First confirm your access rights under the condominium’s jurisdiction and governing documents. Then request a dated, comparable document set, reconcile actual spending to the budget, test reserve funding against upcoming work, and use the minutes to trace approvals, delays and assessments. A discrepancy is a reason to ask a precise written question—not proof of misconduct.
Start with the access rules, not the numbers
Condo-record rights depend on location and on who is asking. An owner, prospective purchaser, mortgagee and authorized agent may have different entitlements. Some laws distinguish “core” records that must be readily available from non-core records that may have different deadlines, fees or retention periods. Closed-session, privileged, personnel, negotiation and private owner information may be withheld or redacted.

Before sending a request, identify:
- The condominium’s state, province or other governing jurisdiction.
- Your status (owner, buyer, lender, attorney-in-fact or another authorized requester).
- The declaration, bylaws, rules and any record-request procedure.
- The required request form, delivery method, response deadline, inspection and copying fees, electronic-delivery options, retention periods and exemptions.
The declaration, bylaws and rules operate alongside the statute and can set governance procedures, subject to applicable law. The Condominium Authority of Ontario’s governing guide, for example, explains how those documents shape board governance and separates core records—such as the current fiscal-year budget and recent minutes—from non-core material that can include most financial records and older minutes.

Deadlines are not portable between jurisdictions. Maryland Real Property § 11-116, for example, provides 21 days for statements or minutes prepared within the preceding three years and 45 days for older material. Utah’s records procedure describes a ten-business-day response deadline. Those examples do not establish a deadline where your condominium is located.

Request a complete, usable document set
Asking for “the finances” produces an incomplete snapshot. Request records by name, period and status (draft or approved), and ask for the supporting schedules that your local law permits you to inspect.
Core documents to request
- The most recent approved annual budget, including operating and reserve contributions.
- The latest financial statements or financial report, with the fiscal period and preparation date.
- Approved board minutes and owners’ meeting minutes for the recent period.
- The current reserve study or reserve analysis and its latest summary.
- Several prior years of statements, budgets and minutes, if available and accessible.
- The declaration, bylaws, rules and any amendments that affect assessments, borrowing, records or reserve funding.
Supporting records, where access is allowed
- Monthly or quarterly income-and-expense statements.
- Balance sheets, budget-to-actual reports and reserve-account balances.
- General-ledger detail, bank statements and transaction listings.
- Contracts, invoices, receipts and change orders for material work.
- Audit, review or compilation reports, including the period covered and preparer.
- Proposed budgets, assessment notices and documents presented when a project or special assessment was discussed.
Florida’s 2026 condominium statute is an example of a law that enumerates detailed receipts and expenditures, bank statements, ledgers, invoices, transaction receipts, audits, reviews and financial reports among official records. That list is a useful model for a focused request, but it does not give a requester in another jurisdiction the same entitlement.
Keep a tracking sheet with four columns: document name, fiscal period, prepared or approved date, and status (received, missing, draft or final). A gap may reflect retention or access limits rather than a violation; Ontario, for example, treats recent minutes and the current budget differently from older minutes and most financial records.

Read the financial statements in a consistent order
1. Income and expenses: compare actuals with the adopted budget
Put the approved budget beside the statement for the same period. Mark large or repeated variances and classify each one as timing, an emergency, a changed contract, an amended budget or unexplained. A year-to-date comparison is more useful than comparing a monthly figure with a full-year budget.

| What to compare | Question to ask | Useful follow-up record |
|---|---|---|
| Assessment income | Does collected income match the number of units, approved rates and any delinquency disclosure? | Assessment schedule, receivables aging or collection report, where available |
| Utilities and routine services | Is the variance seasonal, rate-driven or caused by a contract change? | Invoices, contract and prior-period statements |
| Repairs and maintenance | Was the work planned, emergency, deferred or charged to reserves? | Work authorization, invoices, bids and related minutes |
| Insurance, legal and management costs | Did renewal, litigation or a new service agreement change the cost? | Policy or engagement summary, contract and approval record |
| Reserve transfers and capital spending | Were contributions and withdrawals made as the reserve plan and budget state? | Reserve schedule, bank statement and project ledger |
Repeated operating deficits deserve an explanation: a documented budget amendment, a scheduled assessment increase or another corrective action. They do not, by themselves, prove insolvency or wrongdoing.
2. Balance sheet: follow the position over time
Review cash, receivables, payables, debt and fund balances as reported. Compare the same categories across at least two periods. Ask whether receivables are rising, whether unpaid bills or loans are disclosed, and whether operating cash is being used for capital work. Request supporting schedules when the governing law permits it.
Do not treat a balance-sheet total as self-authenticating. Check the statement date, accounting basis and whether it is unaudited, reviewed or audited. A limited owner inspection is not an audit and cannot provide the assurance of one.
3. Separate operating money from reserves
Operating funds pay recurring costs such as insurance, utilities and management. Reserve funds are intended for major repair and replacement. Determine whether the statements identify transfers, interest, restricted balances and reserve expenditures separately. If funds are pooled, ask how the records allocate them.

4. Test selected transactions
Select a few material or unusual expenses and trace each from the statement to the ledger and, where permitted, to an invoice, contract, receipt or bank entry. Check that the vendor, date, amount and description agree. A missing document can have a lawful explanation—retention rules, privacy restrictions or a closed-session matter—so ask what alternate record is available.
5. Identify the level of financial assurance
Record whether the latest report is an audit, review, compilation or unaudited statement, who prepared it and which period it covers. Do not assume every condominium must obtain an audit. Requirements can depend on local law, unit count, governing documents or an owner vote. Utah guidance specifically advises examining the governing documents for an audit requirement and describes reserve analysis as the closest thing to a required financial review in that state context.
Use the reserve analysis to test future costs
A reserve balance in isolation cannot show whether funding is adequate. Read the reserve study or analysis beside the budget and statements. Utah’s guidance describes a reserve analysis as addressing components, useful lives, estimated costs, annual contribution needs and a funding plan.
Extract the reserve plan’s key fields
- Each component: roof, elevators, façade, paving, plumbing, mechanical equipment and other major assets.
- Expected useful life and anticipated replacement or major-repair date.
- Estimated current or future cost and the assumptions behind it.
- Current reserve balance, planned contributions, transfers, interest and withdrawals.
- Funding method and any stated assumptions about inflation, investment earnings or borrowing.
Match the plan to actual board decisions
- List the next major components and their projected dates and costs.
- Compare the planned annual contribution with the adopted budget and recent statements.
- Search the minutes for bids, approvals, deferrals, loans, assessment increases and special-assessment discussions involving those components.
- Check later statements for the approved work, reserve withdrawal or change in funding.
- Ask for a written explanation when the plan, budget and decisions do not line up.
For example, a roof listed for replacement in a reserve analysis but repeatedly deferred in minutes may indicate a funding or planning issue. It does not establish that the board acted improperly; it tells you which decision, cost estimate and updated schedule to request.

Read meeting minutes as a decision timeline
Use approved minutes whenever possible and label drafts as drafts. Minutes are not a complete transcript, but they can connect financial figures to the board’s actions.
Search for recurring risk and cost topics
- Water intrusion, elevators, roofs, façades and other major repairs.
- Insurance renewals, deductibles, claims and coverage changes.
- Contracts, bids, vendor changes and change orders.
- Litigation, engineering reports and legal advice.
- Reserve funding, borrowing, assessment changes and special assessments.
- Deferred maintenance, unresolved inspections and promised follow-up.
Capture five facts for each material decision
- The meeting date and whether the minutes were approved.
- The motion, vote or recorded action.
- The financial consequence: budget line, contract value, reserve draw, loan or assessment.
- The person or committee assigned to follow up and the stated deadline.
- The later outcome in a subsequent set of minutes or statement.
Compare this timeline with the budget and statements. A project approved in minutes should eventually appear in a contract, invoice, reserve withdrawal, operating expense or assessment decision. If it does not, ask whether it was postponed, cancelled, paid from another fund or still pending.
Some omissions are lawful. Washington RCW 64.90.495 lists executive-session records, privileged communications, personnel matters and negotiation material among records that may be redacted or withheld. Maryland’s statute also protects specified categories. Missing details alone do not establish concealment.

When a figure does not reconcile, identify the document, period, amount and related decision. Request an explanation or supporting record permitted by local rules, keep the tone factual and retain both the request and response. Utah guidance recommends seeking a written explanation at an open meeting when records do not reconcile.

- Which approved budget and financial statements cover the period I am reviewing?
- Can you explain this variance between the adopted budget and actual spending, and identify the related approval or contract?
- What is the current reserve plan, and how do planned contributions compare with the next major repair or replacement costs?
- Was this project approved, deferred or cancelled, and where is that decision reflected in the minutes?
- Is an audit or independent review required by the governing documents or applicable law, and what report has been completed?
- If this record is unavailable, what retention or access rule applies, and is there an alternate record I may inspect?
Ask one issue per numbered question. That makes it easier for the manager or board to identify the relevant record and for you to document an incomplete response.
Warning signs that merit clarification
- Repeated operating deficits without a documented response.
- Reserve contributions that differ from the stated plan without an explanation.
- Major repairs repeatedly deferred while the reserve study shows an approaching useful-life deadline.
- Significant expenses with no clear connection to a budget, contract or recorded decision.
- Unexplained changes in owner assessments or a new special assessment.
- Statements, budgets and minutes that use inconsistent reporting dates or periods.
- Missing records where the board cannot identify an applicable retention, privacy or exemption rule.
These are prompts for verification, not a universal fraud checklist. Confirm that records are complete, approved and based on comparable periods before drawing conclusions.
How to handle access disputes and professional review
If a request is denied or incomplete, ask the board or manager to identify the specific statutory exemption, governing-document provision, fee or retention rule. Request inspection instead of copies if the law permits it, and ask whether a redacted version or alternate record is available. Follow the jurisdiction’s escalation process rather than relying on a deadline from another state or province.
For a purchase, refinancing decision or complicated reserve problem, an independent condo-document review by a qualified professional can help interpret records. Licensing, scope and availability vary by location; clarify whether the person is providing accounting, legal, engineering or general document-review services.
A practical review checklist
- Confirm jurisdiction, requester status and governing documents.
- Verify the request form, deadline, fees, exemptions and retention rules.
- Collect the approved budget, financial reports, minutes and reserve analysis.
- Obtain supporting ledgers, contracts, invoices and reports where allowed.
- Record each document’s period, preparation date and approval status.
- Compare actual income and expenses with the same-period budget.
- Review cash, receivables, payables, debt and fund balances across periods.
- Separate operating activity from reserve contributions and withdrawals.
- Match reserve components and projected costs to budgets and board decisions.
- Build a timeline of approvals, deferrals, assessments, contracts and follow-up.
- Send precise written questions and preserve the responses.
- Escalate only through the process allowed by the condominium’s jurisdiction.
What a sound review can—and cannot—tell you
This process can reveal whether the board’s stated budget, reported transactions, reserve plan and recorded decisions are internally consistent. It can identify questions about funding, deferred work, assessments and missing support.
It cannot turn a buyer or owner into an auditor, guarantee that a reserve balance will cover every future cost, or establish misconduct from one unexplained variance. Legal access, accounting practices, reserve assumptions and meeting-minute detail differ by jurisdiction. The strongest conclusion is a documented one: which record you reviewed, what does not reconcile, what rule governs access, and what explanation or follow-up remains outstanding.
