Use the official tool for the property’s jurisdiction first: the incorporated City of Miami and Miami-Dade County (including unincorporated areas) maintain separate mapping and application systems. City parcels are best checked through the City’s GIS Applications Portal, Zoning Interactive Tool or MuniMap, with Miami 21 as the controlling zoning code and atlas. County and unincorporated parcels are checked through the Miami-Dade Land Management Map or Land Information Viewer. For development records, use the City’s ePlan/ProjectDox workflow or the County’s EnerGov Zoning Self-Service Portal. County cases finalized before September 12, 2016 are in the historical Zoning Hearing Track instead.
Online maps are excellent for research, but a map color, screenshot or PDF is not a legal zoning determination. For a purchase, permit, financing decision or dispute, obtain written verification from the responsible department.

1. Identify the property’s jurisdiction before opening a map
“Miami” can mean the incorporated City of Miami, another municipality inside Miami-Dade County, or unincorporated Miami-Dade. Those governments use different zoning maps, parcel databases and application trackers. Searching the wrong system can produce a missing record or a map that looks plausible but does not govern the parcel.
How to tell which government applies
- For land inside the incorporated City of Miami, begin with the City of Miami GIS Applications Portal. The portal links to the City’s zoning WebGIS, eMap, open GIS data and address-based services.
- For unincorporated land or countywide research, begin with Miami-Dade County’s Online Services directory. It links to the Land Management Map, property-zoning lookup, Citizen Self-Service Portal, pre-application status and zoning records.
- If the address is in a separate municipality within Miami-Dade, check whether the map identifies a municipal zoning layer. County viewers can show both County and municipal information, but the municipality’s own code and department may control the development decision.
Record the jurisdiction you used in your notes. If a parcel sits near a municipal boundary, confirm the boundary with the parcel and municipal layers before relying on a zoning district.

2. Choose the right official tool
| Tool | Government and coverage | Best use | Typical search |
|---|---|---|---|
| City GIS Applications Portal | City of Miami | Gateway to City zoning, maps, open data and address services | Street address or parcel |
| Zoning Interactive Tool | City of Miami | Miami 21 zoning, Future Land Use, historic-preservation, NET Area and commission-district layers | Address or parcel |
| MuniMap | City of Miami | Parcel-level regulations, allowed uses, development capacity and 3D zoning massing | Address or parcel |
| Land Management Map or Land Information Viewer | Miami-Dade County and unincorporated areas | County zoning, municipal context, parcels, land records and related environmental or infrastructure layers | Address, landmark or folio |
| EnerGov Zoning Self-Service Portal | Miami-Dade County | County zoning applications filed on or after September 12, 2016, plus cases that were pending on that date | Application details, address or parcel information offered by the portal |
| Zoning Hearing Track | Miami-Dade County historical records | Applications that reached a final determination before September 12, 2016 | Section-township-range (STR) or folio number |
3. Check a City of Miami zoning map
Step 1: Open the City’s GIS Applications Portal
Use the City portal as the starting point rather than an unlabeled third-party map. Select the zoning interactive map or MuniMap from the City’s linked applications. The portal is also useful when you need the City’s eMap, open GIS data or an address-based service in addition to zoning.
Step 2: Search for the parcel
- Enter the complete street address, including the street number and directional or street-type information when applicable.
- If the address search fails, search by the parcel or folio identifier shown on a tax record or prior planning document.
- Zoom to the parcel and confirm the map highlight matches the building or lot you intend to research. Neighboring parcels can have different districts or overlays.
Step 3: Turn on the layers that answer your question
The City’s Zoning Interactive Tool is described by the Planning Department as showing Miami 21 zoning, Future Land Use, historic-preservation layers, NET Area and commission districts. Enable only the layers relevant to your question first; too many layers can obscure the parcel boundary.
- Miami 21 zoning: identifies the district applied to the parcel under the City’s form-based code.
- Future Land Use: provides the adopted land-use designation, which may not be identical to the zoning district.
- Historic preservation: flags a historic district or related layer that can add review requirements.
- NET Area and commission district: provide neighborhood and elected-district context for follow-up with the right office.
Step 4: Use MuniMap for parcel-level detail
MuniMap is described as free and requiring no registration. Its parcel view can show zoning regulations, allowed uses, development capacity and three-dimensional zoning massing. Use those displays to frame questions about height, setbacks, intensity or permitted uses, then read the applicable Miami 21 provisions rather than treating a summary panel as the code itself.

Step 5: Check the official Miami 21 service
The City’s ZoningMiami21 ArcGIS service is the official Miami 21 zoning map. It includes primary zoning, setbacks, special-area plans, design guidelines and transit-related layers, and is maintained by City GIS and Planning teams. When a parcel appears to have an overlay or special-area designation, inspect those layers and note the layer name and date shown by the service.

What to save from a City map
- Property address and parcel identifier.
- Primary Miami 21 district.
- Future Land Use designation.
- Historic-preservation, special-area, transit or design-guideline overlays.
- Any displayed setbacks, allowed-use or development-capacity information.
- The map’s access date and a screenshot or exported view showing the parcel boundary and active layers.
Saving the layer names matters because two screenshots with the same parcel can answer different questions when different overlays are turned on.
4. Check a Miami-Dade County or unincorporated parcel
Step 1: Open the Land Management Map or Land Information Viewer
Use the Miami-Dade Land Management Map or Land Information Viewer for countywide and unincorporated research. The Land Information Viewer is designed to combine mapping with the databases used in land-development review, so it is useful when zoning must be considered alongside parcel, environmental or infrastructure information.
Step 2: Search by address, landmark or folio
- Search the street address. Include the municipality or ZIP code if the viewer offers those fields and several matches are returned.
- If the address is not recognized, search for a nearby landmark and then pan to the parcel.
- Use the folio number from a tax bill or property record when an address search produces multiple structures or a vacant parcel.
- Click the parcel and verify that the selected polygon corresponds to the legal lot, not an adjacent road, tract or condominium common area.
Step 3: Enable the layers needed for the decision
Turn on County Zoning and Municipal Zoning layers where available. Add parcels and land records to establish the lot identity. For development screening, add environmental or infrastructure layers relevant to the question, such as drainage, protected areas or utility context when those layers are available in the viewer.
County and municipal layers serve different purposes. A County Zoning layer can describe unincorporated regulation, while a Municipal Zoning layer provides context for a parcel inside a city. Do not assume that a countywide color or a municipal label alone resolves which code applies.

Step 4: Read the parcel information panel
Capture the displayed zoning designation, folio, jurisdiction, land-use information and any linked record identifiers. If the viewer links to a land-development record, open that record separately and save its case number and status date. The viewer warns that data are periodically updated and may not reflect the current file, so the access date belongs in your notes.
5. Find City of Miami development and zoning applications
City online planning workflow
The City Planning page says applicants can apply online, upload plans and drawings, monitor an application through plan review, and view corrective comments and markups. These functions are useful to both applicants and people researching a proposed project near their property.
- Start from the City Planning or Zoning page and open the online application or ePlan information.
- Search using the address, folio or application details requested by the portal.
- Open the matching record and confirm the project address, applicant or description before treating it as the property you want.
- Record the application number, filing date and current status date.
- Review plan-review comments, corrective items and markups when the portal makes them available. A comment or correction is not the same as an approval.
ProjectDox and special permits
The City Zoning page identifies ProjectDox as the starting point for special permits such as waivers, covenants and alcohol reservations, and it provides links to ePlan information. If the project involves one of those approvals, search the ProjectDox workflow rather than relying only on the general map.

Keep separate notes for the zoning district and the application. A parcel can have a valid zoning district while a proposed use, waiver or design detail remains under review.

6. Find Miami-Dade County zoning applications
Use EnerGov for current and recent cases
Miami-Dade’s Zoning Self-Service Portal, powered by EnerGov, covers applications filed on or after September 12, 2016. It also covers applications that were still in progress on that date. Search using the address, folio or other case information the portal requests, then verify the returned address and applicant before opening documents.
- Open the County Zoning Self-Service Portal/EnerGov entry from the County’s online services directory.
- Search for the property using the most precise identifier available, preferably the folio when addresses have changed.
- Filter or sort results by filing date and status if those controls are offered.
- Open the case record and save the application number, project description, filing date, status and latest status date.
- Read attached notices, conditions or hearing information. A pending case can change, so note the date of every status you rely on.
Use the historical Zoning Hearing Track for older finalized cases
The historical tracker is for applications that reached a final determination before September 12, 2016. Its map search accepts a section-township-range (STR) identifier or folio number. If an older case does not appear in EnerGov, search the historical tracker using the folio first, then try the STR when you have it.
The cutoff is based on the case’s status at that date: a case finalized before September 12, 2016 belongs in the historical tracker, while a case that was still pending then belongs in EnerGov even if it was filed earlier.
7. Build a reliable zoning and application record
For a property purchase, loan file, permit strategy or neighborhood review, create one record that joins the map result to the application result. Use this checklist:

- Comfortable Non-Slip Grip:The ergonomic pen barrel has a soft rubberized coating for a comfortable, non-slip grip, so you won't get fatigued even after long hours of writing.
- Jurisdiction: City of Miami, Miami-Dade unincorporated area or another municipality identified in the viewer.
- Property identity: full address, folio or parcel number and the map date.
- Zoning: primary district, Future Land Use designation and every relevant overlay.
- Application: case or application number, project description, filing date, current status and status date.
- Evidence: saved map view, active layer names, linked documents and any hearing notice.
- Follow-up: the department or portal contact needed for written confirmation.
Do not merge records for adjacent parcels. Development applications may cover a group of lots, while a zoning layer may display each lot separately. Match the folio and legal parcel boundaries before concluding that an application affects a particular address.
8. Understand what online maps can—and cannot—prove
GIS layers are research aids
Interactive maps and color-coded PDF maps help locate districts, overlays and parcels, but they are not, by themselves, a legal opinion. Miami-Dade describes its countywide PDF as a representational map and disclaims accuracy, timeliness and completeness. The Land Information Viewer similarly warns that its data are periodically updated and may not reflect the current file.
The code and written verification control consequential decisions
Use the map to identify the likely district and the questions to ask. Then read the applicable Miami 21 or County provisions and request written zoning verification from the relevant City or County department when the result affects a purchase, permit, financing, development budget or legal position. A written response can address boundary questions, overlays, vested rights, pending amendments or records that an interactive layer has not yet incorporated.

- Confusing Future Land Use with the current zoning district.
- Reading a county layer as if it were the governing municipal code.
- Assuming a proposed application is approved because plans are visible online.
- Using a historical case tracker for a case that was still pending on September 12, 2016.
- Relying on an old screenshot without checking the map or case status date.
- Ignoring special-area, historic-preservation, transit or design-guideline overlays.
9. Troubleshoot the most common search failures
The address returns no result
Try the folio or parcel number, remove the unit number, and search a nearby landmark before zooming to the lot. Confirm spelling, directional prefixes and street types. If the parcel is newly created or recently renumbered, compare the current tax record with an older application address.
The map shows several jurisdictions
Turn on parcel boundaries and municipal boundaries, then click the exact polygon. A countywide viewer may display County Zoning and Municipal Zoning simultaneously. Use the layer that corresponds to the parcel’s actual jurisdiction and contact that government if the boundary remains unclear.
The application is missing
Check the date rule first. County cases finalized before September 12, 2016 are in the historical Zoning Hearing Track; cases filed on or after that date, and cases still pending on that date, are in EnerGov. For City records, try the City’s address, folio or application-number search and then review the ePlan or ProjectDox workflow when the project type calls for it.
The zoning and project description seem inconsistent
Confirm that you selected the right parcel and that you have enabled overlays and Future Land Use. A project can request a waiver, covenant, alcohol reservation or another special approval that is not apparent from the base district. Save the case documents and ask the responsible department to explain any conflict before making a financial commitment.

10. A practical decision path
- Locate the government: City of Miami GIS Applications Portal for incorporated City parcels; Miami-Dade Online Services for County or unincorporated research.
- Identify the parcel: search by address, then confirm with the folio or parcel boundary.
- Read the zoning: enable the base district and relevant Future Land Use, historic, special-area, transit or design layers.
- Search applications: City ePlan/ProjectDox for City workflows; County EnerGov for current and recent County cases; historical Zoning Hearing Track for County cases finalized before September 12, 2016.
- Document the result: save the jurisdiction, parcel, district, overlays, case number, status date and source view.
- Verify before acting: obtain written confirmation from the applicable department when the information will influence a purchase, permit, loan or legal decision.
