In the United States, use two different official checks: the Pipeline and Hazardous Materials Safety Administration’s (PHMSA) National Pipeline Mapping System (NPMS) for general context about an existing transmission pipeline, and the Federal Energy Regulatory Commission’s (FERC) docket records for a proposed interstate natural-gas project. Neither approach alone proves an exact parcel crossing. NPMS has stated geospatial accuracy of about 500 feet and excludes distribution and gathering lines, while a proposed route must be checked against the project’s filed maps and environmental documents.

Your next step depends on the concern: use the operator or state pipeline-safety authority for an existing-line safety issue, FERC’s docket and Office of Public Participation (OPP) for a proposed interstate project, the FERC Landowner Helpline for a project-related property dispute, and your local 811 One Call system before any excavation.

First decide what “could affect my property” means

People use that phrase for several different situations. Clarifying the question prevents you from relying on the wrong map or agency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Existing transmission pipeline: You want to know whether a regulated, long-distance gas line is generally near the property and who operates it.
  • Proposed interstate project: You have heard about a new line, compressor station, liquefied natural gas (LNG) facility, storage field, or expansion and need the project record and route.
  • Notice or landowner status: You need to know whether federal guidance treats you as an affected landowner and how notice is delivered.
  • Safety concern: You are reporting an odor, damage, encroachment, or other problem involving an existing facility.
  • Construction or digging: You need the exact utility location before breaking ground.
  • Local utility line: You suspect a distribution or gathering line that may not appear on the federal public map.

The steps below address each case separately. They apply to U.S. federal resources; a project in another country may use entirely different authorities and records.

Check an existing transmission pipeline with PHMSA’s NPMS viewer

1. Open the public map and select the property’s county

Start with PHMSA’s National Pipeline Mapping System (NPMS) Public Map Viewer. Select the county containing the property, then inspect the displayed pipeline corridors and facility context. The viewer can also show information about the operators represented in the mapped data.

2. Treat the result as a regional screen, not a boundary survey

PHMSA states that NPMS geospatial accuracy is approximately ±500 feet. That level of accuracy can help answer “is there a transmission corridor somewhere nearby?” but cannot establish whether a line crosses a particular parcel, where an easement boundary lies, or how far a structure is from the pipe. The public viewer must not be used to identify exact pipeline locations.

3. Understand what NPMS leaves out

The public map covers gas transmission and certain other PHMSA-regulated facilities. It does not include natural-gas distribution pipelines or gas-gathering pipelines. An empty or incomplete NPMS result therefore does not prove that no gas line is near the property. Distribution networks serving neighborhoods and gathering systems connecting production facilities may require local utility, operator, state, or county records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Identify the operator

Use PHMSA’s “Find Who’s Operating Pipelines in Your Area” directory to look up operators by state, county, or ZIP code. An operator can explain its facilities and direct you to the proper reporting or locate process, but an operator’s informal description should not replace a project filing, recorded easement, survey, or 811 locate when precision matters.

Investigate a proposed interstate natural-gas project through FERC

Find the project name and docket number

Every FERC-regulated project has a docket number. That identifier is the key to the agency’s eLibrary, where the application, maps, notices, environmental filings, comments, and later orders are stored. Search by the project name if you know it; once you find the docket, use that number consistently because names can change or be shortened in news coverage.

Read the application before relying on a headline or broad map

The application contains the company’s proposed route, facilities, construction methods, land requirements, alternatives, and supporting exhibits. Review the route sheets and property-related descriptions rather than assuming that a county-wide corridor graphic represents a final alignment. FERC reviews the company’s proposed location and may consider alternatives, so the filed route is a proposal, not a guaranteed final right-of-way.

Follow environmental documents and notices

FERC’s environmental materials can identify affected resources, construction segments, compressor stations, LNG facilities, storage fields, access roads, and alternative routes. Notices explain deadlines and opportunities to comment. Check the docket periodically because the proposal, schedule, filings, and route details can change during review.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Subscribe and ask for help when the project is hard to locate

Use FERC eSubscription for docket updates and review public filings as they are posted. FERC’s pending-project resources provide another way to find active matters. If you know that a project is being discussed but cannot identify its docket, the Office of Public Participation can help members of the public locate the relevant information and understand how to participate.

Compare the filed route with your property boundary

Once you have the correct docket, obtain the project-specific route maps and environmental documents. Compare them with the property’s legal description, survey, or parcel map. A broad county map can show that a project is in the area, but only project-level materials can indicate whether the proposed alignment approaches, crosses, or uses a particular tract.

Look for the map scale, parcel identifiers, mileposts, construction workspaces, temporary access roads, compressor sites, and other ancillary facilities. Check whether the document describes an alternative route or a later alignment revision. If the public materials do not resolve the relationship to the parcel, ask the project company and FERC for clarification and preserve the docket number in every communication.

Do not treat a nearby corridor as a final parcel determination. It is a reason to inspect the record and request location-specific information, not proof that the project will take an easement or affect a structure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Who counts as an affected landowner under FERC guidance?

FERC’s current Office of Public Participation handout describes several categories of affected landowners for proposed natural-gas projects. The categories are broader than only the owners whose parcels a line physically crosses.

Property relationship FERC guidance
Project crosses or uses the property The owner is generally an affected landowner.
Property abuts a neighboring property crossed by the project The owner is generally included, even when the owner’s parcel is not the one shown as crossed.
Near a proposed compressor station or LNG facility Owners within one-half mile are generally included.
Inside a proposed gas storage field Owners whose property falls in the field, including applicable buffer zones, are generally included.

For a proposed project, FERC says the developer should mail notice within three business days after the agency issues a notice of application. The notice should identify the docket number, describe the project, include FERC’s landowner brochure and rights information, and explain how to obtain the complete application.

These categories describe federal notice guidance; they do not decide title, compensation, the final route, or whether a private easement exists. Use the docket and the project documents for the project-specific facts.

If you rent or do not own the land

Do not wait for an individual letter. FERC does not require developers to directly notify non-landowners such as renters or the broader community. You can still monitor the docket, read newspaper notices, inspect public copies of applications, subscribe to eSubscription, attend open houses or scoping sessions, and contact OPP.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A renter who sees construction markers, receives a community notice, or is concerned about access should ask the property owner and the project company for the docket number and the relevant route or facility map. Keep copies of notices and note the date of any meeting or filing so you can match your question to the official record.

Use the agency that handles your particular problem

Your question or problem Best starting point What that source can establish
General context about an existing gas transmission line PHMSA NPMS Public Map Viewer Mapped regional context and operator information, subject to the viewer’s accuracy and coverage limits.
Proposed interstate natural-gas route or facility FERC docket, eLibrary, application, notices, and environmental documents The project-specific public record and participation opportunities.
Exact location before excavation Local 811 One Call system and the responsible operator A locate process designed for excavation; the NPMS map is not a substitute.
Existing-line safety issue PHMSA or the state pipeline-safety office Pipeline-safety oversight. FERC states that it does not have pipeline-safety jurisdiction.
Access, construction damage, or a dispute on a FERC-regulated project Project company first when its reporting process applies, then the FERC Landowner Helpline A channel for landowner concerns related to the FERC project.

FERC reviews the siting and construction of interstate natural-gas transmission facilities. It does not regulate pipeline safety. Separating those roles helps route a complaint to an office that can act on it.

What to do when a company asks for a survey or easement

A survey-access request is not project approval

A company may ask to enter land to survey a proposed route. That request does not by itself prove that FERC has approved the project or that the proposed right-of-way will ultimately cross the parcel. Keep the FERC docket and the document presented by the company together so you can check whether the request matches the public filing.

Separate access, easement, and compensation questions

Easement terms and compensation are negotiated between the company and the landowner outside FERC’s jurisdiction. A request may concern temporary survey access, a construction easement, or a permanent right-of-way; those are different rights with different practical consequences. Read the document carefully before signing, and obtain independent, locally appropriate advice if you need help evaluating the language, boundaries, duration, restoration obligations, or payment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep a written record

  • Record the date, sender, company name, and contact information.
  • Save the letter, map, legal description, and any proposed easement or entry agreement.
  • Write down the docket number and compare the company’s description with the latest FERC filing.
  • Ask what access is requested, for how long, what equipment will be used, and how damage will be handled.
  • Do not infer that signing a survey-access document accepts a permanent easement unless the document clearly says so and you have received appropriate advice.

Use 811 before any digging

Whether or not NPMS shows a line, contact your local 811 One Call system before excavation. PHMSA expressly says the NPMS viewer is not a substitute for contacting One Call or the pipeline operator before digging. This applies to planting trees, installing fencing, grading, building, replacing a driveway, or any other work that disturbs soil.

Give the One Call center the complete work address, the limits of the planned excavation, the start date, and any other information it requests. Wait for the required utilities to mark their facilities and follow the system’s instructions about tolerance zones and hand digging. If marks are missing, unclear, or inconsistent with the site, stop and contact the One Call center or operator before proceeding.

When the federal map is empty or incomplete

An NPMS search can be empty for several legitimate reasons. The suspected facility may be a neighborhood distribution line, a gas-gathering line, a private line, or infrastructure outside the public map’s coverage. A proposed project may also be too early in its process, filed under a different name, or regulated by an authority other than FERC.

For local distribution or gathering facilities, contact the serving utility, the landowner’s records office, the state pipeline-safety office, or the county and municipal departments that hold utility or road records. Ask specifically whether the records cover distribution and gathering systems, because a source that maps transmission facilities may not map those categories.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a proposed project, verify jurisdiction. FERC’s docket process is the right starting point for proposed interstate natural-gas transmission facilities, but not every gas-related project falls within FERC’s authority. If you cannot identify the regulator, ask OPP to help locate the public record and then confirm the responsible state or local agency.

A practical workflow you can save

  1. Define the issue. Decide whether you are checking an existing line, a proposed project, a safety matter, a notice question, or planned excavation.
  2. Run the appropriate first search. Use NPMS for existing transmission context; use FERC’s project resources and eLibrary for a proposed interstate project.
  3. Capture identifiers. Save the county, operator name, project name, docket number, filing dates, and the map or document title.
  4. Check coverage. Remember that NPMS excludes distribution and gathering lines and that FERC records apply only to projects within its jurisdiction.
  5. Read the detailed record. For a proposal, review the application, route sheets, environmental documents, notices, alternatives, and current filings.
  6. Compare with the parcel. Use the property boundary, legal description, survey, and project-specific maps; do not rely on a broad county image.
  7. Check notice status. If you own affected property, watch for the notice described in FERC’s guidance. If you rent or are otherwise not the owner, monitor public filings and meetings instead of waiting for a letter.
  8. Send targeted questions. Ask the operator or FERC for clarification about the exact facility, route segment, parcel relationship, construction workspace, or schedule.
  9. Escalate to the correct office. Use PHMSA or the state safety office for safety, OPP for help finding project information, and the Landowner Helpline for a FERC-project property dispute.
  10. Protect the property before work. Use 811 before excavation and obtain independent advice before signing an easement or access agreement.

What these public resources can and cannot prove

They can help you establish

  • Whether a mapped transmission corridor is generally in the county or area.
  • Which operator may be associated with mapped facilities.
  • Whether a proposed interstate project has a FERC docket and what the company has filed.
  • What route, facility, environmental, notice, and participation information appears in the public record.
  • Which federal office or state authority is responsible for the issue you are raising.

They cannot, by themselves, establish

  • The exact underground position of a pipeline on a parcel.
  • The location or presence of every distribution or gathering line.
  • That a proposed route is final or that a survey request means approval.
  • The amount of compensation or the final terms of a private easement.
  • That a renter or neighbor will receive an individual notice.

When the consequence is physical work, a property-right decision, or a safety emergency, move from the general map to the responsible operator, official docket, 811 process, or qualified local adviser.

Questions to ask when contacting an operator or agency

  • What is the facility type: transmission, distribution, gathering, storage, compressor, or LNG?
  • What is the operator’s name and emergency or non-emergency contact route?
  • For a proposed project, what is the FERC docket number and the date of the latest route filing?
  • Does the map show a centerline only, or does it include construction workspace and access roads?
  • Is the alignment preliminary, an alternative, or part of a filed application?
  • What records identify the parcel, easement, or survey limits?
  • Which agency handles the specific complaint or safety concern?
  • What must be done before excavation, and has the 811 locate process been completed?

Frequently Asked Questions

Does an empty NPMS result mean there is no gas pipeline near my home?

No. NPMS does not include natural-gas distribution or gathering pipelines, and its public data is not an exact parcel locator. Contact the local utility, operator, or state and local records office for those facilities.

Will FERC send me a letter if I rent a home near a proposed project?

Not necessarily. FERC’s direct-notice guidance is for affected landowners, and developers are not required to notify non-landowners such as renters individually. Monitor the docket, public notices, meetings, and project maps.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a company’s request to survey my land mean the pipeline is approved?

No. Survey access is a request to gather information and is not proof of FERC approval or a final right-of-way. Compare the request with the current docket and obtain advice before signing an access or easement document.

Who should I call about a dangerous condition at an existing pipeline?

Use the operator’s reporting channel when available and contact PHMSA or your state pipeline-safety office for safety oversight. FERC handles interstate project siting and construction, not pipeline safety.

Can I use the federal map to decide where it is safe to dig?

No. Contact your local 811 One Call system and the responsible operator before excavation. The NPMS viewer specifically is not a substitute for that locate process.
