Before you enter your UPI PIN, reconcile three amounts: the school’s official fee statement, the payment portal’s itemized total and the final amount in your UPI app. Ministry of Finance guidance dated 8 August and 15 September 2026 says consumers should not face UPI transaction charges or have merchant MDR passed to them. A separately named convenience or platform fee is a different question: ask the school for its contractual basis and an itemized receipt before paying.
Always verify the payee and amount in the UPI confirmation screen. Your UPI PIN authorizes the bank transaction; never disclose it to school staff, a payment agent or support personnel.

What to check before paying
Have the school’s current fee statement or portal page open before choosing UPI. Note the student, class, term, due date and base amount. Then compare that amount with every line on the payment page and, finally, with the amount displayed by the UPI app.

Will UPI add a charge to a school fee?
For the consumer, the current government position is that UPI payments should not carry a transaction charge. In its 8 August 2026 statement, the Ministry of Finance said: “No charges for users: Consumers making payments will not face any transaction charges.” Its 15 September clarification said UPI remains free for person-to-person payments and that specified merchant MDR must not be passed to customers. Banks were told to ensure merchants do not add that MDR to the customer’s bill. Read the releases at PIB (8 August 2026) and PIB (15 September 2026).
That protection addresses a payment-network cost called merchant discount rate (MDR). It does not, by itself, decide whether a particular school may charge a separately named service or convenience fee under its enrolment agreement or portal terms. No reviewed official source establishes the policy or validity of any particular school’s separate fee.
Follow this pre-payment procedure
- Open the official fee statement. Use the school’s parent portal, notice or invoice. Confirm the student identity, academic term and due date. Save or download the page if the portal allows it.
- Start the payment but do not authorize it yet. Select UPI and expand any “fee details,” “price breakup” or equivalent control. Scroll to the bottom; a surcharge can appear only in the final step.
- Record each line item. Write down tuition, transport, activity charges, late fee, tax (if shown) and any payment-related line. Capture a screenshot showing the total and the label of an extra fee.
- Check whether an extra line is optional. Some portals use a tick box or a payment-method selector. Do not assume that an unticked option will remain excluded; verify the total after changing the selection.
- Continue to the UPI app. On the confirmation screen, compare the displayed payee or merchant name and rupee amount with the portal. A familiar school name is not enough if the amount is different.
- Resolve discrepancies before the PIN screen. Contact the school’s published accounts office or portal support and ask which charge is being collected, whether it is mandatory, and where the term or contract authorizes it.
- Authorize only after the figures match your decision. Enter your PIN privately on your own device. No school employee needs to see or hear it.
Distinguish MDR from a convenience fee
| What appears | What it means for a parent | What to do |
|---|---|---|
| “UPI transaction charge” or “MDR” added to the bill | The cited Finance Ministry guidance says a merchant-side MDR must not be passed to the customer. | Pause, save the itemized screen and ask the school to remove or explain the charge. Do not treat it as an ordinary school fee. |
| “Convenience fee,” “platform fee,” “payment gateway fee” or similar | This is not automatically the same as MDR. The official material reviewed does not determine whether an individual school’s separately named fee is valid. | Request the contractual or terms-based basis, whether it is optional, and a receipt identifying the beneficiary of the fee. |
| No extra line; portal and UPI totals match the school statement | The displayed amount is consistent across the three records. | Verify the payee, authorize, and retain the confirmation and bank notification. |
Do not relabel every surcharge as MDR simply because it appears on a UPI checkout. Ask the school to identify the charge in writing. Conversely, a label such as “platform fee” is not proof that the amount is lawful or compulsory; the school’s published terms and your agreement are needed to answer that school-specific question.
What the 2026 guidance says—and when it applies
| Date | Official statement | How to use it when paying |
|---|---|---|
| 8 August 2026 | The Ministry of Finance said consumers making UPI payments would not face transaction charges. The release also described a possible, limited and threshold-based merchant MDR framework subject to the legislative and policy process. | Use this as the consumer-facing “no transaction charge” position, while checking later clarifications for the current date. |
| 15 September 2026 | The Ministry reiterated that UPI is free for person-to-person payments and said specified P2M merchant MDR should not be passed to customers. Banks should ensure merchants do not do so. | An MDR line added to a parent’s bill should be challenged with the school and, if unresolved, the bank or payment provider. |
| 13 October 2026 | This article’s reference date. The Google Pay for Business merchant page still described a fee change beginning on 15 October 2026. | Do not describe the 15 October framework as already effective on 13 October. Check the current official page if paying after that date. |
| 15 October 2026 | Google Pay for Business says its described merchant MDR guidance starts on this date. It lists education, schools and colleges as an essential category and says merchants must not add MDR to a customer’s bill. | This is merchant-facing guidance. It does not establish a particular school’s merchant category, provider contract or portal configuration. |
The merchant guidance is available at Google Pay for Business. Because its stated start date is after 13 October, treat the dates and scope carefully when reviewing an older invoice or a payment made later in the month.

Why a portal may still show a fee
A school payment can involve several parties: the school, a fee-collection portal, a bank and a UPI app. The portal may display a service charge under its own terms, while MDR is a separate merchant-acquiring cost. The amount, label and recipient therefore matter more than the fact that you selected UPI.
Ask the school these precise questions:
- What is the legal or contractual name of this charge?
- Is it mandatory for every payment method, or only for a particular portal or card option?
- Does the school receive it, or is it retained by a payment provider?
- Where is it disclosed in the admission, fee or portal terms?
- Will the receipt show the school fee and the separate charge on different lines?
Request the answer through an official channel and keep the response. If the school cannot explain the line, you can choose not to authorize that transaction and ask for another accepted payment method, such as the school’s bank-transfer instructions, only after independently verifying those instructions with the school.
Verify the UPI screen and protect your PIN
Check the payee
UPI confirmation screens show the recipient or merchant identifier before authorization. Compare it with the school or its named collection provider. A QR code or collect request forwarded in a message can be altered, so do not rely solely on a familiar logo or a message sender.
Check the amount
The amount on the UPI screen is the amount you are approving from your bank account. It may differ from the amount first shown on a portal if a late fee, tax or portal charge was added during checkout. Stop if you did not expect the difference.

Keep the PIN private
NPCI describes the UPI PIN as the credential that authorizes bank transactions. Enter it only in your bank or UPI app. School staff, a help-desk agent and a caller claiming to process a refund should never ask for it. A legitimate refund does not require you to disclose the PIN or approve an unrelated collect request.
After you pay: preserve proof and handle failures
Wait for the app’s final status rather than closing it immediately after entering the PIN. NPCI says a completed payment should show a success status and that the customer should receive a bank SMS. Save the success screen, transaction ID, date, amount and bank notification. Download the school receipt when it becomes available.
If the app says success but the portal remains unpaid
Do not make a second payment immediately. Give the school the UPI transaction ID and screenshot, then ask it to reconcile the payment. Check your bank statement before attempting another transaction; duplicate payments can create a separate refund issue.

If the app says pending or failed
Check the transaction status in the UPI app and your bank account. If money was debited but the school has no confirmation, contact your bank through its official support route and provide the transaction ID. Also notify the school so it can avoid marking the fee as unpaid while the bank investigates.

If the amount was wrong
Keep evidence of the school statement, portal breakdown and UPI confirmation. Ask the school first whether the difference was a late fee, a disclosed service fee or an error. Do not send a second payment until the first transaction’s status and any refund path are clear.

- School invoice or fee-statement page showing student and term.
- Portal screenshot with every line item and final total.
- UPI confirmation showing payee, amount, date and transaction ID.
- Bank SMS or account entry showing debit status.
- Written explanation from the school for any convenience, platform or MDR-labelled line.
- Copies of the school’s fee and payment terms in force on the payment date.
Redact your UPI PIN, full account number and other credentials before forwarding screenshots. Transaction IDs and dates are usually sufficient for the school or bank to trace a payment.
Where the government’s wider MDR policy fits
A government parliamentary answer dated 18 August 2025 discussed Section 10A of the Payment and Settlement Systems Act and the then-existing framework. It also reported approximately ₹8,730 crore in incentive support during financial years 2021–22 through 2024–25. That figure is ecosystem support, not a fee owed by a parent and not evidence of what a particular school charges. Use the later 2026 Ministry statements for the date-specific consumer position. The parliamentary answer is available at Lok Sabha, 18 August 2025.
Examples of how to decide
Example: totals match
The statement says ₹24,000, the portal lists ₹24,000 with no payment surcharge, and the UPI app shows the school’s verified payee and ₹24,000. The records agree, so you can authorize after checking the PIN screen.
Best Value
- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
Example: “MDR 1%” appears
The school statement says ₹24,000 but the portal requests ₹24,240 and labels ₹240 “MDR.” The cited Ministry guidance says merchant MDR should not be passed to customers. Save the screen, do not enter the PIN, and ask the school to correct the bill or explain its basis.
Example: “Platform fee ₹50” appears
The portal shows ₹24,000 school fees plus a ₹50 platform fee. That label does not establish whether the fee is permitted. Ask whether it is optional, where it is disclosed and how it will appear on the receipt. Proceed only if you understand and accept the charge, and the UPI payee and total match the final portal screen.
Example: the UPI payee is unfamiliar
An unfamiliar collection-provider name can be legitimate, but do not guess. Confirm the provider and exact virtual-payment address with the school using a phone number or website you already trust. Do not authorize until the school confirms the recipient in writing.

Start with the school’s accounts office because only it can explain its fee schedule, portal contract and refund process. If the issue is an MDR surcharge or a transaction-status error, contact your bank or UPI provider through the official app or website and quote the transaction ID. Keep the school’s written response and all screenshots; a clear timeline makes a complaint easier to investigate.
No official source reviewed here provides a universal school-fee surcharge amount or a school-specific convenience-fee rule. A general MDR table cannot substitute for the individual school’s terms, merchant setup and payment date.
