Build an AI business case by starting with a business problem, measuring the workflow before and after a defined pilot, and showing how any observed change translates into business value after full costs. Set the baseline, success measures, and decision threshold before launch; otherwise, usage or time saved can be mistaken for evidence of return.
What should an AI business case prove?
An AI business case should show whether a specific change to a real workflow improves an outcome the organization values enough to justify its costs and risks. It is not a forecast that AI will automatically make the business more profitable, nor is a count of logins or generated content proof of ROI.

Microsoft Adoption frames the goal as establishing a credible connection between workflow improvement and the business result, rather than claiming AI alone caused the outcome. That distinction matters because staffing, process changes, seasonality, and other factors can also affect results.
For a finance-minded reader, the key distinction is between an observed operational result and a financial estimate. A shorter task time or lower error rate can be measured directly. The dollars assigned to that change require an additional conversion method, agreed with finance and supported by assumptions.

How do you choose a use case worth testing?
Start with a consequential workflow, not with a tool looking for a job. Choose work where a measurable bottleneck, quality issue, customer outcome, or capacity constraint is important to an accountable owner.
Describe the workflow and its owner
Write down what work is being done, who performs it, who owns its outcome, and why that outcome matters to a business priority. Keep the scope narrow enough to observe: for example, summarizing incoming support tickets and drafting suggested responses is more measurable than “improve customer service with AI.”
Potential candidate workflows include meeting summaries, follow-up drafts, and proposal support in sales; campaign briefs and reporting in marketing; document summaries and process analysis in operations; ticket summaries and suggested responses in customer support; and report summaries or decision briefs for leadership. These are candidate applications, not evidence that any one of them will deliver a return in a particular organization.
Compare candidates before committing
Use a short-listing scorecard to compare candidate workflows on the factors that affect both value and the chance of learning something useful:
- Outcome importance: Would improvement affect a meaningful business priority?
- Baseline quality: Can current performance be measured consistently from an existing system or report?
- Workflow impact: Is there a plausible mechanism for the AI-enabled change to improve the outcome?
- Capacity reinvestment: If work takes less time, is there useful work that people can do with the capacity released?
- Full cost and dependencies: What implementation, usage, training, data, governance, and oversight work is required?
- Risk and adoption: Could quality, privacy, security, workflow fit, or user adoption limit the result?
- Evidence and repeatability: How soon could a meaningful outcome be observed, and would the approach work beyond the initial group?
A use case with a large theoretical upside but no reliable baseline may be a weaker first pilot than a smaller opportunity with a clear owner and measurable workflow. Microsoft’s value-discovery guidance also treats impact and effort, baselines, licensing or consumption planning, and governance as relevant to prioritization.
Which metrics should go into the business case?
Choose a small set of measures tied to the selected workflow and its intended outcome. Use the system or report that already records the work wherever possible, and distinguish measures of tool usage from measures of business performance.
Match the metric to the value driver
| Value driver | Possible measures | What the measure helps establish |
|---|---|---|
| Efficiency | Cycle time, cost per task or transaction, hours returned, throughput, capacity | Whether the workflow uses fewer resources or completes more work |
| Quality | Error rate, rework, resolution, escalation | Whether work is more accurate or requires less correction |
| Revenue or customer outcomes | Conversion, retention, customer resolution, satisfaction | Whether changes reach a customer or commercial outcome |
| Strategic or workforce outcomes | Redesigned workflows, employee sentiment, confidence, decision-making | Whether the change creates value that may not appear immediately as cost reduction or revenue |
These categories reflect measures discussed by Microsoft’s agent-measurement guidance and the Australian National AI Centre. They are options, not a checklist that every pilot needs to satisfy. Pick measures that fit the workflow; a support-ticket pilot might track resolution and escalation, while a document-processing pilot might focus on cycle time and rework.

Adoption and usage metrics can help explain whether participants used a tool, but they do not demonstrate that the business improved. Treat usage as a leading indicator or diagnostic: low use may explain why the workflow did not change, while high use still needs to be connected to operational and business outcomes.
Include both leading and lagging evidence
Leading indicators help teams adjust a pilot while it is underway. They might show whether participants are using the changed workflow or whether a handoff is blocking the intended process. Lagging indicators confirm whether the business outcome changed; depending on the use case, those may include cost per transaction, customer retention, or quality after rework.
Pair quantitative measures with qualitative feedback when it helps explain why results occurred or what needs to change. Feedback can illuminate a workflow obstacle or quality concern, but it should not be presented as a substitute for a metric when the business case depends on measurable performance.

How do you establish a baseline and target?
Record current performance before the pilot using a consistent definition, source, and measurement method. Then set a target and review period that make it possible to judge whether the workflow changed, rather than choosing a target after seeing the result.
- Define the unit of work. Specify what counts as one task, transaction, case, or completed outcome so that baseline and pilot data refer to the same work.
- Identify the source. Name the business system or report that records the work, and use it consistently where possible.
- Record current performance. Capture the baseline value and the period it represents. Note exclusions or data-quality limits that could change interpretation.
- Set the target in advance. State what should change, for whom, and by when. Make the target meaningful to the business owner, not simply a target for tool activity.
- Document the comparison method. Describe the pilot participants and comparison period or method. Record material changes or dependencies that could also affect the result.
The business-case outline in Microsoft’s guidance supports defining the baseline and success criteria before the pilot. Without that preparation, an observed post-launch change can be hard to interpret: the definition of a task may have shifted, the work mix may differ, or another process change may have contributed.
How should you design the pilot?
Describe the AI-enabled workflow change precisely enough that the team can tell what was tested. Specify participating users, the work included, the review period, the comparison method, and the dependencies that could affect results.
A useful pilot plan answers these questions:
- Which step of the workflow will change, and which steps remain the same?
- Who will use the changed workflow, and what training or guidance will they receive?
- What period or comparison will be used to assess change against the baseline?
- What data, system access, human review, or process adjustments are required?
- Which quality, privacy, security, adoption, or workflow risks matter here, and how will the team mitigate them?
- What evidence would trigger a decision to scale, revise, or stop?
There is no single pilot duration or universal design established for every organization in the cited guidance. Set the review period around the work’s actual cycle and the time needed for the chosen lagging measures to become meaningful. If the outcome takes longer to appear than the pilot window, label early findings as leading or provisional rather than treating them as confirmed business impact.

How do you convert workflow improvement into financial value?
Agree on a conversion method with finance before interpreting results. The method should explain how a measured operational change maps to dollars, what rate or assumptions are used, and whether the result is observed or modeled.
Time saved is not automatically money saved
If AI reduces time per task, that is an operational result. It becomes financial value only through a defensible pathway: for example, the released time is redirected to useful work, increases capacity, reduces a cost that can actually be removed, or supports an agreed business outcome. The Australian National AI Centre makes the same point: time saved creates value when it is redirected to useful work such as serving customers, improving quality, or growing the business.
Microsoft Learn describes claiming value from theoretical time savings alone as a “time-savings trap.” Do not multiply hours by a wage rate and call the result savings unless that calculation reflects a real, finance-approved value mechanism. If employees remain on the same payroll and use the time on other work, the result may be added capacity rather than a cash expense reduction.
Separate measured results from modeled value
Present the operational measure and its monetary interpretation as separate steps. For example: “The pilot measured a change in completed work time” is different from “Finance modeled the resulting capacity at an agreed contribution rate.” Label the latter as modeled, show the assumptions, and avoid projecting beyond the evidence.
Recommended Free Tools
A simple structure for the financial portion is:
- Observed change: What changed in the workflow, according to the defined measure?
- Conversion rule: What agreed rate, avoided cost, contribution, or other method translates the change into value?
- Assumptions: What utilization, working period, volume, or reinvestment assumptions are necessary?
- Attribution: What other changes may have contributed, and how cautiously should the result be connected to AI?
This keeps the case honest even when an outcome is promising. It also makes it easier for finance reviewers to challenge or update an assumption without confusing it with the directly observed result.
What costs belong in the AI business case?
Count the full cost of the initiative, not just the visible subscription or license. Include costs needed to introduce, operate, govern, and potentially scale the workflow.
| Cost category | What to account for |
|---|---|
| Licenses and usage | Licensing, infrastructure, or consumption tied to the pilot and expected ongoing use |
| External support | Outside implementation or advisory support, when used |
| People and change | Staff time for training, testing, and change management |
| Data and governance | Data preparation, governance work, and required oversight |
| Ongoing operation | Continuing human review, monitoring, or other oversight needed by the workflow |
| Expansion | Additional investment required to extend the approach beyond the initial pilot |
Record whether figures are actual, budgeted, or estimated. A pilot that appears attractive only because implementation effort or ongoing oversight is excluded is not yet a complete basis for a scale decision.

How do you calculate payback and ROI?
Use a consistent time period and a finance-approved value estimate to compare expected benefit with full cost. Make the assumptions visible, and do not present a modeled estimate as a measured result.
A common calculation is ROI = (value − cost) ÷ cost, expressed as a percentage. Payback estimates how long it takes for cumulative value to cover the relevant cost. These calculations are only as reliable as the chosen definition of value, the cost boundary, and the assumptions behind the forecast; a formula cannot establish causation or make an unsupported conversion credible.
For a pilot business case, show at minimum:
- The period covered by the value estimate and the costs counted over that period.
- Whether the value is directly measured, modeled from measured workflow change, or a forecast.
- The assumptions needed for the value to recur, such as working periods or sustained use.
- Any new investment needed to scale and whether it changes projected payback.
Do not compare a one-time pilot cost with an annualized value without making the different periods explicit. If the benefit is not recurring or the cost grows with usage, account for that rather than treating the initial ratio as a permanent return.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What does a worked example look like?
Microsoft Adoption illustrates a sales-team case with measured selling hours and a finance-approved contribution assumption. It is an illustrative model, not an independently verified outcome, a general AI ROI benchmark, or proof that AI caused the result.
| Input or calculation | Microsoft illustration | How to interpret it |
|---|---|---|
| Sales team size | 40 representatives | Example input, not a recommended pilot size |
| Baseline selling time | 11.5 hours per representative per week | Illustrative baseline |
| 90-day target | 14 selling hours per representative per week | Target, not the reported actual |
| Illustrative actual | 13.8 selling hours per representative per week | Example result, below the target |
| Change from baseline | 2.3 additional hours per representative per week, or 92 hours across the team weekly | Arithmetic from the illustration’s baseline, actual, and team size |
| Value assumption | $50 per selling hour over 46 working weeks | Illustrative finance-approved contribution rate and period |
| Modeled annual contribution | $211,600 | Modeled from the example inputs; not independently verified revenue |
| Stated pilot costs and modeled payback | $18,000; approximately one month | Illustrative cost and modeled payback from the source example |
The key lesson is not to copy the dollar amount. It is to make each link visible: the measured time change, the number of people and working weeks, the finance-approved contribution applied to the hours, and the pilot cost. Microsoft explicitly notes that an increase in selling time is not itself revenue. A real organization would need to establish whether the time was actually redirected to selling work and whether any resulting contribution can be connected to the workflow change.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteHow should you decide whether to scale, revise, or stop?
Set a decision rule before results arrive, then use the evidence to decide whether the approach is repeatable and worth further investment. A pilot is useful when it supports a clear next action, including a decision to stop.
Scale when the case is repeatable
Scaling is justified when the relevant outcomes are repeatable, the full costs and assumptions are acceptable, and the quality and governance requirements can be met beyond the original participants. Include the extra investment needed to scale rather than assuming pilot economics will hold unchanged.

Revise when the workflow blocks value
Redesign the workflow or pilot if a bottleneck, weak adoption, poor data, or an unsuitable handoff prevents the intended change. Look at leading indicators and qualitative feedback to identify where the process failed; do not interpret tool usage alone as a reason to continue unchanged.
Stop when the evidence does not support more investment
Stop if results do not support the costs, risks, or assumptions required for the next stage. A favorable narrative is not a substitute for evidence that the outcome matters and can be achieved at an acceptable cost.

An inconclusive result is not automatically proof of success or failure. The baseline may be weak, the instrumentation incomplete, the review period too short for lagging measures, or the workflow poorly chosen. State which limitation affected the result and decide whether a focused redesign can resolve it before spending further.
What should the written business case contain?
A concise, decision-ready case makes the logic auditable without hiding uncertainty. The following outline adapts guidance from Microsoft and the Australian National AI Centre; it is a practical structure, not a published mandatory standard.
- Business problem and owner: Name the workflow, accountable owner, and business priority.
- Expected change: Explain what should change, for whom, and over what review period.
- Baseline and target: State current performance and the desired result, including the source and measurement method.
- Pilot design: Describe the AI-enabled workflow, users, comparison method, review period, and dependencies.
- Measures: Identify operational and business measures, including early indicators and later outcome measures.
- Value conversion: Explain how measured improvement maps to financial value; name the approved method and separate observation from modeling.
- Full cost and payback: Include implementation, usage, training, data, governance, oversight, and scaling costs; state the period and assumptions.
- Risks and decision rule: Describe relevant quality, privacy, security, adoption, and workflow risks, their mitigations, and the pre-agreed threshold to scale, revise, or stop.
A worksheet or scorecard can make the case easier to review if it captures the workflow, baseline, target, actual result, costs, conversion assumptions, and payback. Microsoft’s guidance references an AI Leader ROI Worksheet and scorecard; the essential value is in recording the evidence and assumptions, not in using a particular template.
Frequently Asked Questions
Does an AI business case need to show positive ROI before a pilot starts?
No. Before a pilot, the financial case is necessarily a forecast; the pilot exists to test its assumptions. Make clear which assumptions would have to hold for the investment to pay back, and use the pilot decision rule to determine whether further evidence is worth the cost.
How long should an AI ROI pilot run?
There is no universal duration that fits every workflow. Choose a review window long enough to observe the relevant outcome and account for the work’s normal cycle; if a lagging measure will mature later, report interim findings as provisional rather than as confirmed return.
Can a company claim AI caused an improvement if performance rose during the pilot?
A before-and-after rise alone does not establish that AI caused it. The business case should disclose other changes or factors that may have contributed and describe the comparison method, rather than assigning the entire outcome to the AI-enabled change.
What if the pilot improves quality but does not reduce costs?
A cost reduction is not the only possible form of value: quality, capacity, customer satisfaction, confidence, or better decision-making may matter to the organization. State the outcome that improved and have the accountable business and finance owners decide whether it merits investment, without relabeling it as cash savings.
