Assess AI infrastructure investment as a chain: spending must become connected, used capacity; use must produce measurable benefits; and those benefits must outweigh the full costs over time. Data-center construction, capital-expenditure forecasts, and electricity demand show the scale of the buildout, not whether it is earning a durable economic return. The most credible assessment combines company, productivity, labor, domestic-value-added, and energy evidence—and keeps forecasts distinct from operating results.
What does “lasting economic value” mean in an AI infrastructure buildout?
Lasting economic value means that investment in data centers, servers, networking, and related infrastructure enables benefits that persist and are large enough to justify the resources used to create and operate it. The test is not whether companies spend heavily or facilities are built. It is whether the equipment is put to work, whether organizations and customers gain measurable value from that use, and whether those gains exceed infrastructure, energy, financing, and other costs.

That distinction matters to anyone trying to interpret AI-related headlines, corporate investment plans, or the broader economy. A large spending figure can be evidence of a major investment cycle without establishing that the investment will raise productivity or generate durable profits. A forecast of rising electricity consumption can indicate expected demand for computing, but it says nothing by itself about the output or value produced by that electricity.
The Federal Reserve’s July 17, 2026 monitoring note by Paul E. Soto, Mason Thieu, and Jeffrey S. Allen offers a useful organizing principle: assess capabilities and costs, firm investment and adoption, and productivity and labor outcomes together. The authors describe their aim as monitoring whether AI’s effects remain concentrated in investment-led growth or begin to appear in aggregate productivity and the labor market. Their note says the aggregate output and labor data showed limited signs of broad-based transformation as of 2026—not that no individual firms or workers had benefited.

What evidence should you follow from spending to outcomes?
Use a sequence of indicators rather than one headline statistic. Each stage answers a different question, and a break in the chain can reveal why impressive investment totals have not yet translated into broad economic gains.
- Investment: How much capital is being committed to buildings, equipment, and computing capacity?
- Deployment: Has planned capacity been built, connected, equipped, and made operational?
- Utilization and adoption: Are the facilities running workloads, and are businesses actually incorporating AI into their work?
- Benefits: Are firms, workers, or customers experiencing measurable improvements in output, cost, quality, or service?
- Broader outcomes: Do productivity and labor-market measures improve over a stated period, and can the change reasonably be linked to AI?
- Net contribution: After imports, power, grid investment, financing, and cost allocation are considered, how much value remains and who receives it?
The sequence is not a guarantee that benefits will arrive on a particular schedule. Investment can precede adoption and productivity gains by a substantial period. But examining the stages separately helps avoid treating a planned facility as if it were already productive capacity, or treating capacity as if it were already producing economic value.
Which investment measures show the scale of the buildout—and what do they miss?
No single spending series isolates AI infrastructure perfectly. Compare company capital expenditure, construction, and national-accounts investment as complementary measures, while noting what each includes and when it is recorded.
| Measure | What it can show | What it cannot establish |
|---|---|---|
| Company property-and-equipment spending | Broad evidence of companies’ investment in physical assets, including infrastructure. | It is not an AI-only measure: it includes non-AI investment. Greater use of leases can also make company capex understate total infrastructure investment. |
| Data-center construction | Evidence of spending on the buildings and structures needed to house computing infrastructure; construction may precede equipment installation. | A building is not the same as installed, connected, or utilized computing equipment. Structures are not the dominant source of data-center value. |
| National-accounts computer and equipment investment | A broader economic measure that captures purchases of computers and related equipment. | It includes ordinary, non-AI purchases as well as equipment used for AI; it does not by itself show utilization or returns. |
| Announced or forecast capital expenditure | What a company or forecaster expects to spend, subject to the forecast’s scope and assumptions. | It is not completed spending, operational capacity, productive use, or a realized return. |
The OECD’s 2025 report on investment measurement describes definitional and classification challenges in measuring intangible and digital investment. Those challenges reinforce the need to check definitions before comparing companies, countries, or years. For example, a company with more leased equipment may appear to invest less on a capex measure even when it is using substantial infrastructure.
How can you tell whether capacity is being used?
Separate the stages of delivery: announced capacity, construction, installed equipment, grid connection, and actual operation. A project that is financed or under construction may still be years away from serving workloads. Even an operational facility may not be fully utilized.

Useful evidence includes whether servers and related equipment have been installed, whether the facility has secured the connections and power needed to run, and whether workloads are being served. Then look for evidence of business adoption: organizations using AI in actual processes rather than merely testing tools or announcing pilots. The available framework does not supply a universal utilization threshold that would prove an investment is successful. The point is to seek operating evidence rather than infer use from a building’s size or an announced capacity figure.

A business may use AI while seeing little net benefit if the technology adds costs, requires extensive redesign or oversight, or fails to improve the task’s output. Conversely, gains may first appear in specific operations rather than in a national statistic. Track both how widely a technology is used and what it changes for the organizations using it.
How should you measure benefits to firms, workers, and customers?
Look for observed changes in outcomes that matter to the organization or its customers, then ask whether AI use plausibly contributed to them. Possible firm-level evidence includes operational performance, output, costs, quality, or service. For workers and customers, the relevant outcomes depend on the use case; the essential question is whether a change is measured, sustained, and attributable with reasonable care—not simply claimed.
Firm-level results and economy-wide results answer different questions. A company may report a local efficiency gain without that gain being large or widespread enough to move aggregate productivity. A productivity increase may also have several causes, making it difficult to isolate AI’s contribution. Adoption differs between firms and sectors, and the lag from new capability to routine use and then to measured results can be substantial.
Keep labor outcomes in the picture rather than using productivity as a synonym for overall benefit. Consider employment and labor composition alongside productivity, and ask who receives the gains. Higher output per hour does not, on its own, reveal how gains are distributed among businesses, workers, and customers or what happened to particular jobs. The Federal Reserve’s framework calls for watching productivity and labor together, while noting that broad aggregate evidence remained limited as of 2026.

What do current productivity and spending figures actually tell us?
They establish the scale of investment, the anticipated demand for electricity, or a conditional estimate of possible productivity—not a definitive causal return on today’s infrastructure spending.
| Figure | What the source says | How to interpret it |
|---|---|---|
| 0.25–0.6 percentage points | The OECD’s 2024 estimate of annual aggregate total-factor-productivity growth attributable to AI over a ten-year horizon. | This is a model-based, conditional estimate built from micro-level performance evidence, AI exposure, adoption assumptions, and a multi-sector general-equilibrium framework. It is not an observed return from current infrastructure investment. |
| 415 TWh in 2024 | The International Energy Agency (IEA) reported this as about 1.5% of global electricity consumption in 2024; it also reported that global data-center electricity consumption had grown around 12% per year since 2017. | These are energy-use measures, not economic returns. |
| 485 TWh in 2025, rising to 950 TWh in 2030 | The IEA’s 2026 central projection for data-center electricity use, with the 2030 level around 3% of global electricity demand. AI-focused data-center consumption is projected to grow faster. | This is a forecast of expected energy demand, not value produced. Forecasts are conditional and time-sensitive. |
| More than USD 700 billion in 2026 | The IEA’s 2026 forecast for hyperscaler capital expenditure, mostly for new data centers. | This is forecast spending, not proof that the infrastructure will be productively utilized or earn a lasting return. |
These figures should not be added together or treated as interchangeable. They measure different things over different periods: modeled productivity growth, observed energy consumption, projected demand, and forecast capital expenditure. None alone answers whether the economic benefits of the infrastructure will outlast its costs.
How do imports and energy costs change the assessment?
Gross investment is not the same as domestic economic contribution. If equipment is imported, the amount spent on it can overstate how much investment adds to domestic production. Account for imported equipment when assessing a country’s contribution rather than assuming every dollar of infrastructure spending represents domestic value added.
Then count the full energy and connection picture: electricity used by the facility, generation and grid investments needed to serve new loads, and the financing of those investments. A data center can add capacity to the economy while shifting some costs to other electricity consumers, depending on local system conditions and tariff design. In another location, a facility could use existing capacity and pay its share of system costs. Neither outcome should be assumed everywhere.

The IEA notes that data-center load can arrive gradually as buildings, servers, and workloads come online, so the timing and magnitude of demand are uncertain. This makes a projected load different from an immediate, fixed requirement. For a particular project, assess what grid work is needed, when it is needed, and how the related costs and risks are allocated.

How should you compare two companies, projects, or regions?
Apply the same definitions and time horizon to both, and label forecasts separately from actual operating data. A comparison is unreliable if one side reports announced capacity while the other reports connected or utilized capacity, or if one investment measure includes leased assets and the other does not.
- Investment scope: Identify what spending is included, whether it is AI-specific, and whether leased assets are captured.
- Capacity status: Distinguish planned, under-construction, installed, connected, and operational capacity; seek utilization evidence where available.
- Adoption and benefits: Compare actual business use and measured customer or producer outcomes, not just announcements.
- Time horizon: State how long the investment has operated and the period over which productivity or labor outcomes are measured.
- Domestic value: Account for imported equipment rather than equating gross spending with domestic production.
- Full costs: Include electricity, grid connection, generation, financing, and who bears system costs.
- Local conditions: Consider geography, grid capacity, and tariff structures; these can change who pays and when.
This approach also makes comparisons more useful for personal financial decisions. A national spending boom does not by itself establish that a particular company, investment, or region will capture the gains. The macroeconomic evidence helps describe the environment; project-level or company-level outcomes are needed to assess specific exposure.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What are the warning signs of a weak economic-value claim?
Be cautious when a claim jumps from construction or spending straight to a conclusion about productivity, profits, or broad prosperity. The missing steps—deployment, utilization, adoption, measurable benefits, and costs—are precisely where an investment may fail to produce the expected result.
- A forecast is described as if the spending or capacity has already materialized.
- Company capex is presented as AI-only despite including non-AI investment.
- A building or announced capacity is treated as evidence of workloads being served.
- High demand for electricity or computing is taken as proof of economic value, without measuring what the capacity produces.
- A modeled productivity range is described as a realized causal effect.
- Gross investment is treated as domestic contribution without accounting for imported equipment.
- Potential grid costs are ignored, or a cost shift to other consumers is assumed to be universal despite local differences.
- Firm-level gains are generalized to the whole economy without considering adoption breadth, attribution, and the time horizon.
The Federal Reserve’s July 2026 note cautions that investment proxies are imperfect and attribution to AI is difficult. Its finding of limited signs of broad-based transformation in aggregate output and labor data is a reason to keep monitoring the outcome measures, not a basis for claiming that no value exists at individual firms.
What is a practical monitoring checklist?
For a concise but disciplined assessment, record the evidence at each stage and update it as plans turn into operating results.

- Record the investment measure and its definition. Note whether the number is company capex, construction, equipment spending, a forecast, or an announced plan, and whether leases or non-AI assets are included.
- Track delivery status. Mark what is planned, built, equipped, connected, and operating rather than collapsing these milestones into a single capacity total.
- Seek evidence of use. Look for operating workloads and actual business adoption, not just a new facility or a pilot announcement.
- Specify the benefit being claimed. Identify the operational, customer, worker, or productivity outcome and how it is measured over time.
- Separate observed from estimated outcomes. Label modeled estimates and projections as such; do not describe them as realized returns.
- Count domestic contribution and costs. Consider imports, power, connection and grid investment, financing, and cost allocation.
- Check the distribution and the lag. Follow productivity and labor outcomes over a stated horizon and note who bears the costs and who receives the benefits.
A well-supported conclusion may therefore be provisional: investment and capacity are growing, but evidence on utilization or economy-wide benefits is not yet sufficient to quantify a lasting return. That is more informative than turning a spending forecast into a verdict.
Frequently Asked Questions
Can data-center investment make GDP rise even if productivity does not?
Yes. Investment can contribute to measured economic activity while a project is being built, but that does not establish that the resulting capacity will raise productivity later. Imported equipment also means gross spending can overstate the domestic contribution.

Why can a productivity gain at one company be hard to see in national statistics?
A firm-level improvement may be small relative to the whole economy, limited to a narrow task, or offset by changes elsewhere. Economy-wide attribution is also difficult when AI adoption varies and other factors affect productivity at the same time.
Does rising data-center electricity use prove that AI demand is commercially sustainable?
No. Electricity consumption indicates energy use, not whether workloads generate enough economic benefit to cover the infrastructure and operating costs. The IEA’s consumption figures and projections describe demand for power, not a profitability test.
How often should I update an assessment of an AI infrastructure project?
Update it when a material milestone changes the evidence—for example, when planned capacity becomes connected and operational, when adoption or utilization data emerge, or when the project’s power and financing arrangements change. Keep the dates and definitions consistent so that changes reflect outcomes rather than a revised measurement method.
