Türkiye’s reported 2026 rules create two different financing systems for phones. For consumer credit, a new phone priced at up to TRY 40,000 can have a maturity of up to 12 months; a new phone above TRY 40,000 is limited to three months. A qualifying refurbished phone uses a TRY 50,000 threshold instead: up to 12 months at or below that price and three months above it. Credit-card installments are a separate question: they remain prohibited for non-refurbished phones, while qualifying refurbished phones may be paid in up to 12 card installments without a price ceiling.
Those are regulatory maximums, not promises that a lender or seller will approve financing. Before signing, confirm the phone’s classification, the seller’s legal status, the lender’s offer, the total repayment amount, insurance, fees and the withdrawal terms.

The rule in one view
The Banking Regulation and Supervision Agency (BDDK) decision numbered 11582 and dated 1 October 2026 is the basis for the changes reported on 2 October 2026. It sets maximum maturities for consumer credit used to buy phones. The rules distinguish both the phone’s status (new or qualifying refurbished) and its price.

|---|---|---|---|
| New phone — consumer credit | TRY 40,000 or less | 12 months | The lender approves the application and offers that term. |
| New phone — consumer credit | More than TRY 40,000 | 3 months | The lender approves the application and offers that term. |
| Qualifying refurbished phone — consumer credit | TRY 50,000 or less | 12 months | The device meets the renewed-product classification and is sold by a renewal center or authorized seller. |
| Qualifying refurbished phone — consumer credit | More than TRY 50,000 | 3 months | The device and seller still satisfy the refurbished-product requirements. |
| Non-refurbished phone — credit card | Any price | Not permitted in installments under the reported rule | Paying the full balance at once is a different transaction from an installment plan. |
| Qualifying refurbished phone — credit card | Any price | Up to 12 installments | The phone must qualify as renewed and the seller must be an eligible renewal center or authorized seller. |
A price exactly at TRY 40,000 remains in the 12-month new-phone band. A price exactly at TRY 50,000 remains in the 12-month qualifying-refurbished band. Crossing either threshold moves the consumer-credit maximum to three months.

Consumer credit and card installments are not the same
Consumer credit
Consumer credit is a loan arranged with a bank or other authorized lender, sometimes at the point of sale and sometimes separately. The loan maturity limits above apply to this borrowing. The lender still assesses income, existing debt, credit history, identity and its own risk rules. It may approve a shorter term, decline the application or offer a different total cost.
Credit-card installments
A card installment transaction is arranged through the card issuer or merchant terminal rather than through a separate consumer-loan contract. The reported rule keeps installment purchases unavailable for non-refurbished phones. The refurbished exception allows up to 12 card installments regardless of the device’s price, but only when the product and seller meet the renewed-product conditions. Do not assume that eligibility for a three-month consumer loan also creates a right to three card installments.
How the price thresholds affect your choice
New phones at or below TRY 40,000
These phones fall within the longest new-phone consumer-credit band: a maximum of 12 months. The maximum does not mean every applicant receives 12 months, and it does not cap the interest rate or other contract costs. Ask for the lender’s written offer before treating the advertised monthly figure as final.

New phones above TRY 40,000
The reported consumer-credit maximum drops to three months. That sharply increases the monthly principal repayment even before interest and fees. A buyer who needs a longer schedule should compare a less expensive new model with a qualifying refurbished model, rather than assuming the seller can extend the term.

Qualifying refurbished phones at or below TRY 50,000
A qualifying refurbished device can receive up to 12 months of consumer credit up to TRY 50,000, a higher price ceiling than the new-phone rule. It can also be eligible for up to 12 card installments. Both benefits depend on classification and seller status; an ordinary used-phone listing is not automatically a qualifying refurbished product.
Qualifying refurbished phones above TRY 50,000
Consumer credit is limited to three months, but the reported card rule still allows up to 12 installments for a qualifying refurbished phone without a price ceiling. Because the two systems produce different results, ask the seller to state in writing whether the offer is a loan or a card transaction.
What “qualifying refurbished” means at the checkout
The reported exception is narrower than “second-hand.” The phone must meet the applicable renewed-product classification, and the seller must be a recognized renewal center or an authorized seller. Before paying a deposit, check:
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- The invoice or sales document identifies the device as refurbished or renewed, rather than merely used.
- The seller’s legal category is shown in the store information, contract or invoice.
- The seller can explain which renewal-center or authorization status supports the financing offer.
- The model, storage capacity, serial or IMEI information and condition match the item you will receive.
- The lender or card issuer confirms that the specific transaction is eligible, not just that the store generally sells refurbished phones.
If a seller promises 12 installments but cannot identify its authorization or the renewed-product classification, treat the promise as unverified. Financing eligibility can be lost when the transaction is processed under a different product code or seller account.

A practical buying process
- Set the cash price and device status. Record the exact advertised price, whether the phone is new or refurbished, and whether the price changes with accessories, trade-in credit or a promotion. Use the amount that will appear in the financing documents, not a rounded verbal quote.
- Place the phone in the correct regulatory band. For a new phone, compare the price with TRY 40,000. For a qualifying refurbished phone, compare it with TRY 50,000. Keep the two calculations separate.
- Choose the financing channel. Ask for both available options: a consumer-credit offer and, where legally available, a card-installment offer. A card terminal saying “installment” does not prove that the transaction is permitted for that phone.
- Verify the seller and product if refurbished. Request evidence of renewal-center or authorized-seller status and confirmation that the device is classified as a renewed product. Check that the invoice describes the same status.
- Request the pre-contract information. The Ministry of Trade’s consumer-credit guidance says the lender should provide information before the contract so you can compare the total credit cost, repayment schedule, insurance and fees.
- Compare total repayment, not only the monthly amount. Write down principal, interest, allocation fee, taxes or other disclosed charges, insurance premium, number of payments and the final total. A lower monthly payment can cost more overall if a longer term is available.
- Review the contract format. The Ministry guidance says a consumer-credit contract must be in writing or concluded remotely, use clear and readable language in at least 12-point type, and be delivered in a durable form that you can retain.
- Decide on insurance separately. Credit-linked insurance cannot be imposed without your express request under the guidance. The lender must also offer an uninsured credit contract. Compare the two totals before accepting coverage.
- Confirm the first due date and payment method. Save the repayment schedule, account details and any automatic-payment authorization. Check whether a missed payment triggers consequences that are not visible in the headline offer.
- Keep every document. Retain the invoice, loan information form, contract, insurance choice, card slip, device identification and communications about the offer. They are useful if the product status or payment count is later disputed.
How much does the shorter term change the payment?
The following examples divide the financed principal evenly and are deliberately not loan quotations. They exclude interest, allocation fees, insurance and every other cost. Actual payments depend on the lender’s contract.
| Example principal | Regulatory maximum term | Principal-only division | What the example demonstrates |
|---|---|---|---|
| TRY 40,000 new phone | 12 months | About TRY 3,333.33 per month | Being exactly at the threshold keeps the longer maximum. |
| TRY 40,001 new phone | 3 months | About TRY 13,333.67 per month | A one-lira price difference can move the regulatory maximum from 12 to 3 months. |
| TRY 50,000 qualifying refurbished phone | 12 months | About TRY 4,166.67 per month | The refurbished threshold is higher than the new-phone threshold. |
| TRY 50,001 qualifying refurbished phone | 3 months | About TRY 16,666.67 per month | Crossing the refurbished threshold also shortens the maximum term. |
These arithmetic examples are useful for cash-flow planning, but they are not evidence of a lender’s rate or approval decision. Ask for the annualized and total cost figures in the actual offer.
Consumer-credit rights and contract checks
Allocation fee limit
The Ministry of Trade guide dated 21 January 2025 says a credit-allocation fee for a consumer loan may not exceed five per thousand of the principal. On a TRY 40,000 principal, that ceiling would be TRY 200; on a TRY 50,000 principal, TRY 250. Those calculations apply only to the stated allocation-fee ceiling and do not represent the total cost of borrowing. The guidance also says a lender may not collect another fee under a different name for the same consumer loan.
Insurance choice
Insurance linked to the credit requires your express request. The lender must provide an uninsured alternative. Compare the repayment total with and without insurance and check what event the policy covers, its exclusions, cancellation terms and beneficiary information before signing.
Rank #4
Fourteen-day withdrawal right
The guidance describes a 14-day right to withdraw from a consumer-credit agreement. If you have used the credit, you must notify the lender and repay the principal plus interest accrued for the period of use within the stated period. Ask the lender how notice must be delivered and keep proof of the request; returning the phone to a seller and withdrawing from the loan are separate actions unless the contract expressly connects them.
Early repayment
If you repay early, the guidance says the lender must reduce interest and other cost elements attributable to the remaining period. Request a written early-settlement figure rather than estimating it from the original schedule. Confirm that the figure shows the date through which interest was calculated and any amount that will be released after settlement.
Common mistakes and how to avoid them
- Confusing used with qualifying refurbished: A private resale or ordinary second-hand listing may not qualify for the refurbished thresholds or card exception. Verify both the product classification and seller category.
- Assuming the maximum term is automatic: BDDK limits the maximum maturity; it does not require a lender to approve 12 months or any loan at all.
- Looking only at the monthly payment: Compare total repayment, interest, fees and insurance. A low monthly figure can conceal a higher overall cost.
- Relying on a verbal promise: The enforceable terms are in the credit or card documents. Save the written offer and check that the phone’s status and price are recorded correctly.
- Crossing a threshold through add-ons: Accessories, service bundles or an altered invoice can change the financed amount or product code. Ask which amount and item classification the lender used.
- Assuming a card installment is a loan: Card rules and consumer-credit rules are distinct. Ask which institution is extending credit and which contract governs the payment.
- Ignoring the seller’s authorization: A seller may advertise refurbished phones but still be unable to process the special financing exception. Verify before paying.
- Skipping the durable copy: If the agreement is made remotely, download or save the contract, pre-contract form and schedule immediately.
How to compare two offers
Use a written comparison rather than screenshots of promotional monthly prices. For each offer, fill in the same fields:
| Field | Questions to ask |
|---|---|
| Product status | Is the phone new, used or formally classified as renewed? |
| Seller status | If refurbished, is the seller a renewal center or authorized seller? |
| Financing channel | Is this a consumer loan or a credit-card installment transaction? |
| Principal | What exact amount is financed after deposit, discount or trade-in? |
| Term and schedule | How many payments, on which dates, and is the term within the applicable maximum? |
| Total credit cost | What is the complete amount payable over the life of the agreement? |
| Fees | Is an allocation fee charged, and is any other fee listed under another name? |
| Insurance | Is coverage optional, and what is the total with and without it? |
| Early settlement | How is the payoff amount calculated and what cost reduction applies? |
| Withdrawal | How do you exercise the 14-day right and where must notice be sent? |
Reject comparisons that omit the total repayment or show only a rounded monthly figure. If two offers finance different principals, first normalize the deposit, trade-in and accessories so the comparison is meaningful.

What to do when the seller or lender gives conflicting information
- Ask the seller to identify whether the transaction is for a new or qualifying refurbished phone and to show that status on the invoice.
- Ask the lender or card issuer to state the permitted number of payments for that exact product code and price.
- Request the pre-contract information and contract in a durable form before authorizing payment.
- Do not rely on a checkout screen that contradicts the written agreement; pause the transaction until the discrepancy is corrected.
- If the documents still conflict, keep the records and seek guidance from the relevant consumer-protection or financial-regulatory channel before signing.
How the rules should guide your budget
Start with the payment you can sustain, then select a phone whose price and status fit that budget. If a new phone just above TRY 40,000 would require a three-month loan that strains cash flow, compare a lower-priced new model or a legitimately qualifying refurbished model. If you choose refurbished, give equal attention to warranty terms, battery condition, return rights and repair history; the financing exception does not by itself guarantee a particular condition or service level.
Keep an emergency buffer after the deposit. A lender’s approval measures credit eligibility, not whether the payment is comfortable alongside rent, utilities, existing cards and other loans. The safest offer is the one whose total cost and schedule you understand and can meet without relying on another form of debt.
Dates and limits to verify before publication or purchase
The threshold information above comes from Anadolu Agency’s 2 October 2026 account of BDDK decision 11582, dated 1 October 2026. An accessible BDDK listing confirms the decision number and date, but the complete decision text was not available in that listing. For a dispute about exact legal wording, verify the full BDDK decision and the current terms shown by the lender or seller on the day you buy.
