The most reliable way to keep a Roth conversion from pushing income into a higher federal marginal tax bracket is to convert only the amount that fits within your planned taxable-income limit, after accounting for all other income, deductions, credits, and any after-tax IRA basis. A conversion is not automatically all-or-nothing: you can convert part of a traditional IRA, calculate the taxable portion under the pro-rata rules, and stage additional conversions in later tax years.
Do not choose a conversion ceiling from a generic online number. The correct limit depends on your filing status, conversion year, income from every source, deductions, credits, and the tax-year thresholds in effect. Use the process below to estimate the taxable conversion before you transfer the money, then separately arrange withholding or estimated payments.

What a Roth conversion does to your tax return
A traditional IRA-to-Roth IRA conversion moves money from a tax-deferred account into an account that can provide tax-free qualified distributions. For federal income-tax purposes, the part of the traditional IRA that would have been taxable if you had taken a distribution generally becomes gross income in the year the conversion occurs. The Internal Revenue Service summarizes the rule this way: “A conversion to a Roth IRA results in taxation of any untaxed amounts in the traditional IRA.” See the IRS Retirement plans FAQs regarding IRAs and IRS Publication 17 (2025).

The conversion is included in the tax year in which the distribution and conversion are completed, not the year you first discuss or request it. That added income is combined with wages, self-employment income, interest, dividends, capital gains, pensions, Social Security benefits that are taxable, and other items on your return. The result can increase your marginal tax rate on the last dollars of taxable income.

A higher marginal bracket does not retroactively apply to every dollar of your income. Federal brackets are layered: income up to each threshold is taxed in the lower applicable layers, and only the dollars above a threshold are taxed at the next marginal rate. A conversion can therefore put some dollars into a higher bracket without making the entire conversion—or your entire income—subject to that rate.
Start with the taxable amount, not the account balance
The amount transferred from the IRA (the gross conversion) and the amount reported as taxable income can differ. If you have nondeductible contributions or another after-tax basis in traditional, rollover, SEP, or SIMPLE IRAs, the basis is generally not taxed again. Form 8606 is used to calculate the nontaxable and taxable portions.
Why you cannot simply label the converted dollars “after-tax”
Basis is generally determined across your IRAs under the pro-rata calculation. You ordinarily cannot choose to convert only the after-tax dollars while leaving all pretax dollars behind. The year-end value of all traditional IRAs and the basis reported on Form 8606 affect the percentage of a distribution that is nontaxable. Review the 2025 Instructions for Form 8606 for the calculation and use the form version that matches the year of your conversion.

- Your total traditional, rollover, SEP, and SIMPLE IRA balances, including the value at the end of the conversion year.
- Any nondeductible IRA contributions carried forward as basis and prior Forms 8606.
- Gross income already received or expected from wages, business activity, pensions, annuities, investments, retirement distributions, and other sources.
- Filing status, expected adjustments, deductions, and credits for the conversion year.
- Whether the conversion is direct trustee-to-trustee or otherwise completed in a way your custodian reports correctly.
If you cannot document your basis, do not assume it is zero or estimate it from memory. Missing a prior Form 8606 can cause you to pay tax twice on the same contribution or misstate the taxable conversion.
A step-by-step method to keep the conversion within your target bracket
-
Choose the conversion tax year
Identify the calendar year in which the conversion will be completed. Tax brackets, deduction rules, credit limits, and form instructions are tied to that year. A transfer completed in December belongs to that year even if you file the return months later.
-
Project taxable income before the conversion
Estimate income from every source for the year and apply the deductions and adjustments you reasonably expect. Use current pay information, realized investment gains, business forecasts, pension statements, and required distributions where applicable. Do not use last year’s taxable income as a substitute if your circumstances changed.
-
Determine your IRA basis and expected taxable percentage
Gather prior Forms 8606 and current IRA values. Apply the applicable Form 8606 worksheet to estimate what fraction of a distribution is taxable. The calculation may depend on all of your IRAs and their year-end values, so a conversion amount that looks small relative to one account can still have a different taxable result.

-
Verify the tax-year bracket thresholds
Compare your projected taxable income with the official thresholds for your filing status and conversion year. The thresholds change, and the figures for one year should not be reused for another. If your projected income is already near a threshold, leave room for uncertainty in wages, bonuses, investment gains, business income, or deductions.
-
Set a maximum taxable addition
Decide how much additional taxable income you are willing to recognize in the year. A simple planning expression is:
available taxable conversion = chosen threshold − projected taxable income before conversion − safety marginYour safety margin can absorb income that is difficult to predict. This is a planning limit, not a guaranteed tax result, because the final Form 8606 calculation and final return may differ from your estimate.

Translate the taxable limit into a gross conversion amount
If only a percentage of the distribution is taxable because of basis, divide the desired taxable addition by the estimated taxable percentage to approximate the gross amount to convert. Recheck the result using the completed Form 8606 calculation. If the entire distribution is pretax, the gross and taxable amounts may be close, but confirm rather than assume.
-
Request a partial conversion
Instruct the custodian to convert the amount you selected, preferably by a direct transfer to the Roth IRA. The IRS recognizes converting all or part of traditional IRA assets; a partial conversion is the practical way to control the income recognized in a single year. See IRS Publication 590-A.
-
Reforecast after the transaction
Update the projection when the conversion posts. Check the custodian’s tax reporting, review year-end IRA balances, and revise withholding or estimated payments if your income is higher than expected.

Can you convert only part of an IRA?
Yes. You may convert part of a traditional IRA rather than the entire balance. A partial conversion does not eliminate the tax rules; it limits how much of the account is distributed and therefore how much taxable income can be recognized in that year. If basis exists, Form 8606 determines the taxable and nontaxable portions under the pro-rata calculation.
When a partial conversion is useful
- You are close to the next marginal bracket threshold and want to recognize only a controlled amount of additional income.
- You expect unusually low income in the current year and want to use some of that room without emptying the IRA.
- You need to coordinate the conversion with a bonus, sale of investments, business income, or another uncertain item.
- You want to preserve cash for taxes instead of converting an amount that would create an unexpectedly large bill.
How to stage conversions across years
A staged strategy divides the intended conversion across two or more tax years. Each year gets its own income projection, threshold comparison, basis calculation, and payment review. Staging can reduce the amount recognized in any one year, but it does not guarantee a lower lifetime tax bill: future tax rates, income, deductions, legislation, investment returns, and retirement withdrawals are uncertain.
| Approach | Taxable income recognized | Main advantage | Main risk or trade-off |
|---|---|---|---|
| Full conversion in one year | Most or all of the planned taxable amount in one return | Completes the move immediately and avoids another year of conversion decisions | More likely to cross a bracket threshold and can create a larger payment requirement in that year |
| Partial conversion | Only the selected portion for the current year | Provides direct control over current-year taxable income | Leaves money in the traditional IRA and requires another decision later |
| Staged conversions | Portions recognized over multiple tax years | Can spread income across different annual thresholds | Future tax rates and personal income are unknown; later account values may rise or fall |
Does the whole conversion get taxed at the higher bracket?
No. A marginal bracket applies only to the slice of taxable income that falls within that bracket. Suppose your taxable income before conversion is just below a threshold and your taxable conversion exceeds the remaining room. The dollars up to the threshold remain in the lower layers; only the excess enters the next layer. The conversion can increase your total tax without causing every dollar of the conversion to be taxed at the higher rate.
This distinction matters when comparing a conversion with doing nothing. The relevant question is not “Will I enter a higher bracket?” but “How much additional tax will the taxable portion of this conversion create, and is that cost worthwhile for my retirement objectives?” A conversion can still have other income-based effects, and federal marginal brackets do not measure state taxes or every tax interaction.
Use a marginal-cost estimate
Estimate the tax attributable to the conversion by applying the applicable bracket layers to the additional taxable income, rather than multiplying the entire gross conversion by the highest rate you see. A tax professional or tax software can model the complete return when credits, capital gains, business income, or basis make the calculation difficult. Do not treat a bracket estimate as a personalized tax result until the full return is prepared.
How much of a Roth conversion is taxable?
The taxable amount depends on the character of the traditional IRA dollars and your basis calculation. Untaxed pretax amounts are generally included in income. A return of documented after-tax basis is generally excluded, but the exclusion is calculated under Form 8606 rather than assigned informally to whichever dollars you converted.

Common situations
| Situation | What to expect | What to verify |
|---|---|---|
| Traditional IRA funded only with deductible contributions and earnings | The conversion is generally taxable to the extent of untaxed amounts | Account history and the custodian’s year-end reporting |
| Nondeductible contributions were made and reported | Part of the distribution may be nontaxable as basis | Prior Forms 8606 and the current form’s pro-rata worksheet |
| Multiple traditional, rollover, SEP, or SIMPLE IRAs | The pro-rata calculation generally considers them together | Balances for all such IRAs, including the year-end value |
| Basis records are missing or inconsistent | The taxable amount cannot be estimated reliably from the account statement alone | Prior returns, contribution records, and professional review if needed |
Do not confuse a nondeductible contribution with a tax-free conversion of the same amount. The contribution creates basis only when reported and tracked correctly; later distributions and conversions still use the required form calculation.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Paying the tax: withholding versus estimated payments
A Roth conversion can create tax even when the custodian does not withhold money from the transfer. Tax payment timing is separate from deciding how much income to convert. Review whether your regular paycheck withholding is sufficient or whether estimated payments are needed.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Adjusting paycheck withholding
If you receive wages, you can review and update withholding through your employer’s process. The IRS tax-withholding guidance explains how to account for changes in taxable income and income that is not subject to withholding. Increasing withholding later in the year may help cover the conversion tax, but check the timing and amount rather than waiting until filing.
Making estimated tax payments
If withholding will not cover the additional liability, consider estimated payments under the IRS pay-as-you-go system. The IRS pay-as-you-go guide describes withholding, estimated payments, and underpayment-penalty considerations. Your required payment depends on your overall tax situation, prior-year tax, current-year income, and payment timing—not on the conversion amount alone.
Should you withhold from the conversion itself?
Withholding part of the distribution can reduce the cash sent to the Roth IRA and may be treated differently from a full direct conversion. If your goal is to move a chosen gross amount into the Roth IRA, many taxpayers instead arrange payment from other cash, withholding, or estimated payments after modeling the consequences. Confirm the mechanics with the custodian and consider the age-related distribution rules that may apply to amounts not converted.
Why a completed conversion usually cannot be undone
For conversions made after 2017, the IRS generally does not allow recharacterizing a completed Roth conversion back to a traditional IRA. Publication 590-A describes this non-recharacterization rule. Because a later market decline or a higher-than-expected tax bill generally cannot be fixed by simply reversing the conversion, estimate the taxable amount and payment needs before authorizing the transfer.
A practical decision framework
Choose a one-year conversion when
- Your projected taxable income leaves enough room under your chosen threshold after a conservative safety margin.
- You can pay the resulting tax without taking an avoidable taxable distribution from the IRA.
- The immediate tax cost fits your retirement plan and you accept uncertainty about future rates.
Choose a partial or staged conversion when
- A full conversion would push a substantial amount into a higher marginal layer.
- Your income is volatile or deductions and credits are difficult to forecast.
- You want to preserve flexibility while gathering better basis or year-end balance information.
- You expect to have additional conversion capacity in a later year, recognizing that future rules and rates may differ.
Pause for professional review when
- You have multiple IRAs, substantial nondeductible basis, or missing Forms 8606.
- You are self-employed, own a business, or have large capital gains that make taxable income hard to project.
- You may be affected by state income tax, credits, or other income-based limits not addressed by the federal bracket estimate.
- You are considering withholding from the conversion and are unsure how the retained amount will be treated.
Common mistakes and how to avoid them
Using an old bracket table
Bracket thresholds are tax-year specific and differ by filing status. Verify the official figures for the year of the conversion instead of copying a prior-year table.

Assuming the gross transfer is the taxable amount
Basis can make the taxable portion smaller, but only the applicable Form 8606 calculation establishes the amount. Conversely, an undocumented basis claim can be rejected or produce an incorrect return.
Allocating basis only to the converted account
The pro-rata rules generally look across traditional, rollover, SEP, and SIMPLE IRAs. Include all relevant accounts and their year-end values.
Ignoring income received after the estimate
Bonuses, investment sales, business income, and year-end distributions can use up the room you thought was available. Reforecast after the conversion and before year-end.

Keeping a conversion below a threshold can reduce current-year tax, but the decision also depends on future rates, investment growth, required distributions, and your retirement objectives. A bracket is one input, not a complete lifetime-tax analysis.
Forgetting the payment obligation
A conversion reported on the return can produce a balance due even when no money was withheld. Check withholding or estimated payments as soon as the conversion is planned.
Records to keep
- The conversion request, completion date, amount, and receiving Roth IRA account information.
- Form 1099-R and Form 5498 supplied by the custodian.
- Every Form 8606 and the tax return on which it was filed.
- Traditional IRA year-end statements for all accounts included in the pro-rata calculation.
- Your income projection, bracket-threshold source, withholding changes, and estimated-payment confirmations.
These records make it easier to reconcile the custodian’s forms with your return and to substantiate basis in later years.
Federal scope and state-tax limits
The rules and sources described here concern U.S. federal income tax. State income-tax treatment, state deductions, credits, and other income-based effects can differ. Before converting, check the rules where you file and include any state liability in your cash-flow estimate. No single federal bracket calculation can establish your complete tax cost.

Estimate the conversion year’s taxable income, calculate the taxable portion with the correct Form 8606, compare the result with that year’s filing-status thresholds, and convert only the amount that fits your chosen limit. If the full amount is too large, use a partial or staged conversion. Then separately arrange withholding or estimated payments and remember that a completed post-2017 conversion generally cannot be recharacterized.
