How to Check Whether a Product or Service Is in a Lower GST Slab

A product or service is in a lower GST slab only when its actual characteristics match an eligible HSN (for goods) or SAC (for services) entry and all conditions in the applicable rate notification are satisfied. A familiar product name or a percentage printed on an invoice is not enough.

To verify the rate, describe the supply precisely, search the GST portal’s HSN facility or CBIC rate information, read the complete classification entry, confirm the rule effective on the transaction date, and compare the resulting CGST, SGST/UTGST, IGST and any applicable compensation cess with the invoice. If the description or conditions do not clearly fit, treat the result as unresolved and obtain qualified GST advice rather than assuming the lower rate applies.

What “lower GST slab” actually means

GST rates are attached to classified supplies, not to broad consumer labels. “Clothes,” “filter,” “consulting,” or “repair” may describe several different entries with different tax treatment. The classification must correspond to what is supplied, including its material, preparation, packaging, intended use, service scope and any conditions written into the rate schedule.

A lower slab therefore means that the exact HSN or SAC entry applicable to your transaction carries a lower rate than another plausible entry. It does not mean that every item sold under the same everyday name receives that rate. A lookup is a verification step; the legally effective notification and its conditions control the result.

What to collect before searching

Start with the facts that distinguish one classification from another. Record the following before opening the rate finder:

  • What is supplied: the physical good, bundled goods, or precisely defined service.
  • Composition and material: such as cotton, a man-made fibre, a blend, metal, plastic or another constituent that the schedule may distinguish.
  • Preparation and form: whether an item is raw, processed, assembled, packaged, woven, printed, coated or otherwise treated.
  • Weight, capacity or size: thresholds can be part of a description, as illustrated by the official FAQ’s treatment of cotton fabric by weight.
  • Intended use: industrial, household, medical, commercial or another stated use where the entry makes that distinction.
  • Packaging and supply arrangement: whether the product is sold alone, as a set, or with a service or other item.
  • For services, the scope: what work is performed, for whom, where, and whether the transaction includes a separate good.
  • Transaction date and place: the effective rule and the relevant tax components can depend on when and where the supply occurs.

Use the description on technical specifications, purchase orders, contracts and product labels rather than relying on a short sales name. Preserve those documents so you can explain why a particular HSN or SAC was selected.

A useful preparation sheet has three columns: “known facts,” “facts still to confirm,” and “document that proves the fact.” For example, a catalogue may identify a purifier but not its precise equipment function; a specification sheet or supplier statement can fill that gap. For a service, the engagement letter may show the scope more reliably than an invoice line reading only “professional fees.” This discipline prevents a convenient label from driving the classification.

Step-by-step: verify the classification and rate

1. Separate goods from services

Goods are generally investigated through an HSN heading; services through a SAC classification. A mixed transaction may require you to determine whether it is a single composite supply or separate supplies, so do not force the entire invoice into a goods heading merely because a physical item is present.

First identify what the customer is actually buying. A supply of equipment with installation, maintenance or another obligation may need closer review than a sale of the equipment alone. Keep the contract, quotation and invoice together so the classification reflects the complete arrangement rather than one prominent line item.

2. Search by the precise name or likely heading

Use the GST portal’s HSN search facility or CBIC’s rate-finder materials. The rate-finder description says you can search by a commodity or service name or by chapter heading, then inspect the resulting description, rate and HSN heading. Try the technical term as well as the ordinary name, and test the likely chapter when a name search produces several results.

Record each plausible result. At this stage, a search result is a candidate, not a final decision. Similar names can lead to entries that differ by material, processing, weight, end use or a stated exclusion. Save the search date and the wording displayed, especially when reviewing an older invoice or checking a proposed price list.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Search both singular and plural forms, common abbreviations and the wording used in the product specification. A service search should reflect the work delivered, not merely the profession of the supplier. If several results remain, do not average their percentages or choose the lowest one; move to the full entries and identify the distinguishing fact.

3. Compare the candidate with the full description

Open the complete rate entry and read beyond the headline percentage. Check every phrase that limits the entry, including “other than” language, exclusions, provisos, conditions, explanatory notes and references to a particular form of supply. Confirm that the entry covers your actual product or service, not merely something that sounds similar.

For a service, compare the work actually delivered with the service description and any conditions concerning the recipient, location or manner of supply. For goods, reconcile the entry with composition, preparation, packaging and use. If one fact is missing, obtain it from the supplier or technical documentation instead of guessing.

Write down why the selected entry fits and why the nearest alternatives do not. A short note such as “cotton fabric, weight confirmed by specification; alternative fibre entries excluded” is more useful than storing only a percentage. This explanation can be reviewed when a product changes formulation, packaging or intended use.

4. Check the rule effective on the transaction date

Rates and conditions can change. CBIC’s rates page directs users onward to its tax-information site, and the official rate information should be checked for the notification effective on the date of your supply. Do not treat an old invoice, a cached search result or a general chart as proof of the current rate.

The accessible official materials support the verification method but do not establish a current rate for an unspecified product or service. That is why the transaction date belongs in your working notes and why you should read the current notification before approving an invoice or changing a pricing system.

When checking a historical transaction, use the supply or invoice date required by the applicable rule and retain the notification reference used. When checking a future quotation, recheck immediately before invoicing because a rate announced after the quotation may affect the final tax treatment. Do not silently apply a new percentage to old invoices or an old percentage to new supplies.

5. Compare every applicable tax component

Compare the tax treatment shown by the official entry with the components relevant to your transaction. CBIC materials identify CGST, SGST/UTGST, IGST and compensation cess where applicable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Component When to examine it What to verify
CGST A transaction taxed within the relevant state framework The CGST rate shown for the exact HSN/SAC entry and date
SGST or UTGST The corresponding state or Union territory component That the paired state or territory rate matches the entry
IGST A transaction to which integrated GST applies The IGST rate and the place-of-supply treatment
Compensation cess Only where the schedule applies it Whether the classified supply attracts cess in addition to GST

Do not compare only one percentage in isolation. An invoice can show a split between CGST and SGST/UTGST or a single IGST line, and a qualifying supply may also have cess. The total and the component labels should follow the applicable entry and transaction circumstances.

For a basic arithmetic check, compare the taxable value, each tax line and the invoice total with the rate entry. A displayed “GST 5%” may represent two components, while an interstate invoice may show one IGST component. The check is not complete until the labels, amounts and classification agree.

6. Reconcile the result with the invoice

Compare the supplier’s item description, HSN/SAC, taxable value, rate and tax components with your notes. CBIC describes the rate finder as a way to cross-check GST charged. A matching percentage without a matching classification is not a sufficient check.

If the invoice code or description appears inconsistent, ask the supplier for the classification basis and the effective notification relied on. Keep the response with the invoice. If the facts remain unclear or the financial exposure is material, seek advice from a GST practitioner or chartered accountant before treating the lower rate as established.

How product characteristics change the answer

Water filters and purifiers

CBIC’s official FAQ gives water filters or purifiers under heading 8421 as an example attracting 18% GST in that cited FAQ entry. This is an illustration of how an official lookup connects a product description to an HSN heading and rate. It is not a blanket assurance that every current filter-related transaction has the same treatment. Verify the present entry, the exact product and the transaction date.

Sarees and dhotis

The same FAQ distinguishes saree and dhoti classifications by fibre and distinguishes cotton fabric by weight. The cited examples list 5% GST. The practical lesson is more important than the example’s percentage: a generic label such as “saree” can omit the material or weight detail that determines the relevant heading. Capture those attributes before comparing rates.

Everyday description Facts to capture Why the facts matter
Water filter or purifier Equipment type, function and exact product description Several similar descriptions may lead to different headings or conditions
Saree or dhoti Fibre and, for cotton fabric, the relevant weight detail The official FAQ uses those characteristics to distinguish headings
A service such as consulting or repair Work performed, recipient, scope and any bundled goods The SAC description must match the service actually supplied

Reading a rate entry without missing a condition

Rate schedules are structured entries, not simple lists of product names and percentages. Read the heading, description, rate columns and conditions together. A lower rate may be limited to a specified form, material, recipient, package or use. An exclusion may move an apparently similar supply to another entry.

  • Description: Does the wording describe the item or service as supplied?
  • Heading: Does the HSN or SAC heading correspond to the classification you recorded?
  • Conditions: Are there provisos, exclusions or qualifying phrases?
  • Tax columns: Which CGST, SGST/UTGST, IGST and cess amounts apply?
  • Effective date: Was the entry in force on the invoice or supply date?

Save a copy or reference of the notification used for the decision. If the rate page points to a separate tax-information destination, follow that official source rather than relying on an unofficial summary.

Pay attention to punctuation and scope. Words such as “and,” “or,” “other than” and “put up for” can narrow an entry. Do not remove a condition from its surrounding text when copying it into an internal rate sheet. If the schedule refers to another notification or explanation, follow that reference before finalising the code.

Invoice and HSN/SAC compliance

Invoice-code obligations can depend on turnover and the period in which the invoice was issued. A CBIC press release states that, for the requirement described there, businesses with more than ₹5 crore in preceding-financial-year turnover had to use six-digit HSN/SAC codes from 1 April 2021. That is a dated statement from the press release, not current compliance advice. Rules and thresholds may change, so check the current notification and your turnover category before deciding how many digits an invoice must contain.

The same press release states: “Further, HSN search facility is also available on the GST portal.” Use that facility to support a classification check, but do not confuse the ability to search for a code with proof that the selected code fits your facts. Invoice software can help store codes and tax components, yet the underlying classification remains a legal and factual judgment.

For recurring invoices, keep the code linked to the product or service master record and record the date on which the rate was last verified. A change in composition, packaging, service scope or turnover category should trigger a fresh review. Do not copy a code from a prior invoice merely because the customer or supplier is unchanged.

What to do when two entries seem possible

Look for the distinguishing fact

List the exact difference between the candidate entries: fibre, weight, preparation, intended use, service scope, recipient or another condition. Then obtain evidence for that fact from a specification sheet, contract, label or supplier statement.

Test the complete supply

Check whether a bundle, installation, maintenance obligation or other element changes the nature of the supply. The item that appears to dominate the invoice may not, by itself, determine the classification of the complete transaction.

Escalate rather than choose the lower rate

When the wording still does not clearly fit, do not select the lower percentage because it reduces the tax. Ask the supplier to document its basis and obtain professional GST advice. A conservative, documented decision is safer than an unsupported rate correction that later creates interest, tax or invoice disputes.

How to ask a supplier for clarification

Keep the request factual and specific. Ask the supplier to confirm the HSN or SAC, the description relied on, the characteristics that satisfy the entry, the notification effective on the supply date and the CGST/SGST/UTGST or IGST treatment. If a cess is shown or omitted, ask which entry supports that treatment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Attach the relevant product specification, purchase order or service scope and ask the supplier to correct the invoice if the code or rate does not match. Do not request simply “the lowest GST rate.” The objective is a documented classification that both parties can reconcile with the official entry.

Common mistakes that produce a wrong lower-slab claim

  • Using a marketplace or catalogue name as the classification: marketing labels often omit material, processing or service scope.
  • Searching only one spelling: try the technical description, ordinary name and likely chapter heading.
  • Stopping at the percentage: read conditions, exclusions and the complete description.
  • Ignoring the supply date: a prior rate chart may not reflect the notification effective for your transaction.
  • Comparing only CGST: examine the complete CGST/SGST/UTGST or IGST treatment and any cess.
  • Assuming a FAQ example is a permanent rule: examples demonstrate the lookup method; they do not replace a current entry.
  • Treating the invoice code as conclusive: a code printed by a supplier still needs to match the actual supply.
  • Applying a historical threshold as current: dated turnover and invoice-code statements must be checked against current rules.
  • Ignoring bundled elements: installation, maintenance or another obligation can affect how the complete supply is viewed.
  • Failing to preserve the basis: a rate decision without its supporting specification or notification is difficult to defend later.

A practical lower-GST-slab checklist

  1. Write the exact product or service description.
  2. Record composition, preparation, packaging, use, weight or capacity and service scope.
  3. Note the transaction date, place and whether the supply is goods, services or a bundle.
  4. Search the GST portal HSN facility or CBIC rate information by name and likely heading.
  5. Record the candidate HSN/SAC heading and full description.
  6. Read every condition, exclusion and proviso in the complete rate entry.
  7. Confirm the notification effective on the transaction date.
  8. Identify CGST, SGST/UTGST, IGST and any applicable compensation cess.
  9. Compare those results with the invoice’s description, code, rate and tax lines.
  10. Save the specification, search result and notification reference.
  11. Request the supplier’s basis or obtain qualified advice if any material fact remains uncertain.

Bottom line

The reliable way to find a lower GST slab is to classify the actual supply first and then apply the complete, date-effective rate entry. Use the GST portal and CBIC information as a cross-check, verify the characteristics and conditions that distinguish similar entries, and reconcile all applicable tax components with the invoice. Where the fit is uncertain, document the alternatives and escalate instead of asserting a lower rate from a product name or isolated percentage.

Frequently Asked Questions

Can I decide the GST slab from the product name alone?

No. Match the actual characteristics of the supply to the full HSN or SAC entry, including material, preparation, weight, use, service scope and conditions.

Where can I search for an HSN or SAC code?

Use the GST portal’s HSN search facility or CBIC rate-finder information. Search by the commodity or service name and, when useful, by chapter heading, then review the description and heading shown.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is a rate-finder result final proof of the rate?

No. Treat it as a cross-check. Confirm the complete effective notification and its conditions for the transaction date.

Why do material or weight matter for clothing?

CBIC’s FAQ distinguishes sarees and dhotis by fibre and distinguishes cotton fabric by weight. A generic clothing label may omit the fact that determines the entry.

What official example illustrates classification?

CBIC’s FAQ places water filters or purifiers under heading 8421 and lists 18% GST in the cited entry. Verify the current rule and exact product before applying that example.

Should I compare only the CGST percentage?

No. Check the applicable CGST, SGST/UTGST or IGST components and any compensation cess, along with the place and date of supply.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if two HSN or SAC entries seem to fit?

Identify the distinguishing fact, obtain supporting documentation and compare every condition. If the wording remains unclear, ask the supplier for its basis and seek qualified GST advice rather than choosing the lower rate.

Are the six-digit HSN/SAC thresholds from 1 April 2021 still current?

The CBIC press release described a requirement for businesses above ₹5 crore in preceding-financial-year turnover from 1 April 2021. That dated statement should not be used as current compliance advice without checking the latest rules.

The Bottom Line

Classify the exact supply, read the complete date-effective HSN/SAC entry, compare every applicable tax component and document the basis. If the facts do not clearly fit, obtain qualified GST advice instead of selecting a lower percentage by assumption.
