To verify an industrial project’s approvals, identify the exact project, proponent, site and activity; find the government authority for that jurisdiction and approval type; search its official register; and open the underlying decision or permit. Treat an application, technical review, committee recommendation or “under process” listing as evidence of a proceeding—not proof that approval was granted.
The controlling authority depends on the country, subnational location, industry and project stage. Environmental clearance is only one category, so a project can hold an environmental decision while still needing planning, building, fire, water, safety or operating approvals.

Why an approval search can give a misleading answer
Industrial projects commonly pass through several administrative stages. A public record may show that an application was filed, documents were requested, a committee made a recommendation or an authority began its examination. None of those entries necessarily authorizes construction or operation.

One authority may publish applications and decisions in the same portal; another may publish only monthly decision lists and keep the complete permit in a separate public register. A search result can therefore be incomplete even when the project has a valid permit.

Finally, “approved” has a limited meaning. An environmental clearance may cover a named activity at a defined site, but not a later expansion, a different parcel, a new production line or every permit needed to operate. Verification requires matching the decision to the project and reading its scope and conditions.
Start by defining the project you are checking
Write down the identifying information before opening a portal. Industrial names are often reused, translated differently or shortened in news coverage.
- Project name: record the formal name and any trading or local-language variant.
- Proponent: capture the legal company name, subsidiary or government entity named in filings.
- Site: note the address, municipality, district, coordinates, industrial estate and parcel information if available.
- Activity: describe the plant, process, capacity and products rather than relying only on a marketing name.
- Jurisdiction: identify the country, state, province, district or municipality and the authority likely to regulate the activity.
- Reference numbers: save any proposal, application, permit or case number found in a public notice, filing or company document.
A company name by itself is not a reliable match. Confirm at least the proponent and locality, and preferably the project name, site and reference number together.
Find the competent official source
There is no universal industrial-project approval registry. Begin with the authority responsible for the approval category you are testing and the location where the project will be built or operated.
Environmental approvals
For an environmental clearance, impact assessment or pollution-control permit, start with the national or subnational environmental authority. Its site may provide a proposal tracker, permit register, public-notice archive or decision list. Then check whether the project also falls under a separate water, waste, emissions or hazardous-materials regulator.
Other approval categories
Depending on the project, separate records may be held by planning and zoning, building control, fire services, water resources, occupational safety, energy, transport, mining, land or municipal authorities. The environmental portal cannot establish that these approvals exist.
Use the authority’s own register or inquiry route rather than relying on a company announcement, a map pin, a news article or a search-engine snippet. Those sources can help you discover a reference number, but the government record is what establishes the status of the approval.

A verification workflow that works across jurisdictions
- Collect identifiers. Assemble the formal project and proponent names, site locality, activity, jurisdiction and any reference number.
- Locate the official system. Search the relevant authority’s proposal tracker, permit register, public decisions page or public-register instructions.
- Run several searches. Search the project name, legal proponent and locality separately. Repeat with spelling variants and the reference number. A single name search can miss a record indexed under the company or site.
- Open the full record. Do not rely on the result-card label. Look for the application, review history, decision letter, permit, conditions and attachments.
- Classify the status. Record whether the item is an application, examination, recommendation, issued decision, refused decision, withdrawn matter, expired permit or another stage defined by that authority.
- Match the decision. Check the proponent, site, activity and capacity against the project you intend to verify. Resolve differences instead of assuming they are harmless abbreviations.
- Read effective dates and conditions. Note the decision date, commencement or validity date, expiry, permitted phases, capacity limits, monitoring duties and any prerequisites.
- Check other regulators. Build a separate list of approvals required for construction and operation in that location, then search each responsible authority.
- Document your evidence. Save the record title, reference number, decision date, issuing authority and copies of the decision and conditions. Record when you checked because portals and statuses can change.
How to interpret status labels
Status terminology is not standardized. Read the portal’s definitions and treat the label as a process stage until an issued decision document confirms the result.

India’s PARIVESH labels as a practical example
The Indian Ministry of Environment, Forest and Climate Change describes PARIVESH as a web-based workflow for environmental, forest, wildlife and coastal regulation zone clearance proposals. Its visible stages include “Under Examination,” “Under Process in Ministry,” “Recommended by EAC,” “Submitted for Approval” and “EC Granted.” The first four are process stages; “EC Granted” is the label that indicates an environmental clearance has been granted in that workflow.
Those labels illustrate why a recommendation or pending review should not be reported as an approval. The exact terminology and legal effect in another country may differ.
Open the decision record, not just the search result
A reliable verification should identify the document that creates or confirms the approval. Depending on the system, it may be called an approval letter, environmental clearance, permit, consent, decision notice or licence.
Documents that can clarify an Indian proposal
The official environmental-clearance query interface identifies attachments that can appear in a proposal record, including Form 1, pre-feasibility material, an environmental impact assessment or environmental management plan, public-hearing records, the EC letter, requests for additional information, compliance reports and monitoring reports. These attachments help you distinguish a submitted proposal from the document that grants the clearance and from later evidence of compliance.
Questions to answer from any decision
- Who is the named holder or proponent?
- Which site, parcel, coordinates or local authority does it identify?
- What activity, technology, product, capacity and project phase are covered?
- When was the decision issued, and when does it take effect?
- Does it expire, require renewal or depend on conditions being met first?
- What monitoring, reporting, public-hearing, mitigation or financial-security obligations apply?
- Does the document authorize construction, operation, expansion or only a preliminary stage?
If the portal exposes only a summary, use the authority’s document-request or public-register process to obtain the full instrument.
Three official systems and what each one can establish
The following systems are jurisdiction-specific examples, not interchangeable global registries.

Using the United Kingdom example correctly
The Environment Agency’s published decision lists and public register concern environmental permits. They can establish that an environmental permit was issued, refused or otherwise recorded by that regulator. They do not, by themselves, establish planning permission, building approval, fire approval, land rights or every authorization needed to construct and run an industrial site.
For a UK project, capture the permit holder, installation address, permit number, decision date and activity description. Compare those details with the project announcement and then obtain the complete permit so that operating limits and conditions are not missed.
Using the Brazil example correctly
Brazil’s National Environmental Licensing Portal, PNLA, brings together basic licensing information from state, district and federal levels. The service describes consultation of licensed and in-process projects, licence type, responsible authority and process status without registration or authorization.
A PNLA entry is a starting point for identifying the licensing process and regulator. Confirm the decisive licence document with the responsible environmental agency. If the portal cannot be used, the federal service directs users to the relevant state environmental-agency website or IBAMA.
What to do when no approval appears
An empty search is inconclusive. The project may use a different legal name, sit under a subsidiary, be recorded by a local authority, have a non-public document, or be at a stage not indexed in the result you searched.
- Repeat the search with the legal proponent, locality, alternate spelling and any reference number.
- Check whether the authority separates proposals, issued permits and decision notices into different pages.
- Search the subnational authority if you began with a national portal, or the national authority if the local register points upward.
- Use the authority’s public-register, email, telephone or document-request route.
- Ask for the record by project name, proponent, site and reference number, and retain the request and response.
- Check whether a replacement, amended or renewed permit is listed under a different number.
Do not convert “no result found” into “no approval exists.” Report the narrower finding: the approval was not located in the official sources and search variants checked.
Check the approval’s scope before relying on it
Site and ownership
Verify that the decision names the same parcel, municipality and legal entity. A group company or neighboring plant may have a different authorization.

Activity and capacity
Compare the permitted process, products and production capacity with the proposed project. A permit for an existing unit may not cover a new line, higher capacity or different feedstock.
Project phase
Determine whether the instrument concerns site preparation, construction, trial operation, routine operation, expansion or closure. Approval for one phase is not automatically approval for all phases.

Read mitigation, emissions, waste, water, monitoring, reporting and public-consultation conditions. A granted decision can still impose prerequisites, deadlines or ongoing compliance obligations.
Validity and changes
Record effective and expiry dates, renewal requirements, amendments, transfers, suspensions and revocations. A historical approval may not authorize current activity.

An environmental decision answers only the question governed by that environmental authority. The complete approval picture may also involve:
- land-use, zoning or planning consent;
- building and structural permits;
- fire and emergency-safety clearance;
- water abstraction, discharge or connection authorization;
- air-emissions, waste or hazardous-material permits;
- occupational-health and industrial-safety approvals;
- energy, transport, mining or sector-specific licences;
- municipal registration and operating permission.
The applicable list depends on the location, process and project stage. Ask each relevant authority what it regulates and whether its record is public. Do not infer a complete construction or operating authorization from one environmental permit.

Common mistakes and how to correct them
Calling a recommendation an approval
Correction: identify the legally issued decision and quote the portal’s exact status without upgrading its meaning.

Matching only the company name
Correction: compare the legal entity, site and activity; investigate subsidiaries and similarly named facilities.
Using a news report as the evidence
Correction: use the report only to find identifiers, then verify the government record and decision document.
Assuming one permit covers the project
Correction: create a separate approval list for environmental, planning, building, safety, water and operating requirements.

Correction: search for later decisions, renewals, transfers, suspensions and revocations, and record the current effective period.
Treating an unavailable portal as proof of no approval
Correction: use the authority’s public-register, email, telephone or in-person route and state precisely what you could and could not verify.
How this evidence supports a financial decision
Approval verification is one part of due diligence for an investment, land purchase, lending decision or community-impact assessment. A confirmed environmental decision can establish that a particular regulator issued a decision for a defined project, but it does not guarantee construction, profitability, financing, compliance or completion.
Keep the decision and conditions with the rest of your records. If the project is material to a transaction and records conflict, the portal lacks the decisive document or the applicable approval set is unclear, obtain advice from a local environmental-permitting or regulatory-compliance professional who can interpret the jurisdiction’s rules.
How current are these records?
The portal descriptions summarized here were checked on October 13, 2026. Interfaces, status labels, public-register practices and individual project records can change. For a live project, verify the current record with the responsible authority and use the authority’s latest requirements rather than relying on an older screenshot, cached page or historical announcement.
Bottom line
A defensible approval check has three parts: the record belongs to the exact project and site; the status represents a final decision rather than a pending stage; and the decision’s scope, dates and conditions match the activity being considered. Then repeat the exercise for other authorities because environmental clearance alone is not a complete construction or operating approval.
