First obtain the issuer’s written closure status and effective date. Then review the latest statement, unbilled entries, EMI schedule, refunds, reversals, fees and total outstanding amount, and ask the issuer to confirm each item at account level.
This guide applies to cards issued in India. Reserve Bank of India (RBI) rules distinguish a blocked or deactivated card from a closed account, and the exact treatment of installments and refunds can still depend on the issuer’s terms.

Start with the difference between a blocked card and a closed account
A card can stop working while the credit relationship remains open. RBI’s 7 March 2024 FAQ describes deactivation or blocking as a temporary curtailment of transactions while maintaining the credit or account relationship. Closure terminates that account-based relationship. A replacement-card message, a failed transaction, or a temporary block is therefore not conclusive evidence that the account itself has ended.
| Status | What it means | What you should verify |
|---|---|---|
| Blocked or deactivated | Transactions are stopped or restricted, but the issuer may still maintain the account. | Whether EMIs, fees, pending authorizations and statements remain attached to the account. |
| Closed | The account relationship has been terminated after the issuer’s closure process and settlement of dues. | The closure date, final amount due, treatment of credits and confirmation that no active installment remains. |
Ask the issuer to state the status in writing. If the issuer has accepted a closure request, RBI says it must provide details of outstanding dues without waiting for the next billing cycle. Closure is not proof that an installment or charge has vanished.

What to collect before you contact the issuer
Gather the records that let customer care identify the account without exposing unnecessary security information. Keep the closure request, the issuer’s acknowledgment, the card’s last four digits, recent statements, transaction references, merchant names, dates and amounts, and any EMI conversion confirmation. Save screenshots or PDFs before app access is removed.
- Find the SMS, email, app notification or letter that says the card was blocked, replaced or closed.
- Note the date and channel of your closure request and the date the issuer acknowledged it.
- Download the latest generated statement and any later statement or account view that remains available.
- Record each item marked EMI, installment, pending, unbilled, reversed, refunded, fee, interest or credit.
- Keep proof of payments made after the closure request, including the amount, date and payment reference.
Use only the issuer’s official app, website, phone number shown on a statement or secure message channel. Do not send a full card number, PIN, one-time password or login credentials through an unofficial contact.
How to check the account step by step
1. Locate actual closure evidence
Read the issuer’s message carefully. Words such as “card blocked,” “card disabled,” “card replaced” or “transactions disabled” describe card access, not necessarily account closure. Look for an explicit statement that the credit-card account is closed, along with an effective date or closure reference. RBI directions require the issuer to notify the cardholder after closure.
If the message is ambiguous, ask a direct question: “Is the underlying credit-card account closed, or has only the physical or digital card been blocked?” Request the answer in writing, not only during a phone call.
2. Review statements and unbilled entries
Open the issuer’s app or online account if it is still accessible. Check the most recent statement, the current unbilled amount, pending authorizations and any installment section. Look for the original purchase, an EMI-conversion entry, installment numbers, remaining principal, interest, taxes, late fees, credits, reversals and refunds.
An empty EMI tile or a disappearing card from the app is not a zero-balance certificate. Access can change when a card is blocked or closed, while a final statement or back-office balance still exists. If the app no longer shows the account, ask customer care for a statement or account-level ledger covering the period from the last bill through closure.

3. Request a written account-level check
Ask the issuer to answer all of these points for the specific account:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Is the account closed, and what is the effective closure date?
- Which EMIs or installment plans are active, if any?
- For every active plan, what are the remaining principal, interest, fees, number of installments and next due date?
- Which transactions are pending, unbilled, reversed or under refund, and what is the transaction-specific status?
- What fees, interest or other dues remain payable?
- What exact amount should be paid to settle the account, and by what date?
- Where will a merchant refund or remaining credit balance be sent after closure?
RBI’s closure guidance means the issuer should provide outstanding-dues details when it receives a closure request rather than waiting for the billing cycle to finish. Ask for the response by secure message or email so you can prove what was confirmed.
4. Resolve each item separately
Do not treat an EMI, a pending authorization and a refund as the same problem. For an EMI, ask whether it remains active, has been cancelled, or has been foreclosed; ask for the amount due and any applicable cancellation or foreclosure charge. For a pending purchase, give the transaction reference and ask whether the authorization is still open, has been presented by the merchant, or has been reversed. Ask for the issuer’s expected resolution date, because the sources cited here do not establish a universal release period for every pending authorization.
For a refund, ask whether it has posted to the closed account, whether it offsets a final amount due, and how any resulting credit will reach your bank account. Request a reference number for every investigation.
5. Keep paying confirmed dues during an investigation
Continue paying amounts shown as due, or amounts the issuer has confirmed in writing, while a disputed transaction or missing refund is investigated. Card cancellation does not erase a lawful debt. If you believe a charge is unauthorized or incorrect, record the dispute and use the issuer’s complaint process rather than withholding every payment automatically.
6. Preserve the paper trail
Keep the closure request, acknowledgments, statements, payment receipts, chat transcripts, complaint number and the name or employee reference of any phone agent. A dated timeline makes it easier to show when the issuer received the request, what remained unpaid and whether a promised correction occurred.

Will an EMI continue after the card is cancelled?
It can. RBI’s rules make closure subject to payment of dues, and the closure process does not automatically cancel a purchase-based installment plan. The account may be closed only after the remaining obligation is settled, or the issuer may require a separate cancellation or foreclosure instruction under the applicable EMI terms.
Issuer terms differ. Federal Bank’s published credit-card EMI terms, for example, state that installments are added to monthly bills and that customers must contact customer care for EMI cancellation or foreclosure. Those terms say cancellation or foreclosure is not automatic, and they describe charges and amounts that can be billed when a plan is foreclosed. They are Federal Bank’s product terms, not a rule that can be applied to every Indian issuer.
| Situation | What to ask the issuer |
|---|---|
| Card blocked but account open | Whether the EMI schedule remains active and how future installments will be billed or collected. |
| Closure requested with EMI outstanding | The remaining principal, interest, fees, final settlement amount and the action required to complete closure. |
| Merchant refund for an EMI purchase | Whether the refund covers the full purchase, whether the EMI must be separately cancelled, and whether foreclosure charges apply. |
| EMI cancelled or foreclosed | The effective date, final amount, any charge, and written confirmation that no later installment will be posted. |
A full merchant refund is not the same as an automatic EMI cancellation. Tell the issuer about the refund and ask it to trace the installment plan and provide the final accounting.

How to handle pending or unbilled transactions
A pending entry may be an authorization that has not yet become a posted purchase. An unbilled entry may already be recorded but is waiting for the next statement. A reversal may release an authorization, while a refund creates a credit after the merchant returns money. The label in an app is useful, but the issuer’s transaction record controls the account balance.
For each pending item, supply the merchant, date, amount and transaction reference. Ask whether the issuer has received a presentment from the merchant, whether the amount is included in the outstanding balance, and what event will close the entry. Do not promise yourself that every authorization will disappear after a fixed number of days: no universal deadline is established in the cited guidance.
If the transaction is disputed, submit the dispute through the issuer’s documented process and keep its acknowledgment. Continue to follow payment instructions for undisputed amounts. A card being cancelled or blocked does not decide whether a completed purchase is valid.

What happens to refunds after closure?
RBI’s FAQ describes different handling based on when the refund reaches the account:
| Refund timing | RBI-described treatment |
|---|---|
| Refund in the same billing cycle | It is adjusted before the total amount due is calculated. |
| Refund after the bill is generated but before the bill is paid | It is adjusted against the amount due. |
| Refund after you have already paid | The issuer seeks explicit consent for adjustment under the applicable rule; in the described no-consent or no-response case, the credit is sent to the bank account. |
You may request that a credit for an already-paid transaction be transferred to your bank account. RBI directions also state that a credit balance remaining in a credit-card account after closure is to be transferred to the cardholder’s bank account; the issuer should obtain bank details if it does not have them. The cited direction provides three working days for an issuer to transfer a requested outstanding credit amount to the customer’s bank account.
When a refund is missing, ask the issuer to confirm the date it received the merchant credit, the amount posted, whether it was netted against dues, and the bank account or payment method to which any remaining credit will be sent.

For India, RBI directions say an issuer should honor a closure request within seven working days, subject to payment of all dues, and notify the cardholder after closure. The directions also say closure information should be updated with credit information companies within 30 days.
If the issuer fails to complete closure within seven working days when there is no outstanding balance, the directions provide a penalty of ₹500 per calendar day of delay until closure. Keep the request date, acknowledgment, proof that no dues remained, and any payment evidence when asking the issuer to correct a delay. The seven-day period is measured in working days, while the penalty is stated per calendar day.

These timelines do not create a universal deadline for a pending merchant authorization or determine whether a particular EMI is live. Those answers depend on the issuer’s records and the state of the individual transaction.

What to do if the issuer does not resolve the issue
Make a formal written complaint
Send the complaint through the issuer’s official grievance channel. Identify the account using the details requested by the issuer, but do not include security credentials. Attach the closure acknowledgment, relevant statement pages, transaction references, payment proof and the exact result you want, such as a corrected final balance, EMI foreclosure confirmation, refund transfer or closure certificate.
Write separate bullet points for separate problems. For example, list the EMI reference, the pending purchase reference and the missing refund reference rather than describing them as one unexplained balance. Ask for a written response and retain the complaint acknowledgment.
Escalate to the RBI Ombudsman when eligible
RBI’s Integrated Ombudsman Scheme provides an escalation route when the issuer’s response is unsatisfactory or when 30 days have passed after lodging a complaint without a satisfactory resolution. Submit the complaint record, the issuer’s response or lack of response, the dates involved and the supporting statements. The Ombudsman route addresses the service complaint; it does not replace the need to keep paying confirmed, undisputed dues while the matter is examined.

Use a secure channel and adapt this wording to your account:
Subject: Written confirmation of credit-card closure, EMI and pending transactions
Please confirm whether the underlying credit-card account is closed and state the effective closure date. Please provide an itemized account check showing every active EMI or installment, remaining principal, interest, fees, next due date, pending or unbilled transaction, reversal, refund, total amount due and any credit balance. For each refund or credit, please confirm how and when the amount will be transferred. If any EMI cancellation or foreclosure request is required, please state the required action and all charges in writing.
Do not rely on a generic “card cancelled” reply. The useful response is an account-level statement that identifies what remains payable, what remains pending and what will happen to any credit.
