How to calculate GST-inclusive and GST-exclusive prices for plastic twine in India

For Indian GST, calculate an exclusive price by multiplying the pre-tax base by 1 + rate; recover that base from an inclusive price by dividing by 1 + rate. The Gujarat plastic-twine ruling reported in 2026 describes polypropylene or polyethylene twine under HSN 39269099 at 18%, but the material, construction, heading and effective rate notification must match your product before you use that rate.

The formulas you need

Let B mean the price before GST, r mean the GST rate written as a decimal, and T mean a price that already includes GST. For an 18% rate, use 0.18, not 18.

What you are calculating Formula Meaning
GST amount on an exclusive base B × r Tax added to the pre-GST price
GST-inclusive selling price B × (1 + r) Base plus GST
GST-exclusive base from an inclusive total T ÷ (1 + r) Taxable value hidden inside the total
GST included in an inclusive total T × r ÷ (1 + r) The tax portion of the total

The reverse calculation is division, not subtraction. Removing 18% from an inclusive amount does not mean taking 18% of that amount, because the amount already contains the tax. You must reverse the 1.18 multiplier.

What “inclusive” and “exclusive” mean

GST-exclusive (pre-tax) price

A GST-exclusive figure is the value before GST is added. It is often called the taxable value or base price. If the base is ₹100 and the applicable rate is 18%, GST is ₹18 and the customer-facing total is ₹118.

GST-inclusive price

A GST-inclusive figure already contains both the taxable value and GST. A shelf, catalogue or quotation may show one total while the invoice or accounting record separates the base and tax. CBIC’s GST FAQ explains that a packaged retail sale price is inclusive of all taxes, whereas GST is payable on the transaction value. See the CBIC GST Rates FAQs for that distinction.

Therefore, an inclusive amount is not itself the taxable base. To find the base, divide by the appropriate multiplier. To find the tax embedded in the total, use the fraction r ÷ (1 + r).

Calculating an inclusive price from a plastic-twine base

  1. Identify the taxable base. Use the agreed price before GST, represented by B.
  2. Confirm the applicable rate. For the scoped plastic-twine example discussed below, the reported rate is 18%, so r = 0.18.
  3. Form the multiplier. Add one to the decimal rate: 1 + 0.18 = 1.18.
  4. Multiply. Compute B × 1.18.
  5. Show the components. GST is B × 0.18; the inclusive total is the base plus that GST.

Worked example: ₹100 before GST

GST = ₹100 × 0.18 = ₹18.

Inclusive price = ₹100 × 1.18 = ₹118.

The customer pays ₹118, of which ₹100 is the pre-tax value and ₹18 is GST. These are arithmetic examples, not a published statistic.

Worked example: ₹275 before GST

GST = ₹275 × 0.18 = ₹49.50.

Inclusive price = ₹275 × 1.18 = ₹324.50.

If you quote ₹324.50 as tax-inclusive at 18%, the corresponding base is ₹275 and the tax component is ₹49.50.

Removing GST from an inclusive amount

  1. Start with the total. Let the tax-inclusive amount be T.
  2. Use the same rate that was applied. At 18%, the multiplier is 1.18.
  3. Divide to recover the base. Calculate T ÷ 1.18.
  4. Calculate the included tax. Either subtract the recovered base from the total or use T × 0.18 ÷ 1.18. The second expression makes clear that the tax is a fraction of the inclusive total, not 18% of it.

Worked example: ₹118 inclusive

Base = ₹118 ÷ 1.18 = ₹100.

Included GST = ₹118 × 0.18 ÷ 1.18 = ₹18.

Subtracting 18% of ₹118 would produce ₹21.24, which is too high. That error treats the tax-inclusive amount as though it were the pre-tax base.

Worked example: ₹1,180 inclusive

Base = ₹1,180 ÷ 1.18 = ₹1,000.

Included GST = ₹1,180 × 0.18 ÷ 1.18 = ₹180.

The two components add back to ₹1,180: ₹1,000 plus ₹180.

Calculator, spreadsheet and quotation methods

Hand calculator

For an exclusive quote, enter the base, multiply by 1.18 for an 18% example, and label the result “including 18% GST.” For an inclusive quote, enter the total and divide by 1.18 to display the base. To display only the embedded tax, multiply the total by 0.18 and divide by 1.18.

Spreadsheet formulas

If cell A2 contains a pre-tax base and cell B2 contains the rate as 18%, an inclusive total is:

=A2*(1+B2)

If A2 contains an inclusive total and B2 contains 18%, the exclusive base is:

=A2/(1+B2)

The GST embedded in that total is:

=A2*B2/(1+B2)

Keep the rate in a separate cell so that a rate change does not require rewriting every formula. Carry sufficient decimal precision through the calculation and round only at the stage required by your invoice or accounting system; document the rounding convention used for unit prices and line totals.

Quotation layout

A clear quotation can show three columns: taxable value, GST rate and GST amount, followed by the grand total. If you advertise a single consumer-facing amount, state that it is GST-inclusive and retain the calculation that produced the taxable value. This prevents a buyer from mistaking the displayed total for the value on which GST is calculated.

What rate applies to plastic twine (sutli)?

The Goods and Services Tax Council’s AAR index lists Gujarat ruling GUJ/GAAR/R/2026/31, dated 7 August 2026, concerning the correct HSN and GST rate for plastic twine (sutli). The index entry is available at GST Council Authority for Advance Ruling.

A report of that ruling states that plastic twine manufactured from polypropylene (PP) or polyethylene (PE) granules is classified under heading 3926, specifically subheading 39269099, and attracts 18% GST under the post-2025 rate notification. Read the reported case at TaxTMI’s 2026 AAR case report.

Use that 18% figure as a scoped example for the product described in the Gujarat ruling. Before applying it to another twine, check the actual polymer, construction, manufacturing process, packaging and intended use, then verify the current classification and rate notification. A product being sold under the everyday word “sutli” does not, by itself, establish its HSN.

Price examples using the reported 18% plastic-twine rate

Pre-GST base GST at 18% GST-inclusive total
₹100 ₹18 ₹118
₹275 ₹49.50 ₹324.50
₹1,000 ₹180 ₹1,180
₹2,500 ₹450 ₹2,950

Each row uses the same equations; the figures are illustrative calculations. They do not establish that every product marketed as plastic twine belongs in subheading 39269099.

Why textile twine can have a different rate

CBIC’s GST goods-and-services rate table displays heading 5607 for twine, cordage, ropes and cables at 12%, while heading 3926 is shown at 18%. The table is at CBIC GST Goods and Services Rates.

The difference is a classification issue, not a choice between two ways of calculating the same product. The Gujarat ruling report’s conclusion is that the PP/PE plastic twine described there belongs under the plastics heading rather than automatically receiving the textile-twine treatment. Do not select 12% solely because an item is called twine.

Fishnet-twine example and the decitex threshold

A separate GST Council FAQ addresses manmade fishnet twine. It states that manmade-fibre goods at or below 10,000 decitex are treated as yarn under Chapters 54 or 55 and stated at 18%; goods above that threshold are classified under heading 5607 as twine and stated at 12%. The FAQ is available as a PDF at GST Council GST Rate FAQ.

This fishnet-twine example is a separate classification pathway. It should not replace the plastic-twine ruling when the product is made from PP or PE granules and otherwise matches the ruling’s description. The decitex test also cannot be treated as a universal rule for every plastic product.

A practical classification check before you calculate

  1. Describe the item precisely. Record whether it is PP, PE, another polymer or a textile fibre; note the way it is extruded, twisted, braided or otherwise constructed.
  2. Separate trade language from tariff language. “Plastic twine,” “sutli” and “fishnet twine” are commercial descriptions. The HSN heading depends on the goods’ characteristics.
  3. Check the candidate heading. Compare heading 3926 and subheading 39269099 for the PP/PE product described in the Gujarat report with heading 5607 and any applicable textile provisions.
  4. Check the effective date. Rates can depend on the notification in force on the supply date. The reported 18% conclusion is described as applying under a post-2025 rate notification; confirm the notification and its effective date for your transaction.
  5. Read the full authority and rate entry. Use the AAR index and the case report as starting points, then verify the complete ruling, tariff wording and current CBIC material before filing a return.
  6. Keep evidence with the invoice file. Retain product specifications, material declarations, photographs or technical sheets and the classification reasoning used for the rate.

Using a 12% illustration without misclassifying plastic twine

If a confirmed product is genuinely taxed at 12%, the mathematics changes only by replacing 0.18 with 0.12. For example, a ₹500 exclusive value produces ₹60 GST and a ₹560 inclusive total:

Best Value
Sale
I Will Teach You to Be Rich: No Guilt. No Excuses. Just a 6-Week Program That Works (Second Edition)
  • It can be a gift option
  • Comes with secure packaging
  • Helpful in various ways

₹500 × 0.12 = ₹60 and ₹500 × 1.12 = ₹560.

Reversing that total gives ₹560 ÷ 1.12 = ₹500, with embedded GST of ₹560 × 0.12 ÷ 1.12 = ₹60. This is a mathematical illustration of a 12% rate, not a conclusion that a particular plastic twine qualifies for heading 5607.

Common mistakes and how to correct them

  • Subtracting the rate from the total. Fix: divide an inclusive amount by 1 + r. At 18%, divide by 1.18.
  • Taking 18% of an inclusive amount as the tax. Fix: use T × 0.18 ÷ 1.18.
  • Using 18 instead of 0.18 in a formula. Fix: enter the rate as a percentage-formatted cell or decimal fraction.
  • Applying the textile-twine rate to every product called twine. Fix: establish the material and construction, identify the HSN heading and check the effective notification.
  • Reusing an old rate after a notification change. Fix: verify the rate in force on the supply date and preserve the source used.
  • Rounding each intermediate step too early. Fix: calculate with full available precision and apply the required currency rounding at the final invoice stage.
  • Showing only one amount on a business invoice. Fix: identify whether the amount is inclusive or exclusive and show the taxable value, rate and GST amount where required by your invoicing process.

Decision guide: which calculation should you use?

Your starting figure Your goal Use
Supplier or negotiated price before GST Customer total including GST B × (1 + r)
Customer total already stated as inclusive Taxable value T ÷ (1 + r)
Customer total already stated as inclusive GST component T × r ÷ (1 + r)
Taxable value and GST rate GST component only B × r

For the reported PP/PE plastic-twine example, place 18% in the rate field only after confirming that your goods match the ruling’s description and that the rate remains effective for the relevant supply. If the confirmed heading or rate differs, keep the same formulas but substitute the rate that legally applies.

Bottom line for plastic-twine pricing

GST calculation is a multiplier problem: add GST to a base with × (1 + r), and remove it from an inclusive total with ÷ (1 + r). At 18%, ₹100 becomes ₹118, while ₹118 contains a ₹100 base and ₹18 GST. The 2026 Gujarat ruling report places the described PP/PE plastic twine under 39269099 at 18%, whereas heading 5607 textile twine is displayed at 12%; those rates cannot be selected from the word “twine” alone. Confirm the product classification and effective notification before issuing prices or filing GST records.
