How to Check Whether a GST Notice Is Legally Authenticated on the GST Portal

Use the GST portal’s Verify RFN service to check whether a notice or order has a matching record in the official GST system. Enter the document’s Reference Number (RFN), then compare the portal result with the copy you received, including the issuing officer and stated purpose. A match is useful evidence that the communication was generated through the GST system; it is not, by itself, a complete ruling on statutory service, limitation, procedural defects, or the underlying tax demand.

The quickest route is the official pre-login service at https://services.gst.gov.in/services/verifyRfn. After signing in, the same function is available at Dashboard > Services > User Services > Verify RFN. GSTN’s 25 September 2024 advisory also explains why a downloaded PDF may not display a conventional digital-signature panel.

What “legally authenticated” means in this context

People often use “authenticated” to mean several different things. For a GST notice, separate three questions before deciding what the document means:

Question What you check What the result can and cannot establish
Does the GST system have an official record? Verify RFN lookup using the document’s Reference Number A matching record supports that the communication was generated in the GST system and shows its recorded issuer and purpose. It does not decide every legal issue.
Was it served in a legally recognised way? The delivery method and the facts of service, considered under section 169 of the CGST Act The Act lists methods including making a communication available on the common portal. A lookup alone does not prove every service requirement or the date on which service legally occurred.
Is the notice legally sustainable? The notice’s contents, authority, procedure, dates, jurisdiction, response opportunity and the applicable Act and rules RFN verification does not determine limitation, merits, computation, natural justice, or whether a defect affects the proceeding.

Section 160 of the CGST Act also says that a proceeding, including a notice, is not invalid merely because of a mistake, defect or omission when it is substantively in conformity with the Act. That provision is a separate legal analysis; it is not a reason to skip the portal check or to assume that every defect is harmless. Read the current statute and rules for the facts of the particular matter. The official Act text is available from the Central Board of Indirect Taxes and Customs (CBIC) at https://cbic-gst.gov.in/hindi/CGST-bill-e.html.

How to verify a notice with Verify RFN

1. Open the official service

  1. For a check without signing in, open https://services.gst.gov.in/services/verifyRfn.
  2. If you are already logged in to the GST portal, use Dashboard > Services > User Services > Verify RFN.

Use the government GST portal address rather than a link copied from an unsolicited message. If a message directs you to a different domain, do not enter credentials or payment information there. Open the official address yourself and perform the lookup from that page.

2. Locate the Reference Number on the communication

Find the document’s Reference Number (RFN). It may appear in the heading, first page, notice details or order details. Copy the characters exactly, including letters, numbers and punctuation. Do not substitute a GSTIN, ARN, payment reference, DIN or an internal file number unless the document expressly identifies it as the RFN requested by the service.

3. Submit the RFN

Enter the RFN in the Verify RFN field and submit it. The service is designed to let a recipient check the validity of a communication, the officer who issued it and the purpose for which it was issued, according to GSTN’s advisory dated 25 September 2024.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Compare the result with the copy you received

Do not stop at a message saying that a number was found. Compare the portal result field by field with the notice or order:

  • the RFN itself;
  • the issuing officer’s name, designation or office details shown by the service;
  • the stated purpose or type of communication;
  • the taxpayer or person to whom the communication is addressed; and
  • the document date and other identifying details displayed by the portal.

A match across these details is stronger than a number-only match. Save a screenshot or PDF print of the result showing the date and time of your check, and retain the original notice or order unchanged. If you are responding through a representative, send both the communication and the verification record so the same version is reviewed.

5. Record discrepancies immediately

If the service returns no record, or the issuer or purpose does not correspond to your copy, preserve the evidence before trying repeated edits to the RFN. Keep:

  • the received email, SMS or other delivery message, including its timestamp and sender details;
  • the complete notice or order file, not just a screenshot of the first page;
  • a screenshot or printout of the Verify RFN result, including any error message;
  • the exact RFN you entered; and
  • notes identifying every mismatch, such as a different officer, purpose, taxpayer name or date.

Then check the taxpayer’s GST portal account and official communication records for another copy or a corrected communication. GSTN’s advisory explains the verification function but does not prescribe a complete failure-escalation procedure. These record-keeping steps are practical precautions, not a statement that the advisory requires a particular escalation route.

What a successful lookup proves—and what it does not

A matching portal record

When the RFN result corresponds to your document, it supports the conclusion that the notice or order exists as a communication generated in the GST system. It also gives you a way to identify the issuing officer and the recorded purpose. This is especially important when the document arrived as an attachment or was forwarded by somebody else.

Authentication evidence should be preserved with the document because a later dispute may concern which version was received. A portal result can establish what the system reports for that RFN on the date you checked; it does not automatically prove that the attachment you received was unaltered, that every page belongs to that RFN, or that the statutory conditions for the proceeding were met.

No result or a mismatched result

An absent result is a warning that needs investigation, not a self-executing declaration that the notice is void. First recheck the RFN for transcription errors and use the official service again. Then compare the account’s communication history with the copy in your possession. If the record still cannot be found, or the portal identifies a different issuer or purpose, preserve the discrepancy and obtain qualified GST advice promptly when a response deadline, recovery action or material liability is involved.

Do not “fix” a mismatch by editing the received document. Keep the original file and any envelope, email or message through which it arrived. A professional reviewing the matter may need the metadata, delivery trail and exact wording, not only the RFN result.

Why a PDF may have no visible digital signature

A downloaded GST notice can lack the familiar visible digital-signature panel or handwritten-looking signature image. That appearance alone is not proof that the notice is unauthenticated or invalid.

In its Advisory on issuance of Notices/Orders without digital signatures of the issuing authorities, dated 25 September 2024, GSTN states that communications are generated from an officer’s GST portal login authenticated through a digital signature. The advisory says the notice or order details, together with the issuing officer’s details, are stored in the GST system as JSON with the issuing officer’s digital signature. It directs taxpayers to Verify RFN to check the communication’s validity, issuer and purpose. Read the advisory at https://tutorial.gst.gov.in/downloads/news/advisory_for_dsc_issues_25_09_2024_pdf.pdf.

“All communications from the officers to the taxpayer/ any other person initiated through the system can also be verified pre-login through the link https://services.gst.gov.in/services/verifyRfn .”

Team GSTN, advisory dated 25 September 2024

The practical implication is narrow but important: use the portal record as the authentication check instead of treating the visual appearance of a PDF as conclusive. A successful RFN match still does not answer the separate questions of service, limitation, jurisdiction or the merits of a demand.

Authentication, service and legal validity are different checks

1. System authentication

System authentication asks whether the GST portal recognises the RFN and associates it with the issuer and purpose shown in the communication. Verify RFN is the official workflow for this question. Its result should be retained with the document and compared carefully, not read as a general legal certificate.

2. Statutory service

Section 169 of the CGST Act lists methods by which a decision, order, summons, notice or other communication may be served. One listed method is making the communication available on the common portal. Whether service was effective in a particular case can depend on the method used, the address or account involved, the date and the surrounding facts. The RFN lookup does not calculate a service date or replace the statutory analysis.

3. Substantive and procedural validity

Validity concerns the legal authority and content of the action: for example, whether the correct provision was invoked, whether the officer had jurisdiction, whether the notice was issued within the applicable time, whether the allegations and calculation are intelligible, and whether the taxpayer received the process required by the Act and rules. Section 160’s treatment of mistakes, defects and omissions must be applied to the facts; it does not turn every irregularity into a valid proceeding, nor does it make an RFN result unnecessary.

4. Electronic issuance under Rule 26

Rule 26 of the CGST Rules addresses authentication of electronic submissions. The CBIC-hosted 2020 compilation states that notices, certificates and orders covered by the chapter are issued electronically by the proper officer or another authorised officer through a digital signature certificate, an e-signature or another mode notified by the Board. The hosted document is a 2020 compilation, so check later amendments before relying on its wording in a live dispute. The compilation is available at https://cbic-gst.gov.in/pdf/03042020-CGST-Rules-2017-Part-A-Rules.pdf.

A practical decision framework after the lookup

What you find Immediate action Why it matters
RFN, issuer and purpose all match Save the result, preserve the original document and separately review service dates, deadlines and the notice’s legal content. The communication has a matching GST-system record, but other legal questions remain open.
RFN exists but issuer or purpose differs Do not assume the documents are interchangeable. Save both versions and obtain advice if a deadline or liability is affected. A number match without corresponding details is a material discrepancy.
No RFN result Re-enter the exact RFN, check the portal account and communication history, preserve the failed lookup and seek qualified advice if consequences are serious. The advisory does not prescribe a complete escalation process, and an absent result should be investigated rather than casually ignored.
No visible signature on the PDF, but the portal details match Use the RFN record as the authentication check; do not reject the notice solely for its visual format. GSTN explains that system-authenticated issuance may not produce a visible signature on the downloaded file.

Common mistakes to avoid

  • Checking only the PDF appearance: A missing visible signature is not the test GSTN identifies for these portal-generated communications.
  • Using an unofficial “verification” page: Enter the RFN only on the official GST service or through the portal’s stated menu.
  • Confusing identifiers: A GSTIN, ARN or payment reference is not automatically the RFN requested by Verify RFN.
  • Accepting a partial match: Compare issuer and purpose as well as the number.
  • Ignoring deadlines while investigating: Verification should happen quickly, but a pending response date may require preserving rights and obtaining advice at the same time.
  • Treating the lookup as a complete legal opinion: Authentication, service and substantive validity are connected but distinct.
  • Overwriting the original file: Keep the received copy, portal copy and verification evidence separately.

Illustrative situations

The notice has a matching RFN and no visible signature

The portal shows the same RFN, officer and purpose as the notice. Under GSTN’s 25 September 2024 explanation, the absence of a visible signature on the PDF alone is not a sufficient reason to call the communication invalid. Preserve the result, then examine the service date and the legal response required by the notice.

The RFN is found, but the officer is different

Treat this as a discrepancy rather than a harmless formatting difference. Save the portal result and the received document, check whether a revised or corrected communication exists in the account, and obtain advice before relying on either version where a deadline or demand is involved.

The message contains a document but Verify RFN returns nothing

Check for a transcription error and search the taxpayer’s official portal communications. Preserve the message, attachment and failed lookup. Because GSTN’s advisory does not set out a full failure-escalation process, a qualified GST practitioner or tax lawyer can help decide how to respond while the discrepancy is investigated.

When professional review is appropriate

Consider prompt advice from a qualified GST practitioner or tax lawyer when the lookup fails, the portal and document disagree, the notice carries a near-term deadline, recovery or attachment is threatened, or you dispute the amount, jurisdiction, limitation or service. The professional question is not merely “Is there an RFN?” It is whether the authenticated record, delivery facts and statutory requirements support the action being taken against you.

Bring the complete notice or order, every page and annexure, the delivery email or message, the portal verification result, account communication history and a timeline of relevant dates. That allows the adviser to assess authentication, service and legal sustainability without relying on a cropped screenshot or a retyped reference number.

Verification checklist

  1. Open the official Verify RFN service at https://services.gst.gov.in/services/verifyRfn, or use Dashboard > Services > User Services > Verify RFN after login.
  2. Enter the document’s RFN exactly as printed.
  3. Confirm that the portal record exists.
  4. Compare the RFN, issuer and purpose with the communication.
  5. Save the result and retain the original file and delivery trail.
  6. If anything is absent or inconsistent, record the discrepancy, check official account communications and seek advice when the issue affects a deadline or liability.
  7. Separately assess statutory service under section 169, defects under section 160, electronic issuance requirements and the merits of the notice.

Frequently Asked Questions

Does a GST notice become invalid if its PDF has no visible digital signature?

No. GSTN’s 25 September 2024 advisory says portal-generated communications are initiated through an officer’s digitally authenticated login and can be checked through Verify RFN. The missing visual signature alone is not conclusive; compare the portal record and assess the separate legal issues.

Can Verify RFN prove that the notice was served on a particular date?

No. Verify RFN checks the GST-system record, issuer and purpose. The method and date of statutory service require a separate analysis under section 169 of the CGST Act and the facts of delivery.

What should I do if the RFN lookup shows a different officer?

Preserve the notice, the portal result and the delivery trail, check the taxpayer account for a corrected or revised communication, and obtain qualified advice before relying on either document where a deadline or liability is involved.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is the RFN the same as a GSTIN or ARN?

Not necessarily. Enter the identifier that the notice or order labels as its Reference Number (RFN); do not substitute a GSTIN, ARN or payment reference unless the document expressly identifies it as the RFN.
