The right mortgage is not the largest loan a lender will approve. It is a loan whose complete, ongoing housing cost fits your household budget, savings plans and tolerance for risk. Check the written Loan Estimate, add every housing expense that may sit outside the payment, compare at least three offers on the same assumptions, and test what happens if the payment rises.

This process is for U.S. home buyers. It explains how to evaluate a recommendation; it cannot determine an affordable payment without your income, expenses, assets and priorities.

Start with your own affordability limit

A lender’s approval answers a different question from the one you need to answer. Under the ability-to-repay rule, most lenders must make a reasonable, good-faith determination that you can repay. They generally document income, assets, employment, credit history and monthly expenses. That underwriting decision does not know every priority in your household, such as rebuilding an emergency fund, paying tuition, supporting relatives or maintaining a reliable car.

The Consumer Financial Protection Bureau (CFPB) puts the distinction plainly: “Focus on a mortgage that is affordable for you given your other priorities, not how much you qualify for.” Treat the approval amount as a ceiling a lender is willing to consider, not as a spending target.

List the money available for housing

Use recent, reliable figures rather than a best month. Include the income that will continue after closing and identify income that is irregular, temporary or dependent on overtime. Then list recurring obligations and the savings goals you intend to keep funding. Your affordable housing amount is the amount left after those commitments while still leaving a margin for emergencies and normal life changes.

Budget area What to record Why it matters
Income Take-home pay and other dependable household income Shows the cash actually available for monthly commitments
Existing obligations Debt payments, childcare, transportation, utilities, subscriptions and other recurring bills Prevents the mortgage from crowding out obligations already in your budget
Savings priorities Emergency savings, retirement, education, planned purchases and maintenance reserves A payment that leaves no room for these goals may be unaffordable even if a lender approves it
Homeownership costs Mortgage payment, taxes, insurance, mortgage insurance, utilities, maintenance and likely repairs Captures the cost of owning the property rather than only principal and interest

Build the full monthly housing number

A principal-and-interest quote is only one component. Review the estimated total monthly payment on the Loan Estimate, including mortgage insurance and escrowed taxes and insurance where applicable. If the lender will not escrow property taxes or homeowners insurance, those bills may not appear in the payment sent to the servicer; add them to your own monthly budget anyway. Also allow for utilities, routine maintenance and repairs that are not lender-collected charges.

Do not use a universal income percentage as a pass-or-fail rule. The reviewed CFPB guidance does not establish one percentage that suits every household. Instead, ask whether the complete housing burden fits after your real expenses and savings priorities, including a buffer for an income interruption or a large repair.

Check the cash you would have left

Affordability has an upfront side as well as a monthly side. A recommendation can produce a manageable payment but require so much cash at closing that you empty savings needed for emergencies, moving costs, furnishings or immediate repairs. Keep those competing needs visible when you decide how much cash to put down and whether points are worthwhile.

Use the Loan Estimate as the offer’s written record

After you apply, the lender generally must provide a standardized, three-page Loan Estimate within three business days. The form states the estimated interest rate, monthly payment, closing costs, taxes and insurance estimates, and information about possible changes and special features. Use the actual form—not a verbal summary—as the record of what was discussed.

Verify the basic scenario first

  1. Loan amount and purpose: Confirm the amount, purchase or refinance purpose, property address, borrower information and other identifying details are accurate.
  2. Product, term and rate arrangement: Check the loan type, term, fixed or adjustable rate, and whether the rate is locked. A quote issued on another day or without a lock may not be available when you are ready to proceed.
  3. Payment beyond principal and interest: Read the estimated total monthly payment. Identify principal and interest, mortgage insurance, escrowed taxes and insurance, and any other listed components. Add taxes or insurance you will pay directly.
  4. Upfront charges: Review origination charges, points, lender credits, other lender-controlled fees and the estimated cash to close. Confirm that the required funds do not consume savings reserved for other goals.
  5. Change and risk provisions: Look for language about payment or rate changes, adjustment caps, negative amortization, a balloon payment and a prepayment penalty.

Understand what the form can and cannot tell you

Many figures on a Loan Estimate are estimates, not guarantees of your eventual bill. Taxes, insurance premiums and other costs outside a lender’s control can change independently of lender pricing. The form is still the best standardized basis for checking whether the recommendation matches your requested scenario and for comparing lenders on charges they control.

If a line is inconsistent with the conversation, ask the loan officer to explain it promptly and request a corrected estimate when appropriate. An explanation that does not make sense is a reason to be wary and consider another lender.

Compare at least three offers on equal assumptions

Request offers from at least three lenders when practical. Give each lender the same loan amount, property type, down payment, term and rate preference so differences reflect the offers rather than different scenarios. Keep the date of each estimate and its rate-lock status beside the quoted rate. Rates can change daily, so a lower number on an older, unlocked estimate is not necessarily a cheaper offer you can obtain now.

Comparison point Questions to ask
Loan structure Are the product, term, fixed or adjustable rate and loan amount identical?
Monthly cost What are principal and interest, mortgage insurance, escrowed taxes and insurance, and the total estimated payment?
Cash to close How much money is required at closing, and how much will remain for reserves and other priorities?
Lender-controlled pricing What are origination charges, points, other lender fees and credits? Are credits tied to a higher rate?
Timing and certainty When was the estimate issued, is the rate locked, and until what date?
Payment risk Can the rate or payment change? What caps, triggers or special features apply?
Five-year borrowing cost What does the Loan Estimate’s “In 5 years” line show after principal paid is subtracted?

Use the five-year comparison line correctly

The Loan Estimate includes an “In 5 years” comparison line. Subtract the principal paid during that period from the total paid to estimate the interest and fees paid over five years. This creates a consistent way to compare lender-controlled borrowing costs, especially when one offer has a lower rate but higher points or fees.

It is a comparison tool, not a prediction that you will sell or refinance after five years. For an adjustable-rate mortgage, the calculation assumes rates remain the same; your actual cost can rise if rates rise. Do not treat differences in taxes, insurance or other costs outside lender control as proof that one lender’s pricing is lower.

Ask lenders to improve competing estimates

Once you have comparable estimates, return to the lenders and ask whether the rate, points, lender credits or other charges can be improved. Examine the entire revised package. A lower fee can be offset by a higher rate or another charge, so compare the revised monthly payment, cash to close and five-year figures—not just the line that changed.

Keep copies of every estimate and note when each rate expires or lock ends. Do not let a deadline or salesperson’s urgency prevent you from reading the terms. As the CFPB advises, “Don’t let anyone rush you.”

Stress-test a changing payment before accepting it

A low initial payment does not establish that a loan fits your budget. For an adjustable-rate or otherwise changing-payment loan, ask the lender to show the mechanics in writing:

  • When can the interest rate and payment change?
  • What index, margin or other adjustment method is used?
  • How large can each adjustment be, and what is the lifetime cap?
  • What would the payment be at the highest permitted rate or adjustment?
  • Could the payment rise even when the balance does not decline as expected?

Put the highest plausible payment into your household budget and test it against your emergency reserve and other goals. If that amount would force you to borrow for ordinary expenses or abandon essential savings, the starting payment is not a safe measure of affordability. Refinancing later is never assured; it depends on future rates, your finances, the property’s value and a lender’s approval.

Recognize special features that can change the outcome

  • Negative amortization: A payment may be insufficient to cover the interest due, causing the loan balance to grow. Ask when and how the balance can increase.
  • Balloon payment: A large balance may become due at a specified date instead of being fully repaid through regular payments. Determine the amount, date and realistic repayment plan.
  • Prepayment penalty: Paying off or refinancing early may trigger a charge. Ask when it applies, how it is calculated and how long it lasts.
  • Adjustment caps: A cap limits an individual change or the total change over the life of the loan, but it does not guarantee that the resulting payment is affordable.

Ask for a comparable option without an unfamiliar or risky feature when one is available. Have the loan officer explain the trade-off in rate, payment, fees and cash to close rather than relying on a label such as “flexible” or “low payment.”

Separate lender approval from your personal decision

The ability-to-repay process is an important consumer protection, but it is not a personalized financial plan. Lenders generally evaluate documented income, assets, employment, credit history and monthly expenses to determine whether repayment appears reasonable. They may not know your preferred savings rate, planned career break, family support obligations or the amount of cash you need for a safe reserve.

Use underwriting as one check: can the lender document a reasonable basis for repayment? Use your budget as the other: can you make the payment while preserving the priorities and resilience that matter to your household? A “yes” from underwriting cannot replace the second answer.

Resolve mismatches and get independent help

When the estimate does not match the discussion

  1. Mark the exact line, amount or feature that differs from what you requested.
  2. Ask the loan officer to explain the difference and identify whether an assumption, fee or loan feature changed.
  3. Request a corrected or revised estimate when the information is wrong, and recalculate the full monthly payment and cash to close.
  4. If the explanation remains unclear or the lender will not address the discrepancy, consider another lender rather than accepting terms you do not understand.

Use a HUD-certified housing counselor

A HUD-certified housing counselor can help you interpret estimates and organize questions without choosing a loan for you. The CFPB’s review guidance lists a counselor locator and the phone number 1-800-569-4287. Counseling can be especially useful when you are comparing an adjustable-rate loan, have limited cash reserves or are unsure how taxes and insurance will be paid.

If a lender does not resolve a problem, the CFPB also provides a complaint route. Keep the Loan Estimates, messages and notes of conversations so you can describe the issue accurately.

Final decision checklist

Before you accept a mortgage recommendation, verify each item below:

  • The complete monthly housing cost fits your actual income, recurring expenses, savings priorities and emergency margin.
  • Taxes, homeowners insurance, mortgage insurance, utilities, maintenance and likely repairs are included in your budget, whether or not they are escrowed.
  • The Loan Estimate’s borrower, property, loan amount, purpose, product, term and rate arrangement are correct.
  • You know the estimated total monthly payment, lender-controlled fees, points, credits and cash to close, and you will retain the reserves you need.
  • You compared at least three offers using the same assumptions, while noting each estimate’s date and rate-lock status.
  • You used the “In 5 years” line to compare interest and fees, without treating it as a guarantee of your own holding period or future cost.
  • You can afford the highest payment permitted by any adjustment, and you understand caps, negative amortization, balloon payments and prepayment penalties.
  • You have asked about every unfamiliar term and received an explanation that matches the written form.
  • You are choosing without pressure and know where to obtain independent counseling if questions remain.

A mortgage recommendation suits your needs only when the written terms, full cost and payment risks fit the life you intend to finance—not merely the amount a lender is prepared to approve.
