The Bureau of Internal Revenue (BIR) describes its Taxpayer Portal as a place to view registration details, filed-return status, tax payments, account ledgers and reminders. The published feature description does not establish that the Portal displays the processing stage of every refund case.
Keep your filing acknowledgment, claim or reference number, date when complete documents were accepted, and the BIR office that received the application. Then sign in to the Portal for return and payment records, and contact the processing office or the BIR Customer Assistance Division through contact details verified on the current official BIR website for the refund-case update.

What the BIR Taxpayer Portal can—and cannot—confirm
The Portal is useful for confirming the tax records connected with a claim. BIR describes it this way: “Through a centralized taxpayer profile, users can conveniently view their current registration details, monitor the status of filed tax returns, track tax payments, and receive timely system-generated reminders for filing and payment obligations.”
Those functions help you verify whether a return was filed, whether a payment posted and what appears in your account ledger. They do not, on the published description, promise a case-by-case refund tracker showing whether an examiner has completed verification, requested clarification, approved a refund or issued a denial. A refund application can therefore be absent from the Portal even when it was properly filed.

|---|---|---|
| Whether the related tax return was filed | BIR Taxpayer Portal | Confirms the return record shown in your taxpayer profile; it is not a refund decision. |
| Whether a tax payment posted | BIR Taxpayer Portal and your payment receipt | Helps reconcile the account used in the claim. |
| Whether a refund case is being processed | The BIR office named on your acknowledgment, or a verified BIR assistance channel | The processing office must identify the applicable update method for that claim type. |
| Whether a decision was issued | Written notice or confirmation from the processing office | A formal approval, partial denial or full denial is different from a Portal return-status entry. |
The absence of a refund-status field on the described Portal page is not proof that no specialized system exists for a particular program. It does mean you should not assume that a Portal login will reveal your claim’s processing stage.
Know which kind of refund you filed
“BIR refund” is not one uniform procedure. Before asking for a status, identify the legal and practical category on your application. A VAT refund, excess or unutilized creditable withholding-tax refund, erroneous-payment refund and income-tax refund may have different forms, reviewing offices, supporting evidence, deadlines and appeal routes.
Use the exact wording on your acknowledgment or application. If the document does not clearly identify the category, ask the receiving office to confirm it. Do not assume that a rule stated for a VAT claim applies to excess withholding tax or another claim. The BIR’s circular index includes a September 29, 2026 amendment concerning certain excess or unutilized creditable withholding-tax refund claims, illustrating why an older checklist or advice from a different tax year may no longer be sufficient.
Also distinguish between a refund case and the return or payment underlying it. A filed return can show as accepted while the separate refund application is still awaiting review. Conversely, a payment ledger can help establish that tax was paid without proving that the BIR approved a refund.
Collect the case details before asking for an update
A BIR employee can locate a case more reliably when you provide the identifiers from the filing. Assemble these details before calling or writing:
- Refund category: identify whether the claim is for VAT, excess or unutilized creditable withholding tax, an erroneous payment, income tax, or another basis.
- Filing acknowledgment: retain the acknowledgment, receiving stamp, electronic confirmation or other proof that the application was accepted.
- Claim or reference number: copy it exactly, including letters, punctuation and leading zeroes.
- Complete-submission date: record the date the BIR accepted the application and supporting documents as complete. For a VAT claim, this date can determine when the 90-day period is measured.
- Receiving or processing office: note the Revenue District Office, division or other BIR unit identified on the acknowledgment. VAT refund processing described in the 2025 Citizen’s Charter is assigned to the VAT Credit Audit Division (VCAD).
- Taxpayer identifiers: have the information needed to authenticate the account, but disclose it only through a verified BIR channel.
Keep a chronological file containing submissions, receipts, emails, letters, notices and the names or reference numbers associated with every inquiry. Do not send a complete tax file to an unverified contact merely because the sender claims to be arranging a refund.
Make a one-page status sheet with the claim type, taxable period, date filed, date deemed complete, amount claimed, office, reference number and every contact attempt. This prevents confusion when several returns or quarters are involved. Save the original files as well as any compressed or redacted copy you transmit. If you send a follow-up, refer to the previous message date and attach only the document needed to identify the case.
Step-by-step: checking a filed refund claim
1. Identify the rule that applies to your claim
Read the acknowledgment and the application documents to determine the refund category and the BIR unit handling it. The timeline and evidence requirements can differ substantially. VAT rules should not be applied automatically to an excess-withholding, erroneous-payment or income-tax refund.
Requirements can also change. The BIR’s 2026 circular index includes a September 29, 2026 amendment concerning certain excess or unutilized creditable withholding-tax refund claims. That entry is a reminder to confirm the current rule for the exact category and period of your claim rather than relying on an older checklist.

Check the taxable period as well as the date you filed. A claim can be timely when submitted but still require additional proof before the office treats it as complete. Ask the office to identify the date it uses for completeness and keep that answer in writing.
2. Sign in to the official Taxpayer Portal, if you are enrolled
- Open the BIR Taxpayer Portal through a web address you navigate to independently from the official BIR website.
- Review the filed-return status for the return connected with the refund.
- Check payment postings and the account ledger for amounts, dates and tax types relevant to the claim.
- Review system-generated reminders or notices.
- Save or print the entries that help reconcile your claim, noting the date you accessed them.
Treat these entries as supporting records. Unless the BIR has specifically told you that your claim type is integrated with a refund-status module, do not interpret a return or payment status as approval, denial or a processing-stage update.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteIf the Portal shows a mismatch, such as an absent payment or an incorrect tax period, document the screen and receipt details before contacting BIR. A correction to a return or payment record may be a different request from a refund-status inquiry, so state both issues separately.
3. Check the acknowledgment and any written notices
Look for a case number, the receiving unit, a named contact point, a request for additional documents, or a decision date. If the acknowledgment says another office has custody of the file, direct your inquiry there. A request for clarification can pause practical progress even when the original return appears correctly filed, so ask whether anything remains outstanding.
Check every delivery channel you gave BIR, including the address and email stated in the application. A notice may identify a response period or a specific person or division. Do not infer that silence means approval. If you cannot locate a notice, ask the office how decisions and deficiency requests are served and whether your contact details on file are current.
4. Contact the processing office or BIR assistance channel
Use the contact information currently published on the official BIR Contact Us page. The BIR lists the Customer Assistance Division hotline as 8538-3200 and the email address [email protected] for taxpayer queries; verify that both details are still current before using them.
Recommended Free Tools
If you contact the assistance division, explain that you need the status channel for an already-filed refund claim and provide the claim category, reference number, complete-submission date and processing office. Ask the representative to identify which BIR unit has custody of the case and how that unit issues updates. The assistance division may direct you to the responsible office rather than provide a substantive decision itself.
When writing, use a descriptive subject such as “Status request—VAT refund claim—[reference number].” Put the taxpayer name, tax identification details needed for matching, taxable period and requested action in the message body. Ask for confirmation that the inquiry was routed, but do not send passwords, one-time codes or unnecessary identity documents.
5. Ask focused questions
Use a short, specific request so the office can answer the actual status question:

- Which BIR office currently has custody of the claim?
- Was the application and its supporting documentation accepted as complete? If not, what exact item is missing?
- Has a request for clarification, verification or additional documents been issued?
- What date does the applicable processing period run from?
- What channel will deliver the next update or written decision?
- Has a full approval, partial denial or full denial already been issued, and how was it served?
Do not ask an employee to disclose confidential information to an unverified caller. If you receive a reply by email, confirm that the address and instructions match the official BIR contact information and your existing records.
If the answer is only “under process,” ask what that phrase means for your claim: complete and under examination, awaiting taxpayer documents, awaiting another BIR unit, or already decided but not yet served. Request the date of the latest action and the next communication channel, if the office can provide them.
How the VAT refund timeline is measured
The most specific timing information in the cited BIR materials concerns covered VAT refund claims. The 2025 Citizen’s Charter classifies “VAT Refund Claim (VCAD)” as a 90-day process. A digest of Revenue Memorandum Order No. 23-2023 states: “The time frame to grant claims for VAT refund is ninety (90) days from the date of submission of the official receipts or invoices and other documents in support of the application.”
Read that rule as a process period for the covered claim, not as a guarantee that every taxpayer receives cash or a decision on day 90. The period is tied to complete submission of the required application and supporting documents. If the BIR has not accepted the file as complete, counting from the date you first delivered a partial package can produce the wrong deadline.
| VAT timing point | What the BIR material establishes | How to use it |
|---|---|---|
| Filing window | The cited 2025 Citizen’s Charter states that the described VAT claims must be filed within two years after the close of the taxable quarter in which the relevant sales were made. | Preserve evidence of the quarter and filing date; this is a filing eligibility period, not a promise about processing speed. |
| Processing period | The Charter labels the VCAD process as 90 days, and the RMO digest measures 90 days from submission of official receipts or invoices and other supporting documents. | Use the BIR-accepted complete-submission date as the reference point and ask the processing office to confirm it. |
| Decision challenge | The RMO No. 23-2023 digest says a full or partial denial may be appealed to the Court of Tax Appeals within 30 days after receipt of the decision. | Record exactly when and how the decision was received and obtain professional advice promptly if a denial arrives. |
These figures belong to the VAT rules and materials cited above. They are not a universal 90-day deadline for income-tax refunds, excess withholding-tax refunds, erroneous-payment refunds or every other BIR claim.
For example, if VCAD accepted a complete VAT package on March 4, the relevant reference date is March 4, not the date an earlier incomplete packet was first presented. Ask BIR to confirm the date in its records. If a decision arrives, keep the envelope, email headers or other proof of receipt because the date of receipt can affect the 30-day Court of Tax Appeals period described in the RMO digest.
Interpreting common answers
| Answer you receive | What it may mean | What to ask next |
|---|---|---|
| “No record found” | The inquiry may have gone to the wrong office, used an incorrect reference number, or involved a filing not yet indexed in that system. | Confirm the receiving office, exact number, taxpayer name and submission date; ask where the file was routed. |
| “Incomplete” or “deficient” | The office says one or more required items remain unresolved. | Request the precise missing item, legal or checklist reference if available, delivery method and response deadline. |
| “Under review” | The claim is being examined, but this phrase does not itself indicate approval or a payment date. | Ask whether the file is complete, the date of the latest action and how a decision will be served. |
| “Approved” | An approval may still require a formal notice or payment-related step. | Ask for the written approval, amount, service date and instructions for any remaining action. |
| “Partially denied” or “denied” | A formal decision may trigger a short appeal or other remedy period. | Obtain the decision and receipt date immediately and seek qualified Philippine tax advice. |
Do not treat a verbal statement as a substitute for a written decision when rights or deadlines are involved. Ask how to obtain the formal notice and preserve the exact wording of the response.
What to do when the expected period has passed
Reconcile the dates
Compare your own timeline with the date the BIR accepted a complete submission, not merely the date an application was drafted or initially handed in. Check whether the office issued a deficiency notice or asked for documents. Preserve proof of each delivery and response.
Request a written status or a clear routing instruction
Ask the processing office to state whether the case is complete, under review, awaiting taxpayer action, approved, partially denied or denied, and which office will communicate the next step. If the assistance division cannot see the case, ask where the inquiry should be routed and retain the referral details.

Follow up using the same reference number and a concise chronology. Repeatedly sending the entire application can create version confusion; send only the requested item and identify its original submission date. If you visit an office, bring copies and request a receiving stamp or other acknowledgment for anything delivered.
Escalate a denial or imminent legal deadline
A denial is not the same as a delayed status update. For a covered VAT claim, the cited BIR digest identifies a 30-day period after receipt of a full or partial denial to appeal to the Court of Tax Appeals. Because filing requirements and jurisdictional consequences are technical, consult a qualified Philippine tax professional immediately rather than waiting for an informal message or assuming the Portal entry is a legal decision.
The same caution applies when another refund category has an approaching deadline. The correct appeal or administrative remedy depends on the claim type, the decision issued and the current rule.

The BIR warns the public against fraudulent tax refund schemes circulating through Viber and other messaging applications. Common warning signs include an unsolicited promise to release a refund for a fee, a request for your Portal password or one-time code, pressure to click an unfamiliar link, and a demand for bank or identity information before the BIR has authenticated your case.

When does the VAT 90-day period start?
The cited rule measures it from submission of the official receipts or invoices and other supporting documents, and the practical reference point is the BIR-accepted complete-submission date. Ask the processing office to confirm that date if your first delivery was incomplete.
What is the VAT filing deadline mentioned by BIR?
The cited 2025 Citizen’s Charter states a two-year filing period after the close of the taxable quarter in which the relevant sales were made for the described VAT claims. That is an eligibility filing window, not the expected time for processing.
What if my VAT refund is denied?
Obtain the written decision and preserve proof of when you received it. The RMO No. 23-2023 digest states that a full or partial denial may be appealed to the Court of Tax Appeals within 30 days after receipt. Because the remedy is technical, seek qualified Philippine tax advice immediately.

It can help identify the appropriate status channel or route an inquiry. The processing office handling the file is the place to ask about completeness, review, approval or denial. Ask the assistance representative for the responsible unit and retain any referral details.
How can I tell whether a refund message is genuine?
Do not trust unsolicited Viber or other messaging-app offers, fee demands or requests for credentials. Navigate independently to the official BIR website, verify contact details on its current Contact Us page and communicate only through an official channel.
The bottom line
Use the BIR Taxpayer Portal to verify filed returns, payments, ledgers and reminders, but do not treat it as a confirmed refund-case tracker. The reliable next step is to use your acknowledgment and complete-submission date to contact the BIR office handling the claim, or a current official BIR assistance channel, and ask where the case stands and whether anything remains outstanding. Apply the 90-day and two-year figures only to the covered VAT rules, and act quickly if a written denial or other legal deadline is involved.
