Cancel an e-way bill only when the consignment was not transported, or was not transported in accordance with the bill, and do so within 24 hours of generation. The generator cannot cancel it after a proper officer has verified it in transit. If the goods are genuinely delayed, the current transporter should use the portal’s Extend Validity facility, enter the real reason and present movement details, and keep evidence of the delay. An expired bill is not automatically harmless: the official FAQ says goods should not be moved after validity expires, and a contravention can lead to detention or seizure under section 129 of the CGST Act.
Cancellation, correction, extension and post-expiry movement are different compliance situations. Choosing the wrong remedy can leave the original error unresolved or expose the consignment and conveyance to enforcement action.

Cancel, extend or stop: choose the correct remedy
An e-way bill cannot be deleted from the system. Cancellation removes its operational validity only when the statutory conditions and deadline are met. Extension is for a consignment that is still moving but has been held up by an exceptional event. It is not a way to rewrite an incorrect bill or make an ordinary late delivery automatically compliant.

The 24-hour cancellation rule appears in the official e-way bill FAQ and the CGST Rules. The eight-hour-before/after window is described by National Informatics Centre (NIC) e-Way Bill System API documentation. The statutory rule text available from the Central Board of Indirect Taxes and Customs (CBIC) uses different wording, discussed below, so keep the system instruction and the legal text distinct.

When cancellation is permitted
Two qualifying reasons
The generator may cancel within 24 hours from generation when either the goods were not transported at all or the goods were not transported according to the particulars in that e-way bill. This covers a shipment that was abandoned, a consignment that was replaced before dispatch, or a movement whose details no longer correspond to the submitted bill.
Cancellation is not a general “delete” button. It should not be used merely to erase a compliance history, avoid an inquiry, or conceal that a consignment already moved. If an officer has verified the bill in transit, the portal FAQ and Rule 138 do not permit cancellation.
Cancellation after a data mistake
The portal FAQ states that submitted information cannot be edited in place. If the bill contains a wrong vehicle number, address, document reference, value or other detail, cancel it only if the shipment meets the cancellation conditions and the 24-hour deadline still applies. Then generate a fresh e-way bill with correct information before movement continues.
Do not treat every typo as permission to cancel. First establish whether the goods have moved, whether the movement still matches the bill, and whether an in-transit verification has occurred. If any of those facts make cancellation unavailable, preserve the original bill and obtain case-specific compliance advice rather than trying repeated cancellation attempts.
How to cancel an e-way bill
- Confirm eligibility. Check the generation timestamp, whether the goods were transported, whether the movement matched the bill and whether a proper officer has verified it in transit.
- Sign in to the official e-Way Bill System. Retrieve the bill using the system’s e-way bill records and open the cancellation function for that number.
- Submit the cancellation within 24 hours. Use the portal’s displayed cancellation option and provide the reason requested by the system. Do not submit a reason that does not describe the actual movement.
- Verify the status. Save the cancellation confirmation, the bill number, generation time and cancellation time. A screen that merely shows a failed attempt is not proof of cancellation.
- Generate a replacement bill when movement will take place. Enter the correct transaction and transport particulars in a new bill and ensure the transporter and driver have the new document or number before dispatch.
Keep both the cancelled bill and replacement bill in the shipment file. The pair explains why two numbers exist and helps reconcile invoices, delivery documents and transport records during an audit.
How to extend validity for an exceptional delay
When extension is appropriate
Extension is intended for a consignment that is genuinely in transit or held during its movement and cannot reach its destination before the displayed validity ends because of an exceptional circumstance. The official FAQ gives examples including a natural calamity, law-and-order disruption, trans-shipment delay and an accident involving the conveyance. Its examples also address a vehicle breakdown and goods held at a warehouse.

The reason must describe what actually happened. “Delay” by itself does not establish an exceptional event, and extension is not guaranteed merely because the request is submitted.

The FAQ identifies the transporter currently carrying the consignment at the time of expiry as the person who should use Extend Validity. NIC API documentation says the current transporter may extend; where no transporter is assigned, the generator may be able to submit the request. The system validates the identity associated with the e-way bill, so an earlier transporter who no longer has the goods should not make the request simply because that party generated the bill.
Information required
The extension flow requires the e-way bill number and movement information, including:
- the reason and a description of the exceptional event;
- the present location of the goods;
- the approximate distance remaining; and
- the current Part B transport details.
Part A cannot be changed through this procedure. If the transaction, consignor, consignee or other Part A information is wrong, extension is not a substitute for the cancellation-and-new-bill route, and cancellation may already be unavailable because of the 24-hour limit or in-transit verification.
Portal window and statutory wording
NIC’s current API documentation describes an operational window beginning eight hours before expiry and ending eight hours after expiry. That is the system behavior to check when using the portal. The CBIC rule text available for Rule 138 says: “Provided also that the validity of the e-way bill may be extended within eight hours from the time of its expiry.” The first wording includes a pre-expiry period; the quoted statutory wording speaks of the period after expiry. Because the two official materials are not identical, treat the portal’s current acceptance window and the current consolidated rule as separate checks, and verify both before relying on a request.

- Check the displayed expiry time. Compare it with the consignment’s actual location and expected arrival, not merely the driver’s estimate.
- Confirm that the delay fits an exceptional circumstance. Record the accident, breakdown, natural event, law-and-order problem, trans-shipment hold or warehouse event while details are fresh.
- Have the current transporter sign in. Locate the e-way bill and select the portal’s Extend Validity option. If no transporter is assigned, check whether the generator is permitted to act under the system’s validation.
- Enter truthful particulars. Provide the reason and description, present location, approximate remaining distance and the current Part B transport details. Do not backdate a location or reuse an old vehicle number.
- Submit within the system window. The API documentation states eight hours before to eight hours after expiry and a restriction against extending beyond 360 days from generation.
- Save the result and supporting records. Retain the extension confirmation, timestamp, location evidence, repair or accident records, warehouse correspondence, trans-shipment documents and updated transport details.
What to do when expiry is approaching
Start the check before the last few hours. Compare the bill’s validity with the physical location of the goods, the route still remaining and any event that has interrupted movement.

- If delivery will occur on time, keep the existing bill and transport records together.
- If an exceptional delay makes timely delivery unlikely, prepare the current transporter’s extension request while the portal window is open.
- If the vehicle, route or transport leg has changed, confirm that Part B reflects the current movement before submission.
- If the issue is an incorrect Part A detail, do not expect the extension function to repair it.
- If a proper officer has already verified the bill, do not attempt cancellation; preserve the verification details and obtain advice on the next lawful step.
Extension is an active request, not an automatic renewal. A successful submission should show a resulting validity status or confirmation. Keep a copy rather than relying on a driver’s verbal assurance that the request was accepted.
What if the e-way bill has already expired?
The official FAQ says goods are not supposed to be moved once the e-way bill validity has expired, while also describing an extension facility for exceptional circumstances. That means expiry should be treated as a compliance stop, not as a routine grace period.
If the portal window is still available
Check whether the current transporter can submit the extension within the system’s stated period, enter the true location and reason, and provide current Part B details. Preserve evidence showing that the exceptional event caused the delay.

If the portal window has been missed
The reviewed official materials do not provide one universal cure for every missed extension. Do not backdate a request, invent a reason, continue moving solely because the destination is close, or issue a second bill that disguises the expired movement. Escalate the facts to the person responsible for GST compliance and obtain current professional advice before moving the goods. The appropriate response can depend on the location, tax status, documents, verification history and the current version of the law.
If the goods are already at a warehouse
Record the warehouse’s name and address, the date and time of arrival, the reason the goods are being held, the transporter in possession and the remaining distance. Those details correspond to the type of present-location information required in an extension request and create an auditable explanation if an officer asks why the consignment did not arrive on time.
Penalty exposure under section 129
There is no single universal “late e-way bill fine.” Section 129 of the CGST Act applies when goods are transported or stored in transit in contravention of the Act or rules. The CBIC text states that the goods and the conveyance used to carry them may be detained or seized.

How the statutory process works
- Detention or seizure. An officer may detain or seize the goods and conveyance when the transit contravention is identified.
- Notice. The owner or relevant person receives a notice setting out the applicable tax and penalty route.
- Opportunity to be heard. The statute provides an opportunity to explain the facts before an order is made.
- Release on the statutory terms. Release may require payment of the applicable tax and penalty calculated under the relevant provision, or provision of equivalent security. The calculation differs depending on whether the owner comes forward and whether the goods are exempt.
- Further proceedings after seven days. The CBIC text states that failure to pay within seven days of detention or seizure leads to further proceedings under section 130, subject to the statutory proviso concerning perishable or hazardous goods or goods likely to depreciate.
The amount therefore depends on the nature of the contravention, applicable tax and value, whether the owner comes forward, the status of the goods and the current statutory text. A claim that every expired bill attracts one fixed rupee amount is misleading.
Why exact amounts require current verification
The CBIC Act page used for this explanation may not be the latest consolidated version. Before advising on a detention, quoting a precise amount or deciding whether to provide security, verify the current section 129 wording and any applicable notifications or amendments. The figures of 24 hours, eight hours, 360 days and seven days are time limits or system restrictions, not a typical-fine statistic.

Shipment cancelled before dispatch
A consignor generates a bill, the customer cancels the order and the truck never leaves. The generator can use the cancellation facility within 24 hours, retain the confirmation and close the shipment file. If the customer later reorders, generate a new bill with the new transaction details.
Wrong vehicle number before the truck moves
A vehicle number is entered incorrectly and discovered within the first day. If the goods have not been transported according to that bill and no in-transit verification has occurred, cancel within 24 hours and generate a corrected bill. Do not edit the old record or carry both numbers without documenting which one is valid.
Breakdown during transit
A truck breaks down with the goods on board and cannot reach the destination before expiry. The current transporter should use Extend Validity, describe the breakdown, enter the actual location, estimate the remaining distance and provide the current Part B details. Keep repair invoices, photographs, roadside assistance records and the extension confirmation.

A flood, severe weather event or law-and-order restriction blocks the route. Record the route closure and the goods’ location, then submit the extension through the eligible transporter within the portal window. The reason should identify the event and its effect on the movement rather than simply stating “late.”

Trans-shipment delay
Goods are transferred between transport legs and the transfer takes longer than expected. The transporter holding the consignment at expiry should identify the actual location, remaining distance and current Part B details. Retain the trans-shipment documents so the movement history matches the request.
Officer verification has already occurred
A proper officer verifies the bill in transit after a data error is discovered. Cancellation is no longer available under the official rule. Do not generate a replacement bill as a way to erase the verified record; preserve the documents and obtain advice on responding to the verification or any detention notice.
Records and internal controls that prevent avoidable disputes
- Record generation time, validity expiry, transporter assignment and every subsequent status change.
- Use a dispatch checklist that compares Part A transaction details with the invoice and Part B details with the vehicle and transport document.
- Assign one person to monitor consignments approaching expiry and another to approve the stated exceptional reason.
- Require the current transporter to report a breakdown, accident, warehouse hold, route restriction or trans-shipment delay immediately.
- Save portal confirmations as well as the underlying evidence: repair bills, accident reports, warehouse acknowledgements, route notices, photographs and communications.
- Reconcile cancelled bills, replacement bills, invoices and delivery records so an auditor can follow the sequence without relying on oral explanations.
- Check the portal/API instructions and the consolidated CGST Rules and Act immediately before relying on a time window or statutory calculation, because interface behavior and legal text can change.
Common mistakes and how to correct them
Trying to delete a bill
There is no ordinary delete function. Use cancellation only when the goods were not transported or the movement did not match the bill, and only within 24 hours and before in-transit verification.
Using extension to change Part A
The extension flow does not change Part A. Resolve a transaction-data error through the permitted cancellation-and-new-bill route, if still eligible; otherwise obtain advice rather than altering the facts.
Letting the driver continue after expiry
The FAQ says movement should not continue after expiry. Check validity before departure and whenever a delay is reported. If the portal window has closed, stop and escalate instead of assuming a short distance or low-value consignment is exempt.
Entering a convenient rather than actual reason
An inaccurate reason or location undermines the extension request and the records supporting it. Describe the event, where the goods were, who had possession and how much distance remained.
Quoting a fixed penalty to management
Section 129 calculations depend on the facts and statutory route. Report the possible detention, tax, penalty and security exposure, not an invented universal late fee.
