How to Avoid Tax-Relief Scams When Seeking Help With IRS Debt

The safest way to avoid an IRS debt-relief scam is to slow down, verify every contact through IRS.gov or the phone number on a genuine notice, and compare any promised solution with the options the IRS actually offers. Unexpected calls, threats, urgency, requests for sensitive information, and demands for immediate payment are warning signs. You can apply directly to the IRS for available relief, including an Offer in Compromise, without paying a promoter who guarantees a bargain settlement.

Know what a real IRS contact looks like

The IRS does not call out of the blue to demand immediate payment, threaten arrest, or announce a refund. A genuine collection matter normally begins with written notices sent through the mail. Even when the IRS later calls, you should verify the matter independently rather than trusting the caller’s number, name, badge information, or caller ID.

Use IRS.gov to locate the relevant account or notice information, or call the number printed on a notice that you have verified as genuine. Do not call a number supplied only by an unsolicited caller, text message, email, social-media message, or pop-up. Caller ID can be spoofed, and a scammer may know your name, address, the last four digits of an account, or other details obtained from data breaches.

Red flags that should end the conversation

  • The contact is unexpected, especially if you have not received an IRS notice.
  • The person creates urgency: “pay now,” “today only,” or “one final chance.”
  • The caller threatens arrest, deportation, a police visit, loss of a license, or immediate seizure unless you pay.
  • The message promises a refund, credit, deduction, or special program that you did not request.
  • You are pressured to provide a Social Security number, bank login, debit-card number, one-time code, or other sensitive information.
  • Payment is demanded by gift card, cryptocurrency, wire transfer, cash courier, or a payment app to a personal account.
  • The person refuses to send a written explanation or will not let you verify the claim independently.

IRS guidance identifies these same patterns: unexpected contact, rushing or threats, unsolicited promises of refunds or credits, pressure for personal or financial information, and instructions to pay immediately “or else.” One warning sign by itself can be a mistake; several together strongly indicate fraud.

“Pennies on the dollar” is not a guarantee

Offer in Compromise (OIC) is a real IRS program, but it is not an automatic discount for anyone with tax debt. The IRS evaluates whether you qualify under its rules and whether the proposed payment reflects what it can reasonably expect to collect. Promoters sometimes advertise that they can settle any debt for “pennies-on-the-dollar,” collect a large upfront fee, and then provide little or no useful work.

The IRS states: “You can settle your tax debt directly with us if you’re eligible for an offer in compromise (OIC).” You can review the requirements and submit an application through IRS channels. A private professional may help you organize documents or communicate with the IRS, but no honest professional can guarantee acceptance, a particular reduction, or a specific processing time.

Questions to ask before considering an OIC

  • Have all required tax returns been filed?
  • What IRS rule makes me eligible, and what facts could make me ineligible?
  • What are the IRS application, payment, and compliance requirements?
  • What is the professional’s total fee, what does it cover, and what happens if the offer is rejected?
  • Will the professional show me the forms and calculations before submitting them?

Walk away if the answer is a guarantee, a demand for immediate payment, or an instruction to hide income, assets, or filing information. An application that contains false information can create additional tax, penalties, interest, and legal exposure.

Verify a suspicious call, text, email, or letter

  1. Stop the interaction. Do not click links, open attachments, share codes, or argue with the caller. If you are on the phone, hang up.
  2. Preserve evidence. Save the number, caller name, voicemail, message headers, email address, letter envelope, payment instructions, and any claims made. Take screenshots before deleting anything.
  3. Check your IRS account independently. Type IRS.gov into your browser yourself and use the agency’s notice and account tools. Do not use a link in the suspicious message.
  4. Inspect any letter. Check the return address and search the notice number on IRS.gov. A letter that names another agency, contains an unfamiliar payment destination, or conflicts with your online account deserves additional verification.
  5. Call an official number. Use the phone number on a verified notice. If you do not have one, use the IRS’s published general assistance number, 1-800-829-1040, rather than a number supplied by the contact.
  6. Ask what action is actually required. Confirm the tax year, notice number, balance, deadline, and available appeal or payment options. Record the date, representative’s name, and any confirmation number.

The IRS instruction for a suspicious tax-debt-relief call is simple: “If you get a suspicious call about tax debt relief, record the number and hang up.” Suspicious letters should be checked through IRS notice tools and reported through the agencies identified by the IRS.

Compare legitimate IRS debt-relief routes

Do not let a salesperson define your choices. Start with the IRS and compare the available route by eligibility, total cost, monthly payment, duration, collection status, filing requirements, and whether you can complete it yourself with IRS tools. Most payment plans and relief options require all required returns to be filed, so filing missing returns is often the first practical step.

Option What it does Important limits and questions
Payment plan Allows qualifying taxpayers to pay an assessed balance over time. Ask about the setup cost, ongoing interest and penalties, payment amount, duration, and whether a missed payment causes default. Filing requirements generally must be current.
Offer in Compromise May settle eligible tax debt for less than the full amount. Acceptance is not guaranteed. The IRS evaluates eligibility and ability to pay. Get the official requirements and calculations before paying anyone.
Temporary collection delay Pauses active collection when the taxpayer cannot pay because of financial hardship. Interest and penalties may continue, and the IRS can review the case later. Ask how the delay affects levies and future payments.
Penalty relief May remove certain penalties when the taxpayer meets the applicable criteria. It does not automatically erase the underlying tax or interest. Confirm which penalties are covered and what documentation is required.
IRS assistance channels Phone help, Taxpayer Assistance Centers, and the Taxpayer Advocate Service can address account problems and hardship. These channels do not promise a debt reduction, but they can clarify notices, procedural rights, and unresolved IRS errors.

Keep copies of every return, notice, payment confirmation, form, and conversation record. A legitimate adviser should explain which IRS route fits your facts, what it cannot do, and what you must continue doing while the request is pending.

How to compare an offer from a private company

Ask the company to identify the exact IRS program, not just a phrase such as “fresh start” or “government settlement.” Compare its proposed monthly payment with the payment available through the IRS, and ask whether interest, penalties, filing obligations, and future tax deposits continue. A low advertised payment can become expensive if the case lasts longer, a plan defaults, or the company charges separately for each tax year, appeal, phone call, or amended return.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Request a written list of documents the company needs and a clear explanation of what it will do after receiving them. You should know who will prepare forms, who will speak with the IRS, how often you receive status updates, and how to cancel. Never assume that paying a fee stops collection activity. Confirm directly with the IRS whether a levy, lien, deadline, or appeal period is still active.

What to do when you receive a levy notice

A levy is a lawful seizure of property or funds. It can reach bank funds, wages, certain benefits, a car, or a home. A lien is different: it is a legal claim against assets, not an immediate seizure. Treat a levy notice as urgent, but verify it before acting on a caller’s instructions.

Levy verification and response steps

  1. Check the return address. The Taxpayer Advocate Service says, “The first thing to do is to check the return address to be sure the letter or notice is from the Internal Revenue Service and not another agency or a scammer.”
  2. Search the notice number on IRS.gov. Confirm that the notice language, tax period, balance, and deadline match your account.
  3. Call the number on the verified notice. If you cannot locate a valid notice, call 1-800-829-1040 through an independently obtained source.
  4. Ask about release, alternatives, and appeal rights. Explain any hardship, incorrect balance, pending return, or payment already made. Ask what documentation is needed and the deadline for requesting relief.
  5. Act before funds are transferred when possible. A bank or employer may have its own processing timetable after receiving a levy. Contact the IRS immediately and keep written proof of every request.

The Taxpayer Advocate Service (TAS) is an independent organization within the IRS. It helps taxpayers resolve problems, protects taxpayer rights, and assists taxpayers and their representatives. Contact TAS when an IRS problem remains unresolved or a levy creates a serious hardship after you have tried the normal IRS channel.

Screen a tax professional before giving authorization

Many taxpayers can use IRS tools and assistance channels without hiring a company. If your case is complex, you face a levy, or you cannot manage the paperwork, consider an individual whose credentials you can verify: an enrolled agent, certified public accountant, or attorney. These professionals may have different licenses and practice rights, so confirm that the person handling your case is authorized for the work you need.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Credential and contract checklist

  • Verify the professional’s name, license or enrollment status, state jurisdiction where applicable, and Preparer Tax Identification Number (PTIN) when relevant.
  • Obtain a written engagement letter that states the total fee, billing schedule, refund policy, services included, and charges for appeals or additional tax years.
  • Ask which IRS forms will authorize representation and exactly what the professional may do on your behalf.
  • Require a written explanation of the proposed IRS option, eligibility limits, documents needed, and risks if the request is denied.
  • Keep control of your IRS online account, bank account, and original records. Do not surrender passwords or one-time authentication codes.

Decline any representative who guarantees acceptance, pressures you to pay immediately, asks you to falsify a return, tells you IRS authorization is unnecessary, or urges you to liquidate assets to pay a fabricated debt. The Taxpayer Advocate Service warns that scammers may impersonate IRS or law-enforcement officials, threaten jail, and persuade victims to sell assets for nonexistent obligations.

What proper authorization means

A representative should explain whether you are signing a power of attorney, an information authorization, or another IRS form, and what years and tax matters it covers. Read the form before signing, keep a copy, and make sure the named representative is the person you screened. Authorization lets the professional communicate within the stated limits; it does not transfer ownership of your refund, bank account, or online credentials. You can contact the IRS yourself to confirm that the authorization was received and to ask what deadlines remain.

Protect yourself from refund and credit schemes

Fraud is not limited to collection calls. A preparer or promoter may promise an unusually large refund, credit, or deduction and ask you to sign a return you cannot inspect. Do not sign a blank return or one that includes income, dependents, businesses, or credits that are not yours. Ask for a complete copy before signing and verify that the bank account for a refund belongs to you.

The Taxpayer Advocate Service reported that approximately 739,000 taxpayers were still waiting at the end of fiscal year 2024 for the IRS to unfreeze refunds tied to potential frivolous credits. Many cases were likely connected to tax scams or schemes. A promised credit that sounds too good to be true can leave you with a frozen refund, repayment demand, penalties, and a difficult identity or fraud investigation.

Report the scam and limit the damage

  1. End contact and secure accounts. Change compromised passwords from a trusted device, enable multifactor authentication, and monitor IRS, bank, and credit accounts.
  2. Contact your bank or card issuer quickly. Ask to stop or dispute unauthorized transfers, card charges, wires, or checks. Explain that the payment resulted from suspected fraud.
  3. Report the communication. Follow IRS instructions for fake IRS, Treasury, or tax-related messages. Report suspicious calls to the Federal Trade Commission or Federal Communications Commission as directed by the IRS.
  4. Report identity theft when applicable. Use the IRS identity-theft process if someone used your Social Security number, filed a return, or changed account information without permission.
  5. Preserve a complete file. Keep the original message, phone number, envelope, payment receipt, bank case number, and a timeline of events.
  6. Contact TAS for unresolved hardship. TAS can help when a legitimate IRS problem remains unresolved, a refund is frozen, or a levy threatens essential living expenses.

Reporting is useful even if you did not lose money. Include the number used, the date and time, the caller’s script, payment instructions, links, and any impersonated agency. Do not forward malicious links to friends or coworkers; preserve them for the reporting form instead. If a bank asks for a police or agency report, record the case number with the rest of your evidence.

Frequently asked questions

Is this IRS debt-relief company a scam?

It may be, especially if it contacted you unexpectedly, guarantees a settlement, demands an immediate fee, or will not identify the IRS program and eligibility rule it is using. Verify the debt and any notice directly with the IRS before discussing payment. Ask for credentials, a written engagement letter, total fees, and a specific description of the work. A company can be legitimate without being able to lower your debt, so never treat advertising claims as an approval.

How do I know a tax-relief call is really from the IRS?

Do not authenticate a caller by caller ID, a badge number, or information the caller recites. Hang up, record the number, and call the number on a verified IRS notice or 1-800-829-1040 obtained independently. Check your IRS.gov account for the tax year, balance, and notice. The IRS does not make an unsolicited demand for immediate payment, threaten arrest, or call to announce a refund.

Can someone really settle my IRS debt for pennies on the dollar?

An Offer in Compromise can reduce an eligible debt, but acceptance depends on IRS rules and your financial facts. No professional can honestly guarantee a reduction, acceptance, or processing time. You can review and apply for an OIC directly through IRS channels. Be skeptical of a promoter who advertises a fixed bargain for everyone, asks for a large fee before reviewing your returns, or tells you to omit assets or income.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I do if I get a levy notice?

First verify the return address and notice number through IRS.gov. Then call the number on the genuine notice, or 1-800-829-1040 if you do not have a verifiable notice. Ask about release options, payment arrangements, hardship, and appeal rights, and act before a bank or employer transfers funds if possible. A levy is a seizure; a lien is only a claim against property. Contact TAS if the issue remains unresolved or threatens essential living expenses.

How can I find a legitimate tax professional?

Look for an enrolled agent, CPA, or attorney whose credentials and jurisdiction you can verify. Ask for a PTIN where relevant, a written fee schedule, the exact services included, and the authorization form that will be filed. The professional should explain eligibility limits, documents, risks, and what happens if the IRS rejects the request. Keep your own account access and records, and reject anyone who asks for passwords, falsifies returns, or guarantees an outcome.

Do I have to hire a company to use IRS relief programs?

No. The IRS provides direct channels for payment plans, Offers in Compromise, temporary collection delay, penalty relief, phone help, Taxpayer Assistance Centers, and the Taxpayer Advocate Service. Most options require required returns to be filed. Compare the cost and work of applying yourself with a professional’s written fee, and hire help for a defined task if you need it rather than paying for a vague promise to “settle everything.”

What if I already paid a scammer?

Stop communicating, save every message and receipt, and contact your bank or card issuer immediately to dispute or stop the payment. Change exposed passwords, enable multifactor authentication, and monitor your IRS and financial accounts. Report the call or message through the FTC or FCC and follow IRS identity-theft instructions if your Social Security number or tax account was used. Keep bank case numbers and a timeline, and contact TAS if a resulting IRS problem creates hardship.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical decision rule before you pay anyone

Pause if the offer arrived unexpectedly or requires immediate payment. Verify the underlying debt directly with the IRS. Identify the exact IRS program being proposed and read its eligibility rules. Compare the professional’s written fee with the cost of handling the matter yourself. Then decide whether you need representation for a specific task, such as responding to a levy, rather than paying an intermediary for a vague promise to “settle everything.”
