How to Calculate the Five-Year Rule for Roth IRA Conversions and Withdrawals

By TheFinanceBase Team 10 min read

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Roth IRAs have two different five-year rules. The qualified-distribution clock starts on January 1 of the first tax year for which you contributed to any Roth IRA for yourself. A separate clock starts on January 1 of the tax year for each conversion. The first rule helps determine whether earnings can be distributed tax-free; the second determines whether taxable converted amounts withdrawn early may face the 10% additional tax. To calculate your result, identify the correct tax years, apply the IRS ordering rules, and then test the distribution against the applicable age, disability, death or first-home requirements.

This is a guide to federal U.S. rules. It is not a calculation of an individual tax liability; state treatment and current-year reporting details can differ.

The two Roth IRA five-year rules at a glance

The phrase “Roth IRA five-year rule” describes two separate tests. They have different starting dates, apply to different dollars and produce different consequences. Treating them as one five-year countdown is the most common source of mistakes.

Rule What starts the clock What it determines Important condition or consequence
Qualified-distribution period The first tax year for which you made a contribution to any Roth IRA established for your benefit Whether the five-year part of the qualified-distribution test has been met The distribution must also be made after age 59½, because of disability, to a beneficiary or estate after death, or for qualifying first-home expenses subject to the $10,000 lifetime limit
Conversion period Each conversion’s tax year, separately Whether an early withdrawal of the taxable part of that conversion may be subject to the 10% additional tax Apply the IRS distribution-ordering rules; an exception can eliminate the additional tax

The IRS describes the second rule in Publication 590-B (2025): “A separate 5-year period applies to each conversion and rollover.” A conversion can therefore have a clock that is still running even when your qualified-distribution clock ended years ago.

How to calculate the qualified-distribution five-year period

Step 1: Find your earliest Roth IRA contribution tax year

Start with the first tax year for which you made a contribution to any Roth IRA for your own benefit. The clock belongs to you as the account owner, not to a particular account. Opening a second Roth IRA does not create a new qualified-distribution period, and moving money between Roth IRAs does not restart it.

Use the contribution’s tax year, not necessarily the calendar date on which the money left your bank account. For example, if you make a contribution by the filing deadline in 2025 and designate it for tax year 2024, the qualified-distribution clock uses 2024.

Step 2: Count five tax years from January 1

The period begins on January 1 of that first contribution tax year. If your first Roth contribution was for 2024, the five-tax-year period runs through 2028. January 1, 2029, is the point at which five years have elapsed for this part of the test.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is not a five-year wait measured from the day of the deposit. A contribution made on December 31, 2024, and one designated for 2024 but made in early 2025 both use the 2024 tax year for the qualified-distribution clock.

Step 3: Test the second requirement

Finishing the five-year period does not, by itself, make every Roth IRA withdrawal qualified. Under the IRS definition, the distribution must also satisfy one of the qualifying conditions: you are at least age 59½, you are disabled, the payment is made to a beneficiary or estate after your death, or the distribution is used for qualifying first-home expenses within the $10,000 lifetime limit.

Both parts matter when earnings are involved. A withdrawal after the five-year period but before age 59½, without another qualifying condition, can fail the qualified-distribution test even though the first clock has ended.

How to calculate the separate five-year period for each conversion

Step 1: List every conversion and its tax year

Make a separate line for each Roth conversion or qualifying rollover. Record the conversion tax year and the amount that was taxable when converted. Do not combine all conversions into one personal five-year date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Each conversion period begins on January 1 of its conversion tax year, even when the transaction occurred later. A conversion completed on February 25, 2025, has a conversion clock beginning January 1, 2025. The five-year period is measured from that tax-year start, not from February 25.

Step 2: Identify the end of each conversion period

For a 2025 conversion, count the five tax years beginning in 2025. The period covers 2025 through 2029; January 1, 2030, is five years after the start for purposes of this clock. Repeat the calculation independently for every later conversion.

Step 3: Ask which conversion dollars the withdrawal reaches

The conversion rule applies only if the distribution is treated as coming from a conversion whose five-year period is still open. A withdrawal from the account during that period is not automatically a taxable conversion withdrawal. You must first apply the IRS ordering rules described below.

If the distribution reaches the taxable part of a conversion still inside its five-year period, that amount may be subject to the 10% additional tax. The additional tax is not the same as ordinary income tax on earnings, and it does not automatically apply to every dollar withdrawn before five years. An applicable exception can remove it.

Apply the Roth IRA distribution-ordering rules before calculating the consequence

For a nonqualified Roth IRA distribution, the IRS treats dollars as distributed in a set order. The ordering determines whether your withdrawal reaches a conversion and, if so, which conversion year.

  1. Regular contributions come out first. Your direct Roth contributions are distributed before conversion or rollover amounts and before earnings.
  2. Conversion and rollover contributions come next. These are generally applied first-in, first-out, meaning the earliest conversion year is reached before later years. Within an individual conversion, the taxable portion is treated as distributed before the nontaxable portion.
  3. Earnings come out last. Earnings are reached only after the contribution and conversion categories have been exhausted under the ordering rules.

This ordering is performed across your Roth IRAs rather than account-by-account in the way many people intuitively track withdrawals. Keep complete records of contributions and conversions so you can determine which category a distribution uses.

Why ordering changes the answer

Suppose you contributed $18,000 directly over several years and later converted $12,000 of taxable traditional-IRA money. A $10,000 withdrawal is generally allocated first to the $18,000 of regular contributions. It does not reach the conversion, so the conversion five-year rule is not the issue for that withdrawal. A later withdrawal that exhausts contributions can reach the conversion category, beginning with the earliest conversion year and its taxable portion.

The same account balance can therefore produce different results for two taxpayers who withdraw the same amount. Their contribution totals, conversion years and taxable portions may differ, changing which dollars the ordering rules identify.

  • A regular contribution designated for tax year 2024.
  • A Roth conversion completed in tax year 2025.

The qualified-distribution clock associated with the regular contribution starts January 1, 2024, because the contribution is for 2024. The conversion clock starts January 1, 2025, because the conversion belongs to tax year 2025. The two clocks are already different even though the transactions occurred on the same day.

Under the qualified-distribution test, the first clock reaches five years on January 1, 2029. Under the conversion test, the 2025 conversion period reaches five years on January 1, 2030. If a distribution reaches taxable dollars from that conversion before the conversion period ends, the 10% additional-tax analysis remains relevant even though the qualified-distribution clock began a year earlier.

Worked examples using the ordering rules

Example 1: A withdrawal covered by regular contributions

You have $25,000 of regular Roth contributions, a $10,000 taxable conversion from 2025 and $4,000 of earnings. You withdraw $8,000 in 2027.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The first $8,000 is allocated to regular contributions. Because contributions are distributed first, the withdrawal does not reach the 2025 conversion or earnings. The conversion clock may still be running, but it does not control this particular $8,000 distribution.

Example 2: A withdrawal reaches a recent taxable conversion

You have exhausted your regular contributions. Your remaining Roth IRA dollars include a $6,000 taxable conversion from 2025 and later earnings. You withdraw $4,000 in 2027.

With no regular contributions left, the distribution reaches conversion dollars. The taxable part of the 2025 conversion is distributed before its nontaxable part. Because the 2025 conversion period has not yet ended, the $4,000 may be subject to the 10% additional tax unless an exception applies.

Example 3: A conversion clock has ended, but the qualified test still fails

Assume a taxable conversion was made for 2018, so its five-year period has ended. You are age 45 and withdraw converted dollars in 2026. The conversion-specific five-year issue is no longer open for that conversion, but age 45 does not satisfy the age condition for a qualified distribution. If the distribution includes earnings and no other qualifying condition applies, it may still fail the qualified-distribution test.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Example 4: The qualified clock has ended, but a newer conversion clock is open

Assume your first Roth contribution was for 2015, so the qualified-distribution five-year period ended long ago. You make a new taxable conversion in 2025 and withdraw converted dollars in 2027. Your account-level qualified clock is complete, but the 2025 conversion clock is still running. The newer conversion can therefore create a 10% additional-tax issue for the taxable converted amount, subject to exceptions.

What “qualified” means for earnings versus converted amounts

The qualified-distribution rule is principally a test for whether a distribution, including earnings, receives tax-free treatment. It asks whether the account owner has satisfied the five-year period and a qualifying condition.

The conversion rule has a narrower purpose. It asks whether the taxable amount that was included in income when a conversion occurred is withdrawn during that conversion’s five-year period. If so, the 10% additional tax may apply unless an exception covers the distribution.

These tests can point in different directions. Passing one does not automatically pass the other. Always identify whether the dollars in question are regular contributions, taxable conversion amounts, nontaxable conversion amounts or earnings before drawing a conclusion.

A practical worksheet for calculating your own dates

Create a record with one row for the account-level qualified clock and one row for every conversion. Include the tax year rather than only the transaction date.

Entry What to record How to use it
First Roth contribution Earliest tax year for which any Roth IRA contribution was made for you Start the qualified-distribution period on January 1 of that year
Regular contributions Total contributions not classified as conversions or rollovers These are the first dollars distributed under the ordering rules
Each conversion Conversion tax year, taxable amount and nontaxable amount Start a separate conversion period on January 1 of the tax year; apply taxable dollars first within that conversion
Withdrawal Date, amount and all Roth IRA balances and records available at the time Apply ordering before deciding whether a conversion clock or earnings rule is involved

For a calendar-year taxpayer, the tax-year start is normally January 1. If your filing situation involves a different tax year or a contribution designated for an earlier year, verify the applicable tax-year treatment in the IRS instructions.

Common mistakes and how to correct them

Mistake: Counting five years from the transaction date

Correction: Use January 1 of the relevant tax year. A February conversion does not start its clock in February.

Mistake: Assuming every Roth IRA has its own qualified clock

Correction: The qualified-distribution period is account-owner-level. Find your earliest contribution tax year across all Roth IRAs.

Mistake: Applying the conversion rule to the entire withdrawal

Correction: Apply ordering first. Regular contributions are distributed before conversions, and earnings are last. The 10% additional-tax analysis concerns the taxable portion of a conversion reached under those rules.

Mistake: Assuming five years alone makes a withdrawal tax-free

Correction: For qualified treatment, also test age 59½, disability, death or qualifying first-home use within the $10,000 lifetime limit.

Mistake: Losing track of taxable and nontaxable conversion portions

Correction: Preserve the records from each conversion and the tax return reporting it. Within a conversion, taxable amounts are treated as distributed before nontaxable amounts.

IRS publications and reporting records

IRS Publication 590-B explains Roth IRA distribution ordering, qualified distributions, conversion periods and exceptions. Use its current edition for the tax year involved, because rules and examples can be updated.

IRS Topic no. 451 provides an IRA overview and references Form 8606 for calculating taxable amounts in relevant IRA situations. Form 8606 may be part of the reporting process when you have basis or conversion amounts that require calculation; follow the instructions for your tax year and facts.

IRS Publication 17 offers a broader federal income-tax overview that corroborates the Roth IRA framework. These publications do not calculate your personal liability without your contribution history, conversion records, distribution amounts and applicable exceptions.

When to get help with the calculation

Consider professional tax advice when you have several conversion years, missing contribution records, inherited Roth IRA funds, a distribution spanning multiple ordering categories or uncertainty about an exception to the 10% additional tax. The difficult part is usually not subtracting five years; it is establishing which tax-year clock applies to which dollars and documenting the taxable portion correctly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before seeking help, assemble Forms 5498 and 1099-R, prior tax returns, conversion confirmations, contribution records and a list of every Roth IRA you own. Ask the preparer to show which dollars the ordering rules assign to the proposed withdrawal and which five-year period applies to those dollars.

Federal-scope limitations

The rules described here are federal U.S. income-tax rules based on IRS materials. State tax treatment was not analyzed, and current-year form lines or instructions can change. Verify the current Publication 590-B, Topic 451 and applicable form instructions for the tax year of your contribution, conversion and withdrawal.
