You do not need a single replacement for Social Security. Build a layered cash-flow plan that combines guaranteed income (if available), planned withdrawals from tax-deferred and Roth accounts, taxable savings, cash reserves and, if useful, part-time earnings. Social Security can remain one layer while the other sources cover the spending gap.
The amount your savings must provide is your planned annual spending minus dependable income. Because taxes, inflation, market returns, health costs and longevity are uncertain, use several scenarios instead of promising a fixed withdrawal percentage.

Start with the spending gap, not a withdrawal percentage
Separate your retirement budget into essential and discretionary costs. Essential costs usually include housing, food, utilities, insurance, transportation, taxes and health care. Discretionary costs include travel, gifts, hobbies, upgrades and other spending you could postpone in a bad market.

Amount needed from savings = annual spending target − guaranteed income − other dependable income.
Guaranteed income might include a pension, a defined-benefit plan or an income annuity. Other dependable income could include rent under a reliable lease or ongoing business income, although those sources have their own risks. Do not count uncertain investment returns as guaranteed cash flow.
Illustrative spending-gap example
Suppose a household estimates $72,000 of annual spending and expects $24,000 from a pension. Its initial portfolio-funded gap is $48,000 before taxes. If the household also earns $12,000 from part-time work, the planned portfolio withdrawals fall to $36,000. The figures are illustrative; your tax withholding and account mix determine how much must actually be withdrawn.
Inventory every account and income source
Make one inventory before choosing a withdrawal order. Include the owner, current balance, beneficiary designation, investment mix, tax status, withdrawal restrictions and expected income date for each item.
- Pensions and defined-benefit plans, including single-life and joint-and-survivor options.
- 401(k), 403(b) and governmental 457 accounts, noting each plan’s distribution forms.
- Traditional and Roth IRAs.
- Taxable brokerage accounts, certificates of deposit and bank savings.
- Rental property, royalties, business income and possible part-time wages.
- Social Security claiming choices, even if you intend to use it only as a partial layer.
- Insurance policies and any existing annuity contracts, including inflation adjustments, fees, surrender schedules and survivor benefits.
The IRS says defined-contribution plans generally pay benefits as a lump sum or installments. Defined-benefit plans normally pay an annuity over the participant’s life or joint lives unless another form is elected. Your plan document controls what is actually available, so do not assume that an account offers an installment or annuity option.
Build a layered retirement-income system
Think of each layer as solving a different problem: essential spending, flexibility, longevity, taxes or a temporary bridge. A diversified plan is less dependent on any one employer, insurer, account type or market outcome.
Layer 1: guaranteed income for core bills
Use a pension or carefully selected income annuity for a portion of unavoidable expenses when the payment terms fit your household. A joint-and-survivor election can continue income after the first spouse dies, but the initial payment may be lower than a single-life option. Inflation-indexed payments protect purchasing power better than a level payment, but they may start lower or cost more.

Layer 2: a liquid reserve
Keep cash or short-duration, high-quality instruments for near-term essential spending. The purpose is to avoid selling volatile investments after a market decline. The appropriate reserve depends on your spending gap, other income, risk tolerance and access to credit; the available evidence does not establish one universal number of months or dollars.
Layer 3: systematic portfolio withdrawals
Use a diversified portfolio to fund the remaining gap. Set a scheduled withdrawal and review it at least annually. A fixed dollar amount can lose purchasing power or become too large after a market fall; a fixed percentage can produce unstable income. A guardrail approach can reduce withdrawals after poor returns and allow increases after strong returns, provided your essential expenses are covered elsewhere.
Layer 4: tax-free flexibility
Qualified Roth distributions generally do not add to taxable income. Roth assets can fund a large one-time expense, provide flexibility in a high-income year or reduce the need to sell investments at an unfavorable time. Their investment risk still depends on how the Roth account is invested.
Layer 5: optional earned income
Part-time work or a small business can bridge the years before full retirement, pay discretionary costs or delay portfolio withdrawals. Income is variable and depends on your health, labor market and schedule, so treat it as a supplement rather than a guaranteed replacement paycheck.
Compare the main income sources
| Strategy | Income reliability | Inflation exposure | Liquidity | Tax treatment | Main risk |
|---|---|---|---|---|---|
| Pension or immediate annuity | High if the plan or insurer performs as promised | Often limited unless payments are indexed | Low after election or purchase | Payments may be taxable | Inflation, insurer or plan risk, and irrevocability |
| Systematic portfolio withdrawals | Variable | Potentially high when growth assets keep pace with inflation | High | Depends on account type and realized gains | Sequence-of-returns risk |
| Traditional 401(k) or IRA withdrawals | Account-dependent | Depends on investments | Medium to high | Generally ordinary income; required minimum distributions apply | Tax-bracket spikes and later RMD concentration |
| Roth withdrawals | Account-dependent | Depends on investments | High after distribution rules are satisfied | Qualified withdrawals generally tax-free | Contribution, holding-period and qualification rules |
| Taxable brokerage or cash | Variable | Cash can lose purchasing power; investments may grow | High | Interest, dividends and capital gains can be taxable | Tax drag and market risk |
| Part-time work or business income | Variable | Often linked to wages or business pricing | Depends on your ability to work | Earned-income taxation | Employment, demand and health capacity |
Choose a withdrawal sequence deliberately
There is no automatic “taxable first” or “traditional first” rule that works for every household. Coordinate withdrawals with tax brackets, capital gains, state taxes, health-insurance subsidies and Medicare premiums.
- Fund the planned cash need. Use your reserve for the scheduled amount and replenish it from the account that is most tax-efficient under the current year’s conditions.
- Use taxable assets strategically. Taxable accounts provide flexibility and may allow control over realized gains. Selling appreciated investments can create capital gains, while interest and dividends may be taxable even without a sale.
- Fill lower tax brackets when appropriate. A measured traditional-account withdrawal can use space in a lower bracket before other income or RMDs arrive. Calculate federal and state tax before setting the amount.
- Preserve or draw Roth assets intentionally. Roth money can be valuable in later years, for a large expense or when an additional traditional withdrawal would raise taxes or Medicare premiums. Spending it earlier can also be reasonable if it prevents an outsized taxable withdrawal.
- Rebalance as part of the withdrawal. Take distributions from overweight assets rather than selling the same holding every month. Keep the portfolio’s risk aligned with the years of spending it must support.
Fidelity and Vanguard both describe coordinated tax planning as preferable to a rigid one-account-first rule. Revisit the sequence after a major market move, a change in filing status, a new pension, relocation or a large medical expense.
Understand the tax treatment of each account
The IRS states that most retirement-plan distributions are taxable except for already-taxed basis or qualifying tax-free distributions. Most early distributions can also face an additional 10% tax unless an exception applies. Before taking money, identify whether the distribution is a contribution, conversion, basis recovery, qualified Roth withdrawal or ordinary taxable distribution.

Traditional 401(k), 403(b), 457 and IRA accounts
Withdrawals are generally included in ordinary income. A distribution can push you into a higher federal or state bracket, increase taxes on other income and affect income-related Medicare premiums. Withholding is not the same as your final tax bill; set aside enough for estimated payments when necessary.

Qualified Roth distributions are generally tax-free, but the account must satisfy applicable contribution and holding-period rules. Roth earnings withdrawn too early or for a nonqualifying purpose can have different tax results. Keep records of contributions and conversions.
Taxable accounts
Interest and dividends may be taxable each year. Sales can create short- or long-term capital gains or losses. Tax-loss harvesting and choosing which lots to sell can change the tax result, but they should support the income plan rather than dictate an unsuitable investment allocation.
Plan for required minimum distributions
Required minimum distributions (RMDs) generally enter taxable income. Model the first RMD year and every year afterward so that planned withdrawals, pension income and RMDs do not unexpectedly stack together.
IRS rules allow some workplace-plan participants to delay RMDs until retirement when they are not a substantial owner and the plan permits it. IRA rules and plan terms differ. Recheck the current IRS starting ages, life-expectancy tables and aggregation rules each year rather than relying on an old schedule.
Use the pre-RMD period as a planning window
The years between retirement and the first RMD can be an “income valley.” Fidelity notes that measured withdrawals from tax-deferred accounts during this period may make sense when the tax rate is potentially lower. Those withdrawals can fund spending, reduce future balances or create room for Roth conversions.
Do not treat the valley as an automatic invitation to convert everything. Compare the current marginal tax cost with expected future rates, state taxes, Medicare IRMAA effects, investment growth and the value of leaving assets to heirs. A conversion is taxable in the year completed, so use a projection that includes all household income.

Evaluate Roth conversions with a tax model
A Roth conversion moves money from a traditional account into a Roth account and generally creates taxable income in the conversion year. Potential benefits include smaller future RMDs, tax-free qualified withdrawals and more control over taxable income later. Potential costs include current federal and state tax, Medicare premium surcharges, loss of liquidity if the tax is paid from retirement assets and the opportunity cost of paying tax now.
- Project income without a conversion for the current year.
- Calculate how much room remains in the tax bracket you are willing to use.
- Model the conversion amount and its effect on federal tax, state tax and Medicare premiums.
- Decide whether to pay the conversion tax from cash outside the retirement account; paying from the converted account can reduce the amount that reaches the Roth and may trigger additional tax.
- Execute only after confirming the custodian’s procedure, deadlines and withholding choices.
- Track the conversion basis and keep the tax records with the account documents.
Vanguard and Fidelity present Roth conversion as a lifetime-tax strategy, not a universal recommendation. A multi-year “partial conversion” plan can be more controllable than a single large transaction, but each year’s limits and premiums must be recalculated.
When an annuity or pension belongs in the mix
Guaranteed payments can reduce longevity risk: you receive income for life even if the portfolio performs poorly. They are most useful when directed toward essential expenses that would otherwise require aggressive withdrawals.
Before choosing, compare:
- Single-life versus joint-and-survivor payment levels.
- Fixed payments versus inflation adjustments.
- Liquidity, surrender charges and whether a cash-out is possible.
- Fees, commissions and contract expenses.
- Death benefits and what happens if you die early.
- Insurer financial strength and the applicable state guaranty framework.
- Whether the payment is fully or partly taxable based on your basis.
An annuity transfers market and longevity risk but introduces contract, inflation, insurer and liquidity trade-offs. It is not automatically better than a diversified portfolio, and a portfolio is not automatically safer for essential bills.
Stress-test the plan before relying on it
Run at least two adverse scenarios and compare the results with your essential-spending floor.
| Scenario | What to model | Possible response |
|---|---|---|
| Market decline early in retirement | Stocks fall while withdrawals continue; reserve earns less than expected | Use the cash reserve and guaranteed income, reduce discretionary withdrawals, rebalance gradually and avoid selling depressed assets when practical |
| High inflation | Food, housing, insurance and health costs rise faster than the portfolio’s cash yield | Separate essential from discretionary spending, review inflation-sensitive assets, delay optional purchases and test whether fixed annuity payments lose purchasing power |
| Long life or late-care costs | One spouse lives well beyond the original projection or care costs rise | Protect survivor income, review long-term-care resources and preserve a flexible Roth or taxable reserve |
| Higher-than-expected taxable income | RMDs, gains, pension and conversions overlap | Adjust the withdrawal sequence, consider earlier measured withdrawals or conversions and reserve for estimated taxes |
Use conservative assumptions for returns and inflation, but do not turn a projection into a promise. The sustainable amount depends on age, health, spending flexibility, tax bracket, asset mix, market conditions and bequest goals.

- List every income source, account balance, tax status, beneficiary and distribution rule.
- Calculate the spending gap after guaranteed income.
- Set a liquid reserve sized to your household’s risk and spending needs.
- Choose a diversified investment allocation that matches the years of withdrawals it must support.
- Set a written withdrawal policy: amount, timing, account source, rebalancing rule and conditions for a discretionary cut.
- Project taxes before each large withdrawal, conversion or asset sale.
- Mark the first RMD year and review current IRS rules annually.
- Compare annuity or pension elections for survivor income, inflation, liquidity and guarantees.
- Run market-decline, high-inflation and longevity scenarios at least annually and after major life changes.
- Coordinate beneficiary designations, estate documents and account titling.
Common mistakes and how to correct them
Trying to replace Social Security with one product
A single annuity, rental property or dividend strategy concentrates contract, property, tenant, market or inflation risk. Use layers so one weak source does not eliminate your income.

Using a universal withdrawal rate
No authoritative source establishes one percentage that is safe for every retiree. Set the amount from your spending, taxes, age, health, portfolio and flexibility, then update it as conditions change.
Ignoring the first RMD year
Waiting until the deadline can create a large taxable distribution on top of other income. Forecast RMDs years in advance and decide whether earlier withdrawals or conversions improve the lifetime tax result.
Converting without pricing the side effects
A conversion can increase Medicare premiums, state tax and current-year tax. Model the complete household return before acting.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteKeeping too little liquidity
A portfolio can be sound over decades yet still be damaged by forced sales during a bear market. Maintain a reserve and a clear source for near-term bills.
Confusing withholding with tax planning
Automatic withholding may not cover the final liability or avoid an estimated-tax penalty. Recalculate after changes in wages, pensions, gains, conversions and RMDs.
Get household-specific advice before implementation
This framework is educational planning information, not individualized tax, legal or investment advice. A qualified tax professional can model brackets, state taxes, basis and Medicare premiums; an investment professional can test the portfolio and withdrawal policy; and an insurance professional can explain annuity guarantees and expenses. Ask each adviser to show assumptions, alternatives, fees, survivor outcomes and the effect of a market decline rather than presenting one product as a complete retirement solution.
