contact and the contact details supplied by the sender as potential scam tactics.
2. Identify the claimed sponsor independently
Write down the exact agency or organization name, program title and any grant or notice number in the offer. Then open a new browser window and search for that organization yourself. Type the known official address or use a trusted bookmark; do not follow the message’s link. For a federal claim, start with Grants.gov and the responsible agency’s own website. For a state, local, tribal, nonprofit or private claim, start with that government body or organization’s established website and published contact channels.

Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallA real program should be discoverable without using the sender’s link or telephone number. If the named bureau cannot be found through an independent search, or the organization exists but does not list the alleged program, stop. An official-sounding name is not evidence that the office exists.
3. Match the exact program details
Compare the offer line by line with the official notice or application page. Check all of the following:
- the sponsor’s legal or official name and the exact program title;
- the business type, size, industry and ownership requirements;
- the states, territories, tribal areas or local jurisdictions served;
- the opening date, closing date and any stated submission deadline;
- the authorized uses of funds and any prohibited expenses;
- the required forms, certifications, budget information and supporting documents;
- the official submission method and the agency’s published contact information; and
- whether the offer’s amount, award schedule and eligibility language actually appear in the notice.
A mismatch matters even if the sponsor is real. A legitimate agency may run several programs, while a scammer borrows the name of one program and changes the amount, deadline, geography or purpose.
4. Confirm that there is a real application
Federal grants require an application submitted through a government process, and applying is free. The agency may request financial information, tax records or identity documents as part of that application, but you should provide them only through the verified official system after confirming that the program exists and that your business is eligible.

Be especially skeptical of claims that you have already been approved, “won” a grant or can receive money without applying. A drawing, raffle or random selection is not the normal federal-grant process. A phone call or email alone is not an application.
5. Examine every payment request
Do not pay a processing, registration, delivery, insurance, release or “temporary” fee to receive a supposed federal grant. Demands for cash, gift cards, reload cards, wire transfers, money-transfer services or cryptocurrency are particularly strong indicators of fraud. The payment method often matters more than the label attached to the fee: scammers may call it a tax, deposit, activation charge or refundable advance, but an upfront demand remains a major warning sign.
Do not pay a private service merely because someone says it is required to access government money. The federal information and application route are free. A legitimate nonprofit or private grant can charge for an unrelated service under its own disclosed terms, but that does not make an unsolicited “release fee” legitimate or prove that the grant exists.
6. Test the promise against the program’s purpose
Federal money is authorized for a specific public purpose. It is not unrestricted “free money” that a business can spend on anything, and it is not a personal benefit awarded simply because an owner was contacted. Compare the claimed uses with the official rules. A promise that the funds can automatically pay ordinary personal bills, debt, rent or any expense the recipient chooses conflicts with how real federal grants are structured.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Do not rely on a promoter’s guarantee that your business qualifies. Eligibility must come from the published criteria and the administering organization’s decision process.
7. Use an independently obtained contact channel
If questions remain, contact the agency through the telephone number, email address or web form published on its independently located official site. Ask whether the exact program name and notice exist and whether the message came from the agency. Do not use a number, address or social-media direct message supplied only in the unsolicited pitch. Caller ID and online identities can be misleading.
Warning signs and what each one means
| What the offer says or does | Why it is dangerous | What to do |
|---|---|---|
| “You qualify,” “you won” or “your business was selected” even though you never applied | Government agencies do not normally contact people out of the blue to award an unapplied-for grant. | Stop responding and look for the program independently. |
| No application is needed; a call, text or reply email is enough | Federal grants have an application process and documented eligibility requirements. | Find the official notice and submission system yourself. |
| An upfront processing, delivery, release, insurance or registration fee | Federal applications are free; a fee demand is a central grant-scam warning. | Do not pay, even if the sender promises reimbursement. |
| Payment requested by cash, gift card, reload card, wire, money-transfer service or cryptocurrency | These payment methods are difficult to reverse and are commonly demanded by scammers. | End the transaction and preserve the instructions for a report. |
| Requests for Social Security numbers, tax identifiers, bank details, card numbers, passwords or identity documents from an unsolicited contact | The sender may be collecting information for identity theft or account takeover. | Do not send the information; use only a verified official application channel. |
| Money can be used for any purpose or personal expenses | Real government grants have a defined authorized purpose and restrictions. | Compare the claimed use with the official program rules. |
| An official-sounding bureau, suspicious domain, spoofed caller ID or unverifiable social profile | Impersonation can make a fake offer look governmental. | Locate the organization and contact details independently. |
| Urgency, secrecy or threats that the award will disappear unless you act immediately | Pressure prevents independent checking and pushes you toward irreversible payment or disclosure. | Pause; a real deadline should appear in a published notice you can verify. |
A warning sign tells you to stop and verify; it does not by itself prove that every nonfederal offer is fraudulent. Conversely, the absence of one warning sign does not make an offer legitimate. The decisive check is whether the exact program and process can be confirmed through the real administrator.

How to compare a pitch with the official record
Create a simple side-by-side record before submitting anything. This prevents a scammer’s broad claims from being confused with a real program that has a similar name.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors| Verification item | In the message | On the independently located official page | How to interpret a mismatch |
|---|---|---|---|
| Administering organization | Name, logo and contact person supplied by the sender | Agency or organization identified in the notice and its official contact page | Different names or an organization you cannot verify are stop signals. |
| Program name or notice number | Exact wording used in the pitch | Exact title or identifier in the published opportunity | A similar but nonidentical title may indicate impersonation. |
| Eligibility | Broad promise that every small business qualifies | Specific business type, size, industry, ownership and documentation rules | Do not accept a promoter’s guarantee over the written criteria. |
| Geography | Your location is said to qualify | States, territories, tribal areas or local jurisdictions listed by the administrator | A real sponsor may not serve your location. |
| Purpose and allowed uses | Unrestricted cash or personal expenses | Defined project or expense categories and restrictions | Unrestricted-use promises conflict with the normal federal-grant structure. |
| Dates | Deadline stated by the sender | Opening and closing dates in the official notice | A different or missing deadline requires clarification before applying. |
| Application method | Reply email, private form, phone call or payment portal | Government or administrator-controlled submission system | Use only the verified process. |
| Fees | Processing, release or delivery charge | Federal application listed as free; any legitimate program terms clearly stated | Do not pay an unsolicited fee to obtain an award. |
Federal, state, local, tribal and private offers are checked differently
Federal opportunities
Use Grants.gov as an official starting point and then verify the responsible federal agency’s own program page. Confirm the notice, eligibility, purpose, dates and application instructions in both places when both are available. Do not infer that every legitimate grant appears on Grants.gov: state, local, tribal, nonprofit and private programs may operate through their own systems.
Federal applications are free. A claim that an agency will send an award without an application, or that a lottery determines recipients, is inconsistent with the ordinary federal process described by Grants.gov and the FTC.
State, local and tribal programs
Find the official state department, county, city, tribal government or economic-development organization independently. Check whether the program page identifies the administering office, service area, eligible businesses, deadline and application portal. A federal-grant check does not establish that a state or local offer is real, and a state or local opportunity may not be listed on Grants.gov.
Private and nonprofit programs
Verify the organization through its established website, published physical or mailing information, governing details and grant announcement. Confirm that the program’s stated purpose and eligibility match the message. Private funding is not required to use a federal portal, but an unsolicited request for money or sensitive information still requires the same pause-and-verify approach.

Pick the symptom - the matching free tool is one click away.
Protect business and personal information while checking
Information requested during a genuine application can be sensitive, but the timing and channel matter. Do not send Social Security numbers, employer or tax identifiers, bank-account numbers, card details, passwords, security codes, copies of identity documents or login credentials to an unsolicited contact. A scammer may use those details for identity theft, unauthorized withdrawals or account takeover.
- Navigate to the official site yourself rather than signing in through a message link.
- Check the domain character by character before entering information; a look-alike spelling or unexpected domain is not the agency’s verified site.
- Use a separate browser tab or bookmark for the official application and keep the original message open only for comparison.
- Do not install software or allow remote access because a caller says it is needed to process a grant.
- Ask the administrator whether a requested document is required and where it must be uploaded before submitting it.
Do not treat a familiar contact as proof. A colleague, accountant or community member may have forwarded a message without checking it, and an acquaintance’s account may itself have been compromised.

If you already paid or disclosed information
Act on the payment first
Contact the company or service that handled the payment as soon as possible and ask whether the transaction can be reversed. Tell the provider exactly how the payment was made and that it resulted from suspected fraud. Speed matters, but a reversal is not guaranteed; do not claim recovery unless the provider confirms it.
Report the suspected grant scam
Report the incident to the FTC at ReportFraud.ftc.gov. Grants.gov also identifies the FTC telephone number as 1-877-FTC-HELP (1-877-382-4357) and lists the HHS Fraud Hotline, 1-800-447-8477, for grant-related scam attempts. Include the preserved message, sender information, websites, phone numbers, payment instructions, dates and amounts. Do not forward a malicious link to other business owners as a warning; describe it in the report instead.
Recommended Free Tools
Secure exposed accounts
If you gave a password or security code, change the password immediately anywhere it was reused and enable multifactor authentication. If bank details or card information were disclosed, notify the financial institution, ask about monitoring or replacement, and review statements for unauthorized activity. If identity documents or tax identifiers were sent, ask the relevant institution what fraud alert, account freeze or replacement steps apply. Keep copies of your report and communications with the payment provider.
Questions to ask the supposed administrator
Once you have reached a verified contact channel, ask specific questions rather than “Is this a scam?”
- Does the exact program name and notice number exist?
- Is the program open now, and what is the published deadline?
- Does it serve this business type, industry and location?
- What expenses are allowed, and which are prohibited?
- Where is the official application submitted?
- Are applications free, and does the agency ever require an upfront payment?
- Was the sender, telephone number, email address or website involved in the official program?
Record the date, office, representative’s name and answer. If the verified administrator says it did not send the offer or cannot find the program, do not continue with the sender.
A practical decision rule
Proceed only when all core facts align: the sponsor is independently verified; the exact program is published; your business and location meet the written criteria; the purpose and amount match; the deadline and application route are clear; and no unsolicited party demands payment or sensitive information. If any of those conditions cannot be confirmed, treat the offer as unverified and do not send money or data.

Common situations and the safest response
“A government representative called and offered money today.”
Do not call back using the displayed number. Save the voicemail, find the agency independently and ask through its published channel whether the program and caller are genuine. An unexpected award notification is a warning sign because you did not apply.
“The email links to a page that looks exactly like a government site.”
Close the page and navigate to the agency yourself. Compare the program from the independently reached site. Visual design, seals and copied text can be reproduced; the page’s appearance is not authentication.
“The sender says the fee is refundable after the grant arrives.”
Do not pay. A refundable label does not change the fact that the offer requires an upfront payment. Verify the opportunity through the administrator; federal applications are free.
“The organization is real, but I cannot find this particular grant.”
Contact the organization through its official site and ask for the exact program title and application page. Until the administrator confirms it, do not submit information or payment to the promoter.
“The program is private, so Grants.gov does not list it.”
That may be normal. Verify the private or nonprofit sponsor, its announcement, eligibility rules, application process and contact details independently. The fact that a program is absent from Grants.gov neither proves fraud nor proves legitimacy.
Key points to remember
- Verify the administrator and program independently; never use the sender’s link, phone number or caller ID as your only check.
- Federal grants require an application, serve a defined purpose and have free applications.
- Unexpected award messages, unrestricted-money promises, upfront fees and requests for sensitive information are serious warning signs.
- State, local, tribal, nonprofit and private programs must be checked with their actual administrators, not assumed to be federal.
- If money was sent, contact the payment provider immediately, then report the suspected fraud to the FTC and the appropriate grant-fraud hotline.
Frequently Asked Questions
Does every legitimate small-business grant appear on Grants.gov?
No. Grants.gov is an official starting point for federal opportunities. State, local, tribal, nonprofit and private programs may use separate systems, so verify those offers with their actual administering organizations.
Can a real grant ask for my bank information?
A verified administrator may require financial information in a genuine application. Do not provide it to an unsolicited sender; submit it only through the independently verified official application process.
What should I do if I already sent a gift card or wire payment?
Contact the payment company immediately and request a reversal, then report the incident to ReportFraud.ftc.gov and preserve the message, receipts and transaction details.
