How to Calculate Dearness Allowance (DA) and Dearness Relief (DR) From Basic Pay or Pension in 2026

For Central Government employees and pensioners covered by the 7th Central Pay Commission, the notified DA and DR rate is 60% from 1 January 2026. Calculate an employee’s DA by multiplying eligible Basic Pay by 0.60. Calculate a pensioner’s DR by multiplying the pension base specified in the applicable pension order by 0.60.

These calculations produce the allowance or relief amount only. They do not produce gross salary, take-home pay, total pension, arrears, or the amount finally credited by a bank. The decisive step is identifying the correct Basic Pay or pension base before applying the rate.

Who this calculation applies to

The figures and rules in this guide concern Central Government employees and pensioners under the 7th Central Pay Commission’s revised pay structure. The current Central Government rate identified in the latest announcement is 60%, effective 1 January 2026.

State Government employees, staff of autonomous bodies, public-sector employers, and people still governed by older or special pay arrangements may have different rates, definitions and effective dates. For those cases, the order issued by the employee’s or pension authority’s competent department controls.

DA is the employee benefit; DR is the corresponding relief for pensioners. Both are expressed as a percentage, but the base to which that percentage is applied is not necessarily the amount appearing in a salary account or pensioner’s bank statement.

The two formulas

Payment Calculation base Formula at the 1 January 2026 rate What the result represents
Dearness Allowance (DA) Eligible Basic Pay Basic Pay × 0.60 DA amount for the relevant payroll period
Dearness Relief (DR) Applicable pension base under the pension order Pension base × 0.60 DR amount before pension-specific treatment and deductions

The rate is written as 0.60 because 60% divided by 100 equals 0.60. Do not multiply by 60 unless you then divide by 100; doing so directly would overstate the result by a factor of 100.

How an employee calculates DA from Basic Pay

1. Find eligible Basic Pay

Use the Basic Pay drawn in the prescribed Pay Matrix level under the 7th CPC structure. The Department of Expenditure memorandum defines Basic Pay as pay drawn in the prescribed level and excludes special pay and other types of pay.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not substitute any of these figures for Basic Pay:

  • Take-home salary after deductions
  • Total gross salary including allowances
  • Basic Pay plus special pay
  • The amount deposited into a bank account

Your payslip may list Basic Pay separately from other components. If the document is unclear, ask the payroll or establishment section which figure is the Pay Matrix Basic Pay for the relevant month.

2. Confirm the notified percentage and effective date

For the Central Government rate covered here, use 60% from 1 January 2026. The rate is an official policy percentage, not a number to be recalculated from an individual’s salary.

Check the latest Department of Expenditure memorandum or Central Government announcement before preparing a current payroll calculation. A later order can change the percentage or clarify how a particular category or period is handled.

3. Multiply Basic Pay by 0.60

Apply this operation:

DA = eligible Basic Pay × 0.60

For example, with Basic Pay of ₹50,000:

₹50,000 × 0.60 = ₹30,000

The arithmetic DA amount is therefore ₹30,000 for the relevant full month at the 60% rate, before any case-specific payroll adjustment.

4. Read the result correctly

₹30,000 is the DA component, not a new gross salary. Gross pay may include Basic Pay and other admissible components, while deductions can reduce the amount actually received. The DA memorandum treats DA as a distinct element of remuneration and not as “pay” under Fundamental Rule 9(21).

If your payslip shows a different figure, compare the following before assuming the calculation is wrong:

  • Whether the payroll used the same Basic Pay for the month
  • Whether the order was effective for the entire period being paid
  • Whether the payslip includes an adjustment, recovery or arrear entry
  • Whether payroll applied an authority-prescribed rounding or period rule

How a pensioner calculates DR from pension

1. Identify the pension base in the pension order

Start with the pension figure defined by the governing pension order, pension authority or relevant Central Government instructions. Do not automatically use the net amount credited to the bank.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A pension statement can contain deductions, recoveries, commutation effects or other entries. The amount paid into the account is consequently not always the amount on which DR is calculated.

2. Apply the same 60% rate

For the current Central Government rate:

DR = applicable pension base × 0.60

With a pension base of ₹30,000:

₹30,000 × 0.60 = ₹18,000

This gives ₹18,000 DR before pension-specific treatment or deductions.

3. Check commutation before using a bank-credit figure

Official pension guidance states that consolidated pension includes the commuted portion, while the commuted portion is deducted when monthly disbursements are made. That distinction can make the monthly credit lower than the pension figure used for calculation.

Use the figure prescribed for your individual pension order and category. Do not add the commuted amount yourself, reverse a deduction, or assume every pensioner uses the same base. The applicable treatment can differ for categories such as family pension, additional pension, partial-month entitlement or legacy cases; the cited general guidance is not a complete rulebook for every such situation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Separate DR from total pension received

DR is one component of the pension payment. Total pension received can reflect the pension base, DR, deductions and any other entries authorized for that pension account. A bank credit therefore cannot be used as a shortcut for the DR base unless the pension authority expressly identifies it as that base.

Worked calculations at 60%

Case Eligible base Rate Calculation Result
Central Government employee Basic Pay ₹50,000 60% ₹50,000 × 0.60 ₹30,000 DA
Central Government pensioner Pension base ₹30,000 60% ₹30,000 × 0.60 ₹18,000 DR

These are arithmetic illustrations, not individual entitlement determinations. The correct result for a person depends first on the applicable order, category and base, and then on the rate and period covered by that order.

Why the rate changes

DA and DR are notified percentages

The Union Cabinet describes revisions as following the accepted formula based on 7th CPC recommendations. The 7th CPC describes DA as a percentage of pay that reflects increases in the Consumer Price Index for Industrial Workers (CPI-IW) over a fixed base.

The Labour Bureau publishes CPI-IW indices used in regulating dearness allowance and wages. CPI-IW therefore explains the economic input to the policy formula, but an individual should not turn a personal CPI calculation into a payable entitlement. For payment, use the percentage in the official notification.

Current and recent Central Government rates

Effective date DA/DR rate Change described in the official notice Status for a 2026 calculation
1 July 2025 58% Up from 55% Historical rate superseded by the 1 January 2026 revision
1 January 2026 60% Up from 58% Current rate identified for the Central Government scope in this guide

The Prime Minister’s Office announcement published on 18 April 2026 states that the increase follows the accepted formula based on the recommendations of the 7th Central Pay Commission. The effective date remains 1 January 2026, so the order may require payroll or pension authorities to account for the applicable period and any resulting arrears separately.

A practical worksheet for your own calculation

Employee worksheet

  1. Copy the Pay Matrix Basic Pay shown for the relevant month.
  2. Exclude special pay and other pay types that are not part of Basic Pay under the 7th CPC definition.
  3. Write the notified rate as a decimal: 60% becomes 0.60.
  4. Multiply Basic Pay by 0.60.
  5. Compare the result with the DA line on the payslip, allowing for any period, adjustment or rounding rule stated by payroll.

Example worksheet:

  • Basic Pay: ₹50,000
  • Rate: 60% = 0.60
  • DA: ₹50,000 × 0.60 = ₹30,000

Pensioner worksheet

  1. Read the pension order or pension authority statement to identify the applicable pension base.
  2. Do not use the net bank credit unless the authority identifies it as the calculation base.
  3. Check whether commutation or another pension-specific provision changes the amount used for calculation.
  4. Convert the notified rate to a decimal: 60% becomes 0.60.
  5. Multiply the prescribed pension base by 0.60.
  6. Compare the result with the DR entry and review any deductions or period adjustments separately.

Example worksheet:

  • Applicable pension base: ₹30,000
  • Rate: 60% = 0.60
  • DR: ₹30,000 × 0.60 = ₹18,000

Spreadsheet formulas

If cell A2 contains eligible Basic Pay or the applicable pension base, enter =A2*60% or =A2*0.60. Keep the base and the rate in separate cells if you expect a future revision; for example, place the base in A2, the rate in B2, and use =A2*B2.

A spreadsheet can perform the arithmetic, but it cannot decide whether a bank credit is the correct pension base, whether special pay is excluded, or whether a particular category has a different rule. Those decisions must come from the governing order or payroll authority.

Common mistakes and how to correct them

Using take-home salary

Problem: The calculation starts with the amount deposited after deductions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Use Pay Matrix Basic Pay for DA, or the pension base prescribed by the pension order for DR. Net payment is an output, not automatically an input.

Adding allowances to Basic Pay

Problem: Housing, transport, special pay or another salary component is added to Basic Pay before applying the percentage.

Correction: The 7th CPC definition cited here excludes special pay and other types of pay. Use the Basic Pay line and verify unusual components with payroll.

Applying 60 instead of 0.60

Problem: A calculator entry multiplies ₹50,000 by 60 and displays ₹30,00,000.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Enter 60%, 0.60, or multiply by 60 and divide by 100.

Using the old 58% rate for a 2026 period

Problem: A calculation uses the rate effective 1 July 2025 even though the period is governed by the 1 January 2026 revision.

Correction: Check the effective date on the latest official order. The current rate identified here is 60% from 1 January 2026; 58% is historical in this context.

Forecasting an entitlement from CPI-IW

Problem: A personal estimate based on monthly CPI-IW values is treated as the official DA or DR percentage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: CPI-IW is an input to the accepted formula, but the payable percentage is the one notified by the competent authority. Use a forecast only as an informal estimate, never as the final payroll figure.

Assuming pension credit equals pension base

Problem: The amount credited after commutation or deductions is multiplied by 0.60.

Correction: Find the applicable base in the pension order. Consolidated pension and monthly disbursement can differ because the commuted portion is deducted from monthly payments.

Ignoring the covered period

Problem: A monthly result is applied automatically to a partial month, joining date, retirement date or arrear period.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Ask the payroll or pension authority how the order treats that period. The basic multiplication does not by itself establish a partial-month or arrear entitlement.

What the calculation does—and does not—tell you

  • It gives the DA or DR component produced by the notified percentage and the correct base.
  • It does not calculate total gross salary or total pension.
  • It does not determine deductions, recoveries or the final bank credit.
  • It does not establish arrears without applying the order’s effective period and payment instructions.
  • It does not replace the pension authority’s definition of the applicable pension base.
  • It does not establish a rate for State Governments, autonomous bodies, public-sector employers or every legacy pay case.

Keeping these boundaries clear prevents a correct percentage calculation from being mistaken for a complete payroll or pension statement.

When you should ask payroll or the pension authority

Request a written clarification when the base is not separately displayed, the rate on the statement conflicts with the effective date, or a commuted pension creates uncertainty. Include the relevant payslip or pension order, the period being checked, the Basic Pay or pension figures shown, and the exact DA or DR line.

For an employee, the establishment or payroll section can confirm which Pay Matrix Basic Pay was used and whether any special-pay entry was excluded. For a pensioner, the pension-disbursing authority or pension section can identify the prescribed base and explain how commutation, deductions or a category-specific rule affects the payment.

A repeatable process whenever the rate changes

  1. Locate the newest official Central Government DA/DR order and note its effective date.
  2. Confirm that your employment or pension category falls within that order.
  3. Record the correct Basic Pay or pension base for the affected period.
  4. Convert the notified percentage to a decimal.
  5. Perform the multiplication separately for each applicable period if the rate changed during the year.
  6. Compare the calculated component with the payslip or pension statement.
  7. Keep the order, calculation and statement together in case an arrear or correction is issued later.

Because rates and individual applicability can change after an announcement, verify the latest memorandum before relying on a calculation for a payment decision.

Scope limits for non-Central-Government cases

The 60% figure in this guide should not be copied automatically into a State Government, autonomous-body or public-sector payroll. Those employers may issue their own orders, use different pay structures or adopt a different effective date. Legacy pay-scale cases can also require a separate authority instruction.

The same caution applies to pensioners whose family-pension, additional-pension, partial-month or other category is governed by a specific order. The arithmetic is simple only after the authority has identified the legally applicable base and rate.
