A bond ladder spreads your money across bonds that mature on different dates. When one rung matures, you can spend the principal or reinvest it at the rates then available. That staggered schedule reduces the risk of having to reinvest everything on one date, but it does not eliminate price, credit, inflation or reinvestment risk. The practical way to build one is to match maturities to your cash needs, choose securities whose rate and inflation behavior you understand, and decide in advance what you will do at each maturity.
What a bond ladder does—and what it cannot do
A ladder is a maturity schedule, not a forecast of interest rates. You divide an intended bond allocation among several securities with different maturity dates. Each maturity becomes a decision point: use the returned principal, or buy a new rung and extend the schedule.

For example, an investor with five future cash needs might buy five securities maturing at roughly one-year intervals. The first maturity supplies the earliest planned cash; later maturities remain invested for later needs. The amounts do not have to be equal. A larger payment due in a particular year can justify a larger rung, while a year with no planned spending may have a smaller rung or a reinvestment target.

- It creates scheduled access to principal. A maturity can fund spending without selling a security in the market.
- It preserves flexibility as rates change. Each maturity can be reinvested at the terms then available.
- It does not guarantee a return. The rate on a future purchase is unknown, and a security sold before maturity can be worth more or less than its purchase price.
- It does not remove other risks. Inflation can reduce purchasing power, and non-Treasury issuers add credit and other risks.
The ladder works best when you can hold each rung until maturity. If your plan may require an early sale, prevailing market prices become a central part of the decision rather than a temporary quotation you can ignore.

How changing rates affect each rung
When market rates rise
For an existing fixed-rate bond, a rise in market yields generally makes its fixed coupon less attractive. Its market price therefore tends to fall so that a new buyer can earn a competitive yield. The longer the remaining maturity, the greater the rate sensitivity generally is for otherwise similar bonds; coupon rate also affects sensitivity, so two bonds do not move by identical amounts.
The U.S. Securities and Exchange Commission gives a hypothetical illustration: a 10-year bond with nine years remaining and a 3% coupon falls from $1,000 to $925 when market rates rise from 3% to 4%, while its yield to maturity rises to 4%. This is an educational example from the SEC’s approximately 2013 bulletin, not a current Treasury quote or a rule that every one-percentage-point rate increase causes a 7.5% price decline. The full explanation is in the Investor.gov fixed-income bulletin.
A ladder gives you a way to respond without selling every existing bond. As shorter rungs mature, you can buy new securities at the higher rates, while longer rungs continue paying their original coupons. If you do sell a longer rung before maturity, however, the price loss can be realized.
When market rates fall
Falling yields generally push the prices of existing fixed-rate bonds higher. That can benefit you if you must sell, but it means new rungs will probably be purchased at lower rates. A ladder limits the danger of making one large reinvestment decision at the exact moment rates are low; it does not preserve an old coupon forever.
Why maturity is not the same as market price
Holding a Treasury security to its stated maturity allows you to receive its face value according to its terms, subject to the security’s conditions. Before maturity, the market price reflects current yields, time remaining, coupon, demand and other factors. The price can be above or below face value even though the maturity value is defined.
Coupon rate and yield to maturity are different measurements. TreasuryDirect explains that when yield to maturity is above a note or bond’s coupon rate, its price is below par; when yield is below the coupon, its price is above par. Your actual outcome also depends on the purchase price, any accrued interest, the holding period and the cash flows you receive.
Build the ladder step by step
1. Define the purpose, dates and cash requirement
List the dates on which you expect to need principal and the amount required on each date. Include known expenses such as tuition, a home purchase or a planned withdrawal, and identify which needs are uncertain.
Keep money needed before the first rung in an appropriate liquid reserve rather than assuming you can sell a bond without a loss. The reserve product is a personal planning choice; the key is that the ladder should not be your only source of near-term cash.

- Write the earliest date at which a rung may be needed.
- Estimate the amount required at each future date in nominal dollars.
- Separate spending needs from money that can remain invested for the full horizon.
- Decide how much price movement you could tolerate if circumstances force an early sale.
2. Choose the rung spacing
Use intervals that match your cash schedule. Annual maturities are easy to administer, but semiannual or irregular dates can better match tuition bills, tax payments or a retirement-income plan. The dates do not need to follow a standard pattern.
U.S. Treasury notes are offered in 2-, 3-, 5-, 7- and 10-year terms, so those terms can form the outer structure of a Treasury illustration. The available maturity and auction schedule can change; confirm the current offering before placing an order at TreasuryDirect’s Treasury Notes page.
Illustration, not a recommendation: An investor assigning $50,000 to five annual targets might place $10,000 toward each target, subject to the denomination, price and settlement terms of the selected securities. Another investor might use $5,000, $10,000, $10,000, $10,000 and $15,000 because the final-year expense is larger. The correct amounts come from the spending plan, not from a universal ladder formula.
3. Select securities and understand their cash flows
Choose the instrument whose payment pattern, maturity and risk fit each rung. Treasury securities are not interchangeable: bills, notes, bonds, inflation-protected securities and floating-rate notes respond differently to rates and inflation.
| Security | Maturity or rate structure | How cash flow works | Main considerations for a ladder |
|---|---|---|---|
| Treasury bills | One year or less | Purchased at a discount and pay face value at maturity; the difference is the return. | Useful for short dates and near-term cash, with no periodic coupon payment. |
| Treasury notes | 2, 3, 5, 7 or 10 years | Fixed rate set at auction, with interest paid semiannually. | Common building blocks for intermediate rungs; market price changes when yields move. |
| Treasury bonds | 20 or 30 years | Fixed rate set at auction, with interest paid semiannually. | Long maturities generally have greater rate sensitivity for similar bonds, so use only when the horizon and volatility tolerance fit. |
| Treasury Inflation-Protected Securities (TIPS) | Fixed rate applied to inflation-adjusted principal | Principal changes with inflation and deflation, and interest is based on the adjusted principal. | Provides a different inflation exposure from nominal notes and bonds; it is not an automatic hedge for every spending need. |
| Floating Rate Notes (FRNs) | Floating rate tied to an index plus a spread | Interest payments change as the reference rate changes. | Rate behavior differs from a fixed coupon; evaluate the index, spread, maturity and payment dates before assigning a rung. |
Descriptions of pricing, payment mechanics and the available Treasury products are provided by TreasuryDirect’s pricing and interest-rate guide, Treasury bonds information and TreasuryDirect’s marketable-securities FAQs.
Corporate and municipal bonds can be used in ladders, but they add issuer-credit, call, liquidity and tax questions that are not interchangeable with Treasury mechanics. Treat the issuer’s financial strength and security terms as a separate analysis rather than assuming every “bond” has Treasury-level credit characteristics.
4. Decide how much goes into each rung
Size rungs from the cash-flow plan. A simple equal-dollar ladder is easy to maintain, but a liability-matching ladder may put more principal in years with larger obligations. Include the expected coupon payments in your cash-flow estimate, while remembering that coupon dates may not line up with your spending dates.

5. Choose a purchase route
You can buy Treasury marketable securities directly through TreasuryDirect or use a bank, broker or dealer. TreasuryDirect accepts noncompetitive auction bids: you agree to accept the auction’s determined yield and receive the security allocated under the auction rules. As TreasuryDirect states, “The interest rate is determined at auction.”
A bank, broker or dealer may also provide access to auctions and to securities already trading in the secondary market. Secondary-market purchases can have prices above or below face value and may involve provider-specific transaction costs or terms. Verify commissions, markups, minimums, settlement, transfer rules and reinvestment features with the provider; those details are not uniform.
The official purchase guidance is available at Buying a Treasury Marketable Security. TreasuryDirect’s marketable-securities FAQ also explains auction and secondary-market routes.

6. Place orders with the correct maturity and amount
- Confirm the security type, maturity date or term, coupon or rate structure, and whether it is a new auction or a secondary-market purchase.
- Match the principal amount to the rung in your cash-flow worksheet, allowing for the purchase price and any accrued interest in a secondary-market transaction.
- Check the settlement date and the date on which interest begins accruing.
- Record the CUSIP or other identifying information, maturity date, payment dates and the intended use of the principal.
- Save the confirmation and calendar the maturity decision well before the payment date.
At a Treasury auction, the final rate is established by the auction. You therefore cannot use a scheduled TreasuryDirect order to lock a rate that has not yet been determined.
7. Set the maturity rule before the first rung arrives
Write a rule for each rung so a market headline does not make the decision for you. At maturity, choose one of two basic actions:
- Spend the principal: Transfer the amount to the planned expense or income reserve.
- Roll the principal: Buy a new security at the long end of the ladder, preserving the intended horizon. The replacement rate will be the rate available at that time.
You can also split a maturity between spending and reinvestment. If a rung is no longer needed because your plan changed, do not automatically roll it; reassess the cash-flow schedule and risk capacity.
8. Review after life changes, not every rate headline
Review the ladder when your spending dates, emergency reserve, tax situation, time horizon or tolerance for price movement changes. A rate move by itself does not require selling a security that still matches your plan. Selling early converts an interim market-price change into a realized gain or loss.
How the ladder behaves in rising and falling-rate periods
Rising-rate scenario
Suppose the first two rungs mature while market yields are higher than when you bought the ladder. You can reinvest those proceeds at the new, higher terms, while the longer rungs continue paying their original fixed coupons. This staged reinvestment is the ladder’s main advantage in a rising-rate period.

The trade-off is that the market value of the longer rungs may be lower. If you hold them to maturity and the issuer meets its terms, the interim quotation does not determine the maturity payment; if you need to sell, the lower price matters immediately.
Falling-rate scenario
If yields decline, the market value of existing fixed-rate rungs generally rises, but each maturity may have to be reinvested at a lower rate. The ladder gives you several reinvestment dates rather than one all-at-once decision. It does not ensure that the original income level continues after each rung matures.
Rates moving unpredictably
When rates move up and down, the ladder’s value is process discipline: only part of the allocation reaches a decision point at a time. Keep the maturity schedule tied to your liabilities instead of changing it solely to chase the latest yield. A ladder is not a rate-prediction strategy.

Assuming every rung is safe from loss
A security can show a market loss before maturity even when its face-value payment is defined at maturity. The distinction matters if you might need to sell, pledge or transfer it before then.
Using long maturities for short-term obligations
A long rung can have substantial price sensitivity. Do not fund a near-term bill with a security whose maturity is far away unless you have a separate liquidity source and accept the possibility of selling at an unfavorable price.
Confusing coupon with the return you will earn
The coupon is the stated interest rate on the security’s terms. Yield to maturity incorporates the purchase price and the remaining cash flows. Buying above or below face value changes the relationship between coupon income and total yield.
Ignoring inflation
Nominal Treasury notes and bonds do not adjust their principal for inflation. A fixed dollar payment can buy less in the future. TIPS use inflation-adjusted principal and have different price and cash-flow behavior, so adding them is a deliberate inflation-exposure decision, not a universal improvement to every ladder.
Treating TreasuryDirect and a brokerage account as identical
Direct TreasuryDirect purchases are noncompetitive auction bids. A bank, broker or dealer may offer auction access and secondary-market trading, but its fees, order types, transfer process and available securities can differ. Read the provider’s terms before committing funds.

Forgetting credit and issuer risk outside Treasuries
Corporate and municipal rungs require analysis of default risk, call provisions, liquidity and other terms. Even a guaranteed or insured bond can still have interest-rate risk. Do not treat an insurance or guarantee label as protection from every source of loss.
Assuming tax treatment is universal
Tax outcomes depend on the security, your jurisdiction and whether you use a taxable or tax-advantaged account. Confirm the applicable rules with current tax guidance or a qualified professional before selecting securities for tax reasons.
A practical checklist before you buy
- Have you written the amount and date of every planned principal need?
- Is cash needed before the first maturity held in a suitable liquid reserve?
- Does each maturity date match a real spending or reinvestment decision?
- Do you understand whether each rung is fixed-rate, inflation-adjusted or floating-rate?
- Can you tolerate the market-price change if you must sell before maturity?
- Have you checked the security’s maturity, payment dates, purchase price and settlement date?
- Do you know whether the order is a TreasuryDirect noncompetitive bid, an auction order through a provider or a secondary-market purchase?
- Have you verified provider fees, minimums and transfer or reinvestment rules?
- Have you written what happens at maturity if rates are higher, lower or unchanged?
- Will you review the ladder when your spending plan changes rather than reacting to every rate move?
Frequently asked questions
Do ladder rungs have to be equal in size?
No. Equal rungs are a convenient illustration, not a requirement. Size each maturity around the amount and timing of the cash need it is intended to meet.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Can I combine bills, notes, bonds, TIPS and FRNs in one ladder?
Yes, if you understand that their maturities, payment mechanics, rate behavior and inflation exposure differ. Select each security for a defined role rather than assuming that every rung will respond the same way to a rate change.
Does a ladder lock in today’s rates for the whole horizon?
No. Existing fixed-rate securities retain their stated coupons, but every replacement rung is purchased at the terms available when the prior rung matures. Treasury auction rates are determined at the auction.
What should I do if my plans change before a rung matures?
First check whether another liquid reserve or a different rung can meet the need. If you sell the security, compare its current price, accrued interest, transaction costs and tax consequences with the cash requirement; an early sale can produce a gain or loss.
